Abstract

Corona Virus Disease 19 (COVID-19) or what is known as the Corona Virus is a large family that attacks or infects the human respiratory tract which can be transmitted quickly like the flu, the symptoms felt by people who are infected with this virus are like high fever , shortness of breath, flu and not feeling well until finally the worst impact is death. The death of a person caused by COVID-19 is actually not entirely due to the virus itself, but that person has had a history of severe illness that was suffered beforehand and the Corona Virus triggers a serious illness that is suffered to cause death. This research aims to make the public more aware of this COVID-19 pandemic and its crucial impact on people's lives. This research certainly proves that, (1) the impact most felt on society due to the COVID-19 pandemic is from an economic aspect, (2) there is a form of prevention of the spread of a pandemic that is implemented by the community, (3) there is a law issued by the government regarding prevention of the COVID-19 Pandemic. AbstrakCorona Virus Disease 19 (COVID-19) atau yang dikenal sebagai Virus Corona adalah salah satu keluarga besar yang menyerang atau menginfeksi saluran pernafasan manusia yang dapat menular secara cepat layaknya seperti flu, gejala yang dirasakan oleh orang yang terinfeksi virus ini yaitu layaknya seperti demam tinggi, sesak nafas, flu dan tidak enak badan hingga akhirnya dampak terburuknya yaitu kematian. Kematian seseorang yang diakibatkan oleh COVID-19 sebenarnya tidak sepenuhnya karena virus itu sendiri, melainkan orang tersebut telah memiliki riwayat penyakit berat yang diderita sebelumnya dan Virus Corona tersebut memicu penyakit berat yang diderita hingga menyebabkan kematian. Penelitian ini bertujuan untuk membuat masyarakat lebih waspada terhadap Pandemi COVID-19 ini serta dampak krusialnya terhadap kehidupan masyarakat. Penelitian ini tentunya membuktikan bahwa, (1) dampak yang paling dirasakan bagi masyarakat akibat Pandemi COVID-19 yaitu dari aspek ekonomi, (2) ada bentuk pencegahan penyebaran pandemi yang diterapkan oleh masyarakat, (3) ada Undang-undang yang dikeluarkan oleh pemerintah mengenai pencegahan Pandemi COVID-19.

Abstract

Based on the decree of the Minister of Health of the Republic of Indonesia No. HK.01.07 / MENKES / 382/1010 regarding Health Protocols for the community in public places and facilities in the context of the prevention and control of Corona Virus Disease 2019 (COVID-19) which is used as a reference for ministries/agencies, provincial government, regency / regional government. cities, and communities to prevent the occurrence of new epicenter/clusters during the COVID-19 pandemic and in facing the adaptation of new habits towards a productive and safe society against Corona Virus Disease 2019 (COVID-19), it is necessary to organize community empowerment in various activities by prioritizing public health and make changes in lifestyle by applying the principles of a cleaner and healthier lifestyle. AbstrakBerdasarkan keputusan menteri kesehatan RI No. HK.01.07/MENKES/382/1010 tentang Protokol kesehatan bagi masyarakat di tempat dan fasilitas umum dalam rangka pencegahan dan pengendalian Corona Virus Disease 2019 (COVID-19) yang digunakan sebagai acuan bagi kementrian/lembaga, pemerintah daerah provinsi, pemerintah daerah kabupaten/kota, dan masyarakat dalam rangka mencegah terjadinya episenter/kluster baru selama masa pandemi COVID-19 dan Dalam menghadapi adaptasi kebiasaan baru menuju masyarakat yang produktif dan aman terhadap Corona Virus Disase 2019 (COVID-19), diperlukan penataan pemberdayaan masyarakat dalam berbagai kegiatan dengan memprioritaskan kesehatan masyarakat serta melakukan perubahan pola hidup dengan menerapkan prinsip pola hidup yang lebih bersih dan sehat.

Abstract

Perwali Number 107 of 2020 concerning the application of administrative sanctions for violators of health protocols. With the new Perwali, mask offenders will be fined without warning. This rule takes effect from August 30, 2020. Previously, the Bogor City Government applied sanctions for violators of masks based on West Java Governor Regulation (Pergub) Number 60 of 2020 concerning Administrative Sanctions against Health Order Violators in the Implementation of PSBB and AKB in Combating COVID-19 in Java. West. With the application of this sanction, the goal is to save yourself, save your family, save the environment and, more broadly, save the Indonesian nation. This war against Covid-19 must be with commitment and cooperation with related parties. If you are not disciplined in adhering to health protocols, the effects will be even worse. Not only in terms of health but also the joints of community life will be affected. We must work hand in hand so that each individual and group can be disciplined in following health protocols. It is hoped that discipline followed by the application of educational sanctions, is the most effective way to fight Covid-19. AbstrakPerwali Nomor 107 Tahun 2020 tentang penerapan sanksi administrasi bagi pelanggar protokol kesehatan. Adanya Perwali yang baru ini, pelanggar masker akan dikenakan denda tanpa tahapan peringatan. Aturan ini berlaku mulai tanggal 30 Agustus 2020. Sebelumnya, Pemkot Bogor menerapkan sanksi bagi pelanggar masker dengan landasan Peraturan Gubernur (Pergub) Jawa Barat Nomor 60 tahun 2020 Tentang Sanksi Administratif Terhadap Pelanggar Tertib Kesehatan dalam Pelaksanaan PSBB dan AKB dalam Penanggulangan COVID-19 di Jawa Barat. Dengan penerapan sanksi ini tujuannya menyelamatkan diri sendiri, menyelamatkan keluarganya, menyelamatkan lingkungannya dan lebih luas lagi menyelamatkan Bangsa Indonesia. Perang melawan Covid-19 ini harus dengan komitmen dan kerja sama dengan pihak-pihak terkait. Kalau, tidak disiplin mematuhi protokol kesehatan, efeknya akan semakin parah. Tak hanya dari sisi kesehatan juga sendi-sendi kehidupan masyarakat akan terdampak. Kita harus bahu membahu, agar setiap individu maupun kelompok bisa disiplin mengikuti protokol kesehatan. Diharapkan dengan disiplin yang diikuti penerapan sanksi yang mendidik, merupakan cara paling efektif melawan Covid-19.

Abstract

To deal with the spread of the Coronavirus, participation, and awareness from the public are needed by increasing discipline in implementing health protocols. Both at the regional and central levels. Increasing discipline is one of the rules that can be followed by the surrounding community. If the community violates the rules, the community must be held responsible. The community is required to contribute to preventing the spread of the Coronavirus by complying with the regulations issued by the central government and regional governments, in this case, the Bogor authority issued regent regulation No. 31 of 2020 concerning PSBB. Valid for all people of Bogor Regency including the people of Ciherang Village. To obtain data on how to improve community discipline towards the regent's regulation, it was carried out through the method of interviewing the community from these activities, obtaining the results of questionnaire data in district government regulations regarding PSBB, the community complied more with the rules issued by the Bogor regent's regulation. Then the community in Ciherang Village RT 02/05 Kec. Dramaga Kab. Bogor needs to improve discipline on Regent Regulation No. 31 of 2020, as well as following health protocols to prevent the spread of the Coronavirus within the surrounding community. AbstrakDalam rangka menghadapi penyebaran virus Corona perlu peran serta dan kesadaran dari masyarakat dengan cara meningkatkan kedisiplinan melaksanakan protokol kesehatan. Baik di tingkat daerah maupun pusat. Meningkatkan kedisiplinan menjadi salah satu aturan yang dapat dijalani oleh masyarakat sekitar. Jika masyarakat melanggar aturannya maka masyarakat harus bertanggung jawab. Masyarakat dituntut untuk berkontribusi dalam pencegahan penyebaran virus Corona dengan mematuhi regulasi yang dikeluarkan oleh pemerintahan pusat dan pemerintahan daerah dalam hal ini pemerintah daerah kabupaten bogor mengeluarkan peraturan bupati No. 31 Tahun 2020 tentang PSBB. Berlaku untuk semua masyarakat Kabupaten Bogor termasuk masyarakat Desa Ciherang. Dalam rangka memperoleh data mengenai bagaimana meningkatkan disiplin masyarakat terhadap peraturan bupati tersebut dilakukan dengan cara metode wawancara terhadap masyarakat dari kegiatan tersebut memperoleh hasil data kuesioner dalam aturan pemerintahan kabupaten tentang PSBB masyarakat lebih mematuhi aturan yang dikeluarkan oleh peraturan bupati bogor. Kemudian masyarakat di Desa Ciherang RT 02/05 Kec. Dramaga Kab. Bogor perlu meningkatkan kedisiplinan atas Peraturan Bupati No. 31 Tahun 2020, serta mengikuti protokol kesehatan untuk dapat mencegah penyebaran virus Corona di dalam ruang lingkup masyarakat sekitar.

Abstract

Coronavirus Disease 2019 (Covid 19) is an infectious disease caused by Severe Acute Respiratory Syndrome Coronavirus 2 (SARS-CoV-2). In connection with the policy of controlling infectious disease outbreaks, Indonesia already has Law Number 4 of 1984 concerning Communicable Disease Outbreaks, Government Regulation Number 40 of 1991 concerning Management of Contagious Disease Outbreaks, and Regulation of the Minister of Health Number 1501 / Menkes / Per / X / 2010 concerning Certain Types of Infectious Diseases That Can Cause Outbreaks and Countermeasures. For this reason, in the context of efforts to prevent the Covid-19 epidemic early, Mekarwangi Community Health Center implements health protocols. This paper aims to examine how the application of health protocols for patients and health workers in the Mekarwangi Community Health Center to overcome the COVID-19 outbreak following the Decree of the Minister of Health (KMK) No. HK.01.07-MENKES-1591-2020. AbstrakCoronavirus Disease 2019 (Covid 19) adalah penyakit menular yang disebabkan oleh Severe Acute Respiratory Syndrome Coronavirus 2 (SARSCoV-2). Berkaitan dengan kebijakan penanggulangan wabah penyakit menular, Indonesia telah memiliki Undang – Undang Nomor 4 Tahun 1984 tentang Wabah Penyakit Menular, Peraturan Pemerintah Nomor 40 Tahun 1991 tentang Penanggulangan Wabah Penyakit Menular, dan Peraturan Menteri Kesehatan Nomor 1501/Menkes/Per/X/2010 tentang Jenis Penyakit Menular Tertentu Yang Dapat Menimbulkan Wabah dan Upaya Penanggulangan. Untuk itu dalam rangka upaya penanggulangan dini wabah covid – 19, Puskesmas Mekarwangi melakukan penerapan protokol kesehatan. Tulisan ini betujuan untuk mengkaji bagaimana Penerapan Protokol Kesehatan bagi pasien dan petugas kesehatan di lingkungan Puskesmas Mekarwangi dalam upaya penanggulangan wabah COVID-19 sesuai Keputusan Menteri Kesehatan (KMK) No. HK.01.07-MENKES-1591-2020.

Abstract

COVID-19 is a virus that is very dangerous for all humans in all corners of the world because this virus can attack anyone of all ages, gender, race, ethnicity, religion, profession, and others. To prevent the transmission of the COVID-19 virus from becoming increasingly high, the government has issued several regulations for the handling and handling of the COVID-19 pandemic. One of them is the implementation of large-scale social restrictions in several areas. This policy inevitably has a socio-economic impact on society and the government itself. The income level of residents has greatly decreased due to weak economic activity, and many have even lost their income due to layoffs. Meanwhile, the social assistance provided by the government has been misplaced and overlaps with local government assistance. The nominal amount received by each poor family is very inadequate to meet basic needs, where several officials for the distribution of social assistance often make illegal cuts and without the consent of the residents. This study uses legal research methods with an emphasis on normative-empirical research. The purpose of this study was to determine the problem factors and efforts to prevent and overcome COVID-19 in the area, especially in the location of Purwasari Village, Dramaga, Bogor.Keywords: COVID-19, Economic Factors, Health FactorsAbstrakCOVID-19 merupakan virus yang sangat berbahaya bagi seluruh manusia di segala penjuru dunia, karena virus ini dapat menyerang siapa saja dari semua kalangan usia, gender, ras, etnis, agama, profesi, dan lain-lain. Untuk mencegah penularan virus COVID-19 yang semakin tinggi maka pemerintah mengeluarkan sejumlah regulasi penanganan dan penanggulangan pandemi COVID-19. Salah satu di antaranya adalah penerapan pembatasan sosial berskala besar di sejumlah daerah. Kebijakan tersebut tak pelak menimbulkan dampak sosial ekonomi pada masyarakat maupun pemerintah sendiri. Tingkat Penghasilan warga, sangat menurun akibat lemahnya aktivitas perekonomian, bahkan banyak yang malah kehilangan pendapatan akibat terkena pemutusan hubungan kerja. Sementara bantuan sosial yang disalurkan pemerintah, banyak yang salah sasaran dan tumpang tindih dengan bantuan pemerintah daerah. Jumlah nominal yang diterima setiap keluarga miskin, sangat tidak memadai untuk memenuhi kebutuhan dasar, di mana sejumlah oknum Pejabat penyaluran bantuan sosial tersebut, sering melakukan pemotongan tidak resmi dan tanpa persetujuan warga. Penelitian ini menggunakan metode penelitian hukum dengan penekanan pada penelitian normatif-empiris. Tujuan Penelitian ini untuk mengetahui faktor permasalahan dan upaya pencegahan dan penanggulangan COVID-19 yang ada di daerah khususnya di lokasi Desa Purwasari, Dramaga, Bogor.
