ABSTRACTThe purpose of this research to identitfy politics is a political act with efforts to channel aspirations to influence policies, control over the distribution of values that are considered valuable to the most fundamental demands, namely self-determination on a primordial basis. Abstract

Many countries have democratized by utilizing information and communication technology as e-government. Conceptually, e-government should increase participation which is equally called e-participation. Several studies confirm and reject this assumption. Some claim that there is no causal relationship between e-government development and e-participation progress. Continuing the debate, this article addresses how often the development of e-government is in line with the progress of e-participation. What pattern appears in the relationship between the two variables? Based on data provided by UNDP in EDGI and EPI scores, this article looks at Indonesia and other Southeast Asian countries that directly border Indonesia; Malaysia, Singapore, Brunei Darussalam, and Timor Leste. A series of categories are defined to facilitate analysis, such as low, moderate, and high fluctuations for EDGI and EPI respectively, then low, moderate, and high consistency and inconsistency for the confluence of EDGI and EPI. Taking into account the national income per capita of these countries, it is known that the potential for causality is more likely to occur in developed countries that have high national income per capita.

Abstract

Migration from Africa to Europe and Germany is a complex and controversial phenomenon with major socioeconomic impacts on countries. The phenomenon reached an unprecedented level at the dawn of the 21st century hitting records globally. Migration in Africa has been preoccupied and shaped by pre-colonial, colonial, and post-colonial eras. The Trans-Atlantic slave trade is a typical example of this which shows the movement of millions of Africans to America and Europe in particular. To migrate means to move from one settlement to the other and this movement is always guided by policies and regulations. The stay of African migrants in Germany has both advantages and disadvantages. German policy on the integration and deportation of African migrants is well outlined and discussed in the work. Evidence shows that the country’s migrant policy comprises a set of rules and regulations that respect humanity and order.  The author discussed the key main policies on integration and deportation and propose some recommendations to the German policymakers. This work used a qualitative research method to build a convincing chain of evidence, which entails the exploration of scholarly works such as books, journal articles, newspapers, magazines, etc. However, in this paper, only field notes and secondary data are utilized. Furthermore, theoretical analysis and approaches are also used.

Abstract

This study aims to examine Implementation Of The Prosperous Africa Program United States Government  Foreign Assistance In Africa. The interests of the United States Government to maintain security and prosperity is a priority that is carried out by America. Africa is one of the continents that has received more attention from the United States in recent decades, with potential starting to show in Africa and American interests, hence the Prosperous Africa Initiative program created during the Trump administration. However, due to the lack of research examining Prosperous Africa, this research is expected to be a reference for studying the implementation of development assistance points. Conceptually, foreign aid is provided by developed countries to assist development in developing countries, but of course it is also motivated by their interests. In this case, two African countries are used as case studies, namely Nigeria and Kenya. This program has increased the added value of the agribusiness sector, especially the tomato processing industry. In Kenya Prosper Africa has helped improve technological capabilities in the agricultural sector, especially irrigation systems. This program is a manifestation of the interests of the United States Government to balance China's influence on the African continent. A good agricultural sector will create great agribusiness sector opportunities, Prosperous Africa sees such opportunities in Nigeria and Kenya, with the strength of the American Government through technology for agriculture being an opportunity for American companies and the private sector to take advantage of.Keywords: Implementation; Prosperous Africa Program; Foreign; Government

Abstract

The purpose of this research is to describe and analyze and identify aspects that hinder the implementation of the Presidential Instruction no. 3 of 2003 in Jember Regency. This research uses a qualitative research type with purposive technique. The theory refers to the Implementation of Donald Van Meter and Van Horn and Daniel A. Mazmanian Paul A. Sabatier. The results of this study indicate that the implementation of Presidential Instruction No. 3 of 2003 is still running relatively well. The limited understanding of the implementor, financial resources and human resources as well as the inequality of the socio-political, economic and technological conditions are factors that are less than optimal in the results achieved by the Jember Regency Government. The recommendations for this implementation are increasing the understanding of implementors by conducting socialization, increasing the quality and quantity of human resources with trainings in the field of information technology, providing adequate infrastructure, the need for a clear legal umbrella (PERDA), and the need to simplify the applications developed. Regional Government of Jember Regency.
