Abstract

Cigarettes are the leading cause of death with 80% of users under the age of 18 worldwide. If this trend continues, it is estimated that five million children under 18 living today will die before becoming adults because they started smoking as a teenager. The aim of the study is to examine the impact of sociodemographic characteristics and social factors on the level of adolescent smoking behavior. The sample was teenagers aged 12-21 who were randomly selected in one (1) junior high school, one (1) high school and one (1) market in Kupang City who were then tested using Ordinal Logistic Regression and Odds Ratio with the Social Cognitive Theory approach. Research results show that sociodemographic characteristic variables through income and gender at a significance level <0.05 affect adolescent smoking behavior, while age predictors have no effect with a significance value of 0.66> 0.05 with the opportunity to become a regular/intermittent/experiment smoker (0.59x, 0.96x, 2x; 0.117x, 0.952x, 1.381x; 9.188x, 2.266x, 4.165x). Variables derived from social factors through peer smoker and paternal smoker affect the smoking behavior of adolescents at the significance level of 0.038 and 0.000 <0.05 and have the chance to become regular/intermittent/experiment smokers (0.160x, 1,282x, 1,538x; 0.052x, 1,088x, 1,088x, 2x).

Abstract

Tuberculosis is an infectious disease caused by the bacteria Mycobacterium tuberculosis. Treatment of this disease requires a long time, which is about 6-7 months, this long period of treatment allows the patient to be obedient in taking medication. To prevent this, tuberculosis treatment requires a Drugs Supervisor (PMO). The purpose of this study was to determine the role of the Superintendent of Taking Drugs on the success of tuberculosis treatment with the DOTS strategy for 6 months (July 2017-January 2018) at the Oebobo Health Center. This research is a descriptive study, with a sample of 30 people consisting of 20 men (66.66%) and 10 women (33.34%). The results of this study indicate the percentage of cure rates are 100% and the percentage of active PMO (60%) and inactive (40%). This shows that the awareness of patients to recover is quite high, even though there are 40% inactive PMO, the patient's recovery reaches 100%.

Abstract

In order to support good governance, it is necessary to innovate public services as a space for the Government to improve the service system that has been inadequate. For this reason, Naikoten II launched a public service innovation program called SODA MOLEK. The purpose of this study is to find out the effectiveness of public services by using the SODA MOLEK application in Naikoten II, also to collect the data and information needed related to factors that affect its effectiveness. The technique of determining the sample is purposive sampling. The location of the study was conducted in the Regional Head Office of Naikoten II, Kota Raja Sub-District, Kupang City. The research was conducted with a qualitative approach, and the type of research is a case study. The results showed that, in general, public services using SODA MOLEK were very effective. This is influenced by the availability of human resources, the discipline of civil servants, the commitment of public services, and the support of Stakeholders, as well as the support of infrastructure and budgets.

Abstract

. This study aims to determine the readiness of the city of Kupang as a smart city in order to help the process of compiling policies in the form of smart city master plan and road map. Smart city readiness assessment is based on guidelines from the Ministry of Communication and Information of the Republic of Indonesia based on smart readiness which has three main parameters namely enablers, drivers, and mediators. SWOT analysis is used to analyze the readiness of smart cities. The results of this study show that they are structurally quite ready, this cn be seen by see existences of infrastructure and superstructure are ready to implement smart cities. Readiness according to internal factors in the form of advantages, namely local government support, the strategic location of the city of Kupang, high economic potential, and good digital community interaction. On the other side weaknesses are weak government management, health services that have not been maximized, low public literacy, and weak environmental management. Meanwhile, from the external factors, in the form of opportunities, are central government support and the development of the industrial revolution 4.0. Furthermore the threats of the readliness of Kupang City as rapid ICT development, ICT misuse, weakened regional competitiveness, declining city quality, changes in policy at the central level and the threat of climate change.

Abstract

The City Government of Kupang has launched a Community Economic Empowerment Program (PEM) since 2013, aiming to strengthen and develop the creative economy of small-scale community, through the revolving of venture capital without interest of Rp. 90,320,150,000 to 15,395 participants with the arrears value of the refund amounting to Rp. 6.2 billion (6.86%). This study aims to determine the effectiveness of the revolving PEM program funds on improving business performance and income of program participants, as well as finding recommendations for strategies to solve the problem of funds being rolled out. This policy evaluation research method uses secondary data sourced from in-depth interviews with relevant stakeholders, previous research study reports, and other data summarized from online public information sources. The results showed that the performance of business management is still simple and can be proven by the reason of choosing the type of business is still based on the wishes of the participants, the condition of the business location is not all feasible, business operations have not been managed properly, financial administration without bookkeeping, an increase in sales turnover only occurs in the type and certain business scale, also there has been no increase in business scale and business diversification. Irregularities in revolving funds occur because business management is not yet business oriented, and there is a lack of mentoring activities in human development, business development, and institutional development. The handling of PEM funds bottlenecks can be pursued through social sanctions, and the application of both civil and criminal law as a last resort to ensnare participants who are not in good faith. The right to claim can be handed over to the Lurah, LPM and Prosecutor in his capacity as Regional Head, Assistant and State Lawyer

Abstract

The need for public information is increasing in developing personalities in the social environment. Information services and public complaints are a basic right for citizens in accordance with the mandate of Law Number 14 of 2008 concerning Public Information Openness, where there are several types of information, including: information that must be provided and announced periodically, immediately, and which available at any time. The Regional Apparatus Organization (OPD) within the Kupang City Government has not fully implemented the mandate of the law as mentioned above. Based on the section that handles public information at the Regional Apparatus Organization in the City Government of Kupang, 35% (OPD) stated that there is already public information, but it is still limited to one particular section, not specifically in one unit. Meanwhile, 32% (OPD) of the units assigned to handle public complaints had units/divisions but were in certain fields/sections. Regarding public information services, the majority of 48% (OPD) use it through social media. Meanwhile, only 2 (OPD) use the website, this is a result of the lack of OPD that have a website or portal. While the media used to monitor the progress of public complaint services indicated that 38% (OPD) used email/telephone. The average value of public information services is 54.7% in the "Not Good" category. For that, it is necessary to increase the performance of OPD. Based on the results of the gap analysis, there is an expectation value that is greater than the perception. There is a gap criterion that is not satisfied with a value between 29 and 40. This shows that all OPD conditions related to public information services and public complaints are not as expected. Likewise, the media for access to public information and complaint services are still far from expectations.

Abstract

The water quality monitoring program (WQM) of Dendeng watershed plays an essential role in supporting water quality management and pollution control in Kupang Municipality. This requires an optimal WQM framework. Therefore, this study aimed at evaluating the effectivity of WQM at Dendeng watershed by: (1) assessing its water quality as well as its spatial and temporal variabilities, (2) identifying technical and management challenges in the current WQM as well as its implication on formulating environmental management and policy. For the purposes, WQM data Dendeng watershed between 2018 and 2019 was statistically analysed by performing two-way Anova and Cluster analysis. Next, a SWOT (Strenghts, Weaknesses, Opportunities, and Threats) was implemented by an interview and assessing documents related the existing WQM in Kupang. Results showed that pH, TDS, and COD still met national standard of water quality, while DO, E.coli, and total coliform in several sampling points and monitoring times did not reveal the same result. The water quality in upstream and downstream were different significantly. The water quality was considerably poor in September and November. Nonetheless, the WQM data has not been adequately comprehensive in fulfilling data requirements for environmental management and policy in Kupang Municipality. Thus, the Kupang Municipal Government needs an optimization of its existing WQM.

Abstract

This study aims to examine the impact of the interaction between budget compilers' behavior and ethical considerations on budgetary slack in the Regional Apparatus Organization (OPD) within the Kupang City Government. The test was carried out using multiple linear regression analysis to test the effect of partial, simultaneous and interaction between variables through a quasi-experimental design. The research results began with the classical assumption test, which showed significant results for all tests. The partial test of the independent variable of budget compiler behavior (X1) and ethical considerations (X2) shows support at the significance level <0.05. Simultaneous test shows the effect at the level of 0.000<0.05, which means that simultaneously the variables X1 and X2 have an effect on variable Y with a R2 value of 41%. The results of the interaction test show that the moderating variable causes the hypothesis 4 to be unsupported at the significance level >0.05. The results of this study are expected to contribute to local governments in the budget planning and implementation process by considering the trends in budgetary slack that may be made by budget compilers with considerations of ethics and internalized norms and behavior when preparing the budget.

Abstract

. Pharmaceutical services are integrated activities to identify, prevent and resolve problems related to drugs. Patient satisfaction is a level of satisfaction that arises as a result of the health service performance obtained after the patient has compared it with what he expected. This research was conducted with the aim of knowing the level of patient satisfaction with pharmaceutical services at the Oebobo Health Center in March - April 2018. This type of research is a non-experimental study with a descriptive design (survey research), the type of research is purposive sampling using a questionnaire sheet as a research instrument, then the average percentage of patient satisfaction was calculated and classified. Data analysis of the results of research conducted by researchers on 345 respondents showed that the level of patient satisfaction with each variable was: 84% reliability, 85% responsiveness, 86% confidence, 85% empathy and 82% performance variables, thus, on average Level of Patient Satisfaction with Pharmaceutical Services at Oebobo Community Health Center, Kupang City March-April 2018 as a whole is 84% with satisfaction classification, which is very satisfied.

Abstract

Regional development needs to pay attention to regional potential, which can be done by examining the PDRB to see the existence of superior/basic and non-superior/non-basic potential in order to optimize development results to improve welfare. If the government wants its region to develop rapidly, its development program must start from developing superior economic potential. This study aims to analyze the development of potential sectors and formulate alternative strategies for economic development in Kupang City. The analysis method used is Location Quotient (LQ) and SWOT. The results of the study indicate that there are five sectors that have LQ> 1. The most potential sectors to be developed in Kupang City are electricity, gas and clean water; leasing and corporate finance sector, transportation sector; construction sector; and the trade, hotel and restaurant sector. SWOT analysis shows that the factors of Strengths, Weaknesses, Opportunities, and Threats of the potential economic sector development strategy are classified into the Progressive quadrant.
