Abstract

Startups, as rapidly growing and dynamic organizations, face unique challenges in managing human resources, especially regarding generational diversity and the need for work flexibility. In this regard, the adoption of flexible working arrangements and women’s leadership are crucial elements thought to enhance employee performance. This study collected data through a questionnaire with 140 respondents. A quantitative method with descriptive analysis was used to depict the questionnaire data filled out by respondents and Structural Equation Modelling (SEM-PLS) was applied to analyse the relationships among the variables studied. This research examines the influence of women’s leadership and flexible working arrangements on employee performance while positioning a multigenerational workforce as a moderating factor within the proposed relationships. The results demonstrate that both women’s leadership and flexible working arrangements (FWA) each exert a positive influence on employee performance. Multigenerational does not moderate the relationship between women’s leadership and performance, indicating that leadership qualities such as inclusiveness, empathy and collaboration are broadly valued across generations. In contrast, multigenerational moderates flexible working arrangements on employee performance, highlighting the role of work flexibility in accommodating differing expectations and work preferences among employees from various generational backgrounds.

Abstract

This study maps five decades of research on learning organizations (LOs) within public institutions, aiming to trace their conceptual evolution, identify dominant themes, and outline directions for future inquiry. Drawing on 34 peer-reviewed studies published between 1971 and 2025, the analysis integrates bibliometric and thematic synthesis to capture trends in publication, theoretical frameworks, and methodological approaches. The findings indicate a shift from static, one-size-fits-all models toward dynamic, context-sensitive frameworks that interweave leadership, organizational culture, technology, and governance. Studies emphasise that transformational leadership and adaptive learning cultures foster innovation and performance improvement, while digital transformation presents both enablers and constraints for learning processes. Despite the growing diversity of research contexts, the field remains concentrated in high-income countries, with limited evidence from developing economies. Literature calls for more empirical, longitudinal, and cross-regional research capable of contextualising learning organization practices within political, cultural, and digital realities of public administration. The paper concludes by providing an evolutionary mapping of the learning organization literature in public administration that connects knowledge management, digital maturity, and leadership adaptability as critical components of future public-sector learning organizations.

Abstract

Anchored in the resource-based view (RBV) and dynamic capability theory (DCT), this study examines how Proactive Personality and Organizational Learning (OL) influence Employee Digital Performance (EDP) through Employee Dynamic Capability (EDC) as a mediator and knowledge sharing (KS) as a moderator. Using a quantitative approach with data from 310 craft-based MSME respondents in East Java and analysed via PLS-SEM, the results indicate that Proactive Personality and Organizational Learning positively affect Employee Digital Performance, both directly and indirectly through Employee Dynamic Capability. Knowledge Sharing strengthens the Proactive Personality – Employee Digital Performance link but slightly weakens the Organizational Learning – Employee Digital Performance relationship when overly formal. These findings confirm that Proactive Personality and Organizational Learning are strategic resources that build dynamic capabilities, enhancing MSMEs’ adaptability and digital competitiveness. Managers should balance structured learning with flexible knowledge sharing to sustain innovation. Future research could examine organizational culture, transformational leadership, and technology support, while qualitative studies may clarify how social and cultural interactions influence Knowledge Sharing in enhancing employee digital performance.

Abstract

The fact that demographic bonus presents a major opportunity for a country’s growth and development if the working-age population, especially youth and university graduates, can be effectively absorbed into the labor market. In Indonesia, the gap between students’ skills and labor market needs remains a key factor underlying the relatively high unemployment rate among graduates. Consequently, strengthening students’ work readiness is crucial. This study examines the influence of internship experience and career decision-making self-efficacy on the work readiness of students participating in the Certified Internship and Independent Study Program (MSIB) of Kampus Merdeka. This explanatory quantitative research involved 389 respondents selected through survey using purposive sampling, targeting active Indonesian university students from the 2020–2022 cohorts who participated in the 5th to 7th batches of the Certified Internship program. Data were analyzed using multiple linear regression with SPSS version 30. The results show that both internship experience and career decision-making self-efficacy have a positive and significant effect on work readiness, both partially and simultaneously. These findings imply that the better the students’ internship experience and career decision-making self-efficacy, the higher their level of work readiness. The study highlights the importance for higher education institutions and policymakers of enhancing internship quality and fostering students’ career decision-making self-efficacy to strengthen their readiness to enter the workforce.
