Abstract

Background of Study: The circulation of narcotics in Indonesia has evolved into a complex, asymmetrical threat, demanding a policy reorientation from a purely punitive approach (war on drugs) to collaborative governance, especially following the enactment of Law No. 1 of 2023 (the National Criminal Code). The problem: A repressive penal approach has proven unsuccessful in reducing prevalence and has instead led to extreme overcapacity in correctional institutions, while regional autonomy has not been optimal in supporting prevention due to sectoral egos. Gap of Study: There has been no comprehensive study that integrates the analysis of the new criminal law transition with the collaborative governance model of local government. Theory: This study uses Friedman’s Legal System Theory (Grand), Barda Nawawi Arief’s Criminal Policy (Middle-Range), and Ansell & Gash’s Collaborative Governance (Applied). Aim: Analyzing the harmonization of penal-non-penal policies and reconstructing a collaborative governance model. Research Question: How is the harmonization of legal construction after Law No. 1 of 2023 and how does the collaborative model overcome institutional fragmentation? Method: Juridical-normative with a sociological approach based on secondary data. Results: The National Criminal Code changes the death penalty into a special penalty with a probationary period, requiring the readiness of a rehabilitation structure. Discussion: The failure of penal is due to the disorientation of the legal structure, while non-penal is hampered by weak regional institutional design. Conclusion: Effective drug control requires a balance between criminal policy and facilitative regional leadership. Recommendation: Implementation of the Hexa-Helix collaboration model and integration of P4GN indicators into regional development planning documents (RPJMD/IKU) and the issuance of rehabilitative prosecution guidelines.

Abstract

The practice of money politics is eroding the integrity of local democracy in Indonesia, which ranks third worldwide in this phenomenon. This study analyzes the implementation of the “Supervision-Aware Villages and Anti-Money Politics” program in Wajo Regency, South Sulawesi, as a response to the failure of formal institutions to address electoral violations. This study used qualitative methods, collecting data through in-depth interviews with 17 informants from five villages, participant observation, and document analysis, and analyzing them thematically. The findings indicate that the program succeeded in building critical awareness and selective community participation, primarily through the utilization of local norms of siri’ na pacce and the informal leadership of village heads. The synergy between the General Elections Supervisory Agency (Bawaslu), village governments, and communities creates a collaborative oversight space, despite facing structural barriers such as a culture of silence, budget constraints, and the absence of legal protection for whistleblowers. This study extends participatory governance theory by demonstrating that the effectiveness of collaborative governance in regions depends on local cultural norms’ ability to mediate citizen engagement in electoral oversight—a dynamic that clarifies the limits of the theory in contexts with weak formal institutions. Policy implications emphasize the need to institutionalize the program into village governance, integrate it with economic empowerment, and provide adequate whistleblower protection mechanisms to ensure sustainability.

Abstract

The implementation of the Electronic-Based Government System (SPBE) in Indonesia has largely been perceived as an administrative compliance mechanism aligned with national policies and index-based assessments. Conceptually, however, SPBE is intended as an instrument for transforming governmental governance toward an integrated, effective, and accountable digital government. This study aims to analyze the implementation of SPBE in East Kalimantan Province by positioning it as a digital governance transformation process rather than merely an administrative obligation. Using a qualitative case study approach, data were collected through policy document analysis, SPBE performance reports, and interviews with key stakeholders within the East Kalimantan Provincial Government. Data were analyzed using a descriptive-analytical method by linking empirical findings to the digital government transformation framework. The findings indicate that SPBE implementation in East Kalimantan Province remains largely compliance-driven, as reflected in institutional fragmentation, limited system and data integration, and uneven human resource capacities across government agencies. Nevertheless, the study also identifies opportunities to strengthen digital governance transformation through reinforcing SPBE institutional governance, enhancing civil servants’ digital competencies, and promoting cross-system and service integration. This study underscores the need to shift the paradigm from administrative compliance toward substantive digital governance transformation at the provincial government level.

Abstract

Risk management in local government is increasingly positioned as a strategic instrument for strengthening governance, integrity, and the quality of public decision-making. However, various studies show that increased regulation and maturity of risk management systems do not always translate into substantive improvements in governance and behavioral risk control. This study aims to analyze the effectiveness of risk management policies in the East Kalimantan Provincial Government by examining the suitability of policy design, variations in implementation across regional institutions, and their impact on governance and government integrity. The study uses a qualitative, descriptive, evaluative approach through case studies of four strategic regional institutions. Data was collected through in-depth interviews, limited participant observation, and document analysis. Data was analyzed using an interactive model. The results of this study indicate that the risk management policy in the East Kalimantan Provincial Government is normatively aligned with international standards and has successfully increased the maturity of the internal control system. However, the policy's effectiveness still varies across regional agencies and has not fully strengthened integrity, as reflected in the paradox between increasing system maturity and decreasing corruption control effectiveness. This finding confirms that risk management has not been fully internalized as a culture and strategic decision-making instrument. In conclusion, strengthening risk management requires a shift from an administrative compliance approach to a reflective, integrated policy-learning approach. It is also recommended that policies be more directed at strengthening risk leadership, the role of the Inspectorate as a risk enabler, integrating risk into planning and budgeting, and developing a risk-aware culture, particularly across regional agencies within the East Kalimantan Provincial Government.

Abstract

Stunting in toddlers is a significant nutritional issue that may negatively impact the quality of Indonesia’s future human resources. This study aims to analyze the spatial patterns of stunting prevalence in toddlers in Indonesia as a basis for developing region-based policy interventions. A quantitative approach was used through spatial autocorrelation analysis using Moran’s I Index and Local Indicators of Spatial Autocorrelation (LISA), which is based on the K-Nearest Neighbors (KNN) method. Stunting prevalence data were obtained from 514 districts/cities in Indonesia and analyzed to detect clustering patterns in high-risk areas. The results showed a Moran’s I of 0.315 (P-value <), indicating positive spatial autocorrelation among regions. Also, these results indicate that areas with high stunting prevalence tend to be geographically clustered, particularly in areas outside Java, such as Nusa Tenggara, Kalimantan, Sulawesi, and Papua. The results of this study emphasize the importance of a region-based approach to stunting management that accounts for spatial factors. High-high cluster areas are highly vulnerable to stunting, as indicated by low nutrition coverage, access to sanitation, and protein consumption, as well as high poverty rates. This situation highlights the importance of more focused and effective policy interventions that include improving nutrition, increasing access to food and sanitation, health education, and strengthening welfare and education aspects.

Abstract

The Pekanbaru City Population and Civil Registration Office adopts e-government through the Layanan Tunggu (Lagu) application to take care of lost, damaged, and urgent e-IDs. In practice, the Lagu application has not delivered good performance, as evidenced by the community satisfaction index, which consistently declined from 2021 to 2024. This study aims to analyse the performance and maturity of the Lagu application using the five dimensions of the balanced e-government scorecard and the stages of Darrell M. West's e-government maturity model. The approach to this research is a qualitative descriptive design, using both primary and secondary data. The analysis technique of this study uses an interactive model by Miles, Huberman, and Saldana. The results of this study reveal that three of the five dimensions have not been operating optimally. Because iOS users can’t access the service, the removal of the urgent e-ID printing feature, the service of less friendly officers at the counter, the termination of the cooperation agreement with the Grab company, and the passive maintenance and development management of the application. In addition, the Lagu application, which experienced pseudo-maturity in the second stage, is another reason the public satisfaction index has consistently decreased. This research is limited to the object of research, namely the Lagu application, and does not include program recommendations. Therefore, the next research should examine collaborative governance and provide program recommendations based on the results.

Abstract

Since the 1980s, Corporate University has evolved into a systematic human resource development strategy that integrates individual development with organizational goals. In the public sector, the New Public Management paradigm encourages the adoption of private-sector managerial practices to improve bureaucratic effectiveness, foster a culture of continuous learning, and strengthen institutional capabilities. In Indonesia, the implementation of Corporate University remains limited, particularly in technical ministries such as the Ministry of Transportation (Kemenhub), where some employees do not yet understand the Corporate University concept, training is not yet needs-based, and HR planning mechanisms such as the Individual Development Plan (IDP) and Human Capital Development Plan (HCDP) have not been consistently implemented. This study evaluates the institutional readiness of the Ministry of Transportation to implement in Corporate University using a mixed-methods approach with a Sequential Explanatory design. Quantitative analysis of 396 Civil Servants shows an average institutional readiness of 52.6% (Intermediate Low category), with the highest institutional structure (89.6%) and the lowest learning strategy (30.5%). Qualitative analysis confirms that despite strong structural foundations and technological support, the implementation of experiential learning, cross-unit collaboration, and system integration with IDP/HCDP remains limited. Triangulation results reveal a gap between formal readiness and operational effectiveness, emphasizing the need to strengthen coordination, internal capacity, and digital integration. These findings provide conceptual contributions to the Corporate University literature in the public sector and practical support for the Ministry of Transportation in building an adaptive, sustainable, and results-oriented civil servant learning system that supports innovative and collaborative bureaucratic transformation.

Abstract

The Free Nutritious Meal Program (MBG) is a policy intervention aimed at meeting nutritional needs, including those of schoolchildren. However, its implementation practices at the school suggest a pedagogical dimension that could strengthen the program’s objectives by fostering consumption habits and awareness. This study aims to analyze how nutrition literacy functions as a reinforcing mechanism of MBG at the primary school level. The research employs a qualitative approach with a case study design in a public primary school in East Java, using semi-structured interviews with six teachers and 27 students, observations of MBG practices, and document analysis. Data analysis employed thematic analysis to identify patterns of practice, socio-pedagogical relations, and mechanisms emerging from everyday interactions. The results showed that nutrition literacy has developed implicitly through shared eating experiences, teacher-student interactions, and the habituation of consumption, yet remains excluded from the formal curriculum. The strengthening of MBG does not occur solely through policy design, but also through relational dynamics among teachers, students, and food consumption experiences that shape school-level mechanisms. These findings affirm that schools function as nodes for translating the policy into students’ concrete learning experiences, thereby positioning nutrition literacy as an emergent mechanism and practical medium for reinforcing the MBG program rather than merely a knowledge output. This study provides empirical contributions regarding the importance of a school practice-based approach in formulating strategies to strengthen MBG.

Abstract

The rapid proliferation of generative artificial intelligence (AI) and Large Language Models (LLMs) has fundamentally disrupted the landscape of global scientific publishing and public administration research. This disruption presents a problem characterized by the dichotomy between AI as an essential academic productivity catalyst and a significant threat to scientific integrity. This study addresses three specific research questions: (1) the operational efficacy and ethical risks of AI in scientific writing, (2) the evolution of editorial policies, and (3) the formulation of adaptive AI governance in decentralized public administration. The objective of the research is to critically analyze the transformation of scientific publications, identify emerging ethical and methodological risks, and develop an adaptive conceptual framework for AI governance. Utilizing a qualitative approach, the data collection technique involves Library Research by extracting and systematically synthesizing 101 contemporary high-impact literature (2018–2025) indexed in Scopus Q1 and Web of Science. The data analysis technique utilizes thematic analysis to map cross-disciplinary literature patterns, while data interpretation is operationalized through Critical Discourse Analysis (CDA) and cross-validity triangulation of institutional policies. Results and discussions reveal that AI significantly bridges cross-cultural linguistic barriers and accelerates productivity. However, the research findings confirm that AI simultaneously introduces unprecedented epistemic risks (algorithmic hallucinations), ethical biases, and legal accountability voids regarding authorship and peer-review evaluations. This study provides scientific novelty by reconstructing this paradigm and proposing the Human-AI Cognitive Synergy framework. It is concluded that there is an urgent need for adaptive AI governance within public institutions to regulate machine-assisted research without stifling innovation. Therefore, the study offers actionable recommendations emphasizing critical human oversight (human-in-the-loop validation), transparent disclosure policies, and sectoral regulatory audits for researchers, academic publishers, and government policy strategists to safeguard scientific integrity.
