Abstract

In the last two decades, the Australian Government has intensified the practice of securitizing migration issues. The difference is that the pre-Scott Morrison migration securitization program was more focused on handling cases of Illegal Maritime Arrivals, while the core of Scott Morrison's migration program was to reduce the pressure on the immigrant population. Through the discourse of Planning for Australia's Future Population, Scott Morrison cut the quota of permanent immigrants from 190,000 to 160,000 people. Scott Morrison also implemented immigration transfer policies and migration reforms. Therefore, this study focuses on analyzing the process of framing the issue of Australian immigrants under the leadership of Scott Morrison. This research uses securitization theory and qualitative methods, particularly process-tracing. As a result, this research found that Scott Morrison, as the securitization actor, intentionally created a speech act and convinced the public that the referent object, namely Australia's national security, was in a threatening situation due to the surge in the immigrant population. Functional actors, including parliament, media, and epistemic groups, reinforced Scott Morrison's speech acts.

Abstract

Indonesia is a country with Pancasila ideology which becomes fundamentally philosophical. Advances in the field of information technology in the era of industry 4.0 and society 5.0 seem to drown out the existence and essence of philosophy and pedagogy. This era is dominated by the role of technology where computers are increasingly intelligent. In the Ancient Greece era pedagogic was a slave who supervised and monitored the academic development of the children who attend school. Human tendencies in the post-truth age are characterized by the difficulty of distinguishing where scientific facts see flash flood conditions in the digital world, lies feel like facts that threaten electoral democracy. Education Administration is a science with a core science in the form of leadership, administration, policy analysis, supervision, and pedagogy. In the context of the post-truth problem, namely by formulating strategies in the form of influence on human reality because post-truth lives in virtual reality, replying to flood the digital world full of post-truth with educational content. Post-truth is a phenomenon that occurs when personal beliefs and emotions take precedence over facts. This study aims to suggest alternative solutions using philosophy and pedagogy to resolve the post-truth problem from the study literature.  The conclusion of this research provides a suggestion to overcome and protect society in the post-truth era using philosophy and pedagogy perspective and increase trust in the Indonesian Armed Forces (TNI), Indonesian Police (Polri) Teachers, and lecturers as the shield of Indonesia.

Abstract

National defense is an effort to maintain territorial integrity, national safety, and state sovereignty, from disturbances and threats to the state and nation. Threats have evolved, not only military and non-military threats but also hybrids. Terrorism is a threat in the area of defense as well as security. By using qualitative research methods, this article tries to answer the question, what is the role of Indonesia in the national defense strategy to fight terrorism as an irregular war in Indonesia? From the discussion, it can be concluded that the efforts made to strengthen the national defense as a whole are to strengthen the ability to defend the state for all citizens because state defense is an integral part of the universal national defense system.

Abstract

One of the U.S. intentions in Indo–Pacific is to counter a new rising giant of China. The U.S. government has recognized China as a competitive actor. An effort to promote U.S. security interests in the Indo–Pacific region serves as an option to safeguard their national interest. The U.S. alliance network is considered one of the most lasting and successful parts of U.S. Foreign Policy since World War II. The member of its alliance has adapted to several changes in international events, including in the post-Cold War era, the rivalry tended to be centered between two major powers. Australia is not the exception. Several bilateral and multilateral approaches to implementing its Mutual Defense Treaty have been integrated and enhanced. This study aims to elaborate on the U.S.–Australia Military Alliance as part of the U.S. Balance of Power Strategy to respond to China's Influence in Indo-Pacific Region. The study will use an explanatory research method by explaining rather than describing the studied phenomena that depart from the qualitative approach. In the end, the study concludes that the U.S. is actively involved with Australia as its military alliance through ANZUS, the Quad, and AUKUS; those all considered the effort encountered by the U.S. to respond to China's Influence in the Indo–Pacific Region

Abstract

Joint Defense Regional Command I (Kogabwilhan I) is the Operation Main Command (Kotamaops) of the Indonesian National Armed Forces (TNI or Tentara Nasional Indonesia) which is directly under the Commander of the Indonesian National Armed Forces. Kogabwilhan I’s task is to act as an initial follower and restorer in the event of a conflict in its territory, both for War Military Operations (WMO) and Military Operations Other Than War (MOOTW) as well as a deterrent in the event of a threat. The current phenomenon is that the organizational readiness of units in the Natuna area is not yet ideal, the readiness of human resources, especially the Indonesian National Armed Forces units in the Natuna area, is still limited, and the support for facilities and infrastructure of the Indonesian National Armed Forces units in the Natuna area is not adequate, and the implementation of operational activities in the Indonesian National Armed Forces units in the Natuna area. Natuna is not optimal. The purpose of this study is to provide government input on the implementation of Joint Defense Regional Command I (Kogabwilhan I) policies in supporting the national defense. This study uses a qualitative method which is an understanding of social phenomena from several participant perspectives. The results achieved are by the theory of Policy Implementation related to Resources, Communication, Disposition, and Bureaucratic Structure, a strategy is needed to revamp the bureaucratic structure and recalculate budget resources.

Abstract

Based on Law no. 16 of 2012 and the Decree of the Indonesian Defense Industry Policy Committee, PT. PAL is the lead integrator of the Main Tool of the Navy Weapon System. After the manufacture of 2 (two) submarine units, which are Ardedali-404 and Alugoro-405, at the PT. PAL in collaboration with the South Korean Daewoo Shipbuilding & Marine Engineering Co., Ltd (DSME) the company planned to build the 4th to 12th new submarine units that will be implemented starting in 2021 until 2042. The purpose of this study was to identify and determine the result of the Benefit-Cost Analysis in considering the submarine project's positive effect on PT. PAL is the independent defense industry. The method used is a qualitative method supported by Analytical Hierarchical Process (AHP) tools and Benefit-Cost Ratio (BCR)theory to analyze the result. Based on the results showed that the weight of the highest benefit criteria is B-2 (Independence of PT. PAL as a defense industry) which indicates that the point of realizing independence in Indonesia's Defense Industry can be considered as the main important aspect as it may be followed by other progress or development to support national defense in Indonesia. Then, the weight of the highest cost criteria is C-1 (Transfer of Technology (ToT) is not fully implemented) which means the cost that is need to be considered in realizing the independence of PT. PAL as the defense industry is not fully implemented in Indonesia. Finally, the chosen alternative is A-1, which is to continue cooperation in the construction of the Submarine Project would be better if it is supported by the commitment of the company and government, especially in facing the cost of reaching the benefit as described before. So, the policy that needs to be taken is to continue the next submarine-building project.

Abstract

The proposed strategic budget of US$ 104,247 billion submitted by Indonesia’s Ministry of Defense in mid-2021 has created a debate about Indonesia's Quo Vadis defense spending. Some questions need to be answered to provide insight into the process of selecting the best method for Indonesia's defense. Increasing national defense capabilities should refer to the global dynamics to accommodate Indonesia's national interests. This research uses document study, Focus Group Discussion (FGD), field observations for data collection, PEST analysis (Political, Economy, Social, and Technology), as well as SWOT analysis (Strengths, Weaknesses, Opportunities, Threats), and ends with interactive analysis to obtain inductive conclusions. The purpose of this study is to see how Indonesia's weaknesses and strengths, both hard power and soft power, thus proceed to interactive analysis. The results show that the soft power method is considered the most appropriate to the current global and strategic conditions. Increasing the capability of the defense equipment only without prioritizing aspects of the soft power approach has the potential to make Indonesia included in the mapping of major power state threats. The soft power approach must be put forward but also mutually enable hard power capabilities. The mutualism of those aspects is considered effective to gain Indonesia’s defense strength.

Abstract

National defense is a form of effort to maintain state sovereignty, territorial integrity, and national safety. In Indonesia, the national defense system is used in the form of a universal people's defense system that involves all resources prepared by the government and is carried out in a total, integrated, directed, and sustainable manner. The common people's defense and security system is used in dealing with various threats. Military threats place the Indonesian National Army (TNI) as the main component, while non-military threats place Ministries/Institutions as the main component. This study will identify how dentists can play a role in strengthening the defense system in Indonesia. The method used in this study is a qualitative research method with data collection techniques through literature studies and field observations. The results showed that in strengthening the defense system, dentists had the following roles namely 1) examination and treatment of the dental and oral health of soldiers, when the condition of the teeth is not good, it would interfere with the personnel’s performance in the field; 2) in military operations, dentists also play a role in recording the ante mortem of troops; and 3) in the field of review, plays a very large role in identifying disaster victims, this is because teeth are the only part of the body that has a good level of resistance. Military dentists as one of the professionals in the health sector in Indonesia play an active role in strengthening the national defense system, but the distribution of human resources for health workers is still not evenly distributed throughout Indonesia. There needs an effort to manage dental health personnel so that the rights of every Indonesian citizen in the health sector, especially dental health, can be fulfilled optimally.

Abstract

Atapupu Fish Auction Facility (Tempat Pelengan Ikan or TPI) is a place used for fish landing, whether there is a building for mooring (pier) in that place, a sale of fish/sea products, whether by auction or not. TPI Atapupu has an impact on supervision and facilities for fishery resources so that they can be useful as food ingredients in Belu Regency. Currently, the TPI Atapupu has not been operating due to various obstacles since 2007. Therefore, this study aims to determine the reactivation strategy of TPI Atapupu for food security in the Belu Regency. The qualitative approach in this study explains the appropriate ends, means, and ways strategies in the reactivation of TPI Atapupu. Strategy development is based on an analysis of the relationship between TPI Atapupu and food security and the operational constraints of TPI Atatpupu. Food security is the fulfillment of food needs for households which is reflected in the availability of sufficient food, both in quantity and quality, evenly distributed, and affordable. The role of TPI in food security is to be able to provide a sufficient quantity of food; maintain food quality starting from quality, safety, and guaranteed nutrition; and the fulfillment of food needs for the people of Belu Regency. The implementation of the TPI Atapupu reactivation strategy for Food security in the Belu Regency is beneficial for policymakers so that later it can become a guideline in policy making.
