Abstract

One of the characteristics of Indonesian democracy is a mechanism in decision-making through a forum of discussion. The village, that stands as the lowest unit of the governance system, is also required to hold the meeting called Musyawarah Desa (village meeting). The meeting is organized following the standard and provisions in the Regulation of Minister of Village and Transmigration Affairs No. 2 of 2015 on the Procedures and Mechanism in Decision-Making in Village Meeting (Pedoman Tata Tertib dan Mekanis-me Pengambilan Keputusan Musyawarah Desa). This writing is based on the information on the capability of the village government in organizing the effective village meeting. The effectiveness of village meeting can be indicated by the elements of society that are involved in the meeting, the preparation of the meeting, procedures of organizing the village meeting and the mechanism of the meeting, which are all mentioned in the Regulation of Minister of Village and Transmigration Affairs No. 2 of 2015 on the Procedures and Mechanism in Decision-Making in Village Meeting. This research uses qualitative methods. The result shows that the village meeting has been organized effectively, in which all aspects required in the regulation has been followed. Despite being effective, six factors obstruct the process, which the village administration have to be solved to get more quality meeting.

Abstract

This research will discuss the leadership pattern of Eko Mulyadi as the head village in empowering Tunagrahita people in an area known as Tunagrahita Village. Eko Mulyadi is considered successful in empowering people who have an impact on the lives of people with intellectual disabilities. According to the research of Putri and Haryanti (2017), Eko's success cannot be separated from the four characteristics of transformational leadership. However, the research has a theoretical gap because of the limited scope of Bass and Riggio's leadership who are unable to review the process of the leader approach to his followers. So there is a gap that results in the weakness of the theory to explain how the relationship between the leader and true followers. The purpose of this research focuses on the process and dynamics, as well as what contextual values are intertwined between Eko Mulyadi as a leader and people with intellectual disabilities so that they can successfully transform. This study uses a qualitative ethnographic method that is carried out for three weeks in the field with data collection techniques through observation and interviews. The results of this research indicate that the communication style, trust, reframing of the head village towards Tunagrahita, and full attention are the keys to the success of empowerment.

Abstract

The village is the smallest area in the Indonesian government structure that currently has a significant role and function in every social activity, both in the political, social, economic and legal contexts. The purpose of this study is to explain how the role of the village head and village apparatus in the implementation of regional head elections. This research uses a qualitative method with case studies. Data were obtained through in-depth interviews with village heads, village officials, community leaders, and also through literature studies. This study draws the conclusion that the role of the village head is very important in the implementation of regional head elections, particularly in relation to increasing the number of participation and managing potential conflicts in the community in the contestation of the campaign by the campaign team even though the election was carried out by only one pair of candidates against the empty box. The campaign will still be carried out by the winning team of candidates, at the same time the process of socialization and the program to increase voter turnout will also continue to be carried out by village officials in collaboration with election commision.

Abstract

This article aims to understand and identify that Cirebon Province has not yet been formed, even though there has already been a discourse on the formation of Cirebon Province, marked by the establishment of the Cirebon Province Expansion Committee (P4C) since 2009. In order to approach this problem, the theory of political elite from Geatano Mosca is used, the theory explains that elite action is a form of the will of the community, so that it is understood that there is a link between community views and actions taken by political elites. Data is collected through the observation of the actions of political elites in the regions of Cirebon Regency, Cirebon City, Indramayu Regency, Kuningan Regency and Majalengka Regency, and conducting interviews with the community in the Cirebon Regency, Cirebon City, Indramayu Regency, Kuningan Regency and Majalengka Regency. Data analysis was carried out qualitatively using data reduction, data presentation and drawing conclusions. This study concludes that until 2019 the local political elite of Kab. Majalengka and Kab, Kuningan still did not agree to join the Cirebon Province, while the political elite of Kab. Cirebon, Cirebon City and Regency, Indramayu agreed to form the province of Cirebon, the decision of the political elite turned out to be in accordance with the perception of the people who refused or supported joining to form the Cirebon Province.

Abstract

Community participation in the use of voting rights becomes the most important indicator of the success of regional elections. However, the recapitulation result of PILGUBSU year 2018 shows the participation rate of the city of Medan as big 55.80%, so not achieved target of KPU Medan City for 78% and community participation of Medan Maimun subdistrict only 48.12% which makes the participation lowest of the 21 subdistricts in the city of Medan. This research aims to analyze the political participation of the city of Medan in PILGUBSU in 2018 (case study: community of subdistricts Medan Maimun. The research method used is a qualitative descriptive. Analysis of data used refers to the opinion of Milles and Huberman among others: data reduction, display data and draw conclusions. The results showed first, the hierarchy of political participation of the subdistricts community. Medan Maimun is dominated by participation in the giving of votes and apathy total. Secondly, the factors influencing community participation in PILGUBSU year 2018 are: Political consciousness, belief in government, social status and economic status, political affiliation of parents and organizational experience.

Abstract

The Indonesian Province of Aceh holds a special autonomy to have a local political party that is expected to promote the people’s interests in Aceh. In this sense, the privileged autonomy should have to have a good governance performance.  Nevertheless, it has not yet impacted significantly the performance of legislation. After the 2017 local election, two major local political parties dominate Aceh’s provincial government, which discord with each other crucially that results in a divided government. This research aims to observe factors that take effect on the performance of legislation in the province of Aceh in the course of 2014 to 2018. This study employs qualitative methods. It reveals that in the legislation process, there is ineffective communication between the provincial government of Aceh and the local parliament (Dewan Perwakilan Rakyat Aceh/DPRA) to legislate a local regulation called qanun. This phenomenon is also triggered by the dispute over the parliament, which is split between two major local political parties. With ineffective communication between the government and the parliament, they did not work optimally to legislate many bills in every one-year term. Divided government leads to the vacuum or unproductivity of elements of the provincial government.

Abstract

Violation of ethics that involves the General Election Committee members is due to less concern to the process of the development of democracy. Several cases show that the organizers of the election went to the ethics trial of the Honorary Council of Election Management Bodies (Dewan Kehormatan Penyelenggara Pemilu, DKPP). This research analyzes the factors that cause the violation of ethics in the General Election in the Riau Islands province. This study applies qualitative methods and managed some interviews, field visits, and library research to collect data. This study employs the theory of institutional capacity from Christensen and Gazley (2008) to analyze the collected data. The theory views the institution from four dimensions to identify the problems in the violation of ethics, namely, human resources, external factor, infrastructure, and financial. Human resources as the organizers of the general election know less the regulation and manuals that regulate the election, which results in the violation of ethics. This study seeks to know the factors that cause the violation so it can contribute to the general election’s organizers to improve their knowledge and organize the election with integrity.

Abstract

This study aims to know the financial management of the Indonesian Democratic Party-Struggle (Partai Demokrasi Indonesia-Perjuangan) in the District of Jepara Regency and its connection to public trust. The financial management in the party determines its existence and electability in the political field. To increase the party‘s electability and to maintain the confidence of its members and public trust, financial transparency should be improved. Financial transparency of the political party is still beyond the expectations. Ideally, as a public institution, Indonesian political parties have a very large role in maintaining democracy and good governance. This research investigates the Branch (Dewan Pimpinan Cabang) of the Indonesian Democratic Party-Struggle (PDI-P) in the district of Jepara, Central Java. This party won the 2014 General Election in the district. Although, its financial management is not transparent. This research applies quantitative methods to portray the phenomenon. This research chose 100 people as samples from the total population of the Jepara District who has the right to vote. The sample has been taken by probability sampling techniques. The results show that DPC-PDIP in Jepara District manages its finance with discipline and following law. PDIP is considered to know about good financial reporting. This increases public trust and the party‘s confidence.

Abstract

This article aims to discuss the behavior of voters in the City of Sukabumi in the Gubernatorial Election of West Java Province in 2018. This research is motivated by the anomaly of the survey results. A pair of candidates who were unseeded before obtained an increase of votes unpredictably. This research focuses on the pattern of behavior of citizens in determining their choices regarding the election. This research applies the cognitive domain model theory to study the pattern of voting behavior. In collecting data, the author distributed questionnaires to 140 respondents chosen from the official voters‘ list. The distribution of sample areas uses stratified random sampling techniques. The author analyzes data by using multinomial logistic regression. This study concludes that social image and candidates‘ images partially become the main consideration in voting behavior. Social image is the only significant factor that influences the voters in deciding their choice. This study concludes that the psychological approach becomes the main basis that underlies the voting behavior of voters and the main identification of the candidate.

Abstract

This study aims to determine the development of research in the big theme of Smart City and Smart Governance in the last nine years. To find out about this, 100 relevant journals about its implementation in government with the previous 9 years issue from 2011 to 2019. This study used a qualitative research method with a literature review or a prior research process. The data used were selected from 9-year journal issues from 2011 to 2019. The journals used were the highest citation-published journals, the journals used were journals relevant to government activities, the application of smart city concepts in local government, and the application of service processes. To the community. The results of this study were obtained by the process of data analysis using the Nvivo 12 application. These results address the use of Technology, Information, and Communication (ICT) as the most dominant factor in the implementation of smart cities in the analysis of previous research. Research Will explain the development of research annually and per continent on the significant themes of Smart City and Smart Governance.
