This article aims to study the necessity of special rehabilitation institutes for criminals of corruption cases. The placement for criminals of corruption cases in a special prisons (a rehabilitation institute) is a development punisment in Indonesia. It is very important because they have special characteristics. They also need special guidance and supervision different with the others criminals. The development of special rehabilitation institutes for them make control and supervision more easily than usual. It will accomplish the goals of punishment for them. It will give sense of justice to society too.

This research aims to determine the prospects of persons with disabilities protection against discriminatory behavior in Semarang. The research method is normative using the laws approach (statutory approach), and the conceptual approach (conceptual approach). Results of the study found that the government of Semarang have prospects in providing protection and fulfillment of the rights of persons with disabilitas of discriminatory behavior. Constitution of the Republic of Indonesia Act1945 does not set a specific reference on Disability, but set firmly and clearly regarding non- discrimination, equality before the law, and the right to receive equal treatment before the law throughout Indonesia.

This research aims at finding foreigners who may be the subject of Land Use Rights and Lease Rights for the building. The results of the study indicate: 1) Period, BAL-PP 41 of 1996, and the period of 2010 - now, foreigners who can be the subject of land rights are foreigners as the resident of Indonesia; 2) Period, PP 41 of 1996 - in 2010, foreigners who may be the subject of land rights was expanded into foreigners as both a resident of Indonesia and has a residence permit in Indonesia.

Any change in the legislation, always cause changes / shifts in legal actions and legal consequences arising in the implementation and enforcement process .Act No. 30 of 2014 on Government Administration to bring a change in the term of authority Administrative Court in a dispute over the administration of the State . Needs to be studied more deeply how the legal consequences that would occur as a result of differences in the rules in the Act No. 30 of 2014 with Act No. 5 of 1986 .Law No.30 Year 2014 has expanded the authority of the Administrative Court , the extension of this authority should need to be addressed carefully in order not to create legal uncertainty in practice . The government should immediately issue regulations governing the implementation of the new judicial procedure related to some fundamental changes in the Law on Government administration .

Indonesia should be able to maintain its territorial integrity and its sovereignty, including parts of Indonesia border. The problem is not just to set of and affirmed the border line but how to put the border region as part of Indonesian territory. Efforts to preserve and defend the territorial integrity of Indonesia should be based on the paradigm of welfare (through development and education), and the paradigm of security (to provide protection to the citizens who live in the border area, and to provide protection and supervision of the Indonesian territory in the border area). Development and management of Indonesian territory in the border area should be done in an integrated and sustainable way.

The essence of the specific minimal criminal sanctions in the Anti-Corruption Act, as a means to prevent disparity in sentencing and as a deterrent effect for the corrupt. The formulation of a specific minimal criminal sanctions in the Anti-Corruption Act considered too small, so criminals are not afraid to do or repeat corruption. In the Anti-Corruption Act is not regulated on guidelines for the application of a specific minimal sentencing. Therefore, the Anti-Corruption Act needs to be reviewed with the aim to aggravate the minimal sentencing so can be a deterrent effect for the corrupt, and stipulate sentencing guidelines as a handle in the application of a minimal criminal sanctions.

Civil servants management at the Regional Agencies implemented by local governments in accordance with the legislation., The substance of the requirements for filling the positions (Contract Position Determination and Structural), can be set at the level of local regulations. A Civil State Apparatus in addition to unifying the nation primarily as a public servant and qualified professionals. In building the legal basis of structural filling positions, especially at the local level through the establishment of regional regulation is not easy, a fact often creates debate table because political aspects are the dominant rather than normative aspects required in forming the Government Area and the persistence of attitudes like and dislike.

The function of law as a means to achieve social justice , the reality in the life of society , there has been a shift in values and or cultural order , ignorance of the norm of honesty , the degrdation of the feeling of shame , nor loss of trust in the legal and law enforcement , compliance with laws decreased, causing law dysfunction . The problem that arises is why the function of the law has not been fully realized and how to optimize the function of law in society. There is no other option , that the substance of the law and arbitrate should significantly oriented and argue the morality to the formation of a prosperous society ( Indonesia ) through the process of empowerment of the legal system , through a process of dialogue , as well as raise community participation .

This research aim to know and analyse load policy of affirmative, and principles which must there are in regulation recogniting of customary law community rights. Research method used by normative juridical, and then analysed with legal reasoning. Result of research show UUPA, UU No.1/Pnps/1965 and of UU No.24/2013 not yet seen as policy of affirmative because its recognition still accompanied by condition and discrimination. Therefore regulation come have to load four principle, that is based on empirical research, fourth reference norm of Pancasila, affirmative action, and non discrimination.

Speaking of corruption is being aggressively reviled by various circles of society , people no longer trust law enforcement corruption . With a variety of reasons escape corruption charges. Is this making people more amused components against corruption . Born as a result of the impact of corruption is very dangerous , one of which the decline of the national economy . Anti-corruption efforts solely through the prosecution of corruption , whereas the present moment awareness need everyone to obey the law of corruption .The perpetrators of corruption in Samarinda always hide behind the policies and provisions contained in the legislation governing the authority of an agency or official , so as though everything is a discretionary authority .This type of research used in this paper is an empirical legal research methods with qualitative approach to analyze the data that refers to the rules and regulations perudang . So as to obtain an overview of the impact of corruption in public life , analyze and formulate on law enforcement corruption , and to analyze the factors that affect the law enforcement corruption in the city of Samarinda
