Abstract

tujuan penelitian ini adalah untuk mengetahui Partisipasi Masyarakat Pada Pelaksanaan Dana Desa DiDesa Tuabatu Kecamatan Tampanamma Kabupaten Kepulauan TalaudJenis penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif yakni metodepenelitian yang berlandaskan pada filsafat pospositivisme, digunakan untuk meneliti pada kondisiobyek yang alamiah dimana peneliti adalah sebagai instrumen kunci, teknik pengumpulan datadilakukan secara triangulasi, analisis data bersifat induktif/kualitatif, dan hasil penelitian kualitatiflebih menekankan makna dari pada generalisasi. Sumber data atau informan pada penelitian inidiambil dari unsur Pegawai Pemerintah Desa Tuabatu Kecamatan Tampanamma KabupatenKepulauan Talaud dan unsur masyarakat.Hasil Penelitian Menunjukkan Partisipasi masyarakat dalam perencanaan pembangunan sepertirapat masih sangat kurang, dan yang aktif mengikuti setiap rapat adalah staf-staf desa, anggotaBadan Pemusyawaratan Desa (BPD), kepala jaga dan diikuti beberapa masyarakat, maupunmasyarakat yang datang itu-itu saja dalam setiap rapat. Dalam pelaksanaan pembangunan jugamasih kurang, hal ini dilihat dari masyarakat yang ikut bekerja dan yang aktif dalam pelaksanaanpembangunan tersebut adalah staf-staf Desa. Dalam pemanfaatan juga tidak maksimal dan hasildari pembangunan tersebut digunakan untuk kepentingan masyarakat secara umum di setiap jaga.Kata Kunci : PartisipasiMasyarakat, Dana Desa

Abstract

medical personnel to provide health services. the problem that must be considered here is the lack ofefficiency, effectiveness and professionalism in overcoming the problems that exist in Rs Budi Mulia,Bitung City. The still weak ability of medical staff to make plans for health services and their behavior inanticipating health problems that occur is apparently not in accordance with community expectations.Medical personnel must have high performance and pay attention to service quality. The quality of medicalpersonnel is the level of excellence expected for service at the level of excellence to meet demands. Thequality of service depends on the ability to provide services to the ability to provide services to meetexpectations in Rs Budi Mulia, Bitung City. The method used is quantitative meode. While the data analysistechnique used is simple linear analysis to test the effect between variables and correlation analysis. Abstract

This research is motivated by the most prominent problem in Indonesia, namely poverty. One waythat the Indonesian government has done to reduce the problem of poverty is to provide assistance to thepoor, commonly referred to as social assistance or social assistance. Social Assistance is a transfer ofmoney or goods given to the community to protect against the possibility of social risks and to improve thewelfare of the community. To minimize the problems of social welfare, especially poverty, the Governmentof Indonesia has various prevention programs, one of which is a social assistance based program, theFamily Hope Program (PKH). Tomohon City is one of the cities in Indonesia that was targeted by theprogram. The method used in this research is quantitative method. While the instruments and datacollection techniques are interviews and questionnaires. Then, the analysis technique used is simple linearregression analysis to test the effect between variables. Based on research carried out and continued byanalyzing the data obtained, that the implementation of the family hope program has an influence on thewelfare of the community in Kinilow Village, Tomohon Utara District, Tomohon City.Keywords: Program Implementation, Community Welfare

Abstract

Badan Kerjasama Antar Umat Beragama sering dijadikan media oleh pemerintah dalamproses komunikasi dan koordinasi kegiatan yang berkaitan dengan pemerintahan, pembangunan danpemberdayaan kepada masyarakat. Penelitian ini menggunakan desain kualitatif. Informan terdiridari pemerintah desa, pimpinan agama dan tokoh masyarakat. Analisis data dilakukan melaluikategorisasi data, interpretasi dan penarikan kesimpulan. Temuan penelitian ini bahwa setiapkomunikator memiliki kemampuan yang baik dalam berkomunikasi yang dimiliki berkaitan eratdengan later belakang pendidikan, pengalaman dan keterampilan yang dimiliki. Pesan mudahdipahami ketika menggunakan bahasa daerah atau bahasa sehari – hari. Media yang paling seringdigunakan adalah forum resmi seperti rapat dan surat menyurat. Kendala yang dihadapi olehkomunikan dalam meresponi pesan ketika berkaitan dengan fasilitas atau keuangan. Dampak yangditimbulkan dari komunikasi yang terjadi bahwa adanya saling mendukung program kerja,terjalinnnya hubungan kerjasama, adanya semangat kekeluargaan, toleransi dan saling menolongterjalin dalam kehidupan masyarakat Desa Kanonang Tiga.Kata Kunci : Komunikasi, Pemerintah Desa, Kerjasama, Umat Beragama

Abstract

This study aims to determine the participation of parents in the administration of Kinilow GMIM PrimarySchool Education in the City of Tomohon. This research uses the theory of Epstein (2001) which categorizesparents' participation into six types of involvement, namely: parenting, communication, volunteering,learning from home, decision making, working with the community. participation is the involvement of aperson or several people in an activity. Involvement can be in the form of mental and emotional as well asphysical involvement in using all the capabilities it has (taking the initiative) in all activities carried out aswell as supporting the achievement of objectives and responsibilities for all engagements. Participation is themental and emotional involvement of a person in a group situation. This study used qualitative researchmethods. The qualitative research method in this research is a method that aims to explain or describe theproblem systematically, factually and accurately about the facts and characteristics of the population of aparticular area. Data collection techniques used are 1) Interview is a question and answer process inresearch that takes place orally. Interviews can function in a descriptive manner that is to describe the worldof reality as experienced by others. 2) Observation is used to obtain data on parent participation in thedelivery of educational services. 3) Documentation is data collection by viewing and recording existingdocuments. In this study there are various problems that arise, namely parenting from both parties from theschool as well as the family or parents must go hand in hand so that it can make children more comfortablein carrying out tasks, then good communication to children will make children feel noticed so there isopenness between children and parents, and then from the other 4 aspects must complement each other inorder to achieve a good cooperation between the parents and the school in the child development.Keywords: Participation, Organization, Education

Abstract

Public service delivery; As a consequence of the implementation of Regional Autonomy especiallyafter the enactment of Law Number 23 of 2014 concerning Regional Government. However, various issuesthat arise in the community, apparently the service rights received by the community have not met theexpectations of all parties, both from the general public and from the government itself. In Act Number 25of 2009 concerning Public Services it is stated that public services are activities or series of activities in theframework of meeting service needs in accordance with statutory regulations. Subdistricts are formed inorder to improve the coordination of government administration meaning that with the existence ofSubdistricts, the Camat as the highest leader in the Subdistrict must be able to coordinate all governmentalaffairs in the Subdistrict, then also the Subdistrict must provide public services in the Subdistrict as well asempowering the Village / Kelurahan community. North Langowan Subdistrict is a sub-district organizationthat provides public services to the community which is inseparable from various problems, especially withchanges in various regulations regarding the sub-district. The purpose of this study is to analyze publicservices in the Langowan Utara District in Minahasa Regency.This study uses a qualitative approach as an informant, researchers take 5 (five) people as informantswith snowball technique who are competent to answer the research objectives, through in-depth interviewswhich are then presented and analyzed qualitatively. Moenir (2002: 88), in the implementation of a publicservice, there are several factors that support, namely: employee awareness; There are rules; organizationalactors; Ability and skill factors; Service facility factor. With qualitative data analysis techniques.From the results of research conducted on the implementation of public services using the theory, itappears that the implementation of quality public services is determined between two factors namely internalfactors namely employees, leadership and external factors and rules namely the community, communicationwith the village government and vertical communication with the government districts. In the northernLangowan sub-district, the results of the study carried out public services in accordance with applicableregulations, especially during the co-pandemic period 19.Conclusions from this study In terms of employee awareness in public services it can be concludedthat it is good, the level of employee awareness is influenced by several factors such as leadership, rules anda positive work environment, the availability of rules that support organizational regularity has been ownedby the North Langowan District Office, that the availability of rules is sufficient to help employees,organizational factors in public services in the northern langowan sub-district, it appears that theorganization's readiness is well equipped with existing systems and standard operating procedures (SOPs),the ability and skills of employees in carrying out public services in the sub-district are not evenly distributedand the availability of equipment is available and able to be operated by employees, but the quality ofequipment that is still standard plus knowledge in equipment maintenance causes supporting facilities areeasily damaged and limited quantity causes dependence on the use of equipment only on one or a fewdevices, which then causes delays in service to the communityKeywords: Analysis, Public Services, District

Abstract

Quality Healthcare is one of the benchmarks of satisfaction that will affect the patient's desire to returnto the institution that provides effective health services. Based on the background of the purpose of thisresearch is to know how the effectiveness of health services at GMIM Pancaran Kasih Manado Hospital.This method of research is a qualitative study with a descriptive analysis approach the point describesthe opinion of the informant as it is in accordance with the research question. Research informants aredefined based on specific destination data sources or intentionally.The results showed that the ratio of health workers, doctors, nurses, midwives who are in the hospitalPancaran Kasih Manado with the number of patients treated is still very low so that many patientscomplain of the lags of medical action. Judging from the success aspects of achieving the target thattarget achievement targets that are contained in the vision and mission has not been fully realized, is thelack of human resources executing personnel such as doctors, nurses, midwives and hospital facilitiesand infrastructures that are not adequate. From the satisfaction aspect of the program'simplementation, the results showed that in general hospitalized patients expressed satisfaction with theservice provided by the hospital including the doctors and nurses.Keywords: effectiveness, service, health

Abstract

The purpose of this study was to determine the performance of the village government in the implementation ofnon-physical development in Tolotoyon Village, Pinolosian District, Bolaang Mongondow Selatan District. Thisstudy uses a qualitative method. There were 10 informants in this study consisting of the Village Head (1 person),Village Secretary (1 person), Head of General Affairs and Village Planning (1 person), Head of Welfare andServices Section (1 person), BPD (1 person), and the community (5 people). Based on the results of researchconducted by the author, that : in general the performance of village governments in the implementation of nonphysicaldevelopment based on (1) Productivity or referring to the work of public organizations is good startingfrom the planning process, program preparation, and implementation of development in the non even thoughphysical results have not yet reached optimal results, where there are still non-physical development programsthat have not yet been realized. (2) Responsiveness The ability to recognize the needs of the community is goodwhere the village government is always open in terms of receiving proposals and what is the complaint from thecommunity. Seen from a number of proposals from the community that are included in the non-physicaldevelopment plan and the response from the village government itself is very accepting and supporting what thecommunity proposes. (3) Accountability shows the size of policies and activities of the public sector that can beaccountable to the public. The process of village government accountability in the implementation of nonphysicaldevelopment has shown a positive thing by making a report on the realization of the development programdelivered by the leadership in this case the village head to all levels of village government, BPD, and thecommunity in joint meetings or deliberations. This accountability report is submitted in oral and written formand in the form of documentation of programs that have been realized or have been carried out.Keywords: Performance, Village Government, Non-Physical Development

Di era globalisasi seperti sekarang ini setiap instansi atau lembaga dituntut untuk menjadikansumber daya manusia yang berkualitas dengan cara mengembangkan potensinya agar mampubersaing dan menciptakan inovasi baru. Tujuan Penelitian untuk mengetahui hubungan disiplin dansemangat kerja terhadap produktivitas kerja ASN di Dinas Pendidikan Daerah Provinsi SulawesiUtara. Setiap instansi pemerintah maupun swasta diperlukan adanya produktivitas kerja untukmencapai tujuan yang telah ditetapkan. disiplin kerja adalah suatu sikap, tingkah laku danperbuatan yang sesuai dengan peraturan dari perusahaan baik yang tertulis maupun tidak. semangatkerja merupakan kemampuan sekelompok orang untuk bekerjasama dengan giat dan konsekuendalam mencapai tujuan bersama...Sampel penelitian adalah sebanyak 116 orang. Hasil penelitianmenunjukkan terdapat hubungan yang signifikan disiplin kerja, semangat kerja terhadapproduktivitas kerja ASN di Dinas Pendidikan Daerah Provinsi Sulawesi Utara.Kata Kunci : Disiplin Kerja, Semangat, Produktivitas

Abstract

study aims to determine the implementation of the policy of the village of Ratatotok-Buyat inthe North Sulawesi Province. The theory used in this research is the theory of policy implementationproposed by Edward III: communication, resources, disposition, and bureaucratic structure. This type ofresearch is descriptive qualitative. There are 10 people used as informants in this study and to collect dataand search for research data using interviews in this study, after the data are collected and will beanalyzed descriptively, in order to get answers about the implementation of the Rataotok-Buyat villageboundary policy. After conducting in-depth research and interviews, the results of research on theimplementation of the Ratatotok-Buyat village boundary policy in North Sulawesi Province, namely thecommunication process that occurs in the implementation of the Ratatotok-Buyat village boundary policyto the support of human resources in implementing the Ratatotok-Buyat village boundary policy Thispolicy implementation was not well realized. The regional government needs to re-socialize the Ratatotok-Buyat village boundary policy as stipulated in Permendagri No. 69 of 2016 and the government is evenmore transparent in every policy issued.Ke Words: Policy Implementation, village boundaries
