Abstract

Implementation of ASEAN Economic Community (AEC) in December 2015 brings the impact and substantial changes to the management of higher education, especially Postgraduate Program of University of Riau. Even though the development of a postgraduate study program is a demand, but in practice must refer to the Law on Higher Education and the Regulation of the Minister concerned. The government with all of its authorities restructures the higher education system to avoid implementation of higher education institution that does not comply with applicable regulations. The most principle aspects in the development and management of studies program at the University of Riau are associated to (a) the development of educational infrastructures and facilities (b) home-base lecturers (c) curriculum, and (d) the achievement of accreditation. The competition appeared between public and private university has become an open competition, including with other universities abroad. Students can choose a study program based on qualifications and reputation earned by each institution without distinguishing public or private, domestic or foreign university. The open competition will bring a real impact on the university’s existence in the future. Policy of development and establishment of study program has to be done by comprehensive evaluation because reputation and competency of graduates are not enough with the educational process, but it should also establish cooperation with abroad institutions that can raise its rating and existence as a provider of qualified higher education. Therefore, various conditions relating to the educational process, quality, recognition of the business world and others should be a forward concern.

Abstract

The purpose of this study was to explore the relationship between competitive strategy, total quality management (TQM), and the continuous improvement of project management on PT Riau Prima Energi in the Power Plant industry in the City of PangkalanKerinci of PelalawanDistrict. PT. Riau Prima Energi. This research explains “Differentiation Strategy” has stronger influenced toward TQM elements rather than “Cost Leadership Strategy”. This study also findthat no direct relationship between Differentiation Strategy and employee relations to make project management of continual improvement successful.Tcompanyneed to pay attention on aspects such of employee empowerment, reward and compensation system, as well as open communication, accompanied by a comprehensive training system to achieve good performance of continual improvement of project management.

Abstract

Early management theory consisted of numerous attempts at getting to know some newcomers to industrial life at the end of the nineteenth century and the beginning of the twentieth century, in Europe and United States. As far as these newcomers were concerned, almost all fields of industry expected that they could open a new way of pattern in the area of conceptualizing the management field with new ideas and thoughts. One of these newcomers was the scientific management theory, the theory of Frederic Winslow Tylor (1896-1915). This paper is a critical review on scientific management theory looking from the descriptive and normative angles of Islamic theories of administration. Starting from the background of the author, and his theory, the paper highlights some of the criticisms arose from the West, followed by Islamic dimensions on the theory of administration, focusing on the individual and social aspects. The paper argues that the values should be taken from Islamic theories of administration which refers to the present world as well as hereafter. Further, some of the implications and possible areas of practicing Islamic theory of administration in higher education management are presented.

Abstract

Food security is an absolute requirement for the implementation of national development. Food security of the people in the Province of Aceh decreased rapidly because of share expenditure of the people on food. Food security still encounters many heavy obstacles, in the dimension of availability, accessibility, and utilization of food. Food security is not only associated with food, but more strategically it is associated with the fulfillment of quality of the nutrition and protein needed for human resource development, the determinant of future competitiveness of the Indonesian nation in order to improve employment and welfare. The finding of this research shows that food security and employment opportunity partially and simultaneously have significant effect on the household welfare of farmers in Province of Aceh.

Abstract

The purpose of this study is to measure the progress of developing the Palm Oil Industrial Estate, sumatera corridor (MP3EI). This study conducted because Industrial Park has been developed almost 10 years laready but the progress is still slow. This study analyzed the characteristics of each variables of its resources on an Industrial Park. Dumai Industrial Park is chosen as a sample. Resources Based view theory is apllied to searching the weaknes and strength of the variables. There are 7 (seven) resources based : Human resources, financial resources, phisical and location resources, natural resources, technology resources, organisation resources, and inovation resources. Each variables is devided into indicators. Then, every indicators is formulated to get the index number. Having index numbers, the web approach is using to analyze the result. The findings are:1. Eventhought the raw material resources is very atractive variable in this industrial park,, but the organization resources has the lower index ( 0) .2. it means that the local government has reluctancy to develop the Tenayan Industrial Resources. Although the other resources have good index, but they are meaningless for Tenayan Industrial development. 3. it shows that Industrial Park at Kawasan Industri Dumai has a weakness to attract the tenant in to its location.

Abstract

The increase pressure on marine capture fisheries due to rising demand for seafood, growing population, and a rapid increase in fisheries exploitation, brought about a decline in productivity of many fisheries.Last issues of ocean degradation were related to; overfishing, pollution, habitat destruction (coral reef). FAO (2008) reported that 32% of fish stocks are ove-rexploitated, depleted or recovering from depletion, and this figure is rising every year.This unsustainability of marine and coastal ecosystem were related to overfishing, pollution and waste, habitat destruction (coral reef), climate change, and loss of habitat and biodiversity. Aware of those issues and threats the productive and valuable ocean area lies at risk. Therefore, a concept of Ecosystem Based-Management (EBM) was introduced. The approach lays out a series of principles to guide management toward long-term sustainability of marine and coastal management. Further beyond the sustainability,the term “blue economy” has been used by the Pacific Small Island Developing States Perspective (PSIDS). in effort to highlight the importance of conservation and sustainable use of marine resources.

Abstract

Environmental awareness is of an absolute requirement for effective environmental development efforts. Since it is closely related to the norms and ethics, environmental management by using educational path were a strategic position. Environmental education is specifically important because the world is recently experiencing imbalance (disequilibrium) state in term of environment. The present study aims at formulatingdevelopment strategies with environmental conceptson high school students. KharismaBangsa Bilingual Boarding School Tangerang and SMAN 8 Pekanbaru,which have obtained various achievements and appreciation in the environmental field, were taken as object of the study. ASWOT analysis were performed to both schools target for finding out the formulation strategy. The study suggested thatboth schools KharismaBangsa and SMAN 8 should implement an aggressive strategy, the strategy S-O (Quadrant I) which is, applied tohigh school students. It was found that the students’ awarenessincreased toward the environment whichaccordingly, were related to that support of parents, schools, and developed environmental activities with the community.

Abstract

Arts education in every educational institution can be said far from part of societies and decision makers’ thinking even it is far from art educators. In general, the potencial of arts education in educationalinstitutions can only seenfrom one side, that is as the developmentof artistic capability. That is whymany policies and ideas that are produced or uttered are not advantageuos for the students’ future needs. Worrying about this phenomenon of the arts education, it is important to discuss it more carefully and more deeply by employing the following management techniques: destination principle, profit principle, achievement principle, integrity principle, unity principle, and friendship principle. Besides, management is also needed to see the change of human resource development such as; planning, organizing, actuating, and controling. Through the above functionsmanagement is expected to be able to give solutionsto face the competitive future. One of the important elements that isrelated to the education strategy is environment setting in that studying in higher education reallygivesencouragement to every student.
