Abstract

Empowering women as leaders is an important target in human development both at the global level and at the national level in Indonesia because it can increase the country's competitiveness and promote inclusive growth. This research aims to contribute to efforts to reduce the gender gap in leadership by increasing women's digital literacy. This research method uses a literature study using secondary data and the data collection method is library research. This study concludes that efforts to increase digital literacy (agility, adaptability, and fluency) by women as leaders are determined by culture which provides opportunities for women to easily access information technology (digital access), and digital infrastructure support.ABSTRAKSIPemberdayaan perempuan sebagai pemimpin merupakan target penting dalam pembangunan manusia baik pada tingkat global maupun di tingkat nasional di Indonesia karena dapat meningkatkan daya saing negara dan mendorong pertumbuhan inklusif. Penelitian ini bertujuan untuk berkontribusi dalam upaya mengurangi kesenjangan gender kepemimpinan dengan meningkatkan literasi digital perempuan. Metode penelitian ini menggunakan studi literatur dengan menggunakan data sekunder dan metode pengumpulan data adalah studi Pustaka. Penelitian ini menyimpulkan bahwa upaya peningkatan literasi digital (agility, adaptability, dan fluency) oleh kaum perempuan sebagai pemimpin ditentukan oleh budaya (culture) yang memberi kesempatan kepada perempuan untuk dengan mudah mengakses teknologi informasi (digital access), dan dukungan infrastruktur digital.

Abstract

Home is very important for life because it is one of the basic needs for humans besides clothing and food. Every individual human being will prioritise the fulfilment of basic needs over secondary needs, as well as the need for a house, everyone will try Qualitative descriptive method was used in this study. Data collection techniques commonly used in qualitative research are observation, interviews, and documentation. In addition, Sofyandi (2008) argues that to increase the productive contribution of an organisation's human resources, human resource management is defined as a strategy for applying management functions, namely planning, organising, leading, and controlling, in all human resource activities and operations, starting from attraction, selection, training and development, placement, and so on. Fair and competitive work compensation can motivate PNPPs to achieve higher work performance. Work compensation is one of the important factors that influence work motivation. Job satisfaction can be influenced by the extent to which employees are satisfied with the compensation they receive. High job performance tends to contribute to job satisfaction.

Abstract

The purpose of this study is to identify the factors that influence the competence of human resources (HR) in the use of the Police Administration Digitalization tool (AK) 23 and to formulate strategies to improve HR competence. The researcher analyzes the factors affecting HR from 8 factors, namely Beliefs and Values, Experience, Skills, Personality Characteristics, Intellectual Ability, Motivation, Emotional Issues, and Organizational Culture. This research uses a qualitative method with a scope in the Pusinafis Bareskrim Polri and Regional Identification. The research analysis technique used is descriptive analysis. The results of research from 8 factors found 1 factor that most influences, namely Organizational Culture. From these problems, the researcher offers strategies that can be used to improve HR competence which in the end can increase the achievement of fingerprint data input. The results of this study are expected to be used as a reference and material for preparing the next Pusinafis strategic plan (Renstra) in 2025 to 2029. And most importantly, the need for commitment and concern from the Police leadership to overcome the problems of Regional Identification.

Abstract

The purpose of this study is to determine the aspects contributing to resistance to the implementation of criminal policies and establish implementation strategies. To have an effective and accountable criminal justice system be formed. The resistance is provided by pretrial. The impact of this mechanism is substantial because can invalidate the law enforcement that has been established over the years and must be procreated from the beginning. The methodologies used involve qualitative research. Data was obtained through document reviews, interviews, and FGD. The results revealed that the factors determining pretrial submission harmonize with Grindle's theory that can be separated into 2 (two) aspects namely content and context of policy. Furthermore, the author reveals two additional factors. The strategies are also classified into two scopes. Internally, the DGT modifies criminal policy, annotates verdicts, and strengthens implementer unit. Externally, enhances coordination with other stakeholders in the integrated criminal justice system.

Abstract

The background to this research is that the implementation of family quality and human resource management system support is not yet optimal, especially for female civil servants. The novelty of this research is that it is a strategy for family quality that includes female civil servants in government agencies. This research aims to determine the factors that influence and strategies for the quality of family inclusion in female civil servants. Qualitative research method with a case study of female civil servants at Ministry of Women’s Empowerment and Child Protection RI (MoWECP) in October 2023 – February 2024, 7 key informants, with INVIVO Program and Gender Analysis Pathway. The results of this research are the importance of factors that influence family quality as a form of family support system. The strategy for inclusive HR management for female civil servants is the implementation of Flexible Working Arrangements (FWA), structured performance dialogue, strengthening the BerAKHLAK culture, optimal talent management, and the formation of gender working groups in agencies capable of creating a conducive work environment which is adapted to the work culture and local wisdom of each institution.

Abstract

Salah satu permasalahan yang dihadapi oleh Aparatur Sipil Negara (ASN) di Pemerintah Provinsi Sumatera Barat adalah kurangnya kepekaan dalam mengelola keragaman, serta memperhatikan kepekaan gender dan disabilitas dalam pelayanan publik. Penelitian ini bertujuan mengkaji penerapan kompetensi sosial kultural dalam perspektif GEDSI (Gender Equality Disability and Social Inclusion) dan strategi pengembangannya pada ASN di Sumatera Barat. Penelitian menggunakan pendekatan deskriptif kualitatif dengan teknik purposive sampling dengan melibatkan delapan informan. Teknik pengumpulan data meliputi wawancara, observasi lapangan, dan analisis dokumen, sedangkan analisis data dilakukan melalui reduksi, penyajian, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa kompetensi sosial kultural ASN dalam perspektif GEDSI, yang mencakup keragaman budaya, empati sosial, kepekaan gender, disabilitas, serta kelompok rentan lainnya, belum optimal. Diperlukan political will dan komitmen yang lebih kuat untuk mengarusutamakan GEDSI di seluruh sektor pembangunan. Strategi yang dirancang meliputi internalisasi dimensi sosial kultural, penguatan pra-syarat pengarusutamaan GEDSI, dan perencanaan anggaran yang responsif GEDSI. Rekomendasi penelitian menekankan pentingnya memasukkan perspektif GEDSI dalam dokumen perencanaan strategis, operasional, dan penganggaran untuk mendukung pembangunan inklusif dan berkeadilan.

Abstract

This study was conducted to find factors that influence the Merit System Index Value in State Civil Apparatus Management at the Witness and Victim Protection Agency (LPSK), and to find strategies to increase the Merit System Index Value in State Civil Apparatus Management at the Witness and Victim Protection Agency. The research methodology used is descriptive qualitative. Data were obtained from in-depth interviews with key informants, books, journals, laws and regulations, and other related documents. The results of the study are that the factors that influence the Merit System Index Value in State Civil Apparatus Management at the Witness and Victim Protection Agency include laws and regulations, leadership, diversity, digital transformation, organizational culture, and politics. Therefore, the strategies that need to be carried out by the Witness and Victim Protection Agency to be able to increase the Merit System Index Value in State Civil Apparatus Management include 1) short-term strategies include aspects of socialization and training, determination of policies and regulations, appointment of a Merit System Index improvement work team, development of the Personnel Information System; 2) medium-term strategies include aspects of Merit System evaluation, Talent Management, transparency and accountability, and awards; and 3) long-term strategies include aspects of bureaucratic cultural transformation, career development programs, collaboration, and sustainable innovation.

Abstract

This research was conducted to look for factors that influence and look for strategies for implementing Tangerang Government University in developing the competency of the Tangerang City Government civil servants. The method used is descriptive qualitative. Primary data was obtained from in-depth interviews with key informants and secondary data came from observations, books, journals and related regulations. The results of the research are the factors that influence the implementation of Tangerang Government University , namely vision and goals; scope and role; target audience and training substance; learning methods; branding and collaboration. Of the 6 factors influencing the implementation of Tangerang Government University, several obstacles were found, namely lack of motivation for ASN to change; limited human resources; application capabilities are not optimal; differences in thought patterns; limited budget. Recommended strategies that can be implemented are socializing Tangerang Government University , budget support; carry out continuous updates in the application; giving awards; create a mini corporate university.

Abstract

The number of scientific publications produced by Indonesian Collaborating Partners is still not optimal. When comparing the number of international research partnerships with the indicator of the number of Research Permits issued, the overall performance of international scientific publications resulted by Indonesian Partners, especially joint publications (co-authorship) Indonesian researchers and foreign researchers, is still very low. This study examines the research management undertaken by Indonesian partner institutions in international collaborative research and its positive impact on scientific publication performance. The research adopts a qualitative approach. Primary data were collected through structured in-depth interviews with 31 key informen selected using purposive method. Risk management analysis has been applied as theoretical framework to explain the implementation of research partnership carried out by Indonesian partner institutions in international research collaboration. The performance of scientific publications is more an achievement of strengthening management undertaken by Indonesian partner institutions formulated into mutually agreed clauses in collaborative research agreements with foreign institutions, rather than being the outcome of foreign research permit policy.

Abstract

This study clearly sets out how much the extent of the digital divide affects e-government services being adopted by Indonesia. Such inequality in access and competence of nations in digital technology is one of the great stumbling blocks erected in the way of the Indonesian government to carry out various programs. The research methodology in this paper is largely qualitative, with a mixed method of case study and literature review of the relevant online media to facilitate a description of the digital divide that translates into the use or nonuse of digital public services. This research seeks to identify trends and relationships that may bind together policy contexts and the digital divide. The data for this research were collected through the analysis of secondary data from a wide range of data sources, including the Indonesia Digital Literacy Index survey 2022 and BPS data, both from the service provider and the service user. The findings of the research point to a very low level of digital literacy in Indonesia, especially in terms of digital security. Mainly, the digital divide complicates the social exclusion of older generations, yet, in principle, digital technologies can help people in the older generation live better lives. The core argument of this report is that cutting the digital divide requires investment, training, and leadership based on trust from the concerned parties to see there is an open fair access to digital services.
