Abstract

Labor becomes problem without the availability of jobs. Batam is a city with high employment rate, especially in industrial sector. The purpose of this article was to observed factors that affect the employment sector, labor supply, and regional minimum wage. The model allegedly using the method of Two Stage Least Squares (2SLS). Overall the results indicated that the level of minimum wage make a significant contribution to the formation of labor supply compared to the productive population. The level of investment was very responsive in affecting labor demand sector in both the short and long term. If there is governments policy of raising the minimum wage by 20%, the impact on the labor supply will be increased by 2.1036%, the opposite will decrease the demand for labor by 0.5898% and a decrease in the minimum wage for the city of Batam by 0. 2753%.   Tenaga kerja menjadi suatu masalah apabila tidak dibarengi dengan ketersediaan lapangan kerja. Salah satu kota dengan penyerapan tenaga kerja sangat tinggi adalah kota Batam, terutama pada sektor industri. Tujuan artikel ini untuk melihat faktor yang mempengaruhi penyerapan tenaga kerja sektor industri, penawaran tenaga kerja sektor industri, dan upah minimum regional Kota Batam. Model diduga dengan mengunakan metode Two Stage Least Squares (2SLS). Secara keseluruhan hasil menunjukkan bahwa tingkat upah minimum kota Batam memberikan kontribusi cukup besar kepada pembentukan penawaran tenaga kerja dibanding jumlah penduduk produktif. Tingkat investasi sangat responsif mempengaruhi permintaan tenaga kerja sektor industri baik untuk jangka pendek maupun jangka panjang. Bila pemerintah membuat kebijakan dengan menaikkan upah minimum regional sebesar 20%, hal ini akan berdampak pada peningkatan penawaran tenaga kerja sebesar 2,1036%, sebaliknya akan menurunkan tingkat permintaan tenaga kerja sebesar 0,5898 % dan berdampak pada penurunan upah minimum kota Batam sebesar 0,2753%.

Abstract

The purpose of this study is to analyze factors that affect the numbers of ICCC received by local government and their association with financial reporting quality in Indonesia. This research develops a statistical model to report internal control compliance comments (ICCC) issued by Republic Indonesia Supreme Audit Board (BPK-RI) pursuant to audit  of Indonesian?s local government and has 454 selected samples to the local government for year 2011. This study uses data of local government financial statetements in the form of softcopy from Republic Indonesia Supreme Audit Board (BPK-RI) and other media publications. For testing the data, this study uses multiple regression to examine the factors that affect the numbers of ICCC received by local government and binary logistic regression to examine the association between ICCC and local government financial report quality in the next year.Result shows that unqualified audit opinion, government grade, and auditor education background  affect the number of ICCC received by local government while local government size, intenal audit capability and auditor profesional certification do not have any effect. This research also reveals that  number of ICCC received by local government is negatively associated with the financial reporting quality in the next period. It indicates that the local government has not been able to implement the auditor recommendations well.   Tujuan dari penelitian ini adalah untuk menguji faktor-faktor yang mempengaruhi jumlah ICCC yang diterima pemerintah daerah dan pengaruhnya terhadap kualitas laporan keuangan di Indonesia. Penelitian mengembangkan suatu model statistik untuk melaporkan komentar dalam sistem pengendalian internal dan kepatuhan (ICCC) yang dikeluarkan oleh Badan Pemeriksa Keuangan Republik Indonesia (BPK-RI) berdasarkan audit pemerintah daerah di Indonesia dan menggunakan 454 sampel pemerintah daerah tahun 2011. Penelitian ini menggunakan data softcopy laporan keuangan pemerintah daerah yang diperoleh dari BPK dan media publikasi lainnya. Penelitian ini menggunakan analisis regresi berganda untuk menguji faktor-faktor yang mempengaruhi jumlah ICCC yang diterima pemerintah daerah dan binary logistic regression untuk menguji pengaruh antara jumlah ICCC dengan kualitas laporan keuangan pemerintah daerah satu tahun setelahnya. Hasil penelitian menunjukkan bahwa opini wajar tanpa pengecualian, peringkat kinerja pemerintah daerah, dan latarbelakang pendidikan auditor berpengaruh terhadap jumlah ICCC yang diterima pemerintah daerah sementara ukuran pemerintah daerah, kapabilitas APIP dan sertifikasi profesi auditor tidak memiliki pengaruh. Penelitian ini juga mengungkapkan bahwa jumlah ICCC yang diterima pemerintah daerah berpengaruh negatif terhadap kualitas laporan keuangan pemerintah daerah satu tahun setelahnya. Hal ini mengindikasikan bahwa pemerintah daerah belum mampu melaksanakan rekomendasi auditor dengan baik.

Abstract

PT. PLN (Persero) is fully responsible for the fulfillment of national electricity. The study was attempted to find out the difference of actual expenses compared to operating expenses in 2005-2006, 2006 -2007, and 2007-2008 at PT. PLN (Persero) and the application of Statistical Analysis Quality Control as one of cost control method. The study focused on the comparation of operating expenses and operating costs. This research used descriptive quantitative analysis. It was found that the plants of PLTGU were always greater than other plant. Based on the control chart, it could be seen that the UCL was Rp 14,292,399 (million) and the LCL was Rp 5,576,779 (million) permonth. It was suggested that PT PLN (Persero) control over its operating costs, so the leakage of operational costs can be avoided. For fiscal year 2010, PT PLN (Persero) should conduct an investigation towards its operational costs by using the Statistical Quality Control. PT. PLN (Persero) bertanggung jawab sepenuhnya atas pemenuhan kebutuhan listrik negara. Penelitian ini berusaha untuk mendapatkan informasi besarnya selisih pergerakan Realisasi Beban Usaha/Biaya Operasional tahun 2005-2006, 2006-2007, dan 2007-2008 pada PT. PLN (Persero) dan penerapan Statistical Quality Control terhadap beban usaha/biaya operasional PT PLN (Persero) sehingga dapat dijadikan sebagai salah satu cara pengendalian biaya. Studi ini berfokus pada perbandingan antara beban operasional dengan biaya operasional. Penelitian ini menggunakan analisis deskriptif kuantitatif. Penelitian ini menemukan bahwa pembangkit PLTGU selalu lebih besar dari jenis pembangkit lainnya. Berdasarkan peta kendali, dapat dilihat bahwa UCL adalah Rp 14.292.399 (juta) dan LCL adalah Rp 5.576.779 (juta) per-bulan. Disarankan agar PT PLN (Persero) dapat mengontrol biaya operasional sehingga kebocoran biaya operasional dapat dihindari. Untuk tahun fiskal 2010, PT PLN (Persero) harus melakukan investigasi terhadap biaya operasional dengan menggunakan metode Quality Control secara statistik

Abstract

This research has aim to analyze the effectiveness of allocation, management and using of village-fund-allocation (ADD) in ?X? Regency and analyze the impact of ADD toward the improvement of public infrastructure, manpower absorption as well as the empowerment of people and village institutions. The research was performed in 18 sub-districts, in which on every sub-district two villages are chosen, that is one village classified as ?urban village? that located near the sub-district capital and other village classified as ?rural village? that is a village categorized as isolated. Meanwhile as respondents of research on every village are boards of village institutions: board of village representatives board (BPD), board of village community defense board (LKMD), board of neighbourhood organization (RT), board of family welfare empowerment (PKK), board of youth organization (Karang Taruna), and board of civil defense taskforce (Satgas Hansip) ? each of them represented by one person. Thus, totally for entire research field (?X? Regency) there are 216 respondents. Collection of secondary and primary data performed through survey on site using questionnaire. Result of research shows that many regulation regarding ADD are not well implemented according to the existing laws. A large part of people more prefer to ADD with different amount for each village considering some factors such as the number of people, village accessibility, potential owned by each village, etc. However, the majority of people consider that ADD has positive impact and multiplier effect significantly for them such as the improvement of public infrastructure, improvement of people?s knowledge, the increasing of people participation in village development and manpower absorption

Abstract

This study was made to illustrate the effectiveness of UPBJJ UT Kupang?s organizational, with the aim of reviewing the UPBJJ UT Kupang?s organizational structure which include reporting relationships, allocating of tasks and responsibilities and grouping by function. Results of research conducted qualitatively show that the UPBJJ UT Kupang?s organizational structure was not reflect the reporting relationship, allocating of tasks and responsibilities, and grouping by function. Work unevenly among staff UPBJJ UT Kupang caused not reflect the organizational structure for equity and provide space for stacking work on certain staff. Therefore, the evaluation needs to be done so that there harmony in work. Penelitian ini dibuat untuk menggambarkan efektifitas struktur organisasi UPBJJ  UT Kupang, dengan tujuan untuk  mengkaji struktur organisasi UPBJJ UT Kupang yang meliputi hubungan pelaporan, alokasi tugas dan tanggung jawab dan pengelompokan menurut fungsi. Hasil penelitian yang dilakukan secara kualitatif menunjukkan bahwa struktur organisasi UPBJJ UT Kupang belum mencerminkan adanya hubungan pelaporan, alokasi tugas dan tanggung jawab, dan  pengelompokkan menurut fungsi. Pekerjaan belum merata diantara staf UPBJJ UT Kupang yang disebabkan struktur organisasi yang belum mencerminkan adanya pemerataan dan memberikan ruang terhadap menumpuknya pekerjaan pada staf tertentu.  Oleh karena itu evaluasi perlu dilakukan sehingga terjadi keselarasan dalam bekerja.

Abstract

Development of Islamic syariah banking industry still has its drawback, some of it were peoples understanding on the bank operational, narrow network, and limited skilled of human resources on syariah bank. The development of syariah bank depends on its ability to deliver excellent services to people who need product and service of Islamic syariah bank. One measure of excellent service and product is customer satisfaction. The result of this study showed that the reason in choosing BNI Syariah was not only religious factor but its quality of service which should be improved. In general, UUS BNI performance in all attributes of bank and deposit fund product have not satisfied its customers because there were still discrepancies between their actual and expected services. The most importance bank attributes according to the respondents were strategic location, branches network, credibility, professionalism, syariah ideology and hospitality. The most importance deposit fund product attributes according to the respondens were security of fund, convenience procedure of fund withdrawal, profit and loss sharing principle and technology. According to the results there were 4 (four) options of marketing strategies recommended to UUS BNI in order to be more competitive in the market. Firstly, UUS BNI has to be able to create image as Islamic and professional banking. Secondly, UUS BNI has to develop market through additional of branches. Thirdly, UUS BNI has to improve its technology by adding features on ATM technology. Fourthly, UUS BNI has to offer more attractive profit sharing.   Perkembangan perbankan syariah masih memiliki banyak hambatan, antara lain pemahaman atas operasional bank syariah, jumlah jaringan bank syariah dan keahlian sumber daya manusia dibidang bank syariah. Perkembangan perbankan syariah yang baik tergantung dari kemampuan memberikan produk dan jasa yang baik kepada nasabah. Satu ukuran tentang pemberian produk dan jasa yang baik adalah kepuasan nasabah (customer satisfaction). Hasil studi ini memperlihatkan bahwa alasan memilih bank syariah bukan hanya faktor agama, sehingga bank harus meningkatkan kualitas pelayanannya. Secara umum kinerja UUS BNI dalam semua atribut bank dan Produk Dana Pihak Ketiga belum memberikan kepuasan terhadap nasabahnya terbukti masih ada perbedaan harapan dan kenyataan. Menurut responden, atribut bank yang penting adalah lokasi yang strategis, jaringan kantor cabang, kredibilitas, profesionalisme, idiology syariah dan keramahan. Sedangkan atribut Produk Dana Pihak Ketiga yang penting menurut responden adalah keamanan dana, prosedur penarikan dana yang mudah, prinsip bagi hasil dan teknologi. Sehubungan dengan hal tersebut diatas ada 4 (empat) usulan strategi pemasaran bagi UUS BNI agar dapat kompetitif. Pertama, UUS BNI harus dapat menciptakan citra sebagai bank syariah yang profesional. Kedua, UUS BNI harus mengembangkan pasar dengan menambah jumlah kantor cabang. Ketiga, UUS BNI harus memperbaiki layanan pada teknologi ATM. Keempat, UUS BNI harus menawarkan bagi hasil yang lebih menarik melalui pembiayaan yang optimal.

Abstract

The objectives of this research are : (1) to analyze structural economic transformation in West Java Province, (2) to analyze linkage inter sector on economic transformation process inter farm, industry and other sectors, (3) to analyze impact of fiscal decentralization to economic growth and structure economic transformation in West Java Province.   In order to answer the above, a simultaneous equity model was established, consisting of 32 structural equities and 15 identity equities. Furthermore, this research used data pooling where data were analyzed with descriptive analysis, econometrics model, as well as predictions using a variety of policy scenario alternatives.  Model was then estimated by 2SLS method with SYSLIN procedures, while prediction simulation was performed by using SIMNLIN procedures.  In its development era, West Java province have done transformation of economy.  During this economy structure transformation process, the decrease on agricultural sector contribution was automatically increase contribution on industry, but it was not increase contribution on other sector.  The increase on local taxes receipt gave positive impact on output growth, and it gave economy structure transformation.  The increase personel current expenditure gave positive impact on agriculture output growth and economic ratio.  The increase development expenditure for agriculture gave positive impact on output growth agriculture and economic ratio, but it gave negative impact on total output growth.  The increase expenditure for infrastructure gave positive impact on output growth, ang it gave economy structure transformation.

Abstract

Online tutorials is one form of e-learning are given UT. Since the registration period 2013.1 - 2014.2, the number of courses offered in Tuton increased 11% and participants increased 52%. Although Tuton has been growing rapidly, but the total decline in the number of students from the registration period 2013.1 to 2015.1. A decrease in the number of students can be justified as an indicator of lack of loyalty or retention of students. The main objective of this study was to test the relationships between the antecedents of loyalty, service quality, commitment, satisfaction, and reputation. The study population was coming from four faculties and one graduate program.Non probability method of sampling with judgmental sampling technique used in this study. The minimum required sample size of 200 respondents. Survey data collection is done by inviting respondents by email to fill out a questionnaire online in google site. Then the data were analyzed either descriptively and quantitatively using descriptive analysis and Structural Equation Modeling (SEM). Results of hypothesis testing showed 6 of 7 hypothesis is accepted with significant results. The sixth hypothesis are the influence of the quality of services to satisfaction; the effect on the reputation of the quality of services; the effect of commitment to student satisfaction; the effect of satisfaction to reputation; the effect of satisfaction on loyalty; and the effect of reputation on loyalty. As for the hypothesis is rejected is the effect of the reputation on commitment.   Tutorial online merupakan salah satu bentuk e-learning yang diberikan UT.Sejak masa registrasi 2013.1-2014.2, jumlah mata kuliah yang ditawarkan dalam tuton bertambah sebesar 11% dan peserta tuton meningkat 52%. Walaupun tuton telah berkembang pesat, tetapi secara total terjadi penurunan jumlah mahasiwa dari masa registrasi 2013.1 hingga 2015.1. Penurunan jumlah mahasiswa dapat dijustifikasi sebagai salah satu indikator rendahnya loyalitas atau retensi mahasiswa.Tujuan utama dari penelitian ini adalah menguji relasi-relasi diantara anteseden loyalitas, yaitu kualitas jasa, komitmen, kepuasan, dan reputasi.Populasi penelitian ini adalah peserta tuton masa registrasi 2015.1 yang berasal dari 4 fakultas dan 1 program pascasarjana.Metode nonprobability sampling dengan teknik judgemental sampling digunakan dalam penelitian ini. Adapun ukuran sampel yang diperlukan minimum 200 responden. Pengumpulan data dilakukan  secara survei dengan mengundang responden melalui surel untuk mengisi kuesioner online dalam situs google. Kemudian data dianalisis baik secara deskriptif maupun kuantitatif menggunakan analisis deskriptif dan analisis Structural Equation Modelling (SEM). Hasil pengujian hipotesis menunjukkan 6 dari 7 hipotesis diterima dengan hasil yang signifikan. Keenam hipotesis tersebut adalah pengaruh kualitas jasa terhadap kepuasan; pengaruh kualitas jasa terhadap reputasi; pengaruh komitmen terhadap kepuasan mahasiswa; pengaruh kepuasan terhadap reputasi; pengaruh kepuasan terhadap loyalitas; dan pengaruh reputasi terhadap loyalitas. Adapun satu hipotesis yang ditolak adalah pengaruh komitmen terhadap reputasi.

Abstract

The ecological role of mangrove ecosystem is, economically, socially and physically, highly significant. Despite the many benefits provided by mangroves, they tend to be under intense pressure from competing resource used by local villagers, in particular, as firewood, or charcoal. The ecosystem is typically crucial, hence the benefits and values need to identify and estimate economically. The objectives of this research are: (1) to identify economic values of mangroves based on ecosystem benefits; and (2) to estimate total economic value (TEV) of use-value and non-use value of mangroves. The method of economic valuation was applied to estimate TEV based on the benefits of mangroves ecosystem (direct-use value, indirect-use, option use, and existence use values). Results of this research are as follows. (1) Functions and benefits of the mangrove ecosystem in the Village of Tawiri consisted of direct-use (fuel wood collection for the subsistence needs of local villagers, wild animals used by humans for subsistence purposes, near by fishing activities); indirect-use (natural barrier to shoreline erosion, highly nutritious food source for animals in the mangrove area), option use (biodiversity benefits), and existence use (WTP). (2) The TEV of mangrove was Rp 24,887,887 per year, consisting of direct-use value of Rp 11,299,500 per year (45.40%), indirect-value of Rp 9,098,077 per year (36.56%), existence value of Rp 4,083.750 per year (16.41%) and option value of Rp 406,560 per year (1.63%).

Abstract

This research is intended to describe the efficiency level of rice agriculture in Central Java. Agribusiness approaches enable to explain the agriculture sector more comprehensively, focusing on agriculture with its backward and forward subsystems. This research employs DEA (Data Envelopment Analysis) to compute efficiency level, and covers fourteen districts with land productivity above the province average level. This research finds that only four districts perform efficiency level 100 percent relative to other districts. The solution for this inefficiency problem can be achieved by employing managerial simulation generated by DEA.
