Abstract

The demand for housing in Indonesia remains significant, but it is not yet supported by adequate availability of housing units. The housing policy direction outlined in the National Medium-Term Development Plan (RPJMN) 2020-2024 has so far fallen short of its intended targets. This is evident in the unmet provision of habitable housing according to RPJMN targets. The housing backlog remains high, with 9.9 million households lacking homes and 26.92 million households living in uninhabitable housing conditions. This study aims to identify the root causes of the suboptimal housing provision and financing, as well as to formulate policy recommendations to optimize housing provision in Indonesia. Based on the USG analysis, the primary issues are the rising cost of land and the limited allocation of the state budget (APBN) for the Housing Loan Liquidity Facility (FLPP). To address the housing backlog, it is essential to select adequate policy alternatives measured by five criteria: efficiency, effectiveness, fairness, political acceptance, and ease of implementation. The analysis, utilizing the AHP (Analytic Hierarchy Process) method and matrix analysis, concludes that the use of waqf land and ziswaf (zakat, infaq, and waqf funds) is aviable policy to tackle the housing backlog in Indonesia

Abstract

This study aims to analyze the implementation of the Hybrid Assessment Center as a strategy to enhance the professionalism of human resources within the Indonesian National Police (Polri) through an innovative approach that combines traditional assessment methods with digital technology. This hybrid approach not only strengthens technical skills but also soft skills such as leadership, communication, and adaptability to change—skills that are crucial for success in the dynamic nature of police duties. The research employs a descriptive qualitative methodology, with data collection based on literature review and analysis of digital documents related to the implementation of the Hybrid Assessment Center within Polri. The findings indicate that the hybrid approach provides a more accurate and comprehensive assessment of individual competencies, fostering sustainable development. Additionally, the use of digital technologies, such as virtual reality and remote assessment, allows for more efficient and flexible evaluations, especially in crisis situations such as a pandemic. The study recommends emphasizing the integration of technology in human resource management within Polri and suggests continuous improvements to the competency assessment system via the Hybrid Assessment Center. The implementation of this model is expected to support the enhancement of Polri's human resource quality, making personnel more prepared to face the challenges of the disruptive era and ensuring professional service to the community.

Abstract

Penelitian ini bertujuan menganalisis peran TikTok Analytics dalam optimalisasi strategi konten digital dengan menekankan makna kuantitatif dan kualitatif dari metrik yang tersedia. Hasil kajian literatur dan analisis praktik menunjukkan bahwa metrik seperti kurva retensi tontonan (watch time retention curve), rata-rata durasi tonton (average watch time), tingkat penyelesaian tontonan (completion rate), dan kecepatan keterlibatan (engagement velocity) tidak hanya merefleksikan performa teknis, tetapi juga perhatian, relevansi, serta keterhubungan emosional audiens. Strategi berbasis data seperti penentuan waktu unggah, pemetaan sumber lalu lintas, pemanfaatan hashtag dan sound relevan, serta perancangan caption interaktif terbukti meningkatkan jangkauan dan keterlibatan organik. Segmentasi konten (edutainment, storytelling, user-generated content) serta siklus iterasi berbasis data membantu menyusun pedoman internal yang adaptif. Penelitian ini menegaskan bahwa TikTok bukan sekadar media hiburan, tetapi instrumen strategis komunikasi digital yang berkontribusi pada performa merek.

Abstract

This study examines the role of transformational leadership in strengthening Digital Academic Leadership (DAL) and fostering an innovation culture within higher education institutions in response to the demands of Society 5.0. Using a narrative conceptual literature review, this research explores how the four pillars of transformational leadership (idealized influence, inspirational motivation, intellectual stimulation, and individualized consideration) contribute to the development of human-centered digital academic leadership. The analysis demonstrates that transformational leadership is essential for shaping a transformative digital vision, empowering digital human resources, and embedding humanistic values in digital governance. Furthermore, the study highlights that the integration of transformational leadership principles with digital competencies forms a strategic foundation for creating an adaptive, collaborative, and sustainable innovation culture in higher education.
