Abstract

This study aims to analyze the implementation of the Tondano Watershed Management Policy in theprovince of North Sulawesi. This research uses the descriptive qualitative method. Research data are obtainedfrom informants who are representatives of the society and government. The result of the study indicatesthat on the organizational aspect, Tondano watershed management institutions are very stronglysupported by regulations under a strict legal umbrella for the management of the Tondano watershed,such as Law No. 41 1999 concerning Forestry, PP 37 2012 concerning watershed management, which issubsequently elaborated by North Sulawesi Provincial Regulation No. 1 2013 concerning the managementof the Tondano watershed. In addition to that, Tondano watershed management involves many parties(multidisciplinary and multi-sector) in the Tondano watershed area. In the aspects of interpretation policyregarding the management of the Tondano watershed, it can be concluded that the implementor andstakeholders are able to master and know their duties and functions in the management of the Tondanowatershed. In the aspect of application or implementation of Tondano watershed management policiesbased on existing regulations, however, a lot of plans in the form of programs and activities have been seenexisting in every relevant agency, all of which are to make the Tondano watershed useful and sustainable.But in their implementation, these activities have not been carried out thoroughly by the regionalgovernment both in the province and district/city. The obstacle faced is the lack of commitment andpresence of stakeholders in implementing watershed management based on existing regulations.Keywords: policy implementation, Tondano watershed management, organization, interpretation,application.

Abstract

The regional government of West Halmahera Regency through the Tourism Office in 2009 sees it importantto develop the tourism sector. Through local policy, the government took a strategic step by scheduling theJailolo Bay Festival (FTJ) to be held every year. Explicitly, the objective of the Jailolo Bay Festival (FTJ)is to promote tourism.This research method uses qualitative research methods. In this study is to analyze the factors associatedwith the implementation of the Jailolo Bay Festival (FTJ) policy in West Halmahera Regency.The author considers that the implementation of the Jailolo Bay Festival (FTJ) has been effective. Thiscertainly can be seen from a number of factors, the most obvious is that, from the implementation of theactivity, it can encourage a number of tourists to visit West Halmahera RegencyThe organizer of the Jailolo Bay Festival (FTJ) has had a positive impact on the local government andcommunity. Abstract

Family Expectations Program implementation in Ranoyapo Regency of Minahasa in the South.Family Expectations Program implementation aimed to improve, welfare Families Beneficiaries throughaccess to education, health services, social welfare, and reduce the burden of spending and increase familyincome the poor and vulnerable, creating behavior change and independence Family Beneficiaries inaccessing health and education services as well as reducing poverty and inequalities, promoting the benefitsof formal financial products and services to the family Beneficiaries. In the implementation of theprogramme, has not been able to walk to the maximum. Therefore, the proposed research is to answer thequestion about Family Expectations Program implementation in South Minahasa Regency Ranoyapo. Inthis study the researchers used a model implementation of George c. Edward III, the implementation of thepolicy views of 4 variables that affect the implementation of the policy. Communication is an importantfactor in the success of a policy, including command and decision-making. Adequate resources eitherhuman resources or financial resources will have an impact on the degree of success of a policy. Thedisposition is the attitude that is owned by the application of ethics policy and commitment to making thispolicy work. Bureaucratic structure, namely the extent to which a range of control between leadership andsubordinate in implementing organizational structure. In this research uses qualitative research methods,descriptive, i.e. through interviews to 12 informants in direct observation, and search for documents relatedto the program, even before the study guidelines helped interview , and stationery to write. The results ofthis research are generally explained that the implementation of the Family Hope Program in SouthMinahasa Regency Ranoyapo has not run optimally.Keywords: implementation of policy, program, the family of hope

Abstract

Mature and planning development is one of the important aspects which is also a benchmark forthe progress of a country through village development planning is the initial step to determine the goals forvillage progress and independence. This study aims to determine the development planning in petta villageeast tabukan subdistrict north of sangihe island regency. The method used in this research is a descriptivequalitative method with the inductive approach. Qualitative descriptive research with an inductive approach isa method that illustrates the problem or case that is based on the facts that are based on specific facts andthen examined to solve the problem and draw conclusions generally. Researchers used five indicatorsnamely determining goals, develop the premise (opinion), determine alternative-alternative actions andevaluate this alternative, choose one of the best alternatives, implement a plan and evaluate the results.Based on the results of research conducted that village development planning has not fully gone well. Thisis seen in physical development (community needs) and non-physical development as a whole has not gonewell, yet there are still many community needs that have not been met.Keywords : Planning, Development, Village.

Abstract

The purpose of this research is to determine the motivation impact of village governmentapparatus in Wasian village of Dimembe district of North Minahasa Regency.This study uses a descriptive-qualitative approach method. Work motivation is seen from the sixdimensionalwork motivation of Hezberg. The research informant of the village head, village secretary, headof affairs, and the Dusun/guard heads. Data collection uses interview guidelines, while the analyticaltechniques used are interactive model analyses of Miles and Hubernann.Based on the results of the study concluded: 1. The motivation of the government apparatus of Walianvillage is generally still less maximum. Acceptable allowances have not been able to realize the high workingmotivation among village government officials. 2. The motivation of the village government apparatus toachieve high achievement is still lacking/low. The village apparatus works as it is without pursuingachievements. 3. Motivation to work the village government apparatus to gain recognition of the results ofwork is still lacking/lower. The village apparatus works as it is and does not think of recognition of theresults of work/achievement. 4. Motivation to work the village government apparatus to get a task whoseresponsibility is greater still less/lower. 5. Motivation for the work of village government apparatus to gainprogress on the results of the work is still low. The village government apparatus only works according toexisting assignments, and does not work to pursue progress. 6. The motivation to work the villagegovernment apparatus to gain the opportunity to develop knowledge and skills in the implementation oftasks is also low, because the opportunity for it is also very rareKeywords: Work motivation, village government apparatus

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisa bagaimana kinerja relawan demokrasi dalammemberikan pendidikan pemilih. Metode penelitian yang digunakan adalah metode deskriptif kualitatifdengan teknik wawancara, observasi dan studi dokumentasi terhadap sejumlah informan dan data.Informan relawan demokrasi dipilih secara random sampling atau secara acak di masing-masing basispemilih. Hasil penelitian ini menunjukkan kinerja relawan demokrasi sangat mempengaruhi dalam prosespemberian edukasi atau pendidikan pemilih pada Pemilihan Umum Legislatif di Kabupaten BolaangMongondow tahun 2019. Kesimpulan yang dapat ditarik dari hasil penelitian ini yakni kinerja relawandemokrasi belum optimal di tinjau dari aspek Kualitas, Kuantitas, Efektivitas Biaya, Ketepatan Waktu,Kebutuhan akan Pengawasan, dan Hubungan antar Personal karena faktor ketrampilan, pengetahuan,pengalaman yang dimiliki relawan demokrasi mempengaruhi kinerja relawan demokrasi ketikamemberikan edukasi atau pendidikan kepada pemilih.Kata Kunci: Kinerja, Relawan Demokrasi, Pendidikan Pemilih

Abstract

As the executor of development and state administrators, the government in this case employees (ASN andTHL) is obliged to protect (to protect the people), serve (to serve the people), and regulate (to regulate thepeople) all of which are "service delivery or public service ", in the context of fulfilling public interests(public interest) and addressing public affairs. The government needs to understand with certainty what itsthe role is in public service, how to realize service quality (Servqual) that satisfies the people as recipients ofservices, and how attitudes should behave as the government (Surjadi, 2009).According to Sinambela (2010), every human being needs service, even in the extreme it can be said thatservice cannot be separated from human life. Therefore, the services / public services provided to the publicrequire certain qualities. The service provided by the management through its apparatus, even though it isnot aimed at seeking profit, must still prioritize the quality of service in accordance with the demands,expectations, and needs of the people served. In an increasingly critical community condition, publicbureaucracy is demanded to be able to change its position and role (revitalization) in providing publicservices. From those who like to rule and rule to being like serving. From those who like to use the powerapproach, it turns to be helpful to be flexible, collaborative, and dialogic. Abstract

The fundamental problem faced by the Farmers is the lack of interference from the Governmentin empowering the Kalipitu Village Community. Viewed from an economic perspective, the Local Potentialin the Village of Kalipitu constitutes the majority of Agriculture or crops, (nutmeg wija) such as tomatoes,vegetable onions, and corn. But the big question is, with so many plants in the Kalipitu Village it cannotempower the Community in the economic field, with this the Community is helpless and it turns out that theKalipitu Village Community only stands alone without any assistance, protection, and strength for theadvanced farmer Community to develop in technology agriculture, the lack of the Government's role in thewelfare of the Peasant Community in Kalipitu Village. this is seen from the lack of counseling, socialization, and assistance from the Government in developing the existing potential in the Kalipitu Village, there is noaction so that the community stops operating in farmer groups. The purpose of this study was to determinethe empowerment of KaliPitu Village Community in Central Tobelo District, North Halmahera Regency.This study uses a descriptive qualitative research method. Data collection techniques used are observation,interviews and data collection with documents. To see how the Community Empowerment of Kali PituVillage in the Agriculture sector in the District of Tobelo Tengah, North Halmahera Regency, VillageCommunities. Based on the results of research conducted on Kalipitu Village Community Empowerment inthe agricultural sector in Central Tobelo District, North Halmahera district, there has been no progress interms of increasing the economic income of the Village Community or in terms of empowering. This is dueto the lack of understanding and the lack of role of the Regional and Village Governments in payingattention to the Kalipitu Village Community. The suggestion is that there is a need for full attention fromthe Regional Government (Agriculture Office) and more specifically the Village Government in payingattention to the Kalipitu Village Community, in order to build coordination with the local Government.Keywords: Empowerment, Communities, Economic Development.

Abstract

Cybercrime is a crime that occurs in cyberspace which is different from criminal acts in general. In Indonesia, this is anew crime and requires special treatment. TheCybercrime Sub-Directorate of the North Sulawesi Regional PoliceSpecial Criminal Investigation is an agency that specializes in handling Cybercrime cases in the North Sulawesi region.The Professionalism factor is very important to be a benchmark for solving cybercrime cases in North Sulawesi handledby the cybercrime Sub Directorate of Special Criminal Investigation of North Sulawesi Regional Police. But seen fromthe settlement of cases in 2017 classified as still in the lower category. The purpose of this study was to determine thecause of the handling of cases conducted by Cybercrime Investigators in the Cybercrime Sub Directorate of SpecialCriminal Investigation Directorate of North Sulawesi Regional Police. This research uses a qualitative approach.Research informants were the Head of the Cybercrime Sub-Directorate, the Office of the Cybercrime Sub-Director, theCybercrime Sub-Director and 4 members of the Cybercrime Sub-Director, which totaled 7 people. Data collection usesinterview guidelines, while data analysis techniques use triangulation and data reduction techniques in terms of WellMotivation, Well Education, Well Trained, Well Equipment and Welfare. Based on the data analysis, it was concludedthat the handling of cases conducted by Cybercrime Investigators in the Cybercrime Sub-Directorate of the NorthSulawesi Regional Police Special Criminal Investigation Unit has not been carried out professionally becauseThe professionalism of Cybercrime Investigators in the Cyber Criminal Investigation Directorate of North SulawesiRegional Police is still lacking in terms of Well Motivation, Well Education and Well Equipment. Based on the resultsof the study, it can be recommended that the leadership of the Special Criminal Investigation Directorate can providemotivation by rewarding members who can resolve cases, the Leader can add personnel or members in the SpecialCriminal Investigation Cybercrime Sub Directorate who have an educational background related to CybercrimeLeadership can propose or propose an additional investigative budget in the Cyber Sub-Directorate.Keyword: Professionalism, Cybercrime, Investigator

Abstract

Congestion is a traffic problem faced by developing countries such as Indonesia and this alsooccurs in congested areas. Congestion that has often occurred in urban areas when the routine occurs,especially at times such as office hours, office hours, weekends and holidays. Many impacts that occur bycongestion that are negative. Based on the background of the problem, this study has the objective to findout and analyze the Transportation Department's Strategy in overcoming traffic congestion in the city ofManado. This research use desciptive qualitative approach. Data collection techniques were carried out withthree main activities, namely interviews, observation, and documentation. The results showed that theTransportation Department Strategy in overcoming traffic congestion in the city of Manado, is not yetmaximized. This can be seen from the Transportation Agency's Organizational Strategy. hallways and curbsthat block traffic flow cause traffic jams. Seen from the Program Strategy implemented by the government,it has run well, such as programs that carry out one-way traffic and installation of traffic signs, but in thiscase there are still weaknesses - among other things, at some points of the bottleneck there has been noincrease in traffic signs or have been damaged, causing congestion.Keywords: Strategy, Congestion
