Abstract

This study aims to analyze the implementation of the Hybrid Assessment Center as a strategy to enhance the professionalism of human resources within the Indonesian National Police (Polri) through an innovative approach that combines traditional assessment methods with digital technology. This hybrid approach not only strengthens technical skills but also soft skills such as leadership, communication, and adaptability to change—skills that are crucial for success in the dynamic nature of police duties. The research employs a descriptive qualitative methodology, with data collection based on literature review and analysis of digital documents related to the implementation of the Hybrid Assessment Center within Polri. The findings indicate that the hybrid approach provides a more accurate and comprehensive assessment of individual competencies, fostering sustainable development. Additionally, the use of digital technologies, such as virtual reality and remote assessment, allows for more efficient and flexible evaluations, especially in crisis situations such as a pandemic. The study recommends emphasizing the integration of technology in human resource management within Polri and suggests continuous improvements to the competency assessment system via the Hybrid Assessment Center. The implementation of this model is expected to support the enhancement of Polri's human resource quality, making personnel more prepared to face the challenges of the disruptive era and ensuring professional service to the community.

Abstract

The study of visionary leadership has become increasingly significant as organizations navigate complex and evolving challenges. This paper presents a bibliometric analysis of scholarly publications on visionary leadership from 2019 to 2023, sourced from the Scopus database. The analysis reveals trends in publication output, identifies influential research contributions, and maps the thematic development of the field. Key findings highlight an increase in scholarly interest, with dominant themes including strategic vision, leadership competencies, and organizational change. Despite the wealth of research, gaps remain in empirical validation across diverse contexts, longitudinal studies, interdisciplinary approaches, and practical applications. The study underscores the need for more comprehensive research that bridges theoretical and practical insights, enhances cultural and global perspectives, and develops quantitative tools for assessing visionary leadership. By addressing these research gaps, the field can advance towards a deeper, more applicable understanding that supports both academic progress and practical leadership development. This paper serves as a foundational reference for scholars and practitioners, outlining current knowledge and future research directions.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan proses Assessment Center dalam membangun kompetensi personel Polri sesuai dengan amanah Peraturan Kepala Kepolisian Negara Republik Indonesia (Perkap) Nomor 5 Tahun 2016. Metode penelitian yang digunakan adalah deskriptif kualitatif. Data dikumpulkan melalui penelusuran data digital di internet dengan pilihan topik “evaluasi Assessment Center”. Hasil penelitian menunjukkan bahwa implementasi Assessment Center dapat efektif dalam membangun kompetensi Polri. Melalui proses evaluasi yang komprehensif, Assessment Center mampu mengidentifikasi potensi, kemampuan, dan kompetensi individu secara objektif. Pembahasan dalam artikel ini meliputi konsep dan prinsip dasar Assessment Center, komponen yang terlibat dalam pelaksanaan dan teknik evaluasi yang digunakan. Selain itu, artikel ini juga menganalisis manfaat dari implementasi Assessment Center dalam pengembangan kompetensi Polri serta tantangan yang dihadapi dalam proses penyelenggaraan. Assessment Center dapat memberikan gambaran yang akurat tentang kemampuan individu dan membantu identifikasi kebutuhan pengembangan kompetensi. Implementasi Assessment Center dapat meningkatkan akuntabilitas seleksi, penempatan dan pengembangan personel yang sesuai dengan tugas dan tanggung jawab kepolisian. Artikel ini juga memberikan rekomendasi strategis untuk memastikan keberhasilan implementasi Assessment Center dalam konteks organisasi Polri.
