Abstract

The central government provides a budget to the village in the form of village funds to increase the budget for development, services, and community empowerment that have been budgeted by the government, which is large enough each year to be given to the village. The purpose of this study was to examine the effect of the use of village financial systems, community participation, and accessibility of financial statements on the management of village funds with the competence of village officials as moderating variables in Rokan Hulu Regency. The population in this study were villages in Rokan Hulu Regency as recipients of village funds, namely 139 villages. The sampling technique used in this study was proportional stratified random sampling, and the respondents in this study consisted of: village head, village secretary, head of finance, and BPD, so that the respondents amounted to 412 people. The data collection technique used in this study was to use a questionnaire. The data analysis used Warp PLS. The results of this study indicate that the utilization of village financial systems, community participation, and accessibility of financial statements affect the management of village funds. The competence of village officials moderates the effect of the use of village financial systems and community participation on the management of village funds. However, the competence of village officials does not moderate the effect of the accessibility of financial statements on the management of village funds.

Abstract

Human insecurity of the Arid and Semi- Arid (ASALS) Northern Kenya is indeed a challenge towards realization of equal spatial-geographical development. Even though devolved systems of Government is in place towards near achievement of equal development through being disbursed for Equalization Funds on top financial yearly disbursement of funds to the counties in accordance to the constitution 2010 provisions on devolution, the region remains largely underdeveloped as compared to other regions in Kenya. Insecurity in this region are aggravated by practices such as cattle rustling in which sophisticated weapons like AK47 and M16 rifles are used by rustlers and terrorists more specifically Al-Shabaab especially in Mandera, Wajir, Garrisa and Lamu Counties. In addition, the Al-Shabaab use IED, hand propelled granades, landmines, matchettes amongst other lethal weapons. The scenario is that Civil servants more specifically non-locals in various sectors e.g. education, health, agriculture, security perceive the regions as being very insecure. The purpose of the study is to determine effects of insecurity on socio-economic development. Specific objectives were to establish: effects of insecurity on trade in Northern Kenya; to establish effects of insecurity on crop and livestock farming and to establish effects of insecurity education on health services. The study was underpinned by peaceful co-existence theory. The study established that there is a strong relationship between (in)security and socioeconomic development, that the insecurity in Northern Kenya has negatively affected trade, health services and livestock and livestock framing. Many civil servants flee the area because of the hostility that characterize the region. The findings have implications for security agencies drawn from the Ministry of Interior and Defense and County security apparatus to work closely with the local communities towards attainment of sustainable peace.

There are nine reasons for both of their inefficacy and their efficacy and followed by ten challenges faced by the students in writing courses. Lecturers can help students to enhance their writing self-efficacy by applying the innovative teaching strategies and students should learn more on linguistics and writing self-efficacy, practising more, reading more books, and also conducting a study group together with their friends.

Abstract

Environmental Management Accounting (EMA) supports environmental and green resources management strategies. EMA can facilitate environmental actions from organizations or companies to create superior performance by aligning actions or behavior with the goals and values the organization or company wants to achieve. By aligning environmental resources and using an appropriate management accounting system, it is hoped to facilitate the management of green resources and support the achievement of strategic goals, resulting in increased sustainability performance. The hypothesis in this theoretical model is that the Environmental Management Accounting mechanism can help businesses coordinate, measure, and manage better, namely displaying GIC elements, green human capital, green structural capital, and green relational capital, which can improve Environmental Performance. Consequently, this study is inspired by resource orchestration theory and presents a new approach, natural resource orchestration. The purpose of this study to investigate how business rely on EMA to interpret GIC into Environmental Performance. A sample of forty firms was obtained, based on the data collected from the Annual Reports and Sustainability Reports of companies registered on the Indonesia Stock Exchange (BEI) and following PROPER working in the energy industry. The Statistical Package for the Social Sciences (SPSS version 20) was used to test the model theoretically and used path analysis. These results bolster the idea that EMA mediates the relationship between GIC and environmental performance.

Abstract

The number of scientific publications produced by Indonesian Collaborating Partners is still not optimal. When comparing the number of international research partnerships with the indicator of the number of Research Permits issued, the overall performance of international scientific publications resulted by Indonesian Partners, especially joint publications (co-authorship) Indonesian researchers and foreign researchers, is still very low. This study examines the research management undertaken by Indonesian partner institutions in international collaborative research and its positive impact on scientific publication performance. The research adopts a qualitative approach. Primary data were collected through structured in-depth interviews with 31 key informen selected using purposive method. Risk management analysis has been applied as theoretical framework to explain the implementation of research partnership carried out by Indonesian partner institutions in international research collaboration. The performance of scientific publications is more an achievement of strengthening management undertaken by Indonesian partner institutions formulated into mutually agreed clauses in collaborative research agreements with foreign institutions, rather than being the outcome of foreign research permit policy.
