Abstract

Abstract: One of the most crucial stages in the new system of PP 17/2017 on Synchronization of National Development Planning and Budgeting is creating a comprehensive and accurate Terms of References (TOR) and budget plan, which define all aspects of how line ministries or stakeholders will conduct the priority project. Taking one example of priority projects of the Ministry of Cooperatives and SMEs, which is called Pusat Layanan Usaha Terpadu/ PLUT KUMKM, this study aims to identify how line ministry (the Ministry of Cooperatives and SMEs) describes its project and overall perceives the new system of planning and budgeting. Using logical framework approach, this study analyzes a number of documents such as TOR, budget plan, and government plan that related to PLUT KUMKM project. The result shows that the Ministry of Cooperatives and SMEs needs to improve the perception of the new system since the TOR and budget plan cannot fully describe the project comprehensively.

Abstract

Varietas unggul yang cocok dan disukai oleh konsumen dapat dijadikan salah satu alternatif komponen inovasi teknologi untuk dikembangkan dalam mendukung pencapaian target peningkatan produktivitas dan produksi padi. Kegiatan Uji Adaptasi dan preferensi Varietas Unggul Baru Padi (Padjadjaran, Cakrabuana, Munawacita dan Rindang-2). Rancangan yang digunakan Rancangan Acak Kelompok dengan 6 ulangan. Parameter yang diamati tinggi tanaman (30, 60 dan 90 HST), jumlah anakan produktif, panjang malai, jumlah gabah per malai (isi dan hampa) dan hasil (t ha-1 GKG). Data keragaan agronomis dianalisis menggunakan Uji Duncan dilanjutkan dengan uji jarak berganda (DMRT) dengan menggunakan SAS versi 9.0 for windows dan preferensi petani dianalisis menggunakan Uji Friedman. Hasil pengkajian menunjukkan bahwa Varietas unggul baru memberikan keragaman antar varietas dalam karakter agronomi. Varietas Padjadjaran memberikan jumlah anakan produktif, panjang malai, jumlah gabah isi per malai,  jumlah gabah hampa per malai relatif lebih baik dengan produktivitas 7,98 t ha-1. Preferensi konsumen menyukai Varietas Padjadjaran dan Cakrabuana sebagai alternatif untuk pergiliran varietas pada agroekosistem dan musim yang sama di lahan sawah.

Abstract

This research aimed to investigtate the Government of West Java’s opportunities and challenges headed to support the implementation of the Fourth Industrial Revolution, especially in manufacture. The study utilized qualitative approach and framed by External Factors Analysis to expose its results to three points, opportunities, challenges, and recommendation of policy alternatives in responding the trend of Industrial Revolution 4.0 in West Java. The investigation found three opportunities concerning the issue i.e. the government commitment to encourage the development of industrial sector; supporting infrastructure of manufacture; and the government cooperation networks to enrich inputs and ideas about the development of manufacture. On the other hand, three challenges were identified in aspects of worker issues; environmental issues; and bureacreatical problems. Therefore, some alternatives recommended to be implemented to address the government of West Java’s effort to encourage the implemetation of the Fourth Revolution concepts in West Java’s industry were encourage research, development, and training; diversify product of manufacture; and promote export activities.

Abstract

The existence of this pandemic provides many changes. One of them is changes in the field of education. One of them is in the pesantren environment, which faces quite complex challenges compared to regular schools. This study aims to identify teacher perspectives and school efforts in dealing with online learning. The method used in this study used a case study approach and was analyzed using qualitative analysis. The results of this study are that the teachers at one of the junior high schools at Pondok Pesantren Babakan have the perspective that the online learning process during this pandemic period is not effective. This is due to several things. Among them: limited use of gadgets in pesantren, facilities, the lack of teachers 'ability to use IT, and students' indiscipline. Based on the perspective of the teachers above, the schools within the pesantren have various efforts to increase the effectiveness of online learning, namely: using Hybrid Learning, providing free quotas for students and teachers, and providing space for teachers to peer learning in the use of IT.Keywords: Perspective, Effort, Online Learning, and Pandemic.

Abstract

COVID-19 telah menjadi tantangan kesehatan masyarakat global dan merupakan penyakit dengan transmisibilitas yang tinggi. Untuk itu, masyarakat harus melakukan tindakan pencegahan untuk membatasi penyebaran COVID-19. Elemen kunci seseorang untuk melakukan tindakan preventif untuk melindungi dirinya dan orang lain adalah persepsi terhadap risiko. Persepsi risiko ini dapat terdistorsi oleh berbagai bias kognitif yang dapat mendera masyarakat. Dengan menggunakan metode survey daring (dalam jaringan) terhadap 391 responden di Jawa Barat, penelitian ini bertujuan untuk memahami persepsi risiko terhadap pencegahan penularan COVID-19 dan bias kognitif yang menyertainya. masih terdapat responden yang merasa yakin benar bahwa Indonesia relatif aman dari COVID-19 karena beriklim tropis, COVID-19 dapat disembuhkan hanya dengan meminum obat herbal atau pengobatan tradisional lainnya, dan merasa aman untuk bepergian ke tempat umum. Sebanyak 74,9% responden bersedia menjalani vaksin, dan 25,1% responden tidak bersedia menjalani vaksin. Penelitian ini menunjukkan bahwa persepsi responden terhadap COVID-19 masih perlu ditingkatkan agar perilaku masyarakat pada masa Adatasi Kebiasaan Baru (AKB) tetap mematuhi protokol kesehatan. Selain itu, pengetahuan tentang vaksin pada responden perlu ditingkatkan melalui pemberian informasi yang lebih strategis dan masif.
