Abstract

The Cek Kesehatan Gratis (CKG) program is one of Indonesia's national priority initiatives designed to improve equitable access to preventive healthcare services. This study aims to analyze the implementation of the CKG program in Saka Kajang Village, Pulang Pisau Regency, Central Kalimantan Province. A qualitative descriptive approach was employed to obtain an in-depth understanding of the program's implementation. Data were collected through in-depth interviews with key stakeholders, field observations, and a review of relevant documents and literature. The findings indicate that the program has generally been implemented effectively and has been positively received by the local community because it improves access to free health screening services. Despite these achievements, several challenges remain, including limited healthcare facilities, inadequate financial and human resources, and the need for stronger coordination among implementing agencies. These constraints may affect the consistency and sustainability of program implementation if not adequately addressed. The study concludes that strengthening institutional coordination, improving resource allocation, and maintaining government commitment are essential to enhance the effectiveness and long-term sustainability of the CKG program. These findings provide practical implications for local governments, policymakers, and researchers seeking to strengthen the implementation of preventive healthcare policies in Indonesia.

Abstract

Polling-station supervision in local elections requires alignment between supervisory capacity and field-level demands; however, polling station supervisors are often treated as a homogeneous workforce despite significant variations in characteristics and working contexts. This uniform approach may lead to policy–capacity mismatches, including inappropriate task allocation, uneven supervision quality, and potential bias in performance evaluation, which can affect electoral integrity. Despite growing attention to electoral governance, data-driven approaches in managing supervisory human resources remain limited, with practices still dominated by administrative and uniform models. This study addresses this gap by applying a data-driven segmentation framework using recruitment data from 2,197 polling station supervisors in the Bangka Belitung Islands, integrating Market Basket Analysis (MBA), Principal Component Analysis (PCA), and K-Means clustering. The results identify three distinct profiles: (1) younger supervisors with limited experience requiring technical support, (2) a highly diverse segment requiring flexible and context-specific management, and (3) more stable mid-aged supervisors with stronger adaptability. These findings demonstrate that polling station supervisors cannot be managed uniformly; instead, segmentation enables differentiated policy design, including targeted training, more precise deployment, and fairer performance evaluation. This study contributes by advancing data-driven governance in electoral supervision and bridging data analytics with public policy in election management.

Abstract

This study examines the structural vulnerability of regional economic resilience in Kabupaten Pesisir Selatan, Indonesia, focusing on the weak bargaining position of small-scale food crop farmers and fishers within market structures. It analyzes how the predominance of producers as price takers contributes to unstable household income and regional economic fragility, and formulates policy directions to strengthen their market position. The research employs a qualitative policy analysis using a desk study approach. Data were collected from official statistics, government planning documents, regulatory frameworks, and relevant academic literature. The main issue was identified through the Urgency, Seriousness, and Growth (USG) method, while alternative policies were evaluated using Dunn’s criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and feasibility. The findings indicate that economic vulnerability is driven more by structural market constraints than by low production levels. Limited market access, weak economic institutions, dependence on intermediaries, and minimal value addition reinforce producers’ position as price takers. Among the evaluated alternatives, strengthening collective marketing through producer economic institutions such as farmer groups and cooperatives emerges as the most feasible and effective strategy. The study concludes that institutional strengthening and market structure reform are more relevant than production-oriented interventions alone in enhancing regional economic resilience. However, further empirical research is needed to assess implementation dynamics at the local level.
