Abstract

The informal sector has an important role in socio-economic life in Kupang City. The purpose of this study explains: 1) the profile of the informal sector (type, character and endurance) that developed in Kupang City, 2) the economic and political contribution of the informal sector to labor issues in The City of Kupang. This article is based on research in The City of Kupang using the constructivism approach (qualitative method) as the main method supported by the survey method. The results of this study: (1) profile of the informal sector business in Kota Kupang, which is characterized by : a) unskilled, and if it has skills, it is the result of self-learning (trial and error, observation, experience), self-financed and still limited in terms of people's access to government services; b) limited business capital, socially supported, especially from friends and family, loans and limited access to capital for Government Financial Institutions (including banks); c) business location is not settled, simply at their own houses, rented houses and devolved; d) limited employees, no status, not permanent (daily/weekly) and erratic working hours. (2) The contribution of the socio-economic informal sector in The City of Kupang is identified in several functions, including: a) the function of "economic location", which is a transition for citizens of Kupang City from the formal sector; b) the function of the "disaccessibility centre" to the formal sector; c) function "location", transition to the formal sector; d) the objective function is still an economic effort for citizens. In this regard, it is necessary to : (1) encourage the informal sector to become a transition sector for workers, especially the productive age towards the formal economic sector; (2) encourage the establishment and strengthening of "informal entrepreneurs", especially for productive age workers.

Abstract

In accordance with the mandate of Law Number 5 of 1996 concerning the Establishment of the Regional Level II Kupang Municipality, the delegation of immovable assets to the new autonomous region, namely the Regional Government of Kupang city must be carried out for a period of one year. However, in fact until now the delegation or handover of assets to new autonomous regions has not been submitted. Conflicts that arise between these two regions, can’t be denied, the longer it happens will become more protracted if it is not immediately resolved as soon as possible. And the problem in this study is that why has the District Government not handed over immovable assets to the Kupang City Regional Government yet ? To answer the problems studied, the researcher conducted document collection and interviews with several parties. The results of the study show that there are still many immovable assets that have not been submitted or transferred to new autonomous regions. This is because the parent region must shift or move from its territory and build a location in the new area, the strategic assets that become the source of income for the area become lost by itself.

Abstract

In order to support good governance, it is necessary to develop civil servants, one of the ways is through competency-based education and training. But the fact is that civil servants who are included in the training are not in accordance with competencies that are influenced by various factors. The purpose of this study was to find out how the competency development of civil servants in Kupang City Government and to collect the necessary data and information related to factors that influence the development of competencies of civil servants in Kupang City Government. The sampling technique is done by purposive sampling. The location of the study was carried out on the Regional Apparatus of the Kupang City Government. The research method uses is a qualitative approach and the type of this research is a case study. The results of the study showed that the development of Civil Servants competencies varied depending on the characteristics of post-training Civil Servants, leadership style, and work climate. This is caused by local political factors, like and dislike, collusion and nepotism, hopes for civil servants after training and fair treatment.

Abstract

Most of SHS unit commersially available for household users are electronically designed to be as simple as plug and operate. However, technical and non-technical problems often arise, which could hamper the further wide-scale adoption of SHS in Kupang. Users are required to possess substantial knowledge and basic skill to operate and maintain SHS unit. In this paper, a review on current pilot project “Uji Coba Penerapan Inovasi dan Teknologi SHS” has been conducted to assess beneficiary’s level of acceptance; to explore the dynamic during the project; to assess the enabling factors and potential challenges faced by the SHS users in Kupang, East Nusa Tenggara. The new and completed concept of SHS adoption is introduced to assure the successful acceptance at ground level. Innovative financing options that support values awareness, acceptance, accesibility, and affordability should be incorporated to SHS implementation. Internal motivation and users characteristic might play an important role as enabling factors. Proximity distance between households and SHS dealers might act as inhibit factors. Thus, understanding enabling factors and inhibit factors is necessary for policy making process and further SHS introducing in Kupang.

Abstract

This article focuses on the existence of reclames on major arterial roads related to urban spatial in Kupang City. By using mixed methods based on survey and interview, this study gained a number of interesting findings. The reclames such as billboards, etc, on the major arterial roads in Kupang City are placed without considering the basic aspects of urban spatial planning.The distribution, number, shape, type, size, location, and content of reclamedo not support the aspect of aesthetics, security, order, coziness, and function of zone.On the other hand, the strongly capital interest generated dominant economic function rather than other functions such as social and cultural functions. Instead, there is an extremly indication that the existence of advertisment on major arterial roads even distorted the basic aspects of urban spatial needs and functions.

Abstract

One of the 2017-2022 Regional Government Innovation Programs is the implementation of E-Government in various Regional Apparatus organizations (OPD). For this reason, it is very necessary to map the current implementation of E-Government in The Government of Kupang City. This research evaluates nine dimensions, which are Information and Communication Technology (ICT) Connectivity, ICT Usage and Integration, Training, Human and Resource Capacity, Regional Policies and Regulations, Security, Access, Applications and Services. The results showed, many applications are offline. There are still 52.94% applications used offline, and 47.05% applications used online. Based on survey data, there are 15 Regional Apparatus Organizations (50%) stating that they do not fully utilize the online system. Meanwhile, related to the level of updating data and information on the website (26%) is not updated, and (30%) states frequently updated. Related to the ease of accessing data and information, 11 OPDs (36.6%) stated that it was difficult to access information. Thus, it can be concluded that the dimensions of training and human resource capacity have a value of 1.79 readiness and as much as 1.87 at the level of unprepared.

Abstract

Government expenditure is one of the regional fiscal strengths used by regional governments in implementing development. Based on the performance budget principle, every spent must be measured by certain performance. In the economic field, the performance of the government expenditures, among others, is measured by economic growth and employment opportunities. This study uses 3 (three) variables, namely employment opportunity (dependent variable), government expenditure (independent variable) and economic growth (intervening variables). By using secondary data (2008-2017) and regression analysis, it was concluded that the government expenditure did not affect employment opportunities through economic growth. This is because the portion of government expenditure for capital expenditure is very small, so it does not lead to the formation of gross fixed capital (infrastructure) and the formation of human capital (technical skills) to encourage economic growth and employment opportunity.

Abstract

This research was conducted to determine tourism objects in The City of Kupang, as well as conservation strategies and the development of the area into a tourist destination. The research method used was a survey method, and field observations. The number of samples taken consisted of 2 people, each from the Arts and Culture Tourism Office, and Tourism Business Managers, in addition, the other 6 samples are the community, which was determined intentionally (purposive sampling), while 10 other samples were randomly appointed (accidental sampling), i.e. tourists, who are visiting the tourism area. Research findings: First, the tourism object consists of cultural heritage, museums, art works, churches, mosques, all natural with beautiful architects, ecotourism objects (protected forests, mangrove forests, beaches, natural caves, natural springs, agro-tourism areas) and other attractions, such as special interest tourism objects. The contribution of the tourism sector to Regional Original Revenues in 2018 amounted to 15.95%, with an average annual growth of 31%. Second, the strategic steps for the development of tourism areas are budget allocation for the development of tourism potential, including ecotourism objects, enhancing the quality of The Apparatus to overcome tourism problems, minimizing environmental damage as a result of developing tourism areas, increasing tourism promotion through online media, mass media, brochures and leaflets; and increasing the level of community participation, starting from the planning up to the implementation stage of tourism development. Thus, the Government must be more proactive in promoting tourism and building synergies with communities around tourism objects.

Abstract

One indicator of pharmacy services at the puskesmas is waiting time. The waiting time for drug service is the time period for the patient to submit the prescription until the patient receives the drug. This study aims to analyze the waiting time for prescription services at Pasir Panjang Health Center. This research is a non-experimental study with a descriptive design (survey research) on outpatients at Pasir Panjang Health Center and sampling using the purposive. Research time in April 2018. The results obtained were then analyzed for the suitability of the recipe for ready-made medicines and concoction drugs with minimum service standards and indicators of pharmaceutical services in the puskesmas in the long waiting time category. The number of recipes in this study were 353 recipes with details of 267 prescription drugs and 86 concoctions. The average waiting time for finished drugs is 11.38 minutes and the average waiting time for concoction is 13.45 minutes. This is in accordance with the indicators of pharmacy services at the puskesmas and the minimum service standards set by KEPMENKES No 129 / Menkes / SK / II / 2008 regarding prescription drug services that are ? 30 minutes, and pharmaceutical services for racic drugs which are ? 60 minutes.

Abstract

This research aims to determine the financial recording process based on SAK ETAP for the development of Micro, Small and Medium Enterprises (MSMEs) in Kupang City. The method used in this research is a qualitative approach, and the subject of this research is the MSME Business Owner in Kupang City. The data analysis technique used is qualitative analysis, which is done by collecting triangulation data, and the SWOT analysis technique is used in the systematic identification of various factors and the formulation of the SAK ETAP-based financial recording process in a company. The findings of this research indicate that the accounting process that starts from the recording process, balance sheet, income statement, statement of changes in equity, and cash flow statement in order to support the use of financial statements based on SAK ETAP cannot be carried out properly as a strength of an MSME in providing financial information for evaluating performance and measuring MSME profit and loss for one period.
