Abstract

Indonesia is one of the disaster prone countries. Various disasters are always struck annually. During the year 2018, recorded 1999 catastrophic events in Indonesia. This number is expected to continue to increase with the extreme weather that hit Indonesia. Disasters are events or sequences of events that threaten and disrupt the life and livelihoods of people caused by both natural factors and non-natural and human factors that result in the onset of human souls, damage Property loss, and psychological impacts. This study discusses disaster mitigation communication as public awareness facing disaster in Sei Bingai sub-district and Secanggang district of Langkat District. These two locations are chosen to represent the two regions where the natural conditions differ. Sei Bingai Subdistrict is located in the mountainous region, while Secanggang subdistrict is located in the coastal area, so when disasters occur there are different types of disasters that hit. This research was conducted to anticipate and increase public awareness in the face of disasters. We do not expect disaster in the Indonesian region, but disaster anticipating efforts need to be done so that people are alert and ready to be alert to face the disaster. The results of the study showed that the community did not have high awareness of flood disasters and landslides. Formal and non-formal institutions in their region have not carried out the maximum socialization of disaster mitigation about the importance of alertness to flood disasters and landslides

Abstract

This study aims to examine the cultural significance of parallel elements in Takanab customary speech. Takanab customary speech, in fact, is one manifestation of ritual communication in the Dawan community in Timor, East Nusa Tenggara. This type of traditional speech is unique because in it elements of language are presented in pairs (parallel), both between one word with another word in one line or between one line with another line in one stanza. Data collection is done by using the method of listening (linguistics) and ethnographic conversation (communication ethnography). Both methods are applied through record and note techniques. The data analysis method of this research is the extralingual equivalent method. Data analysis technique used is contextual analysis technique. Based on the data analysis, the results show that the cultural meaning in parallel lines in the Takanab traditional speech is the performance of ritual communication in the Dawan community environment which contains mutual cultural significance, socio-historical cultural meaning, cultural significance of religious life appreciation, and cultural meaning of reconciliation. The most parallel cultural meaning with the Takanab customary speech is the meaning of mutual cooperation and the cultural meaning of living religious life (religiosity).

Abstract

The purpose of this research is to find out how barong performers perform rituals, people's responses to rituals performed by barong players and the effect of rituals on the personal behavior of barong singers in Kencono in Kendal, Central Java. This study uses a qualitative method with an exploratory approach. The results of the study showed that the rituals performed by barong players included lek-lekan at night before the performance and accompanied by recitation, using offerings such as market snacks, bananas, flowers and eggs. Modern society interprets the offerings as art in culture, not the flow of beliefs that are believed to be guidelines for the belief in their lives. The ritual does not cause a negative influence on the barong player but instead increases devotion to God Almighty. Singo Kencono's barong art was formed to reflect the culture even though there have been many changes in accordance with the times but it still does not eliminate the original culture, other than that Singo Kencono's barong art was formed and played to entertain the public.

This study aims to determine the communication strategy and communicationstrategy barriers used by the North Sumatra Education Quality Assurance Institute as one of the government agencies domiciled in each province and responsible for implementing quality assurance as an extension of the central government in the implementation of the Internal Quality Assurance System to meet and improve the quality of education. This research was carried out at SMP Negeri 4 Tanjung Morawa and SMP Negeri 2 Pancur Batu, Deli Serdang Regency, North Sumatra Province. The data is collected through interviews, observations and analyzed using descriptive analysis methods with a qualitative approach. This study uses Harold Lasswell?s Communication Theory. The result showed that the communication strategy of the North Sumatra Education Quality Assurance Institute takes the form of coordination meetings, technical guidance, assistance, monitoring and evaluation. Obstacles that arise in carrying out the communication strategy are the ability to operate technology, the location of the implementation of technical guidance and power outages (technical barriers); the large number of unfamiliar terms in the delivery of material makes it difficult for participants to understand the material (semantic barriers); and the lack of willingness of the school or the Education Quality Assurance Team to change (behavioral barriers).
