Abstract

In Bandung, regional regulations relating to local tax are stated in the Regional Regulation Number 20 of 2011. Restaurant tax is a part of the local tax which has a promising impact to increase local government income. Restaurant tax administration is a series of activities ranging from planning, collecting to controlling. The purpose of this study is to explore the compliance of restaurant owners in the northern region of Bandung City with Regional Regulation No. 20 of 2011. To measure the level of compliance, the authors used three aspects namely regulatory knowledge, willingness to comply and the ability to comply. The urgency of this research is to find the facts behind the violations committed by some restaurant owners. The approach of this research is qualitative research. In addition, the author uses case studies as a research design. Data were obtained through interviews, field observations, and document studies and the researchers analyzed it by using qualitative data analysis methods introduced by Miles and Huberman. The results of this study shows that restaurant owners in the northern part of Bandung City do not fully comply with the restaurant tax payment mechanism because they do not know information about the requirements for tax payments due to passive Regional Government socialization of restaurant taxes and the number amount of tax is overburdened. Therefore, the burden becomes a market disincentive for restaurant owners coupled with the atonic tax controlling carried out by Local Government Agencies (Disyanjak).

Abstract

This study aims to describe the contribution and benefits of village market in Purwoharjo Village, District of Purwoharjo, Banyuwangi Regency. The research applied two analyses, namely analysis of village market contribution and analysis of village market benefits. Analysis of the contribution of village market is related to the real village income, while the analysis of the benefits of village population is in connection with the villagers or the village market users. This research used descriptive qualitative approach, type-4 case study as the research design. The informants were determined by purposive and snowball techniques. The data used were primary data from the research field/location and secondary data from the institution. Data were collected by interview, observation, and documentation. Data validity was examined by extended participation and triangulation. After verification, data were analyzed using interactive model of Miles and Huberman. The research results showed that the contribution of village relate to village real revenue can be seen through IDR value and percentage. From the value of IDR, Purwoharjo Village experienced up or down or fluctuated, while the percentage from 2013-2016 continued to increase. Furthermore, the benefits of village market can be seen in the form of: (a) facilitation for the villagers in meeting their needs; (b) market usage for place of work; (c) labor absorption; (d) Attraction to investors from outside of the village; and (e) villagers’ opportunity to sell their agricultural products at the village market.

Abstract

There are several roles undertaken by the Inter-Village Cooperation Agency (BKAD) after the decommissioning of the National Community Empowerment Program (PNPM) by the central government and the emergence of Bupati Regulation Number 20 Year 2015, relating to the Protection, Management and Preservation of PNPM Implementation. Overall protection, management and conservation companies are efforts made to provide legal guarantees, maintain sustainability, and expand the results of participatory development carried out by PNPM in the form of SPP (savings and loans for women) and distribution of facilities. The problem faced by BKAD is the ongoing arrears that are ongoing from the SPP group in Jombang. This research takes issue by investigating the role of BKAD in protecting, managing and preserving the results of PNPM implementation in Jombang. Qualitative descriptive was chosen to examine the problem being investigated. Research data were collected by in-depth interviews, observation, and documentation. Determination of informants was done by purposive sampling and snowball sampling. Data was validated through consistent participation, observation, member checking, and triangulation. Data were analyzed qualitatively, which consisted of data collection, data reduction, data presentation, and data verification. Research findings cover four problems. First, BKAD made protective efforts aimed at inventory of SPP assets and property through discussion. Secondly, BKAD conducts a management program by restructuring client loans, in collaboration with all teams involved in PNPM. Third, conservation efforts undertaken by BKAD produce sustainable SPP. Some difficulties were seen in the management phase, related to SPP arrears.

Abstract

The enactment of Law Number 6 of 2014 concerning Villages gives villages the authority to manage transfer funds from the National Government as regional allocations (ADD) and various other official sources. The village government is deemed capable of managing these funds based on planning, implementation, monitoring, and evaluation. As a consequence of the transfer funds, the village government is obliged to carry out accountability to the supra village government and the community to apply good governance norms. In general, the village has been able to carry out vertical accountability by giving accountability to the supra village government. However, as the smallest democratic autonomous region, the village head must carry out horizontal accountability; how is horizontal accountability implemented? This research is qualitative research with stakeholder informants in the village and takes Sukarapih village, Tambelang sub-district. Choosing Sukarapih village was based on the village's characteristics that experienced a transition from an agricultural village to a non-agricultural village. Due to it was close to the industrial environment of the Bekasi Regency.

Abstract

Penelitian ini dilatarbelakangi oleh kurangnya kepuasan masyarakat terhadap kualitas pelayanan di Kantor Kecamatan Rawalumbu. Pelaksanaan program Pelayanan Administrasi Terpadu Kecamatan (PATEN) merupakan sebuah terobosan baru dalam pelayanan kecamatan yang fungsinya untuk menjadikan kecamatan sebagai pusat pelayanan publik yang efektif dan efisien. Penelitian ini menggunakan pendekatan kualitatif . Teknik perolehan data kualitatif menggunakan observasi dan wawancara mendalam dengan teknik Purposive sampling kepada Camat, Sekretaris Camat, Kasi Pemerintahan, Kasubbag TU dan Kepegawaian, Kasi Trantib, Operator Komputer dan petugas loket. Teknik analisis data menggunakan conversation analysis.. Temuan dari penelitian ini adalah Kecamatan Rawalumbu sudah menjalankan 4 indikator Implementasi yaitu komunikasi, Sumber Daya, Disposisi dan Struktur Birokrasi dengan baik sehingga tercipta kualitas pelayanan yang memperoleh prosentase 75,67% yang termasuk kategori baik. Uji validitas untuk studi kualitatif menggunakan validasi responden, triangulasi perspektif dan pengujian ulang tema penelitian. Uji Reliabilitas untuk studi kualitatif dengan cara tidak merubah apapun dari desain maupun topik penelitian yang sudah ada sebelumnya. Hambatan dalam implementasi PATEN Kecamatan Rawalumbu yaitu kurangnya pemahaman masyarakat mengenai penyelenggaraan PATEN, pengoperasian data PATEN belum optimal dan kurangnya blangko E-KTP. Adapun upaya yang dilakukan adalah sosialisasi secara rutin, berkoordinasi dengan Disdukcapil, Diskominfo, dan Disdukcapil.

Abstract

Child Friendly City is a program that aims to create an environment that can fulfill children's rights. One of the children's rights that must be given is the use of leisure time by providing public spaces that can be accessed by all children. The city of Bekasi is one of the cities that strives to create a Child-Friendly City, the commitment contained in the Regional Regulation of Bekasi City No. 13 of 2017. One of the efforts of the Bekasi City Government in fulfilling children's rights related to the utilization of leisure time by forming the Smart House Program. This study aims to analyze the Child Friendly City Policy in the City of Bekasi in the implementation of the Smart House Program as a public space for leisure time utilization. In this study a monitoring and evaluation process was carried out on the implementation of the Smart House Program in two sub-districts namely South Bekasi District and East Bekasi District. The paradigm used is constructivism with qualitative research methods. Data collection techniques by conducting direct observation, in-depth interviews and literature studies. The informant recruitment technique used was purposive sampling and snowball sampling. The results of this study state that the implementation of the Smart House Program as the provision of public space in the utilization of leisure time in both sub-districts is still not optimal, so that the impact felt by children is less significant. This is because some centers do not work in these two Smart Houses, children can only take advantage of facilities located on the outside of the Smart House such as: play facilities, pavilion and field.

Abstract

Increasingly developing technology, The Indonesian Commuter Train Company is required to maintain and improve services. This is a step that must be taken as the only provider of rail services in Jakarta, Bogor, Depok, Tangerang, and Bekasi areas. With the increasing number of choices of types of urban transportation services provided to the community, efforts to continue to make service improvements are imperative. This study analyzes the quality of service provided by The Indonesian Commuter Train Company at Cikarang Station from the passengers perspective. This research applies quantitative methods with survey data collection techniques through questionnaires. The population chosen was the commuter train service users at Cikarang Station with a sample of 100 respondents. The sampling technique used Simple Random Sampling. This study applies five SERVQUAL indicators. Data analysis was performed descriptively, Importance Performance Analysis, and Customer Satisfaction Index. The results of the study show that the service at Cikarang Station is already "Very Good" and the results of the Customer Satisfaction Index analysis obtained are 91%, which means the customer is "Very Satisfied".

Abstract

Pemilukada is one of the instruments of political decentralization, which made possible the occurrence of a transfer of power from the centre to the area. Through representation and embodiment pemilukada popular sovereignty can be enforced. The election directly Head region and the Deputy Chief of The Bekasi Regency is one of the forms of democracy in 2012 has three pairs of prospective candidates in the Region and Deputy Head of the area’s competed in the election Districts in the Regency of Bekasi, (1) France Partner Hasan Yasin dan Rohim Minteraja, the couple on the stretcher from the 3rd parties; (2) Sa’dudin Couples and Jamal Lulail, carried from another party and 3; (3) couples M. Darip Jejen Mulyana and Sayuti, Carried from 7 party. Based on the final results of the General Election Commission’s recap of the Regencies in Jakarta, the head of the most votes and Deputy Chief of the Bekasi district won by pairs Neneng Hasanah Yasin and Rohim Minteraja (NERO). The focus of this research is to examine the factors that affect victory the win strategy and how NERO, with the formula issues (1) whats factors affect NERO’S victory; (2) How Political Communication Strategies do with 3 (three) basic concepts as the footing (1) Political Communication Strategies, (2) Political Participation and (3) Marketing of politics. The case study is done is with interviews and the collection of documents related to the winner in the election of Regional Heads NERO Regency of Bekasi. As the findings turned out to be a very decisive victory factor pair Neneng Hasanah Yasin with Rohim Minteraja i.e. the lights his father factor M. Yasin, who is one of the richest men in Regency of Bekasi, as well as supported businesses that work with teams either. Abstract

The 2019 election was the first simultaneous election held in Indonesia since the first election was held in 1955. Simultaneously here in the sense of legislative elections together with the implementation of presidential and vice presidential elections. So that in the 2019 election voters get five types of ballots. This simultaneity creates its own challenges in the holding of the 2019 elections. Both in terms of the technical implementation of voting and vote counting. Also in terms of community enthusiasm or community participation. In practice, although the voting and counting have experienced complexity because of the large number of votes that must be used by voters and take a lot of time when counting votes at polling stations (TPS). However, the good news is that the results of the voting and counting are the achievement of greater public participation from the previous elections. In the data records in the Bekasi City KPU, Community Participation for the Election of President and Vice President is 76.1% and for the Legislative Election is 75.8%. Even if it refers to the target of participation suspected by the Indonesian KPU it has not been achieved. The participation target announced by the Indonesian KPU is 77.5%. However, through a number of socialization efforts carried out by the Bekasi City KPU, public participation in the 2019 elections can increase.

Abstract

Indonesian Migrant Workers with the acronym PMI are one of the drivers of the Indonesian economy, in line with this BPS (Central Bureau of Statistics) and the Ministry of Industry in 2017 explained that PMI services are the 6th largest foreign exchange earner in Indonesia, with a contribution of IDR 140 trillion. Although PMI has an extraordinary role in Indonesia, such as increasing foreign exchange income, in fact it has a large complexity of dynamics of problems as well. Such as persecution, unpaid salaries, and many more. This study aims to analyze the policy implementation process of Law no. 18 of 2017 PMI protection in article 21 related to protection while working abroad. The results of this study indicate the implementation of policies in Law no. 18 Th. 2017 in article 21, is not yet fully optimal. This can be seen from the many PMI problems that have not been resolved to the number of problematic PMIs who are reluctant to be repatriated.
