Abstract

Marampit island is aborder area between countries and is included in the category ofunderdeveloped, frontier, outermost (3T) aeras since 2017. The problems experienced by Marampitisland in terms of development, economy, social, education, health, and policy implementers do notrespond to complaints and suggestions from the government and the community on Marampitisland. This study discusses how to implement development management policies forunderdeveloped, frontier, outermost (3T) areas on Marampit island, Nanusa District, TalaudIslands Regency. Through the use of descriptive qualitative research methods, with the datasources used in this study, namely primary and secondary data and data collection techniques werecarried out by observation, interviewes and documentation. With as many as 8 informants. Thefocus of this study uses the theory of Charles Van Meter and Donald Van Horn where the succes ofpolicy implementation is influenced by several indicators, namely :Policy standars andobjectives/policy measures and objectives, resouces, characteristics of implementing organizations,communication between related organizations and implementation activities, disposition or attitudeof implementers, social, economic, political environment. The results show that the process ofimplementing development management policies on Marampit island as an underdeveloped,frontier, outermost (3T) area still has lot of overlap between sectors and intitutions as well as thelack of coordination due to sectoral egos and different priorities of policy implementers, as well aslimited health, education, and information and communication infrastructure,thus requiring specialattention from the government.Keywords : Policy Implementation, Development, Underdeveloped Frontier Outermost Areas

Abstract

To be able to make a peaceful, educated and prosperous village as the vision of the villagegovernment, the development of infrastructure which is an infrastructure based on a productive agriculturaleconomy is a priority. Various infrastructure developments have been carried out by maximizing existingfunds both from village fund programs and through community self-help. The purpose of this study is to findout how the effectiveness of the implementation of rural infrastructure development, especially in BaturapaVillage, Lolak District, Bolaang Mongondow Regency is. The research method used in this study is aqualitative method. Informants in research are people who can provide information about the situation andcondition of the research setting. The focus of the research is seen from the indicators according to Makmur,namely the accuracy of the use of the budget, the accuracy of the use of human resources and the accuracyof the use of time. Data collection techniques through interviews, observation and use of documents. Theresults of the study show the effectiveness of implementing rural infrastructure development, especially inBaturapa Village, Lolak District, Bolaang Mongondow Regency until now it can be seen that efforts to buildinfrastructure based on a productive agricultural economy that have been set as village planning documentshave not been achieved and in the use of timing non-conforming causes a change in the disbursementschedule.Keywords : Effectiveness, Development, Rural Infrastructure

Abstract

In this study, the aim of this study was to find out how the professionalism of the village apparatus worksin administrative services for the community at the West Talikuran Village Office, North KawangkoanDistrict. This study used descriptive qualitative method. The theory used in this study is the theory ofindicators of work professionalism from Mertin Jr. which includes proficiency in using tools, readiness,responsibility in service, discipline and employee attitudes. The research informants were village officialsand the community as recipients of administrative services, totaling 9 people. Data collection techniquesthat researchers use are observation, interviews, and documentation. Based on the findings of the researchconducted, it can be concluded that the professionalism of the village apparatus in administrative servicesfor the community at the West Talikuran Village Office, North Kawangkoan District can be said to be quitegood even though it has not fully worked professionally because there are indicators that have not beencarried out properly such as proficiency in using tools so that lack of employee skills in administrativeservices, lack of employees so that the organizational structure has not been filled, and employee disciplinethat must be improved again. So in conclusion, the professionalism of the village apparatus must beconsidered and improved in order to produce a better quality of administrative services.Keywords: Work Professionalism, Village Apparatus, Administrative Services.

Abstract

This study aims to determine the policy problems of the Covid-19 pandemic that occurred in the community in Lemoh Uner Village, East Tombariri District, Minahasa Regency. This type of qualitative research with a descriptive approach. All data presented and secondary data. Data collection techniques based on observation, interviews and documentation. Data obtained from various sources were analyzed and conclusions were drawn. The problem in this study lies in the impact of the Covid-19 pandemic policy on the economy and public health in Lemoh Uner Village, East Tombariri District, Minahasa Regency. Because of the ongoing Covid-19 pandemic, but now people are getting used to new habits or new normal so they can venture out of the house and do actvities as usual but still adhere to health protocols. Abstract

The purpose of this research is to find out how the flood management policies implemented by the ManadoCity Government in Singkil District. This research uses descriptive qualitative research using the Theory ofPolicy Implementation by Van Meter Van Horn. The data collection techniques used were observation,interview, and documentation. The data analysis technique used was data reduction, data presentation,conclusion and verification. The results of the study found that the flood management policies of theManado City Government in Singkil District had not been implemented thoroughly. This was found throughthe results of observations and interviews, namely that there are still some flood-prone areas in SingkilDistrict that have not been touched for the construction of embankments and river normalization as a formof flood control in Singkil District. It is hoped that there will be more attention from the Government in theconstruction of embankments and river normalization in Singkil District and awareness from thecommunity not to littering which is at risk of clogging drainage channels and causing flooding in ManadoCity.Keywords: Policy Implementation, Countermeasures, Flood

Abstract

In this study had a purpose to find out how the political participation of women members of the SouthMinahasa Regency. this research uses a qualitative method. The theory used in this study was the theory ofdecision-making indicators from Robbins and Coulter which included identifying problems, identifyingdecision criteria, developing alternatives, picking an alternative to decisions, carrying an alternative todecisions, carry out the alternative to decisions. the informant in this research is a chairman or member ofthe commission, chairman or legislative agency, chairman or members of the budget agency, and womenmembers of the all amounted to 5 people. Data collection techniques using researchers namely observation,interviews and documentation. The results of this study showed women's political participation members ofthe South Minahasa county representative councils is good if seen from the number of female members whowere able to meet the number of regulations on the minimum of 30% of women in parliament as well asregarding the provisions of women's council participation in holding an important position and has a largeinfluence as the women of the South Minahasa regional representative council in the decision-making andthe implementation of policies. But from 30% of the number of board members who exist were not all able tocontribute directly and affect every decision-making activity is also still the high influence of political partyinterest in carrying out tasks and functions as an legislative member.Keywords : Participation, Political, Women.

Abstract

The purpose of this study was to determine how to evaluate the direct cash assistance program inLansot Village, districts Kema North Minahasa. The research method used in this research is descriptiveresearch method with a qualitative approach. Data collection in this study was conducted throughinterviews, observation, and document collection. While the data analysis technique used is qualitative withthe approach of William N. Dunn in Introduction to Public Policy Analysis 2003. The core of this problemis that the direct cash transfer program in Lansot Village has not been fully implemented properly, recipientsof direct cash assistance have not been fully evenly distributed and on target. Based on the results of thestudy, it can be concluded that the evaluation of the direct cash assistance program in Lansot Village, Kec.Kema Kab. North Minahasa has been able to run well, which is the goal of this program to be able to fulfillthe direct cash assistance program in Lansot Village to run effectively and efficiently and get positiveresponses from the village community. However, in the distribution of the target recipients of direct cashassistance, it has not been fully achieved, according to some residents there are still those who have notreceived this direct assistance even though they are in the eligible category to receive this direct cashassistance.Keywords: Evaluation, Program, Direct Cash Assistance

Abstract

Sexual violence is a serious problem facing modern civilization today, because acts of sexual violence showa malfunctioning of a norm in a person which results in the prohibition of human rights and the interests ofothers who are victims. In order to avoid sexual harassment, a person needs to be equipped with knowledgeor education about sexual harassment. Authority which usually consists of several powers, namely powerover a certain group of people or power over an area of government. One of the ways to prevent sexualviolence can be done by providing information and education, with this the Office of Women's Empowermentand Child Protection can exercise its authority by conducting socialization to local communities andeducating about the prevention and handling of violence. When the supervision occurs, the community canalso carry out supervision by assessing the workings and arrangements that are carried out so that clearcoordination and appropriate information can occur. This education is very much needed as a guide foreveryone to equip themselves to be able to understand about sexual harassment. The authority of the Officeof Women's Empowerment and Child Protection can be said to run well if it has provided education byobserving applicable regulations, coordinating (administration) with the community, and providingsupervision in the running of this program.Keywords: Authority, Education, Sexual Harassment

Abstract

Penelitian ini bertujuan untuk mengetahui manajemen pengelolaan sampah Bantargebang di KotaBekasi. Penelitian ini dilakukan dengan metode deskriptif dengan pendekatan kualitatif dengan sumberdata primer maupun sekunder. Metode pengumpulan data berupa wawancara, observasi dandokumentasi. Hasil penelitian ini mengungkapkan Dinas Lingkungan Hidup DKI Jakarta telahmenunjukkan perannya untuk mengolah sampah agar dapat diproses lebih lanjut yang memberikanmanfaat dan tidak berbahaya bagi lingkungan. Fungsi-fungsi Manajemen seperti perencanaan,pengorganisasian, pelaksanaan dan pengawasan sudah berjalan tapi belum maksimal. Dalammelakukan pengelolaan sampah, Dinas Lingkungan Hidup DKI Jakarta sudah memberikan kepadapegawai dan pekerja yang ada di Bantargebang berupa sertifikat, penghargaan, alat pelindung diri.Perihal edukasi terhadap masyarakat mengenai pengelolaan sampah dirasa masih kurang oleh karenaitu pemerintah harus berusaha untuk terus memberikan pengetahuan kepada masyrakat agar bisamembantu Dinas Lingkungan Hidup Provinsi DKI Jakarta.Kata Kunci : Manajemen, Pengelolaan, Pengelolaan Sampah.

Abstract

Tourism is a service industry which is a barometer of economic growth, especially in creating sustainable development. Seeing developments in the tourism sector which is increasingly rapid, it turns out that there are still problems that make the management of tourism objects in Woloan ineffective. So that this study aims to determine the effectiveness of the management of tourism objects in the Woloan Raya area, West Tomohon District, Tomohon City. The research method used is descriptive qualitative. The focus of this research is based on the opinion of Duncan and Steers with four indicators to measure effectiveness, namely: integration, adaptation, quality, and external assessment. Sources of data collected in this study is through primary data and secondary data. The data collection techniques in this research are observation, interviews, and documentation. With nine informants consisting of managers of tourist objects and tourists. Based on the results of the study, it shows that the management of tourism objects in the Woloan Raya area is still not effective, where the quality of services provided is still lacking due to a lack of discipline and knowledge about good tourism governance, inadequate facilities, no realization of programs for the development of related tourism objects, and lack of interaction between tourism object managers and tourists. So it is necessary to improve the quality of service, improve the quality and quality of the infrastructure provided, and build communication with tourists to get an assessment or response related to the management of tourism objects.
