Abstract

Community participation is an indicator that determines the quality of election administration and signifies the importance of democracy for a country. Participation in elections is carried out in two ways, including first conducting election socialization and secondly carrying out voter education and conveying the results of election monitoring and reporting suspected election violations. High public participation in elections (voter turnout) and public trust are part of the integrity of elections on the other hand low participation in elections is associated with public apathy. The Bawaslu’s data for the 2019 simultaneous elections in the West Java region show high findings and reports of violations, while public participation in monitoring and reporting suspected violations is considered low. The low level of public involvement in monitoring and reporting electoral fraud is due to the lack of socialization and education carried out by Bawaslu, so the capacity of the community as a human resource to monitor and report suspected election violations is still low. The research method used is a qualitative research method with research instruments including interviews with 17 key informants and field observations by making direct observations covering the West Java region and reviewing documents as supporting data in data refinement. The study results illustrate that the Participatory Oversight Program implemented by Bawaslu could have been more optimal, as evidenced by the low level of public participation in election monitoring and reporting suspected violations. In contrast, future election violations are increasingly massive. So it requires strategies and collaboration to increase participatory community supervision.

Abstract

Stunting is a crucial problem in Indonesia and requires collaborative action by multiple stakeholders. The policy to accelerate stunting reduction was designed with a convergence strategy involving ministries and government officials at the village level. The purpose of this study is to analyze the intervention of the Ministry of Villages, Development of Disadvantaged Regions, and Transmigration in implementing stunting reduction policies in villages. The research paradigm used is post-positivist with qualitative methods. The data collection process was carried out by interviews and analysis of policy documents. The results of this research show that the intervention carried out by the village ministry took the form of a facilitation program and regulatory support. The interventions carried out are still on track and quite effective in achieving policy targets. Recommendations from the research include strengthening communication between central agencies to village parties with intensive coordination, expanding funding networks, and carrying out collaborative actions to increase the impact of policies.

Abstract

The Social Inclusion-Based Library Transformation (SIBLT) program aims to increase literacy in realizing community welfare, but increasing literacy in The Special Region of Yogyakarta is not followed by an increase in community welfare. To analyse the determinant factors that cause high levels of literacy but low levels of community welfare, the researcher used a policy implementation model with the Van Meter and Van Horn model by adding the variables of technology use and community participation within the framework of qualitative research method with a case study approach in Kulon Progo regency and Sleman regency, DIY. As for the research results obtained, there are several determinant factors that influence the implementation of SIBLTin the two districts above, including policy standards and targets, organizational resources, inter-organizational community and activity measurement, characteristics of the implementating bureaucracy, socio-economic and political conditions, use of technology and community participation, attitude of implementers and policy performance. So that the implementation of SIBLT is in line with policy direction and objectives, strategies that can be used include increasing leadership commitment, drafting regulations, forming a coordination team, implementation National Action Plan (NAP) and Regional Action Plan (RAP) as well as regular evaluation and monitoring.

Abstract

This research aims to determine the implementation of planning for the first stage of moving State Civil Apparatus (ASN) to the National Capital (IKN) of Nusantara and to find out various strategies in overcoming obstacles to planning the transfer of State Civil Apparatus (ASN) to the National Capital (IKN) of Nusantara. This type of research is descriptive qualitative which seeks to explain in as much detail as possible the research objects and problems based on facts in the field. There are three methods for collecting data used in this research, namely: observation, interviews or interviews, and documentation. The results of this research show that in general The overall planning for the transfer of ASN to IKN Nusantara by referring to the ideas of Snell and Morris (2019) has been carried out well, namely; Vision, mission and values, external and internal analysis, formulating and implementing strategies, and evaluation. All of these indicators are parameters for planning the transfer of ASN to IKN Nusantara, which has been implemented well, although improvements are still needed in several aspects. The planning strategy for transferring ASN to IKN Nusantara can then be provided with a persuasive communication model as well as providing various financial stimuli.

Abstract

 The aim of this research is to analyze the implementation of the Anti-Drug Family Resilience Policy at the National Narcotics Board of the Republic of Indonesia. This research uses qualitative methods by conducting interviews, observation and documentation. The data source in this research uses secondary data and primary data. The informants in this research are policy makers in the field of prevention and prevention practitioners who implement family resilience programs with the BNN at both the central and district/city levels. According to the findings of the analysis, the anti-drug family resilience at BNN RI was the issue that was prioritized. This was done as an activity program that adapted evidence-based prevention that had been tested internationally. Therefore, it was very appropriate if this was supported by optimizing the anti-drug family resilience policy. The National Narcotics Board of the Republic of Indonesia's anti-drug family resilience policy isn't yet perfect. One of the reasons is that there is not any statutory or policy regulations issued by BNN as the leading sector in efforts to prevent drugs through strengthening families.

Abstract

The purpose of this research is to determine the competence of the Government Internal Supervisory Apparatus (GISA) within the Regional Government of Southwest Maluku Regency, and to develop a strategy for developing the competence of the Government Internal Supervisory Apparatus (GISA) within the Government of Southwest Maluku Regency. The research method that researchers use in conducting this research is a descriptive research method with a qualitative approach. The results showed that the competence of the Government Internal Supervisory Apparatus (GISA) within the Regional Government of Southwest Maluku Regency has high motivation in carrying out the duties of the position, as seen from the services provided to auditees. However, the opportunity to participate in self-development is not yet in accordance with the duties of the position. New tasks or jobs are completed based on GISA motivation. The average GISA HR has a good nature, not easily influenced by the environment. Eager to carry out tasks, do not compromise with personal policies from the auditee. Self-concept, character and motivation are hidden in each person and are difficult to develop through training programs, but will be formed and developed from the length of time a person carries out certain tasks. The longer GISA HR occupies a supervisory position can help him to get better. However, to know the auditee's personality, GISA needs special training related to psychology. In general, GISA's knowledge is quite good, but specifically GISA's knowledge related to their job duties is still lacking, development is needed for each individual GISA. The skills dimension relates to technical competence. The development of technical competence for GISA on a regular basis is able to create GISAs who are skilled in carrying out their duties. Competency development strategies that have been carried out for GISA in Southwest Maluku Regency by conducting professional skill training, job enrichment, comparative studies, and building teamwork.

Abstract

The existence of civil servants in the National Police institution is something unique and distinctive because in the National Police organization, the position of civil servants is in one organization with the National Police in all units of the National Police in charge of carrying out administrative activities and tasks that require special expertise to support the  activities of the  National Police.  For civil servants of the National   Police, personnel regulations  apply to the  National Police and  personnel regulations regulated by BKN.    The purpose of  this study is to analyze   the causes of  the lack of optimal implementation of career patterns for civil servants in the  Human Resources Staff (SSDM) of the National Police and provide a description related to career  pattern models  that are more professional and appropriate for civil servants in SSDM   Polri which can be used as a  career pattern model for National Police Civil Servants. This research uses a mix method approach,  quantitative data collection which is then deepened qualitatively through interviews, observations and collection of supporting documents. The result is that the career pattern of civil servants in the Human Resources Staff Work Unit   is constrained by human resource  management governance  in the aspects of planning,   organizing, procuring and directing, developing and integrating. A more provective career pattern model obtained from the results of discussion and analysis in this study is the placement of  civil servants in   predetermined functional and structural positions, the implementation of internships for employees who  newly recruited, implementation of performance evaluation for promotion followed by attending education and  training in accordance with the  field of work, providing space and  opportunities to  actualize themselves to the duties   and  responsibilities  that given in order to be promoted  to the top posotion intended for civil servant after attending a series of education and training for competency development.
