Abstract

Life in the Pesantren Musthafawiyah Purba Baru is still colored by clientelistic relations, the relationship of interdependence between Tuan Syekh Bakri who acts as a patron and santri as his client. Santri's compliance with Tuan Syekh occurred because there was a Patron-Client relationship between Tuan Syekh and Santri, so that a proper Paternalistic relationship was established. Tuan Sheikh played a pattern of clientelistic relations and also increased participation in choosing santri in order to support the successful implementation of the 2015 Mandailing Natal district election. All the roles played by Tuan Syekh Baksi could increase the participation of santri voters by 71 percent.

Abstract

This study aims to describe the conflict of power in the Batam free trade zone (FTZ) area. After the issuance of Law Number 53 of 1999 concerning Regional Government, the impact on the status of Batam City became the City Government of Batam. The positive effects that occur, the Batam region has two bodies that have authority in its management, namely Batam City Government to carry out the functions of government and development by involving the Batam Authority Agency (BP Batam). The dualism of management in the Batam area has resulted in a conflict of authority between BP Batam and Batam City Government, resulting in a tug of interest between political actors who have interests in the Batam area, ranging from global level, national level to local level which influence each other.

Abstract

Nirok Nanggok is a tradition of Belitung people in rural areas conducted during long dry seasons, as rivers and swamps dry up. Nirok Nanggok is a fishing activity using Tirok (a kind of spiky pointed iron spear) and Tanggok (a kind of small net with wooden handle). This activity is usually carried out by one village led by a shaman who led the way the event. Nirok Nanggok is a mass fishing event that is still implemented by the people of Kembiri Village in the Southern part of Belitung Island until now. This event is only held during the long dry season between September and October. This ritual is a form of local wisdom in preserving river ecosystems because fishing is done in rivers that have been determined and regulated by a shaman.

Abstract

Artikel ini mendeskripsikan tentang peran zakat untuk memberdayakan penerima.Pelaksanaan zakat memiliki modal sosial dan manajemen sipil. Modal sosial adalah berbagai entitas yang memiliki dua karakteristik yang sama: mereka adalah struktur sosial dan individu, modal sosial melekat dalam struktur hubungan antara orang dan di antara orangorang. Bukan pada individu atau dalam alat produksi fisik. Keterlibatan Masyarakat memiliki derivasi nilai, yaitu: empati, timbal balik, kedermawanan, kewajiban moral, solidaritas sosial, kepercayaan publik, dan semangat publik. Dinamika karena budaya, politik gouverment dan elite authoriry dari organisasi manapun.

Abstract

This research was conducted to find out the communication strategy carried out by the Padang City BPS in communicating the population census policy to the community. This research was based on the implementation of the 2010 population census policy which was a major event held simultaneously in all regions of Indonesia including the City of Padang. To achieve effective communication where all the people of Padang City are willing to participate in the success of the 2010 population census policy without being missed or not recorded, a carefully planned communication strategy is needed. The communication strategy that has been implemented by Padang City BPS managerially has gone through the stages of communication strategies starting from the planning stage to the evaluation. The form of communication conducted by BPS in Padang City in communicating census policies to the public is media communication, namely by socializing the population census policy through existing communication media. While the form of communication in communicating the population census policy to the community is face-to-face communication with the people of Padang City through structured interviews using questionnaire instruments.

Abstract

The level of effectiveness in the 2015-2016 LRA is still not able to fully use the funds available at the Bandung District Education Office. Based on the research that that the Financial Report consisting of Performance Accountability in Bandung District Education Office is significant with 6.088 because t count 6.088> t table 2.040 then the results are "significant", with the conclusion because the value of t count> t table it can be said that Ho rejected means that the chance of error 0.05 or 5% can be concluded that the alternative hypothesis Ha is accepted, which means that the alternative hypothesis "Effect of Financial Statements on Performance Accountability in the Bandung District Education Office" is tested and acceptable.

Abstract

This study examines the implementation of Law No. 14 of 2008 concerning Public Information Openness in the Pariaman City Information and Documentation Management (PPID) Officer and the factors that influence it. The implementation of wisdom in this study uses the Edward III policy implementation model which consists of four variables, namely communication, resources, disposition and bureaucratic structure. The results showed that the Pariaman City PPID in carrying out the mandate of Law 14 of 2008 concerning KIP did not run optimally, although in terms of regulations and implementation guidelines (SOP) already had complete guidelines, information services were still limited to the use of external media in the form of magazines. print and electronic media and the use of government website media that have not been compiled according to the KIP Act. The implementation of the UU KIP has not been optimal due to policy communication related to the promotion of understanding that has not been maximally maximized for PPID members, the availability of human resources and budgetary resources also has an impact on the attitude of the implementing apparatus in carrying out their main tasks and functions. Standard in standardizing the standards applied, but existing SOPs have not been applied in the practice of public information disclosure.

Abstract

This research discussed some communication styles of a leader in developing inovation on Department of Population and Civil Registration of Padang Pariaman District. This research aimed to describe communication styles which are applied by Head of Department as the leader. The theory in this study uses the theory of communication style according to Steward L. Tubbs and Sylvia Moss (1998), namely: the controlling styles, the equalitarian style, the structuring style, the dynamic style, the relinguishing style, and the withdrawal style. Using this descriptive qualitative research method under the constructivist paradigm. The results of the study conclude, Head of Department of Population and civil Regulation of Padang Pariaman District as a leader has applied five styles of of six organization communication styles introduced by Steward L. Tubbs dan Sylvia Moss (1998). They proposed  the controlling styles, the equalitarian style, the structuring style, the dynamic style, and the withdrawal style. The application of these communication styles has impacted on the increase of quality achievements of Department of Population and Civil Regulation of Padang Pariaman District within some years of his inovation policy.

Abstract

Researchers now indicate that development administration in the context of social change argues that it is evolving progressively from backwardness, dependence and modernization. That theoretically teaches the third world specifically in the perspective of classical theory, and contemporary perspectives. Classically it seems, in its development the development perspective is towards convergence, because there tends to be some similarity in elements. There is an effort to bring back historical analysis. With the method of historical assessment, social reality is always continuously in the process of change. Unlike dependency theory which focuses on the heyday and bankruptcy of a country, the world system perspective studies the dynamics of the history of the world economic system. Furthermore, the development perspective seems to try to test problems that have been formulated using variables simultaneously, statements about the positive or negative consequences of development remain left open.

Abstract

This research is motivated by the use of state forest areas in the buffer zone of Siberut National Park by the Matotonan Indigenous People. In fact, the Mentawai Islands Regency consists of 82% of the state forest area and only 18% of the Other Use Areas are space for the community, placing the country in a dominant regulation on the use of forests in Mentawai. But until 2016, 79% of the forest area on Siberut Island was controlled and utilized by indigenous peoples. The Matotonan indigenous people utilize state forest areas more dominantly as spiritual needs rather than as economic needs. With the belief that indigenous peoples are experts in preserving forests, the government provides space for indigenous peoples to utilize state forest areas with the issuance of regional regulations on the recognition and protection of Uma as a customary law community unit. Thus, when the state views forest use in accordance with its interests and objectives, the government responds positively to the use of state forest areas by indigenous peoples.
