Abstract

Tujuan utama penelitian ini yaitu mendeskripsikan secara lengkap Kinerja Perusahaan Daerah Air Minum (PDAM) dalam pelaksanaan Program Hibah Air Minum. Bagaimana produktivitas, kualitas layanan, responsitas, respontabilitas dan akuntabilitas yang telah dilaksanakan. Serta faktor apa saja yang mempengaruhi dalam pelaksanaan Program Hibah tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan tipe deskriptif-kualitatif. Teknik penarikan sampel menggunakan purposive sampling dengan jumlah sampel 10 orang. Teknik pengumpulan data yang digunakan adalah observasi, wawancara dan studi dokumentasi. Setelah data terkumpul kemudian dianalisi dengan teknik meliputi reduksi data, penyajian data, dan verifikasi atau penarikan kesimpulan. Hasil dari penelitian menunjukkan kinerja Perusahaan Daerah Air Minum (PDAM) dalam pelaksanaan Program Hibah Air Minum di Kabupaten Hulu Sungai Utara ini tidak sepenuhnya dapat dikatakan baik, karena dari beberapa indikator yang digunakan masih ada yang belum terpenuhi seperti dari segi produktivas, kualitas layanan, dan responsivitas, sedangkan yang terpenuhi yaitu dari segi responsibilitas dan akuntabilitas. Walaupun masih ada kekurangan akan tetapi program tersebut tetap berjalan dan masih banyak masyarakat yang ingin mendapatkan. Di samping itu ada beberapa faktor yang berkaitan dengan pelaksanaan program hibah air minum ini yaitu tidak adanya sosialisasi langsung kepada masyarakat, pembayaran insentif yang lambat, calon pelanggan tidak ada ditempat, banyaknya keluhan masyarakat serta standar pemasangan yang berubah. Abstract

This study aims to test and explain community Opinion against the quality of basic education and empowerment School Committee on elementary school in Tabalong Regency with 96 people samples. The data is processed by using a descriptive analysis. The results of this research show the quality standard of education elementary school in Tabalong Regency based on National Education Standards are expressed quite well. Views of several indicators of the quality of education primary school Land in Tabalong Regency based on National Education Standards are expressed quite well. Views of several indicators of the quality of education in primary school Tabalong Regency Indicator Standard compentensi Standard content, Graduation, standards Management, standards and Assessment Standard cost can catagore very good, while Standard process with catagore good, Standard Competencies and produce educators with catagore is quite good as well as the standards and infrastructure with Availability of facilities owned by the school Committee on SDN in Tabalong Regency, was largely unavailable, or available but not complete. Abstract

This study aims to analyze the Implementation of the Policy on the Ban on the Opening of Agricultural Land by Burning Based on Law Number 32 of 2009 in Warukin Village, Tanta Subdistrict, Tabalong Regency and to find out what costs affect the Implementation of the Banned Agricultural Land Prohibition Policy - Law Number 32 of 2009 in Warukin Village, Tanta Subdistrict, Tabalong Regency. Data Collection Techniques in this study is observation and interview. The data collected was then described and analyzed with descriptive analysis techniques that provided an overview of the Implementation of the Policy on the Ban on the Opening of Agricultural Land by Burning Based on Law Number 32 of 2009 in Warukin Village, Tanta Subdistrict, Tabalong Regency with three stages: data reduction, data presentation and reduction of conclusions. The results of the study are as follows: 1) Policy for Prohibiting the Opening of Agricultural Land by Burning Based on Law Number 32 of 2009 in Warukin Village, Tanta Subdistrict, Tabalong District, in fact the field has been implemented; 2) It turns out that the fact that Bambang Sunggono is a factor that is an obstacle or an obstacle to policy implementation is not fully proven in the field. Abstract

Research objectives are 1) Knowing the construction of infrastructure and facilities in the District E-Government Tabalong. 2) Identify factors driving and inhibiting the development of E-Government policy in the District Tabalong. 3) Find a solution that has been done to address the factors inhibiting the implementation of E-Government in the District Tabalong. The research conducted was descriptive method. The population in this study is the District Government Bureaucrats officials as many as 6 people Tabalong technique of determining the sample was purposive sampling. Interview data collection techniques and documentation. While the processing techniques and data analysis using qualitative descriptive techniques. From the results showed that: 1) Development of infrastructure and E-Government in the District Tabalong not fully come to fruition. 2) Inhibiting factor found in the development of E-Government in the District Tabalong consist of such factors as: a) the individual cultural barriers, b) Development of systems / applications lack of planning and coordination among SKPD so it is not uncommon to have purchased an application that can not be utilized optimally, c) The budget is still minimal and the absence of contract after installation of information systems developers and there is no agency that specifically examines the development of standards or specifications and the development of E-Government system by default. 3) The solution in implementing e-Government policy on Tabalong district is to provide computer networking facilities and adequate in every SKPD and support the data is accurate and up to date periodically and is accessible to all parties who need to use ICT and qualified human resources to support decision-making process environment Tabalong County Government, harmonious cooperation with all relevant SKPD on the development of systems / ICT-based applications according to existing regulations, to allocate a special budget for the development of e-government as well as the formulation of Standard Operating Procedure (SOP) is clear and supported The team with the formation or function taks force that runs the E-Government implementation environment Tabalong Regency Government. Abstract

This research aims to analyze the influence of human resources, information technology and the quality of financial reports on listed of UKM on the Department of cooperatives, small and medium enterprises Tabalong Regency. Specifically the purpose of the study was to (1) test the influence of human resources to the quality of the financial report of on listed of UKM on the Department of cooperatives, small and medium enterprises Tabalong Regency, (2) to test the influence of information technology to the quality of financial reporting on listed of UKM on the Department of cooperatives, small and medium enterprises Tabalong Regency. This research includes research eksplanatory research. Sampling method with the method of probability sampling. The technique used is the sample the sample random sampling techniques (simple random sampling), namely by means of a lottery. There are 41 respondents in this research. Methods of data analysis using Generalized Structured Component Analysis (GSCA) the results of this study suggest that (1) the human resources impact the quality of the financial statements. Abstract

This research aims to find out how much influence organizational culture toward individual behavior by testing the hypothesis that organizational culture effect significantly to individual behavior. The sampling technique used was total sampling, as many as 30 respondents. The research approach is quantitative statistics. Methods of analysis used is simple with the help of regression software SPSS 19. Based on research results, note that the organizational culture at the Land Office Tabalong Regency in General is very powerful and influential positive individual behavior towards members of the organization. This is reflected from the level of individual behavior is generally high. The value of the variable correlation organizational culture toward individual behavior is a significant variable with a value of r = 0.694. The result of the Adjusted R Square retrieved number 0.463 or large influence organizational culture toward individual behavior is 46%. Keywords: organizational culture; individual behavior

Abstract

Community participation has many forms, ranging from direct community participation in government programs and indirect ones, such as donations of funds, energy, thoughts, and opinions in government policy making. The success of the implementation of village development depends largely on the role of the government and the community. But in reality the level of Community Participation for the Development of Pandamaan Village, Danau Panggang Subdistrict at the socialization stage and until the implementation stage of infrastructure development activities is still relatively low. The research method used in this study is a qualitative descriptive method in which data collection techniques using observation, interviews or interviews, and documentation with the number of informants as many as 20 people in Pandamaan Village, Danau Panggang District, Hulu Sungai Utara District. Based on the results of the research, Community Participation in Development In Pandamaan Village, Danau Panggang Subdistrict, Hulu Sungai Utara District was still relatively low, seen from community participation in mental and emotional involvement, not involved in the involvement of giving ideas, roles or motivation, encouragement to contribute, in the form of material (money), energy, or facilities, considered to be non-existent. in terms of accepting responsibility, including in the utilization of results and maintenance of development results, considered fair, in planning and decisions, determining the location of the community helped, the community was not involved to become labor because of lack of expertise, in the implementation stage the community was less concerned, there was no supervision and evaluation from the community and for the utilization of results related to the data collection and the establishment of a community development maintenance group does not matter. Abstract

The main objective of this research is to describe in full the Performance of Regional Water Supply Companies (PDAMs) in the implementation of the Program Drinking Water Grant. How productivity, service quality, responsiveness, responsiveness and accountability have been implemented. And what factors influence the implementation of the Grant Program. This study uses a qualitative approach with descriptive-qualitative type. Which is where the sampling technique uses purposive sampling with a sample of 10 people. Data collection techniques used are observation, interviews and documentation studies. After the data is collected, then it is analyzed with techniques including data reduction, data presentation, and verification or drawing conclusions. The results of the study show that the performance of the Regional Water Supply Company (PDAM) in the implementation of the Water Hibah Program in Hulu Sungai Utara District is not entirely good, because there are still some indicators that have not been fulfilled such as in terms of productivity, service quality, and responsiveness, while what is fulfilled is in terms of responsibility and accountability. Although there are still deficiencies, the program continues to run and there are still many people who want to get it. In addition, there are several factors related to the implementation of this drinking water grant program, namely the absence of direct socialization to the community, slow incentive payments, potential customers not in place, many public complaints and changing installation standards.
