Abstract

Saat ini, urgensi penilaian kinerja anggaran birokrasi semakin meningkat seiring dengan kebutuhan pengukuran kinerja sektor publik dalam manajemen kinerja sektor publik. Salah satunya adalah pengukuran kinerja pelaksanaan anggaran satuan kerja yang kemudian dinilai berdasarkan Indikator Kinerja Pelaksanaan Anggaran (IKPA). IKPA telah dirancang sebagai suatu mekanisme penilaian yang pada akhirnya memberikan stimulus positif bagi birokrasi untuk dapat lebih efektif, efisien, dan ekonomis dalam perencanaan dan pelaksanaan anggaran satuan kerja sesuai prinsip Value for Money. Penelitian kuantitatif ini menunjukkan bahwa ada beda rata-rata nilai akhir IKPA satuan kerja di lingkup KPPN Blitar di Tahun 2022 dan Agustus 2023, sehingga perlu analisa lebih lanjut untuk mengelompokkan satuan kerja menggunakan Fuzzy C-Means berdasarkan nilai capaian delapan indikator IKPA formulasi Tahun Anggaran 2022. Dari hasil clustering diperoleh 2 (dua) klaster optimal dengan banyak anggota 41 satuan kerja di klaster pertama dan 44 satuan kerja di klaster kedua. Pengelompokan menunjukkan bahwa pada klaster pertama diperlukan dorongan dalam pencapaian kinerja indikator Deviasi Halaman III DIPA dan indikator Penyerapan Anggaran dan pada klaster kedua diperlukan dorongan untuk pencapaian indikator Data Kontrak dan Penyelesaian Tagihan. Hasil pengelompokan diharapkan dapat dijadikan dasar pengambilan kebijakan dalam manajemen dan pengukuran kinerja anggaran, khususnya untuk memenuhi ekspektasi penegasan arah kebijakan IKPA 2023.

Abstract

The open selection for the position of Director General of Immigration at the Ministry of Law and Human Rights has become a historic moment with the opportunity for non-civil servants to be involved as candidates. This phenomenon illustrates that the public has high hopes for the Director General of Immigration who will be elected. The hope is that Indonesian Immigration will be more advanced and ready to face challenges. This is descriptive research using a literature study that uses various data and information related to Immigration issues, the selection of the Director General of Immigration and the challenges of Immigration in the future. The Director General of Immigration must be able to be an example (example), have sufficient experience (experience), educated (education), understand the environment and organizational values (environment) and be able to evaluate the program well (evaluation). Therefore, it is important to remind that the Director General of Immigration must understand the work culture of the organization, the ability to change for the better, the ability to make effective decisions, the ability to lead and communicate, the drive to be able to collaborate with strategic partners, equal opportunities in order to develop capacity, be able to achieve performance targets, maximize assets and potential, manage the quality of public services that are getting better and the ability to bring this organization to a better direction.

Abstract

Infrastructure planning and budgeting policies in West Sumatra Province have not been effective in reducing spatial inequality, as basic services such as transportation, drinking water, and sanitation remain unevenly distributed. The transportation sector, despite having the highest forward linkage value (1.67) and serving as a key driver for other sectors, demonstrates suboptimal performance, reflected in an Incremental Output Ratio (ICOR) of 6.8%, well above the ideal benchmark of 3–4%. Limited regional fiscal capacity, compounded by mandatory spending obligations in education, health, and other sectors, further restricts the allocation of resources for road development and management. Within this context, the available policy choices are to increase revenue, spend more effectively, or adopt creative financing schemes. This study aims to formulate policy recommendations for road infrastructure planning and budgeting that contribute to reducing regional disparities, employing the Analytical Hierarchy Process (AHP) method based on the preferences of key policymakers in the West Sumatra Provincial Government. The analysis indicates that a better spending strategy is the most preferred option. Its successful implementation, however, requires strong political commitment from regional leaders and legislators, a cultural and organizational shift among stakeholders in infrastructure governance, and the reinforcement of legal mechanisms through more effective systems of program monitoring and evaluation.

Abstract

This study examines the implementation of collaborative governance in addressing sexual violence cases in Malang City, a pressing issue that disproportionately affects women and children. The research is driven by the persistence of patriarchal cultural norms and weak parental supervision, which exacerbate the problem. Employing a qualitative approach, data were collected through field observations and in-depth interviews with government agencies, psychologists, and civil society organizations. Analysis was conducted using Ansell and Gash’s collaborative governance framework in conjunction with Creswell’s data analysis model. The findings indicate that collaborative governance, coordinated by the Department of Social Affairs P3AP2KB, strengthens service integration by providing psychosocial assistance and legal support to victims. The study underscores that multi-stakeholder partnerships are essential for ensuring access to justice and effective victim protection. From a policy perspective, the results demonstrate that sustained institutional synergy, active participation, and resource sharing are prerequisites for effective collaborative governance. The study offers practical insights for local governments in Indonesia seeking to design collaborative mechanisms capable of responding to complex social issues such as sexual violence.

Abstract

The study focuses on a literature-based analysis of data-driven approaches to developing civil servants’ competencies. Using a thematic synthesis method, it reviews research findings, national policies, and institutional reports related to human resource development in the public sector. The results indicate that most civil servant training programs remain ceremonial, lack evidence-based needs assessments, and have limited impact on performance. Implementing a Human Resource Information System (HRIS) can objectively map competency gaps, support the design of relevant training programs, and improve training budget efficiency. The study highlights the need to shift from an administrative to an evidence-based training management approach as a prerequisite for building a professional, adaptive, and accountable bureaucracy. it recommends strengthening integrated personnel information systems, enhancing the analytical capacity of HR officials, and harmonizing regulations to ensure sustainability in national competency development strategies. The novelty of this study lies in its integrative conceptual framework, which combines HRIS utilization with transformational leadership as dual drivers of data-driven competency development. Practically, it provides a roadmap for optimizing competency-based training through systematic needs assessments, data integration, and leadership-driven cultural transformation to enhance efficiency, accountability, and service quality in the public sector.

Abstract

This study examines the factors influencing user satisfaction at the Regional Library of West Sumatra Province. Persistent user complaints regarding staff responsiveness, facility comfort, and declining engagement indicate service deficiencies that require systematic analysis. The study aims to assess how service quality, managerial interpersonal competence, and service facilities, both individually and collectively, affect user satisfaction. Using a quantitative approach with a survey method and proportionate stratified random sampling, data were collected from 392 users in 2024 and analyzed through multiple linear regression. The results show that all three variables have a positive and significant effect on user satisfaction. Service quality emerged as the most dominant predictor, followed by managerial interpersonal competence and service facilities. Together, these factors explain a substantial proportion of the variance in user satisfaction. The findings emphasize the practical need to enhance service quality, staff competence, and infrastructure while also strengthening the theoretical understanding of user-centered service delivery in public libraries. This study reaffirms the relevance of integrated service quality frameworks for improving user satisfaction and underscores the necessity for libraries to adapt to changing user expectations in the digital era.

Abstract

This study examines how ministerial policies on religious moderation are institutionally integrated and effectively implemented within State Islamic Higher Education Institutions (Perguruan Tinggi Keagamaan Islam Negeri, hereafter PTKIN). The research aims to analyze the alignment between national policy directives and institutional practices at the university level. Using a qualitative case study design, data were collected through observation, in-depth interviews, and documentation. The data were analyzed using the Miles, Huberman, and Saldaña interactive model, with validity ensured through triangulation. The findings reveal two key results. First, although the Ministry of Religious Affairs has formally incorporated religious moderation into institutional planning at PTKIN, the lack of detailed technical guidelines and standardized implementation mechanisms has led to fragmented practices. Second, institutional factors such as the Ministry’s hierarchical structure, the quality of human resources, and an academically grounded culture of religious moderation facilitate policy realization but are constrained by weak internal monitoring and the absence of a binding legal framework. These findings highlight the need to translate normative policy commitments into enforceable institutional mechanisms, particularly within higher education systems characterized by administrative decentralization and academic autonomy.

Abstract

Makassar, Indonesia’s fourth-largest city, faces escalating food security challenges amid rapid urbanization, prompting the municipal government to introduce the Lorong Wisata program, which integrates urban farming to enhance local food self-sufficiency. This study critically examines the governance structure of the program’s governance network, focusing on network configuration, coordination mechanisms, and power relations among actors. Employing a qualitative case study guided by Klijn and Koppenjan’s governance network framework, data were collected through semi-structured interviews, field observations, and document analysis, then analyzed using thematic coding and inductive actor mapping. The findings reveal a fragmented governance network dominated by the municipal government’s vertical authority, with weak cross-sectoral collaborationparticularly with universities and private actors. Institutional fragility is reflected in the absence of functional task forces and technical teams mandated by local regulations, resulting in symbolic rather than substantive coordination. The study concludes that formal multi-actor designs remain limited in contexts shaped by state-centric governance logics, as symbolic coordination and fragmented trust constrain the transformative potential of community-based food initiatives. Strengthening inclusive partnerships, rebuilding trust, and fostering deliberative coordination are essential to advancing sustainable urban food security governance.

Abstract

The issuance of Ministry of Finance Regulation (MoFR) No. 6/2021 has raised legal and administrative concerns among business actors. This study examines the implementation of Value-Added Tax (VAT) provisions governing the supply of prepaid credits and starter packs by Next Tier Distributors, identifies key factors influencing implementation, and highlights a significant misalignment between field practices in VAT collection and the regulation’s original policy objectives. Using a qualitative approach, data were collected through in-depth interviews with business actors and a review of relevant literature. The findings reveal that MoFR 6/2021 has created regulatory uncertainty among Taxable Persons, prompting some businesses to strategically choose the Next Tier Distributor designation to avoid the administrative and financial burdens associated with VAT collection. The inconsistency between the VAT Law and MoFR 6/2021 has also produced regulatory dualism, leading to confusion and reduced compliance. Supporting factors for implementation include the availability of educational materials from the Directorate General of Taxes, while inhibiting factors are regulatory uncertainty and partial non-compliance. This study recommends aligning MoFR 6/2021 with the VAT Law, simplifying distribution tiers, and strengthening outreach to Taxable Persons.

Abstract

This study evaluates the effectiveness of the investment facilitation policy in Boyolali Regency to determine the extent to which it has achieved its intended goals and to identify the main implementation challenges. Using a descriptive qualitative case study approach, data were collected through in-depth interviews, field observations, and document analysis. The policy evaluation focuses on four aspects of policy performance: input, process, output, and outcome. The findings indicate that although policy outputs generally align with the established targets, several weaknesses persist, particularly in the quality and capacity of human resources, the condition of supporting road infrastructure, and the consistency of communication between the government and investors. These weaknesses limit the overall impact of the investment facilitation policy on regional investment growth. The study concludes that strengthening institutional capacity and improving policy socialization are essential to enhance policy effectiveness. This research contributes to the broader literature on local investment governance by providing empirical insights into the barriers that hinder effective policy implementation at the subnational level.
