Abstract

The purpose of this study was to determine the effect of work safety and occupational health on jobsatisfaction at PT. Pandawa Surya Sentosa in Balikpapan City, East Kalimantan. This research uses aquantitative approach. The subjects of this study were 107 employees selected using random samplingtechnique. Data collection methods used is the scale of work safety, occupational health and jobsatisfaction. The collected data were analysed using multiple linear regression analysis using theStatistical Package for Social Sciences (SPSS) program for Windows 24.0.The results of the study with a confidence level of 95% showed that: (1) there was no effect of work safetyon job satisfaction can be shown based on the t test that the value of count 0.101 < t table 1,983 and thevalue Sig 0,919 > 0,05, and β = 0,009; (2) there is a work health effect on job satisfaction can be shownbased on the t test that the value of count 4.191 > t table 1,983 and the value of Sig 0,000 < 0,05, and β =0,009; (3) Based on the results of the f test, that the F count > F table (8.782> 2.30) with a significant0.000 <0.05, this means that the independent variables (X1) and (X2) simultaneously have a significantpositive effect on employee job satisfaction at PT. Abstract

As a program of the government, Kartu Indonesia Sehat is a government aid for the poor / poor, hoping toimprove the welfare of the community. Healthy Indonesia Program is a priority program of the President ofthe Republic of Indonesia Ir. Joko Widodo designed specifically to help the poor in order to get free medicalassistance. This research uses qualitative approach method. The research informants were: one head ofBPJS office, two BPJS office staff, one Kopandakan II village head, and four healthy Indonesian cardusers. Data collection by observation (direct observation), interview, and documentation, while theanalytical technique used is interactive model analysis from Miles and Huberman. Based on the researchresults can be concluded: (1) implementation of healthy Indonesian card program less effective seen fromthe dimension of communication. Socialization on matters related to the KIS program is carried out by theimplementing program (BPJS) to the community through cooperation with the village government, so thatthe public lack understanding. (2) implementation of healthy Indonesian card program is less effective, seenfrom human resource dimension of KIS program implementer from BPJS and health facility inadequate inquantity. Financial resources for program implementation are provided as needed. (3) implementation ofhealthy Indonesian card program is less effective seen from within dimension of disposition. The dispositionor characteristic of the officer does not have a consistent and consistent attitude to implement a healthy andsuccessful Indonesian card program. (4) the implementation of healthy Indonesian card program is lesseffective than the bureaucratic / organizational structure seen from the mechanism and procedure ofprogram implementation (SOP) which determined the lack of person in handling the program. Duties andresponsibilities are clearly defined. As for the suggestion: (1) socialization of healthy Indonesian cards tothe village community needs to be continuously improved and intensified because many villagers do notunderstand clearly the healthy Indonesia card program. (2) the implementing resources of healthyIndonesian card program from BPJS should be increased so that more can reach to the villages. HR inhealth facilities (health workers) for KIS participant services should also be able to reach the village. (3) thedisposition (commitment and consistency) of health card program implementing officers still needs to beimproved to improve the successful implementation of the program in the future. Abstract

This study moved from the initial observation that the process of implementation anddetermination of mutations of civil servants in the local government of North Halmahera Regency is lesstransparent. Thus, the research in addition to answering the problems related to transparency of civilservant mutations, also aims to know the application of the principle of transparency in the implementationof employee mutations at the Regional Personnel Agency (BKD) of North Halmahera Regency. Thisresearch applies descriptive method with qualitative approach, informant is determined based on level ofunderstanding to research problem as many as 12 people consisting of element BKD, some related SKPD,Member DPRD related commission and press. Methods of data collection consist of observation,documentation and interview. Processing and data analysis is done from the collection stage to the dataverifikasi stage by applying interactive techniques.The results showed that (1). Information relating to the process of formulating and implementing publicpolicies, including information on civil servant mutations, is sufficient, accessible, accessible and timely,but information is categorized as "confidential", including information on the process and determinationof civil servants to be transferred. (2). Transparency of information may increase the knowledge and insightof the community about the process, procedures, requirements and reasons for the transfer of civil servants,there are several considerations of civil servant’s mutation among others is the need for civil servants to fillvacant places / positions. Given the transparency of civil servant transfers, at least a slight increase in publicconfidence in the government. The level of public trust to the government due to the increased satisfactionis significant.Thus it can be concluded that the existence of transparency of information in terms of civil servant’smutations also affect the increased knowledge, insight, trust and community participation in regionaldevelopment. Participation in question has to do with reports for civil servants need to be transferred(critical Participation) to provide information to the government about the existence of deviation by civilservants that need to be transferred. It is recommended that the process and procedure of the PNS mutationshould be done transparently, openly and based on mapping the needs of employees by SKPD or at therequest of SKPD and not because of other factors beyond that. A strategic partner organization that isneutral for local government to oversee the process of employee reform is necessary to prevent the KKNpractices in the process.Keywords: Transparency, Employee Mutation

Abstract: Policy Implementation social security organizing body (BPJS) health, is an important in the world of health. Through Policy Implementation BPJS health.Is expected to help people who are less able in the world health, especially in terms of treatment a hospital or puskesmas.success of policy implementation bpjs heatlh, depending on the aspect of communication, resources, disposition, bureaucratic structure. If the four variables support each other, then policy implementation BPJS heatlh can be achieved effectively and on target. The purpose of policy implementation BPJS heatlh is to achieve the degree of the poor or economically weak in the needs of treatment. On of the efforts made by the government is to take health card BPJS program.and by providing facilities and infrastructure at heatlh center for the implementation of health on target. The purpose of this study is to know Policy Implementation BPJS Health At Puskesmas . The benefits of this research are to provide input to the Health Center or stakeholders within Policy Implementation BPJS Health At Puskesmas Patlean, North Maba District, East Halmahera District. The method used is qualitative method, with type of descriptive approach and research location patlean village North Maba District, East Halmahera District. Data collection is done by observation and in-depth interview to informant. Based on the results of the study there are several factors that must be corrected communication, resources, disposition, bureaucratic structure.so inside Policy Implementation BPJS Health At puskesmas goes according to expectations.Based on the results of the study there are several factors that must be corrected : communication, tesources, disposition, and bureaucratic structure. Abstract

BKKBN Performance on Family Planning Program in Kecamatan Kotamobagu Barat. The publication of city dwellers in 2017 is the continuation of the publication as the business of the Central Bureau of Statistics (BPS) of kotamobagu city, the western kotamobagu district to meet the needs of the population data for the city districts of kotamobagu, subdistrict kotamobagu west in 2015 consists of 6 urban villages. Based on the five performance measurement indicators according to Agus Dwiyanto (2002), in BKKBN it can be said that in general the performance of BKKBN is still less maximal, on indicator Service cost productivity, BKKBN does not charge to the public, because the budget used comes from APBN and APBD. Then on the indicators of the quality of the Service, the constraints are the ineffectiveness of BKKBN in reaching the places - places that are not within a certain range, due to the distance constraints experienced by extension workers. on the indicator of responsiveness where the existence of programs that do not run well like the program PUP (maturity age marriage), can be seen from the number of early marriage in the district of West Kotamobagu, is the impact of the lack of understanding of the community will the dangers of early marriage to maternal reproductive health young, not to mention the old understanding that is still firmly attached in the community district of West Kotamobagu. Abstract

Tondegesan Village Government established BUMDes as a body that professionally managed to manage village assets and became the motor of the economy of rural communities, but because BUMDes was the first business entity to operate in Tondegesan Village, there were several problems, such as the lack of human resources having competence in managing business entities, and lack of funding and facilities used to support BUMDes programs. The purpose of this research is to know how the implementation of Village Owned Enterprise (BUMDes) Program in Tondegesan Village, Kawangkoan Sub-district. This study uses the implementation theory of Edward III which focuses on four dimensions in implementing policies or programs ie resources, communication, disposition, and bureaucratic structure. The method used is qualitative descriptive. Data collection techniques used were interviews, observation, literature study and documentation. The results of this study indicate that the implementation of the BUMDes program in general has been running well. This can be seen from the two main programs that have been running BUMDes well. Although in the application of standard operational procedures have not been maximal so that BUMDes programs have not run optimally, because there are some things that must be improved such as lack of competence of human resources and lack of financial resources, and lack of coordination between institutions built board BUMDes. Suggestions that can be given is by completing BUMDes' articles of association and budget, improving the quality of human resources and adding financial resources, and building coordination among institutions so that the future of cooperation between BUMDes and the Village Government can run well.Keywords: Implementation, Policy, BUMDes

Abstract

The purpose of the study was to explain the Supervision of Society in Financial Management in Mamuya Village, Galela District, North Halmahera Regency. This study used descriptive qualitative method. Community Supervision in Financial Management was observed from two criteria namely preventive and repressive. The research informants were the village head / village government, village secretary: BPD chairperson, members (BPD), community. Data collection uses interview guidelines, documentation study observations while analysis techniques are carried out through data collection, data reduction, data presentation stages. Based on the results of data analysis concluded that Community Supervision of Financial Management in Mamuya Village, Galela Subdistrict, North Halmahera District was observed from two criteria, namely preventive and repressive, not yet maximally implemented. Based on the results of the study found that Community Supervision on Financial Management has not been maximized so that advice can be recommended: The quality of the human resources of the village head and village apparatus needs to be improved through training in village financial management. Community involvement in financial management is increased so that there are no irregularities between village and community governments, and sources of village financial revenue and other sources of income that are regulated in Government Regulation Number 113 Year 2014 concerning village financial management, and Law. No. 6 of 2014 concerning villages, be optimized.

Abstract

Leadership style of boss can influence the success of employees in achievement. In other words,leadership style of boss can influence on job satisfaction of employees in an organization. Be purpose ofresearcher who want to achieve in this research is to know how big influence of leadership style of lurah tojob satisfaction of kelurahan Bahu Kecamatan Malalayang Kota Manado. The method used in this researchis quantitative method, with correlation and regression approach. In this research, the variables used arethe leadership style of lurah as independent / independent variable while the job satisfaction of the apparatusas dependent variable. So the sample in this research is all apparatus of Sub-District of Bahu KecamatanMalalayang Manado City amounting to 15 people. The result of this research is Head of Lurah Leadershipstyle have negative effect to the Satisfaction of Sub-District Officer of Sub-District of Malalayang City ofManado which is shown by regression equation Ŷ = 27.513 - 0.058X + e and hypothesis test with t-test thatimplies that value (-0.211) less than ttab value (1.771) at error level of 5% and dk = 13 for acceptance of theHo and the rejection of HA. Abstract

Tujuan penelitian ini adalah menganalisis strategi pengembangan usaha budidaya rumput lautdi Pulau Nain Kabupaten Minahasa Utara dalam meningkatkan produksi. Penelitian ini dilaksanakanpada bulan September sampai November 2016 di Pulau Nain Kecamatan Wori Kabupaten MinahasaUtara Metode pengumpulan data terdiri atas observasi, wawancara dan dokumen. Analisis data yangdigunakan adalah analisis SWOT.Hasil penelitian menunjukkan bahwa faktor-faktor utama strategi pengembangan usaha budidayarumput laut dalam meningkatkan produksi di pulau Nain adalah a) Areal perairan pantai sangat luas dankualitas perairan masih layak untuk pengembangan usaha budidaya rumput laut, b) Periode panen danpemeliharaan dapat diatur, c) Teknologi usaha budidaya rumput laut sederhana dan murah, d) Rumputlaut dapat diolah menjadi industri rumah tangga, e) Tingginya minat masyarakat untuk mengembangkanusaha budidaya rumput laut, f) Permintaan pasar yang cukup tinggi terhadap komoditas rumput laut, g)Usaha budidaya sangat menguntungkan dan menjadi produk unggulan program pemerintahDengan menggunakan analisis SWOT dalam merumuskan strategi pengembangan usaha budidayarumput laut dalam meningkatkan produksi di pulau Nain, alternatif strategi yang menjadi prioritasadalah a) Strategi penataan ruang/zonasi wilayah pesisir, b) Strategi meningkatkan bimbingan teknisbudidaya (pemilihan bibit, pemeliharaan, pasca panen dan manajemen usaha, c) Strategi penerapanmetoda long line di perairan lepas pantai, d) Minat masyarakat dalam pengembangan rumput laut danmembentuk kemitraan antara pembudidaya dan pengusahaKata Kunci: Strategi, Pengembangan, Usaha, Budidaya, rumput Laut, Produksi

Abstract

Penelitian ini berangkat dari fenomena bahwa penyelenggaraan pemerintah kampung di kampungWalesakma Distrik Hilipuk Kabupaten Yahukimo terindikasi belum efektif. Kondisi ini di duga adakaitannya dengan beberapa faktor penghambat. Dengan demikian, penelitian bertujuan :(1). Untukmengetahui peran pendampingan lokal kepala kamung dalam pengelolaan ADKK dan (2). Untukmengetahui faktor-faktor penghambat pencapaian peran pendampingan lokal kepala kampung dalampengelolaan ADKK di kampung walesakma Distrik Hilipuk Kabupaten YahukimoPenelitian ini menggunakan pendekatan kualitatif dengan penerapan metode Deskriptif. Data daninformasi di kumpulkan melalui teknik wawancara kepada 15 informan, dan di lengkapi dengan teknikobservasi dan dokumentasi, kemudian di analisis dengan menerapkan teknik analisis deskriptif.Berdasarkan hasil analisis data, di ketahui bahwa: Peran pendamping kepala kampung, Khusus DiKampung Walesakma Distrik Hilipuk Kabupaten Yahukimo pada umumnya belum berjalan secara efektif.Kondisi ini dapat di lihat dari realitas hasil wawancara dimana ke kriteria peran pendamping lokalpemerintah kepala kampung belum terimplementasi dengan maksimal.Dengan demikian, dapat di simpulkan bahwa terdapat beberapa faktor penghambat yaitu: faktoraksesibilitas yang rendah, jumlah dan mutu SDM aparat pemerintah kampung yang kurang memadai,serta masih kentalnya nilai budaya paternalistik yang mewarnai aktivitas masyarakat, terutama aparatpemerintah kampung sehingga melahirkan budaya paternalistik sebagai penghambat pencapaian peranpendamping dalam pembangunan kampung oleh karena itu, di sarankan kepadapemerintah Daerah Kabupaten Yahukimo agar perlu melakukan pembenahan di beberapa sektor, antarlain : jaringan transportasi darat, sarana-prasarana, peralatan, fasilitas penunjang dan anggaranpenyelenggaraan alokasi dana kepala kampung ADKK, peningkatan mutu dan jumlah sumber daya aparatpemerintah kampung serta membangun sistem budaya yang berorientasi pencapaian hasil melaluipembinaan keagamaan.Kata Kunci: Peran Pendampingan Lokal Kepala Kampung/Desa
