Abstract

financial performance in Jember Regency. In specific, this study analyzes the influence of capital expenditure and Village Fund Allocation (ADD), as the components of Village Government Budget (APBDes), on village financial performance in terms of its effectiveness and efficiency. This study used secondary data in the form of Realization Reports of APBDes that were collected from the 53 villages for the period of 2015-2016. Data were analyzed using path analysis. Results of the study indicate that capital expenditure and ADD have no influences on the independence of village financial performance, capital expenditure has a negative effect on the effectiveness of village financial performance, while ADD and the independence of village financial performance have no significant effects on the effectiveness of village financial performance. In terms of efficiency, capital expenditure has a negative effect on village financial performance, while ADD has a positive effect on village financial performance. Village financial independence has no effect on the efficiency of village financial performance. Abstract

Abstract: The library of University of Jember (UNEJ) has implemented ISO 9001:2008 Quality Management System (QMS) since 2008. The implementation of ISO 9001:2008 QMS is by increasing the quality of product, service, and employee performance. Therefore, this research aims to significantly analyze the direct influence of ISO 9001:2008 on work environment, work discipline, and employee performance, and the indirect influence of ISO 9001:2008 implementation on employee performance through work environment and work discipline. The sample of this explanatory research consists of 50 respondents, i.e., the employees of UNEJ library. Data were analyzed using path analysis run with SPSS 18. Results show that the implementation of ISO 9001:2008 has a positive and significant influence on work environment, employee discipline, and employee performance; work environment has a positive and significant influence on employee performance; and work discipline has a positive and significant influence on employee performance. Abstract

Abstract: Research on corporate culture has been widely conducted both in Indonesia and overseas. However, research focuses on occupational health and safety (OHS) culture has not gained much attention in Indonesia, especially related to leadership, job satisfaction, motivation, and employee performance. This research aimed to analyze the influence of OHS culture, leadership, and motivation on job satisfaction and employee performance in the “X” oil and gas company in East Kalimantan Province. Primary data were collected from the sample consisted of 290 respondents, i.e, the permanent employees and the contractor’s employee working at Hindi II base. Results showed that OHS culture had a significant influence on job satisfaction, but it had no influence on employee performance. Leadership had a significant influence on job satisfaction and employee performance. Motivation had a significant influence on job satisfaction and employee performance. Abstract

Abstract: The purpose of this study is to analyze the influence of human resource competency and utilization of information technology on the financial statement quality mediated by the local property management in the Government of Bondowoso Regency. This is a quantitative research with the population consists of all property administrators, operators of Local Management Information System (SIMDA)/financial report makers, and Financial Administration Officials (PPK). Sampling method used is saturated sampling (census). Data used were collected from questionnaires distribution and analyzed using Structural Equation Modeling (SEM). Results of the research prove that human resource competency affects local property management and financial statement quality, while utilization of information technology only affects financial statement quality, but it has no effect on local property management. In addition, local property management affects financial statement quality. These mean that local property management partially mediates the influence of human resource competency on financial statement quality, but it does not mediate the influence of utilization of information technology on financial statement quality. Abstract

Abstract: Honda official workshop (AHASS) is a maintenance and repair service company for motorcycle products of Honda. To fulfill customers demand, the company management tries to improve employee performance in order to make their consumers satisfied with the offered service. The objectives of this research are to significantly examine the direct influence of quality of work life and work satisfaction on employee performance and the indirect influence of quality of work life and work satisfaction on employee performance through organizational commitment. This is an explanatory research with the sample consists of 50 (fifty) employees of Honda official workshops in Sumbersari District, Jember. Data were analyzed using path analysis with SPSS 19. The results show that quality of work life has a positive and significant effect on employee performance and organizational commitment; work satisfaction has a positive and significant effect on employee performance and organizational commitment; and organizational commitment has a positive and significant effect on employee performance. Abstract

Abstract: This study aims to analyze the effectiveness of the implementation of Accrual Finance and Planning Information System (SIRKA) on the regional development planning process of Situbondo Regency. The effectiveness of SIRKA is measured by Delone and McLane’s Information Systems Success Model (2003). The variables used to measure the success of SIRKA are system quality, information quality, service quality, user satisfaction, and net benefit. This is a quantitative research employing census sampling method with the population consists of all users of SIRKA planning. The primary data were sourced from the questionnaires distribution and analyzed using SmartPLS. The results of analysis prove that system quality and service quality affect SIRKA user satisfaction and net benefit. This means that the system quality measured by ease of use, reliability, response time, integrity, accessibility, and output quality supports the accomplishment of timely budget arrangement. SIRKA implementation also increases job performance. However, service quality has no effect on user satisfaction and net benefit. Abstract

Abstract: The demand on performance improvement, including financial performance, requires local government to utilize advanced information technology. The Government of Jember Regency tries to improve the financial management quality by applying a computer application named Regional Financial Management Information System or called as Finance SIMDA. SIMDA application develops in line with the latest information technology, namely cloud computing. Since March 18th, 2015, the Government of Jember has implemented cloud-based SIMDA called Cloud Finance SIMDA. The application of Cloud SIMDA is resulting in a more practical, effective, and efficient financial management. The change from the old system to the new one needs to be analyzed to examine the system effectiveness as it is expected to positively affect the increase of performance, information, economy, control, efficiency, and service or often called as PIECES (Performance, Information, Economic, Control, Efficiency, and Services) variables. This research aims to analyze the effectiveness of Finance SIMDA implementation, before and after using the cloud computing technology, with PIECES variables. This is a quantitative research with survey method. The results show that there is a difference in the effectiveness of the implementation before and after the application of cloud-based Finance SIMDA as seen from the PIECES variables. Abstract

Abstract: University of Jember (UNEJ) is the only state university in Jember Regency under the Ministry of Research, Technology, and Higher Education of Republic of Indonesia. The administration staffs, especially the temporary educational staffs, have a significant role in performing administration service to support the educational system of the university. The objective of this research is to significantly examine the direct influence of compensation, motivation, and work environment on work effectiveness and indirect influence of compensation, motivation, and work environment on work effectiveness through work satisfaction. This is an explanatory quantitative research with the sample consisted of 180 temporary educational staff at University of Jember. Data were analyzed using Structural Equation Modelling (SEM). Results show that compensation has a positive and significant influence on job satisfaction and work effectiveness; motivation has a positive and significant influence on job satisfaction and work effectiveness; work environment has a positive and significant influence on job satisfaction and work effectiveness; and job satisfaction has a positive and significant influence on work effectiveness. Abstract: The objective of this research is to examine the influence of budget participation on performance, organizational commitment, organizational culture, and motivation; the influence of organizational commitment and organizational culture on performance; the influence of organizational culture on organizational commitment; and the influence of organizational culture on motivation of the government officers of Bondowoso Regency. The research sample consists of 180 government officers, including the structural officers and executive staff of the Local Government Work Unit of Bondowoso Regency. Data were analyzed using Structural Equation Modelling (SEM). Results show that budget participation has a positive and significant influence on performance, organizational commitment, organizational culture, and motivation; organizational commitment has a positive and significant influence on performance; organizational culture has a positive and significant influence on performance; motivation has a positive and significant influence on performance; and organizational culture has a positive and significant influence on organizational commitment. Abstract

Abstract: The government builds Regional Hospital of Kalisat Jember to improve local public health service. This research aims to analyze the direct and indirect effects of role conflict, ethical decision, and work stress on work achievement of the women employees working in the Regional Hospital of Kalisat, Jember. This is a quantitative explanatory research with the sample consists of 71 respondents. Data were analyzed by path analysis using SPSS 18. Results show that role conflict has a positive and significant effect on employee work achievement; ethical decision has no effect on employee work achievement. Meanwhile, role conflict has a positive and significant effect on employee performance through work stress; ethical decision has no effect on employee work achievement through work stress; and work stress has a positive and significant effect on employee work achievement.
