Di Indonesia, meskipun angka pendaftaran sekolah terus meningkat, namun angka drop oill terutama di kalangan anak perempuan masih mcrupakan isu utama. Ketidak setarsaan gender di bidang pendidikan ini perlu mendapat perhatian. Dalam makalah ini, gcnder pcrspcktif digunakan untuk mengamati ketidaksetaraan pendidikan bagi kaum perempuan dan bagaimana hal tersebut dapat terjadi. Paper ini mengemukakan argumen bahwa peran gender yang ditanamkan oleh sosial budaya yang dominan dalam hal ini partriakal dinormalisasikan dalam lingkungan keluarga, diperparah oleh keterbatasan ekonomi, dan kemudian tercipta kembali di lingkungan pembelajaran pada gilirannya akan membawa kaum perempuan pada ketidaksetaraarl dalam bidang pendidikan.

The quality and the excellent ofan education is a hope and a step to reach in order to make come true the national education goal, especially in creating the quality and the competitively hutnan resources. But, subcorlsciously, the educational program developed by the government and private through the quality of school education institution had a high dcrnand and hope toward their student as their school label. Education as a well planned proccss, needs principles and objectives to be achieved. Education carried out in a certain country should be in Iinc with tlre objectives of the country. lslamic education, of course has principles and objectives in accordance with the lslamic teaching. The process to educate children is not easy. It should be well planned, well organized, focus and in line with Islamic thought. Preparation for children education should be started ever since a man or a woman tries to find his/her spouse. In Islam, the first fundamental requirement in choosing a soul mate is religion and good characters. A spouse who is devout to Allah the Almighty and his prophet Muhammad pbuh will generate a virtuous generation. Then, this generation is going to be the key people in creating peace and prosperiy on the earth.

Al-Faruqi is a very productive contemporary educational thinker and a Moslem scholar who has western educational background. I-Iowever, his thought still relbrs to Islamic teaching norms, Tauhid.. FIis view about fauhid is the basis for his thought and deed. In his concept, men are naturally bom with the potential to receive education. And through education men are going to be able to be the khalifatullah on the earth. In addition, he proposed Islamization of knowledge so that knowledge would refer and fruitful according to the essence of Tauhid. About curriculum, al-Faruqi suggests to implant Islamic teaching norm through lslamic cultural study. Then, for educational institution, he highlights the excellence of an institution called Tabyin and usrsh which were promoted by Hasan al-Bana for transmitting knowledge and transformation Islamic teaching l}om generation to the next generation.

National Exam, as a government policy to incrcase the quality of graduales education in lndonesia has been started since academic year 2002/2003. This policy produces many pros and cons in the society and results in under passing grade students. This is due to different levels educational quality in each region. ln the matter ofjuridisprudence, this national exam policy actually is not in line witlr the Act no 22 year 1999 about regional sutonomy. The Act states that education matter is a part of regional autonomy so that a region has rights to participate in conducting its education in accordance with its regional potential. fo observe this government policy on National Exam, the writer in this paper ernploys two theories; constitrutional and systemic.
