Abstract

This study was carried out to evaluate the enforcement of the first direct district heads election in 2015, in order to promote the quality of democracy. This study applied qualitative method. There were several findings on this study; (1) direct district heads election has not been efficient yet; (2) direct district heads election has not been able to promote political participation; (3) direct district heads election has not been able to shut off money politic; (4) recruitment the election of district head candidates has not been transparant; (5) financing of direct election was not charged (appropriate) to Regional Government Budget; (6) Constitutional Court refused to adjudicate the dispute of election results if the margin of ballot more than 2%, it broke sense of justice; (7) the phenomenon of the emergence of a single candidate for district heads due to regulations, the must withdraw from candidacy for they were civil servants, military/police, House of Representatives, Regional Representative Board and Regional House of Representatives.

Abstract

This study examines the Tandem campaign's impact in a general election as a strategy, supported by the party, and political patronage in Indonesia. Tandem is a campaign for more than one candidate. The investigation finds that tandem not only has the parallel model in numbering tandem with candidates from the People‘s Representatives Council (DPR) and the Regional People’s Representatives Council (DPRD), but the zigzag model also applies because of agreement from candidates. This pattern is supported by the political party, so the parliamentary threshold can be achieved, accounting for 4 % in DPR and 15 % in DPRD. During Regional Leaders Election (Pilkada), a political party can promote its candidate for a regional leader without paying another candidate from another party. Tandem can grow political patronage, and the candidates for DPR can be patrons of the DPRD candidates. This is because DPR members have many resources while candidates for DPRD as clients understand no further than the condition in their electoral district and social-political behavior, or they can even serve as broker-vote buyers. We hypothesize that this is a part of finding a solution to political costs in general elections.

Abstract

This research aimed to describe the identity politics and citizenship of Minangkabau women, towards the political participation (representation) of Minangkabau women in the post-2019 election. Minangkabau women have 2 identities, in adat (matrilineal system) women have rights that are equal to men in decision making, while in religion (patrilineal system), women are not one of the main elements in decision making. In citizenship, community still applies a patriarchal culture that is rooted and dominates. These two identities have a major influence on the political representation of Minangkabau women, where identity politics and citizenship are attempts to understand the relationship of these two concepts to the involvement of Minangkabau women in political representation in each election. The research used aqualitative method with individual analysis. This research was conducted in West Sumatra Province. These two factors influence the political representation of Minangkabau women in West Sumatra. The temporary conclusion showed that the low political representation of Minangkabau women in legislative institutions is not because of identity politics but because of patriarchal culture is still rooted and dominates in the community especially in West Sumatra.

Abstract

This study explores theoretically the problems of Papua in the perspective of nationalism, identity politics, and national integration of Indonesia. In the context of Papua, the problems of nationalism and integration is a sensitive issue both historically and realistically. This creates a dilemmatic situation to understanding the Papuan nationalism. This article used descriptive qualitative approach with library research. The sources of data are paper that consist books, scientific journals, and mass media which gathered through documentation techniques and discourse identification. While the data analysis techniques used content analysis techniques. This study shows that: first, the emergence of aspirations about Papuan justice and independence is an attempt to maintain the autonomy, identity, and unity of Papuans, so that nationalism is a sentiment and a movement. The construction of Papuan nationalism tends to be oriented towards the ethnocultural nationalism that constructed as identity politics, so that the development of Papuan identity leads to the construction of a resistant identity. Therefore, nationalism needs to be constructed through nation-building efforts. Second, political reasoning to affirm the integration of Papua and NKRI includes: (1) building a catalyst for conflict and intensive communication; (2) implementing the politics of recognition; (3) accelerated development based on local understanding and identity of indigenous Papuans; (4) changing the way the state views the Indonesian nationalism in Papua; (5) establishing the control of violence through strengthening the role of civil society.

Abstract

Today the tourists began to idolize attractions that not only serves its natural beauty alone but rather to intetaksi society, therefore, began to develop the type of special interest is a tourist village. Just as Ecological Tourism Village (KWE) Puspa Cement Universe in the village of Blitar District of Gandusati offers nature tourism and ecotourism education or commonly referred to tourists. With the development of this tourism community will be empowered through tourism activities. This study aims to apply the model of Community Based Tourism (CBT) in the development of tourism in the KWE Puspa Universe and the role of government and society in the development of KWE Puspa universe and to know what are the factors supporting and owned KWE Puspa Universe. This research method using descriptive research with a qualitative approach to collect data in the form of primary and secondary data. The analysis technique used in this study are observation, interviews, and documentation. The results showed that KWE Puspa Universe in the development of ecotourism has been applying the principles of Community Based Tourism (CBT), which can be seen from the activities that were held by KWE Puspa Universe, the role of government and active role in community development makes KWE KWE Puspa Puspa Universe Universe and growing. Then the factors driving and inhibiting owned KWE Puspa Universe in formulating the best strategies in the development of tourism.

Abstract

Political contestation in the context of the General Election is related to the importance of the role of constituents as the owner of sovereignty, especially to guarantee the quality of an election. However, in practice, the critical role of the constituents seems to be an irony when elites who fight as actors are trapped in a latent condition. That shows there is a misconception in interpreting the nature of power and how to get it. For the actors, the post-conflict local election is only a means to gain political power superficially and ignore other things. Therefore, cheating in political contestation also seems to be necessary for those who think it is rational.

Abstract

Amendment of the 1945 Constitution brought significant shifting on the Indonesian government. Before amendment, the government was dominated by the enormous power of President (executive heavy). The amendment strengthens the DPR’s power realizing the checks and balances between DPR and President. The amendment of the 1945 Constitution also brought the purification of presidential system. These two things make the dynamics of relationship between the DPR and the President. In post amendments, the government is characterized by an increasing controlling function of DPR. But the combination of presidential system and the multi-party still brings problem related to government instability. Relationship between the DPR and the President was strongly influenced by the presence of opposition parties, which in the previous was regarded as “a taboo” in Indonesian democracy. On the other hand, the elected president also became a strong magnet to get the support of political parties in DPR. Therefore, certain parties that previously became the government’s opposition crossed and supported government. Thus, the presumption that the elected President would find difficulties in implementing his policies because of the lack of support in the DPR was not proven.

Abstract

Public sphere is not an open space without power, but intersection of various actors with their interest. Therefore, by taking study on meronda activity in gardu, this article discusses how power works in public sphere. Gramsci notion on hegemony is used to analyze existing power relation. As closing session, this article claims that efforts to affecting public opinion through culture domination becomes the basis of hegemonic actor victory in influencing power in gardu as pubic sphere.

Abstract

 The creative economy is becoming important because current development is faced with the ability of the state to synergize tax administration, taxpayers, through the support of political commitment, social, cultural, and economic conditions to create the success of national taxation. Taxation is the backbone of state revenue and the creative economy as a forum for the younger generation to channel their creativity in doing business and building the country. The purpose of this research is to conduct a cluster of problematic creative economy business actors; know the integrative sustainable business assistance model for creative economy business actors; know integrative sustainability actions to increase taxpayer compliance, and politicize creative economy business actors. In-depth interviews and documentation obtained data. Determination of data sources using random sampling. The data validity used source triangulation. The data analysis technique used a data analysis model according to Miles and Huberman. The results showed that there are problematic clusters of creative economy business actors divided into culinary services and culinary goods. The need for an integrated sustainable business assistance model for creative economy business actors that involves intellectuals, business people, creative economy community, government, mass media - social media, and resources. Integrative sustainability actions to improve taxpayer compliance and politicize creative economy business actors through expanding tax training with the Business Development Services (BDS) Program, enactment of PP 23 of 2018, simplifying legislation for creative economy business actors with the enactment of the Omnibus Law, to the local government Omnibus Law give authority to the chief executive to provide fiscal incentives to business actors to increase taxpayers.
