Abstract

Politically, Kelantan is unique compared to other states in Malaysia. Manifestations of the doctrine of competition between UMNO and PAS occurred in this last fortress of the Malay states (the last bastions of Malayness). Different political doctrines has caused relations between PAS-led Kelantan State Government and Federal Government, the UMNO-led Alliance, is always hot. But the doctrine of competition began to simmer down, upon the occurrence of the May 13, 1969 event, which allows both parties to come up with a government known as the PAS-Alliance Coalition Government (1973-1974) and later to be replaced by the Barisan Nasional (National Front) Government in 1974. PAS position in the National Front only lasted for three and a half years, when a political turmoil brewed up and has caused the party's expulsion. The expulsion of PAS from the National Front has caused the defeat of PAS to lose Kelantan State Legislative Assembly in the 1978 General Election. This provides the opportunity to the UMNO-led Barisan Nasional to rule Kelantan for 12 years and engage itself in extensive political strategies to defend its position from being constantly attacks by the PAS opposition quarters. However, due to some internal and external problems in the UMNO, PAS has won back the administration of the state of Kelantan by winning State Legislative Assembly in the 1990 general election.

Abstract

This study examines local government revenue in the 2016 fiscal year. The study makes use of local budget allocation documents to analyse problems with local public finance from the Department of Local Administration and employs data collected from four groups, namely government officials, experts, local politicians, and local government officials. This study reveals several findings. First, revenue structure of local government does not reflect self-reliance and fiscal autonomy. Instead the revenue of all types of local administrative organizations (LAOs) rely mostly on grants rather than on their self-collected revenues. Second, local administration organizations’ revenue between regions is unequal. LAOs in the Northeastern region show the lowest revenues per head from all revenue sources, and grant allocation is not academic-based. The fact that the Northeastern revenue and tax collection is lower than other regions, and that this region is allocated the smallest and fewest grants by the government, is evidence of this. Fourth, finance laws, especially regarding local finance, are outdated. There is no specific legislation on the identification of revenue sources of local administrative organizations, nor is there legislation on the regulation and practice of seeking new revenue sources for these organizations. And fifth, local administrative organizations are incapable of improving the local financial system that includes financial management, staff, and taxpayers.

Abstract

This study aims to analyze Law Number 7 of 2017 concerning General Elections, relating to the management of the duties, obligations and authority of polling group administrators in 2019 elections. Besides analyzing the health aspects of polling group officers in 2019 elections due to post-implementation 2019 elections many officers of the Organizers of the Voting Group died and were sick in a number of Indonesian regions. This research method uses a qualitative approach by conducting literature studies from various relevant sources. The results of this study indicate that the need to manage the duties, obligations and authority of the Voters Organizing Group officers proportionally both at the stage of voting and also the vote count. In addition, it is necessary to pay attention to the health aspects of the polling group officers. That should be allegedly caused by a complicated simultaneous electoral system and unpreparedness in the management of election management.

Abstract

This study analyzes the success of the Indonesian Farmers Union (SPI) in the peasant rights struggle during 2001 - 2016. This study uses the social movement integration aprproach which is an attempt to synthesize three dimensions / approaches: the structure of political opportunity; structure of social mobilization; and cultural framing. This study uses qualitative research methods with study case approach. The research data is sourced from interviews and documents and literature related to this study. The analysis indicates that the success of SPI in peasant rights struggles in 2001 - 2018 can be seen from the ratification of 'Declaration Peasant Rights and Other People Working in Rural Area' or UNDROP at the International level. This success can’t be separated from the role of each dimension / approach, namely a combination of factors of political openness in Indonesia, the success of the SPI in networking alliances at various levels (local-international), and the construction of ideas on the rights of farmers that can be accepted universal.

Abstract

Reformation became an important moment of democratization in Indonesia. The two important political changes that occur in reformation era are the freedom to establish political parties and the electoral system. Such changes have an impact on the emergence of a coalition phenomenon in Indonesia, because general elections with multiparty systems are unable to produce a majority vote in parliament. This paper aims to map and analyze the dinamic of the political party coalition in Indonesia’ presidential election in the reform era within coalition theories by Riker, Katz&Mair and Swaan. Using a qualitative approach and secondary data from media and literature, the main factor that influence the formation of coalitions in the presidential elections in the reform era is political pragmatism. It Political pragmatism makes political partiesparty politics as a cartel party that becomes the agent of the state and employ the resources of the state to ensure their party’ survival. Pragmatism ultimately makes the ideology is not a binding factor in building a coalition, but simply to maximize power.

Abstract

The presence of the internet as a communication and information technology that continues to innovate can give birth to a variety of social media that can be used by an individual for various purposes. Aside from being a means of communicating in cyberspace, social media classified as new media can be used as an effort to present one's self-image including politicians. Now social media can not be separated from the daily life of an individual. Not only as a social need, but the use of social media was able to give influence in the political world. Fast, inexpensive, and effective making social media the most important communication tool in politics. This article aims to discuss the various roles of social media in the political world in Indonesia. The method used is quantitative by identifying the text. The author will use the framing analysis method by taking three research results that explain the various roles of social media in the political world. The results of article writing explain that the role of social media in the political world in Indonesia is as a media campaign, the development of political literacy, and increased voter participation.

Abstract

A country can be called upholding the values of democracy if, in that country, there is a guarantee in freedom of thought and opinion. And, of all of that, one of them was realized by the existence of elections. As a country that adheres to the principle of democracy, it is important for Indonesians to have a process for selecting people to fill certain political positions. 2019 Election becomes a new chapter for Indonesia in holding general elections, more than 187 million voters both domestically and abroad for the first time will elect simultaneously legislative and vice-presidential candidates. This study illustrates political reform in elections in Indonesia, In the 2019 Election, the competition of political parties to qualify for the House of Representatives was increasingly difficult. The parliamentary threshold that must be achieved by political parties to place their cadres in the House of Representatives rose to 4 percent in the 2019 Election. That number rose 0.5 percent compared to the 2014 legislative elections of 3.5 percent.

Abstract

The gubernatorial election in North Sumatra has been organized in 2008. Two pairs of candidates run in the election, namely Djarot Syaiful Hidayat and Sihar Sitorus (DJOSS), and Edy Rahmayadi and Musa Rajekshah (ERAMAS). Championing the election, several issues have been used to support Edy Rahmayadi and Musa Rajekshah’s victory, such as religious identity politics and the politics of locality, which exploit the identity of so-called ‘son of the soil‘. This study aims to understand how these factors work and determine the victory of ERAMAS.  It focuses on two political means to find out which factors that contribute more significantly in the triumph of ERAMAS candidate. Using descriptive-qualitative methods, this study collects data through a questionnaire with ‘SLOVIN‘ formula to define population and sample selected through random technique. It applies the theories of identity and political participation with a locus of the research in a purposively-selected district in Medan city, Kecamatan Medan Marelan. This research argues that there are three determining factors that contribute to the ERAMAS‘ victory in the Gubernatorial Election of North Sumatra in 2018, which are religious identity politics, politics of locality, and the personal influence of the candidates.

Abstract

This research aims to analyze power relations between actors in developing local commodities through a cattle farm in the District of West Tasifeto, the Regency of Belu. The author applies descriptive qualitative research methods in disentangling power relations between actors who play their roles in drafting Belu’s Local Regulation (Peraturan Daerah/Perda) No. 6 of 2011. In collecting data, the author employs a qualitative approach, namely observation, and interviews with local farmers, Melus ethnic communities, Belu Regency’s government (Department of Farming Affairs), Local Businessmen, and secondary data from various documents. This study reveals that there are power relations among actors, namely local farmers, local authorities (Department of Farming Affairs, Belu Regency), and local businessmen, which are indicated by three indicators in drafting local regulation, selecting the farming area, and marketing the cattle products. Within these power relations, the actors influence each other at every moment and every connection. A strategy that is employed is not violence. Rather, it is through social relations and regulation system to promote various interests through politics of law, legal drafting, to enact a local regulation (Peraturan Daerah/Perda). Business people’s interests and political interests have been imposed in this process of extending local commodities, which compete with the local farmers’ interests that less impacted by the government’s project. Therefore, the expansion of local commodities through a cattle farm in West Tasifeto results in the complexity of power relations interplaying with each other.

Abstract

The benefits of the research to analyze the factors that influence the behavior of selecting farmers who hold farmers card in the Election Governor of Central Java 2018 in Semarang Regency. The research method is a quantitative research that is supported by a descriptive approach with a qualitative approach. Quantitative data collection techniques using surveys and qualitative collection using in-depth interview and documentation. The results of the research and discussion of this study indicate that the behavior of farmers is influenced by four factors, namely sociological, psychological, rational, and coginitive domains. For sociological factors, because is influended by friendship or family relations. Psychological factors because likes to the figure of Ganjar. Incentive factor because they are often assisted by Ganjar supporters. Cognitive domain factors, farmers choose because kindness from the presence of farmer cards. Farmer card holders give their votes because emotional ties to respected figures in their neighborhood who are members of campaigners. But there was also the phenomenon abstentions in Bancak District due to apathy towards the existence of a peasant card policy. The conclusion is that farmers who hold farmers card in Semarang Regency prefer Paslon 1 Ganjar Pranowo-Taj Yasin.
