Abstract

Development aims to create a just and prosperous, and prosperous society. In the implementation of thedevelopment to be in accordance with the objectives set, the implementation is greatly supported by goodmanagement and organization. One of the management processes is planning. Without a plan, there is nobasis for carrying out activities in development activities in the context of achieving goals. This study aimsto determine the effect of the ability of the apparatus on village development planning Pangu Satu. Thisstudy uses quantitative research using the dimensions of technical, social and conceptual abilities for thecapability variables and the dimensions of preparation, implementation and institutionalization for theplanning variables for data collection techniques, namely questionnaires or questionnaires, observationand documentation. This research uses simple linear regression analysis. The results of this study are thatthe ability of the apparatus has a positive effect on village development planning. The conceptual ability ofthe government in development planning is in accordance with the procedure but the quality of theprocess is still not optimal, Cooperation and coordination of the village government with village officialsare not going well.Keywords: Ability, Planning, Development

Abstract

Coconut shell is a part of coconut fruit in the form of endocrap, which is hard, and covered by coconut fiber, usuallycoconut shell is used as a craft material which is made into something more useful that produces good products thatalso have potential and practical use. Community Empowerment is an effort to increase the capabilities and potentialof the community, so that the community can realize its identity, dignity, and dignity to its full potential to survive anddevelop themselves independently. The purpose of community empowerment is to shape individuals and communitiesto become independent. In the learning process, the community will gradually gain the ability or power from time totime. This study uses descriptive qualitative methods to find out or describe and explain the events under study orresearch conducted on independent variables or variables that is without making comparisons or connecting with othervariables. The results showed that through the craft of coconut shells can have very good benefits for the community ofcraftsmen who can improve their welfare and can produce good products through the capabilities they have and canreduce unemployment and advance the growth of the economic sector of the community. For this reason, thegovernment always supports the coconut shell craftsmen in utilizing the coconut shell.Keywords : Community Empowerment, Crafts, Coconut Shell

Abstract

the effectiveness of ecotourism is a measure of the achievements of the government and the sector concerned in the utilization of existing attractions that promote education, economic preservation of natural resources and the culture of the community, so that it can be said to prosper the community through the industrial sector which has the potential to be developed in the regional economy and the community ecotourism village. This research is a descriptive study with a qualitative approach. Data collection techniques in this study used the observation method of direct observation to the research location and conducting interviews and documentation. The purpose of this research is to describe the effectiveness of ecotourism village management in the district of south Minahasa regency. Based on the results of existing ecotourism management research in the district of Tatapaan that it has not been effective because the field findings indicate that the South Minahasa Regency Tourism Office has not paid attention to the management of the development of ecotourism villages and community empowerment. There is no program that encourages the implementation of policies in the management of ecotourism villages. Abstract

Community participation is a spontaneous action carried out by the community individually to engage with others in the activities carried out, both physical and non-physical activities, which are carried out to achieve certain goals, while one of them is about the ADD program in order to effectively run the ADD management. involved to oversee the village fund budget program that is used so that it is right on target for the welfare of the community. This research is a research with a qualitative approach. Data collection techniques in this study used the method of observation that is direct observation of the research location and conducting interviews and documentation. The purpose of this study is to find out how community participation in overseeing the Village Fund Budget Program. Community participation in the distribution of information, empowerment, and decision making in the village of Duai is still lacking and limited by the community, because in the distribution of information is still closed and not transparent, in the empowerment of the duai village government has given the empowerment budget for the community, in the decision making village government is still not open to provide space for the community to be involved in decision making.Keywords: Community Participation, Supervision, Add

Abstract

DPRD berfungsi dan berperan dalam melaksanakan fungsi-fungsi, budgeting, legislation, dancontrolling. Tantangan pokoknya adalah bagaimana DPRD dapat menciptakan suatu mekanisme kerja yangdapat mengoptimalkan kinerjanya. Menumbuhkan kesadaran DPRD akan fungsi yang diembannya merupakansuatu kebutuhan yang mendesak, karena masyarakat madani sangat berharap banyak agar DPRD dapatmelakukan fungsi-fungsi parlemennya dengan peran yang lebih nyata dan dirasakan manfaatnya bagimasyarakat. Artinya bahwa pelaksanaan penyelenggaraan pemerintahan daerah harus memenuhi akuntabilitaspublic, sehingga diperlakukan sebuah fungsi pengawasan. Dengan fakta ini maka peran pengawasan dari DPRDmenjadi suatu yang vital dalam menjaga roda pemerintah agar tetap dapat berjalan baik. Namun banyak faktamenunjukan masih banyak anggota DPRD yang tidak memiliki kemampuan yang komprehensif untukmenjalankan fungsi pengawsan yang akan mengakibatkan fungsi pengawasan tersebut tidak berjalan baik. Dansesuai hasil penelitian DPRD Kabupaten Bolaang Mongondow tidak melakukan fungsi pengawasan secaraoptimal atau dengan kata lain pelaksanaan pengawasan yang telah dilakukan tidak efektif atau tidak membawaperubahan dalam mengatasi masalah – masalah pembangunan yang dilaksanakan di DPRD kabupaten BolaangMongondowKata kunci: Efektivitas, Fungsi Pengawasan dan DPRD Kabupaten Bolaang Mongondow

Abstract

Tujuan penelitian ini adalah bagaimana implementasi kebijakan penertiban Pedagang Kaki Lima di Kawasan Taman Kesatuan Bangsa Kota Manado, Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif.  Sumber data dalam penelitan ini yaitu data primer  dan sekunder, Adapun teknik pengumpulan data yang digunakan dalam penelitian ini adalah observasi, wawancara dan dokumentasi, sedangkan teknik pengumpulan data untuk menganalisa data dalam penelitian ini, digunakan langkah-langkah atau alur yang terjadi bersamaan yaitu pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Dalam penelitian ini dapat ditarik kesimpulan yaitu (1) Komunikasi dilakukan secara langsung melalui bentuk teguran lisan, mediasi, penindakan, sidak, sosialisasi, pembinaan, dan komunikasi tidak langsung dalam bentuk surat peringatan, menggunakan media masa cetak dan elektronik dan menggunakan pihak ketiga; (2) Sumber daya yang digunakan dalam bentuk manusia (Pegawai Negeri Sipil dan Tenaga Harian Lepas) telah dibekali dengan pengetahuan tentang peraturan perundang-undangan akan tetapi kurang didukung dengan ketersediaan anggaran operasional, jaminan keamanan dan insentif untuk kegiatan melebihi jam kerja; (3) Disposisi para pelaksana yang masih kurang humanis, terlalu tegas, terkadang bertindak arogan; (4) Struktur birokasi telah sangat jelas tertata sebagai dasar pijakan dalam menjalankan tangungjawab..Kata Kunci :  Implementasi, Kebijakan, Penertiban, Pedagang Kaki Lima.

Abstract

This study aims to find out about the empowerment program in increasing the income of fishermenin Bunong Village, Bintauna Subdistrict, Bolaang Mongondow North Regency. This type of research used inthis research is qualitative descriptive research type. All data presented is in accordance with primary andsecondary data. Data collection techniques based on observation, interviews and documentation, dataobtained from various sources analyzed and made a conclusion. The problem in this study lies in the level ofincome and welfare of fishermen to the inability to utilize the potential of marine resources owned by Indonesia.The findings of this study indicate that the empowerment program in increasing the income of fishermen inBunong Village, Bintaunan Sub-district, Bolaang Mongondow North Regency is seen from the researchindicators namely enabling, empowering, and protecting can increase the income of fishermen by encouragingthe work spirit of fishermen through activities and assistance from empowerment programs such as capitalassistance, outreach, work equipment and motivation assistance, as well as workforce and facility training.The village government needs to collaborate more with the Maritime Affairs and Fisheries Office in conductingsocialization and training of workers in increasing the income of fishermen in Bunong Village, BintaunanSubdistrict, Bolaang Mongondow North Regency.Keywords : Empowerment Program, enhancement, income, fisherman

Abstract

The purpose of this study is to determine the evaluation of women's representative policies in the ManadoRegional Representative Council. The research concept used in this study is to use a type of qualitativeresearch with a descriptive approach. Then the data collection technique is done by interview, observation,and documentation. Data analysis techniques in the study used qualitative data analysis of Miles andHuberman. The results showed that the evaluation of women's representative policies in the ManadoPeople's Representative Council was classified as good as seen from the number of women councilors whowere able to meet the regulations regarding a minimum of 30% involvement of women in parliament, but interms of the role of women councilors in determining and decision-making on unfinished policies. So it canbe concluded that the evaluation of women's representative policies in the Manado Regional RepresentativeCouncil has not been maximized in terms of the role of its female councilors.Keywords : Evaluation, Policy, Representative, Women

Abstract

Tujuan penelitian ini untuk mengetahui implementasi Program Job Fair di Kota tomohon. Penelitianini menggunakan teori dari Charles O. Jones dengan mengemukakan tiga indikator utama yaitupengorganisasian, interpretasi dan aplikasi atau penerapan. Implementasi merupakan penyediaansarana untuk melaksanakan sesuatu yang menimbulkan dampak atau akibat terhadap sesuatu.Program merupakan suatu unsur yang harus ada dalam pencapaian suatu kegiatan dan program jugamerupakan suatu pemikiran yang didasari pada model teoritis yang jelas dan terarah. Dalampenelitian ini menggunakan metode penelitian kualitatif. Penelitian ini menggunakan teknikpengumpulan data lewat observasi, wawancara dan penelaan dokumen. Dalam masalah ini di dapatihasil penelitian dari tiga aktivitas utama yakni pengorganisasian diketahui bahwa keterlibatan daristruktur pelaksana baik dari pihak Dinas Tenaga Kerja Kota Tomohon maupun dari pihakperusahaan dalam Program Job Fair sangat dibutuhkan, sebagai mitra kerja maka kedua pihaktersebut harus mampu bekerja sama dengan baik dan harus terus melakukan monitoring sertaevaluasi program, selanjutnya interpretasi bahwa tanggungjawab dari pihak penyelenggara masihkurang kemudian pelaksanaan program kerja belum sepenuhnya sesuai dengan juklak dan juknis danaplikasi diketahui untuk prosedur pelaksanaanya belum sesuai dengan rencana awal yang telahditetapkan dari Dinas Tenaga Kerja ini menyebabkan proses sosialisasi di masyarakat tidak berjalandengan baik.Kata Kunci : Implementasi, Program, Job Fair

Abstract

Tujuan penelitian ini untuk mengetahui pengelolaan obyek pariwisata Resting Area di Kota Tomohon. Penelitian ini menggunakan teori dari dari George R. Terry mengungkapkan inti dari pengelolaan yang baik adalah meliputi empat hal yaitu (planning) perencanaan ,(organizing) pengorganisasian, (actuating) penggerakan, (controlling) pengawasan. Pengelolaan adalah suatu seni atau cara yang berproses yang dimulai dari perencanaan, pengorganisasian, pengarahan, dan pengawasan sumber daya  untuk mencapai tujuan yang telah ditetapkan. Pariwisata adalah berbagai macam kegiatan wisata dan didukung berbagai fasilitas serta layanan yang disediakan oleh masyarakat, pengusaha, pemerintah, dan Pemerintah Daerah. Resting Area adalah tempat yang diberfungsikan untuk pemberhentian sementara pengguna jalan raya dan juga sebagai tempat daerah transit wisata. dalam penelitian ini menggunakan metode penelitian kualitatif. Masalah perencanaan (planning) dimana perencanaan tidak berjalan dengan baik karena adanya potensi bencana di kawasan pariwisata tersebut karena kontruksi bangunan dan kualitas tanah yang tidak cocok dan Dinas Pariwisata sudah mengetahui namun belum melakukan usungan ke pemerintah pusat mengenai revisi bangunan, masalah pengorganisasian (organizing) atasan Dinas Pariwisata belum mampu mengkoordinir bidang-bidang yang terkait dengan pengelolaan obyek pariwisata Resting Area, masalah proses penggerakan (actuating) Dinas Pariwisata belum cukup baik dalam mendorong masyarakat sekitar obyek pariwisata agar turut berpartisipasi dalam memelihara dan membersihkan Resting Area, masalah pengawasan (Controlling) Dinas Pariwisata belum maksimal dalam melakukan pengawasan dikarenakan kesibukan yang dimiliki pejabat dinas sehingga jarang turun langsung dilokasi mengingat lokasi Resting Area jauh dari pusat kota dan jauh dari pemukiman penduduk. Temuan hasil penelitian perencanaan (planning), pengorganisasian (organizing), penggerakan (actuating), pengawasan (controlling) yaitu Dinas Pariwisata belum baik dalam pengelolaan obyek pariwisata Resting Area di buktikan dengan belum adanya usungan perbaikan oleh Dinas Pariwisata ke Pemerintah Pusat tentang kontruksi bangunan Resting Area yang tidak sesuai dengan kualitas tanah dilokasi sehingga sampai saat ini belum ada perencanaan untuk revisi bangunan kiranya Dinas Pariwisata sebagai pelaksana teknis segera memberikan usungan ke pemerintah pusat agar dapat segera melakukan revisi bangunan supaya pengelolaan obyek pariwisata Resting Area tidak terhenti. Kata Kuci : Pengelolaan, Obyek Pariwisata, Resting Area.
