Abstract

In a democratic system, elections are open, free, and fair. This is one of the most important elements. The election process is in part the essence of democracy, since the general election is a mechanism for selecting leaders to guarantee periodic changes of leadership. This is meant to prevent arbitrary leaders from sitting in power. Semarang City Election 2015 is the third election organized by the Commission of Semarang. Elections are national, fair, independent, non-partisan, impartial, transparent, and professional based on the principles of the democratic election, with the participation of the entire community and not only favored individuals, so that the results can be trusted by the public. To answer these questions, this study uses qualitative research methods to conduct interviews with members of the Commission, Political Parties and LSM related parties. From the results of research and interviews, performance KPU Semarang, are in accordance with the legislation in force. Judging from the performance indicators that have been implemented, namely the quality of service, responsiveness, and accountability in the organization of the General Election of Regional Head and Deputy Head of the Semarang City, year 2015. In this interview, it can be seen by the perception of one of the LSMs, stated that the KPU’s performance is good enough. Of course there is dissatisfaction, especially in the transparency of campaign finance reports of the pair of candidates. Meanwhile, according to the applicable laws, the declaration commission must be transparent so that no such thing happens. Also in the field of personnel recruitment organization of the elections, PPK, and PPS must be rigorous with this mechanism to ensure transparency, In accordance with Act No. 22, 2007. From community assessments, the performance results of Semarang must be excellent for KPU to create a level of voter participation in the democratic party. Abstract

Babagan merupakan kelompok nelayan yang melakukan praktek civil society berupa peran signifikan dalam melestarikan Sedekah Laut. Tradisi ini terbentuk berdasarkan rasionalitas nelayan terkait pekerjaan mereka sebagai pelaut, merefleksikan kehidupannya yang sangat tergantung pada laut. Realitas demikian lazim terjadi di Kampung Nelayan Pandangan Kabupaten Rembang. Tradisi yang bertujuan membuat kondisi guyup rukun (social harmony). Peran tersebut berbuah ragam tradisi berupa upacara dan hiburan rakyat. Hal ini merupakan aktualisasi atas harkat, martabat, dan atau harga diri kelompok nelayan yang biasa disebut Babagan. Terkadang demi tujuan ini, nelayan bersikap sangat royal dan bahkan melebihi kemampuan finansial mereka sendiri.Penelitian ini menggunakan metode kualitatif study kasus dan diuraikan secara deskriptif berdasarkan pengalaman informan. Hasilnya diuraikan secara kronologis untuk upaya memuat realitas apa adanya. Dari hasil penelitian diperoleh temuan keberadaan Babagan Setan Merah Komunity, Babagan Saleho di dukuh Blandok desa Plawangan. Babagan Pagak, Babagan Pengging, Babagan Prapatan, Babagan Respanel, Babagan Risnelpan desa Pandangan Wetan, dan Babagan Mbalelo, Babagan Regal, Babagan Prowek dan Babagan Kowang yang berada di desa Pandangan Kulon.Merujuk ciri dasar keswadayaan dan kerelaan kelompok nelayan dalam melestarikan tradisi ini secara bersama-sama, satu visi dan gagasan, menunjukkan gerakan civil society yang mandiri. Mereka melakukannya tanpa ketergantungan pada pemerintah. Kesadaran tersebut mengandaikan suatu interaksi terbuka antar Babagan yang ada di masyarakat nelayan untuk melakukan dialog dan mencari kesepakatanbersama.Penelitian ini menjadi representasi eksistensi kelompok civil society dalam melestarikan budaya khas masyarakat nelayan sebagai salah satu aspek kekayaan ragam sosial, budaya dan politik lokal Indonesia.Kata Kunci: Civil Society, Sedekah Laut, Babagan.

Abstract

Leadership is an activity to influence the behavior of others so that they can be directed to achieve specific goals. If someone has begun to influence the behavior of others, then began walking the leadership activities. In conjunction with the behavior of the leader (governor) Ratu Atut Chosiyah are usually done to his or society, that directs the behavior and conduct that support. Therefore, the function of leadership is to take decisions, therefore it can be seen if the leadership style practiced in terms of making decisions.The approach used in this study is a quantitative approach, and the type of research used in this study is a survey research. This survey method provides an overview of the variables at once examine the relationship between variables. Therefore the survey method will reveal the factual data based on the information obtained.Test instruments used are validity and reliability. Because the data in the form ordinal then transformed first into the interval. Then the data were analyzed using normality test, multicollinearity test, regression test, hypothesis testing (test f or simultaneous, coefficient determination test, test t / partial), correlation.Based on the results of the research, it is known that the influence of the position (X1) against the leadership style of the correlation coefficient of 20.3%. While the influence of credibility (X2) against the leadership style of the correlation coefficient of 40.9%. While the influence of reputation (X3) leadership style correlation coefficient of 49%, then it can be concluded that the independent variable on the dependent variable are positive and significant correlation. As for the coefficient of determination (R2) for the relationship of these variables has a value of 0.563 (56.3%), meaning that the dependent variable of leadership style can be explained by the independent variables (position, credibility and reputation) by 56.3%. Abstract

Nationalism is the main issue before independence. Therefore, the nationalismactivators of Indonesia emerged from the various area in West Java, especially Tasikmalaya, one of them was Ajengan Ruhiat who an Ulama nationalism activator. That his name is not as popular as Kiai Haji Zaenal Mustafa, a national hero form the same area. The goal of this article is to how the idea and the nationalism praxis before independence and how the response of Ajengan Ruhiat to the socio-politics condition. As a result, Ajengan Ruhiat had a moderat nationalism view. Ajengan Ruhiat more concerned to the islamification of the public than the islamification of the country. According his actions in establishing Pesantren Cipasung (Cipasung Islamic Boarding School), in the time context, can be showed how the nationalism progressive of Ajengan Ruhiat, because Pesantren Cipasung is included as a pioneer of public school establishment in West Java.

Abstract

This paper analyses the leadership style of Tri Rismaharini, the Mayor of Surabaya City (2010-2020) using feminist research methodology by centralizing on women‟s personal experiences in a specific context to gain knowledge based on their real life experiences. It employed a qualitative approach by using various videos and written materials of Risma‟s attitudes and experiences as a female political leader. The findings discover that unlike the common feminine leadership style of Indonesian female political leaders, Risma‟s shows a masculine leadership style. It can be seen from her assertive approaches while closing down Gang Dolly located in Surabaya as the biggest red-light district in Southeast Asia. Interestingly, Risma‟s masculinity is combined with motherly value which results in an androgynous leadership style. This paper shows that rather than merely accepting the western notion which believes that the more a woman shows masculinity, the more she hits the ground running for exercising power in the male-dominated political atmosphere. This paper would like to show that Javanese society‟s acceptance of Risma‟s leadership style indicates their approval for female leadership and wider tolerance towards new value of masculinity performed by a female leader despite inconsistency with the gender normative standard of feminine Javanese women. This paper concludes by emphasizing that Risma‟s masculine leadership traits can be seen as strategizing a move towards hijacking “hegemonic masculinity”.Keywords: leadership style, masculine, feminine, Javanese, androgynous.

Abstract

Implementation of direct local elections intended to further democratize the local elections. The purpose either contained in the implementation of the elections was still far short of expectations since the fact of elections is still in need of improvement in many aspects one of which was the election as a means to legitimize the local authority to make the local elections as a means to legalize their power, and they can both with easy to carry out political dynasty against their close relatives. Abstract

The study on the modernization of the Democratic Party interesting to study. This is because in the process of modernization of the Democratic Party suffered a variety of challenges and obstacles. In addition to corruption, challenges and constraints experienced in the Democratic Party to modernization is the emergence of internal conflicts. Based on the short description, this study examines the political modernization of the Democratic Party at the local level, particularly in the district of Semarang, Salatiga, and Purworejo. This research method using descriptive research design with a qualitative approach that is supported by a simple quantitative approach. The results of this study indicate that in the context of the implementation of the indicators of modern political parties, transparency in financial management reporting party associated with the use of party funds and others is quite good. However, for some sub indicators, particularly in conflict resolution mechanisms are still difficulties and needs to be addressed. Therefore, to support the modernization of the Democratic Party could solve the problem, including internal conflict through a mechanism that has been set in the AD / ART.  Keywords: Modernization, Political Parties, Local

Abstract

Regional general election is a process of changing regional leadership that requires a strategy for winning candidates for regional head and deputy regional head. Brebes 2012 regional general election folowed by two pairs of candidate. Idza Priyanti-Narjo (IJO) are able to win with 52,85 % vote. They beated Agung Widyantoro-Athoilah (TAAT) who is supported by the major parties in Brebes: Golkar, PAN, PKB, PPP, and Hanura. The study was conducted to provide an overview of political communication strategies undertaken by partner Idza Priyanti-Narjo on the selection of the Regent and Vice Regent of the Brebes Regency, the period of 2012-2017. Methodology in this research is qualitative descriptive type. To obtain data, the author conducted a study and documentation of nterviews wit some informants. Informants retrieval technique used was porposive sampling, which consists of pair Idza-Narjo, team success/winning team from PDI-P, Brebes District Election Commission, and the district Brebes. These results indicate a strategy of personal and PDI-P strategy in winning the Geberal Election is influenced by several factors, among others are: caring persona, to institusional strengthening, understand the audence, preparing persuasive message, set the method, sort and select media, the art of compromise, willing to open up, embracing other parties, have and opportunity to survey, the formation of winning teams, visits to the community and create a vision and mission in accordance with local conditions. With a variety of strategies such as the PDI-P has Won a Idza-Narjo partner in the Election District Brebes period 2012-2017.Keywords: Winning Political Strategy, General Election

Abstract

Penelitian ini mengkaji model kepemimpinan politik kyai, Peran kyai dalam merubah perilaku politik massa Nahdlatul Ulama (NU) dalam massa NU Partai Persatuan Pembangunan (PPP) dan massa NU Partai Kebangkitan Bangsa (PKB) di Tasikmalaya. Fenomena secara sosio-historis Tasikmalaya dengan beragam kultur dan ekspresi keIslaman beragam.Tradisi NU sangat kental adalah ketundukannya terhadap kyai. Dalam konteks itulah penelitian ini berusaha menggali model kepemimpinan yang diperankan ulama atau kyai di Tasikmalaya dalam merubah atau menggeser perilaku politik massa NU PPP dan PKB. Dengan menggunakan metode kualitatif ekspalanatif, hasil penelitian ini bahwa perubahan preferensi perilaku politik massa NU PKB dan PPP sangat ditentukan oleh kepemimpinan politik tradisional kyai. Titah kyai NU terhadap massa NU PKB dan PPP menjadi pedoman bagi perilaku politik massa NU. Model kepemimpinan pada Kyai NU adalah model kepemimpinan yang menyerupai kharismatik, mensyaratkan pengikutnya tunduk dan patuh kepada kyai, walaupun kyai sesungguhnya bersikap egaliter dan demokratis.Kata Kunci : Kepemimpinan Tradisional Kyai, Perilaku Politik, Massa NU
