Politika: Jurnal Ilmu Politik (e-ISSN 2502-776X) (p-2086-7344) is a multi-disciplined journal focused on the study of political science, governance issues and public policy in and on Indonesia and Asia. The journal publishes theoretical and empirical research articles with an aim to promote and disseminate academic atmosphere in and on the region. The journal has areas of concern that includes political science, Indonesian politics, Asian politics, governance issues in Indonesia and Asia, public policy in Indonesia and Asia, decentralization, political parties and national and local election. Incumbent always has a strategic position in general election. Many literatures discuss how incumbents take advantage of his position by holding on his budgeting power to create personal popularityr. In political economic literature this phenomena is called politics budget cycle. This research trys to uncover the practice of this kind of politics in Surakarta: wheater the incumbent used his budgeting power to win the local election or not?In doing so, this research used descriptive analisys which took advantage of documents as well as indepth interview. The main finding of this research is we cannot find any evidence of the use of politics budget cycle in Surakarta.Two sensitive sectors, namely social sectors did not increase dramatically before the election. When probing into some important sections of the budget, it is found that alocation for education and health services increase dramatically. However, those two sections are parts of basic services so that we cannot conclude that it has something to do with incumbent’s political ambition to retain his power. When we look into education and health programs, we found that those programs have already served the need of the people long before the election. In conclusion, there are not any clue that incumbent take advantage of his budgetary power to win his position as mayor of Surakarta.

Masalah Korupsi merupakan masalah yang sangan serius dan sangat sulit untuk diberantas, atas dasar pertimbangan tersebut maka KPK dibentuk untuk melakukan berbagai tindakan terhadapat setiap perkara korupsi yang berkaitan dengan masalah grand corruptions. Sebagai garda terdepan dalam memberantas korupsi, KPKdiberi kewenangan untuk melakukan penyelidikan, penyidikan dan penuntutan untuk menindak lanjuti setiap perkara korupsi yang dilaporkan ke KPK, sehingga korupsi yang terjadi di Indonesia dapat ditekan tingkat penyebarannya. Tujuan penelitian ini untuk menganalisis sehingga dapat mengetahui kinerja dari direktorat penyelidikan, penyidikan dan penuntutan KPK dalam mendak lanjuti setiap perkara korupsi. Dari hasil penelitian menunjukkan bahwa kinerja dari direktorat penyelidikan, penyidikan dan penuntutan Komisi Pemberantasan Korupsi sudah optimal dilihat dari hasil tindak lanjut disetiap direktorat menunjukan penyelsaian perkara diatas 50%, namun dari hasil tindak lanjut yang dilakukan oleh setiap direktorat masi terdapat tunggakan perkara yang perlu ditindak lanjuti ditahun berikut, hal ini disebabkan oleh kurangnya sumber daya manusia, kompetensi dan sarana prasarana penunjang.

After the signing of Helsinki MoU between GAM and the Republic of Indonesia, Aceh started running the the Law on Governing Aceh, which is the implementation of an Helsinki MoU agreement. Aceh's provincial parliament political elite which the majority of both ex-combatants want to make Aceh a self-government (self-government) which has occurred in Aceh. But do not actually done by a political elite which led to the central limit the authority of Aceh Aceh. Aceh Government continues to urge of the Central Government to yourself Gavernment in Aceh. This is unlikely to happen, as opposed to the constitution. Center only give special autonomy similar to which previously granted to Aceh Indonesia. This conflict occurs between of the Central Government and the Government of Aceh.

This research was conducted in South Central Timor. As an informant among them is the Governor of NTT, NTT Provincial Parliament, Head of Planning NTT Province, Regent TTS TTS Head of Planning, academics and bureaucrats are directly involved as well as understand and be able to provide information on policy formulation. Program policy formulation Desa Mandiri Anggur Merah was originally formulated by the Governor with Secretary Region NTT and NTT Head of Planning. Governor entrusted to the government officials to prepare the whole start of the program to design and supervise simultaneously evaluate this policy. Involvement in the policy on education Only limited monitoring is authorized to monitor and foster villages get help Independent Village Wine Red (1 SKPD oversee 2 village target ). Role of Village Community Empowerment Board (BPMD) or any other name that has direct contact with villagers and find out what the problem is in the village, were not involved in the process of formulating the problem. Development partnership programs with governments District/City views in the presence pereplikasian performed by all regencies/cities . The lack of delegation of authority given to the District/ City in the legitimacy of making such a program would not be implemented properly. Repair organizing primarily on education involvement NTT Province and Regency/ City regulation is clearly their respective roles, so that each can determine the function on education and tasks to be run, as well as being an active part in the implementation of the Desa Mandiri Anggur Merah to achieve goals. Giving duties and authority must function properly in order to avoid overlap between the Provincial Government and Regency/City .

Recent observation regarding the reality of people’s living in the border region of the Republic of Indonesia-Timor Leste revealed the facts that they are still facing many problems directly related to all aspects of life that requires the government to take action through the implementation of the state border treaty policy in accordance with the community desire and expectation for sa conducive environment to the life of the nation and the state. The purpose of this study were: 1) to describe the implementation of border treaty between Indonesia and Timor Leste in the resolution of border problems in the District of Oecusse, TTU and 2) to describe and interpret the factors supporting and inhibiting the implementation of the border agreement in resolving the border issues. The method of this study was descriptive qualitative approach. The informants in this study were: Deputy Governor of NTT, TTU Regent, TTU Vice Regent, head of the BPP of TTU and Pamtas RI- Timor Leste Task Force, selected by purposive technique. The study found that: First; communication dimension: (a) lack of community involvement in determining national boundaries; (b) discussion/dialogue with the community had not been maximally conducted; (c) there is requirement to improve existing products of bilateral agreements. Second; Resources dimensions: (1) poor coordination between the senior government and the local government; (2) bolstering up to build further discussion/dialogue between the two countries involving indigenous people had not been done as proposed by the local government ; (3) lack of supporting infrastructures available for the people in the border region; (4) Minimum budget capacity. Third; Bureaucratic structures: (1) lack of supervision for the institutions/implementing agencies; (2) officials in the senior level of government did not involve the Government in the lower /regional level and local communities in setting the boundaries. Fourth; Implemention disposition: (1) The occurrence of interest claims resulting disharmony of interests; (2) the existence of public ignorance on the outcomes of the policy. The Supporting factors were: the availability of law products; commitment between government and society; and the lineage similarity of border communities. The inhibiting factors, however, were: minimum budget capacity, very limited availability of infrastructures and lack of coordination. Thus, the proposed suggestions and recommendations were: a necessity for socialization to the public about the purposes and benefits of the policy set; a nnecessity for budget support and other facilities in the border region as a state gateway; a necessity for a clearly distributed tasks and authority, so that it may not cause sectoral egoism.

Research that was headlined investment in Regional Autonomy era ( case study constraint the construction of PLTU project in the Batang Regency) is done using analysis of Pustaka about the concept of investment and the concept of regional autonomy. The study is done with the methodology of some research qualitative descriptive with purposive of sampling techniques in determining an informer and continues to be a snowball of sampling. Obtained data in field indicates that central program of government included in the program Master Plan for Acceleration and Expansion of Indonesia's Economic Development (MP3EI). The program of PLTU in Batang Regency worth more or less 38 trillion. Realization of PLTU project development was delayed for two years since the early planning. The delay of PLTU project has several problems, among others, such as lack of coordination between the central government and local governments, investors, a policy that overlap related regulations of marine conservation issued by regent, and the land acquisition process experiencing self denial of the owner of the land. Attempt completion constraint is still done through personal approaches between the local Government to the Government of the village, between the Government of the village with its citizens, especially the owner of the land where the project will be built and efforts in corporate social responsibility (CSR) by the investors realization with the construction of various public facilities to affected communities

Research that was headlined Strategy Winning Couples Ade Uu Sukaesih-Darmadji (Asih-Katadji) in Elections the Mayor of Banjar a period of 2013-2018 is done in the city of Banjar of West Java. The study is done because researchers were interested in strategies couples asih-katdji in winning the election the Mayor of Banjar. Reason researchers uninterested because of Ade Uu sukaesih is the wife of the Mayor of Banjar who was served. The study is done by using the method research qualitative. The informer done with the methods purposive of sampling by choosing the informant who know that strategy in winning couples asih-katadji in elections the mayor of banjar. The result of field research proves that couples asih-katadji do marketing strategy push by means of direct contact through various events like the general meeting of party, entertainment stage, declaration partai the coalition, and the rally. Marketing strategy other is pass through the influence of a figure or a particular group as a team of success. In strategy pass marketing is done by using services coalition party, volunteers Restu, volunteers asih and volunteers adji. Besides two strategies push marketing, and pass used also strategy pull marketing by using services media including free media and paid media. Research is unique, because there are other factors that supports a pair of asih-katadji. Factors it is the length of the campaign, the role of Guardian City Banjar who performs style blusukan at eighteen location every day, to remind the people of the merits of a trustee city that is the husband of Ade Uu sukaesih. In addition, the mayor of Banjar is also involved in any process from the beginning of nominating to be chosen.

The management of the Affairs of the administration of mineral resources and energy field is a very vital Affairs. Through an energy and mineral resources is subject to his life a lot of almost the entire population of Indonesia. In conjunction with the autonomous region, there is a division of duties and authorities delegated from the Centre and the province to the City/County is included in the management of energy and mineral resources. In the management of course there must be institutional authorities and get permission before carrying out exploration. The existence of an integrated one-stop permitting currently on the Government ease the Sragen district are expected to obtain permission in the management of energy and mineral resources. Based on the results of the research, it can be concluded that the institutional side of there is still overlap within the Division of duties and authorities between The SDA, DPU, BLH and BPTPM which resulted in complexity in the running tasks and authorities. the lack of qualified personnel resources in the field of energy and mineral resources, adding to the heavy workload that had to be in the way. In an effort to get permission apparently until recently there hasn't been good in terms of regulatory or permitting that specifically is an integrated one-stop licensing at BPTPM. This resulted in the applicant must be from table to table to get recommendations to the management of permissions. Therefore, it is necessary the presence of the Division of duties and authorities in detail through the applicable local regulations or Regent. Hiring employees with the competencies of the field of energy and mineral resources. As well as enforcing one-stop permitting at BPTPM in the management of mineral resources and energy with the help of a technical team consisting of SKPD related. Of course with such policies will support the Government in the framework of the management of Sragen district affairs governance areas such as energy and mineral resources.
