Abstract

The purpose of this study was to determine the management of parking levy taxes and efforts made by Kendari City government in optimizing the receipt of parking tax/retribution in Kendari City.The research method used is a qualitative research method with a descriptive analysis approach, data collection using interview, observation and documentation techniques. The data analysis technique used by the author is a qualitative data analysis technique that is by searching and compiling systematically from the results of interviews, observation and documentation then selecting the data needed and making conclusions that are easy to understand.Based on the results of the study, the management of parking fees that have been carried out so far has been quite good, can be seen from the percentage between the target and the realization of parking retribution from 2016-2018 experiencing fluctuations and in 2017 did not reach the target set, and the last 3 (three) years this contribution of parking fees to local original income is very small. This is because there are still many obstacles experienced by the Regional Tax and Retribution Management Agency in Kendari in managing parking fees. In the planning process has been going well can be seen in determining the target parking retribution per year which always refers to the results of the evaluation of the achievement of targets in the previous year and see the potential in the field. Organizing is still not effective, it can be seen from the standard of work of the parking fees officers still experiencing obstacles in the number of personnel. From the implementation efforts, it is still not effective in collecting parking taxes, such as the provision of parking permits, there are still some who do the installation without making prior permission and lack of awareness of the taxpayer about the importance of paying taxes which is the foundation for Kendari City Development. Only the supervision indicators carried out by superiors to subordinates are effective, such as monitoring carried out to evaluate the work is maximized, so as not to provide opportunities for individuals in the field to commit fraud. But supervision of the community is still not effective because there are still many illegal parking lots without having installation permits.

Abstract

his study aims to determine the system of trade in copra business in increasing family income and to find out the obstacles faced by copra craftsmen in increasing family income in the village of Oengkapala, North Wakorumba District, North Buton Regency. Data collection techniques are carried out by means of library research and field research using interview methods, documentation, and observation.Based on the results of the research, the copra marketing channel in the study area has 2 trading channels, a channel I, starting from producers to collecting traders to consumers and channel II starting from producers directly to consumers. Both of these channels have the same goal of distributing copra to consumers. The trading channel used by copra craftsmen in Oompala Village prefers to market their copies through marketing institutions from copra craftsmen to collectors. this can be seen from the five informants that the copra agreement that sold its copy to the collector traders reached 80% while the one who sold the copy to the large traders only reached 20%. the reason copra craftsmen sell their copies to collector traders is the number of marketing costs and lack of transportation. so copra craftsmen. The analysis of the increase in income of copra craftsmen in the village of Oasanala in the harvest season I was less increased while the harvest season II was in the category of increase. In the five selected informants, the copra craftsmen all experienced an increase in income during the second harvest season. because the income of copra crafters is due to, among other things, the difference in the selling price of copra and the difference in the amount of copra production from each coconut harvest season to copra. Keywords : Trading, Income

Abstract

The purpose of this paper is to determine the contribution and influence of management information systems on the work effectiveness of employees in the Community Empowerment and Village Government Agency of Southeast Sulawesi Province.This paper examines two variables, namely the independent variable is the influence of the Management Information System system which consists of dimensions: functionalization, integration, professionalism, quality, equity, coordination, while the employee work effectiveness dependent variable consists of three dimensions each: time measurement, yield size and cost size.The research method used in this study is the explanatory survey. The population in this study were all Civil Servants at the Community Empowerment and Village Government Agency of Southeast Sulawesi Province, amounting to 93 people and a sample of 48 people representing each level of education, namely Senior High School, Bachelor / DIII, Bachelor, and Masters. The research variable is a management information system as an independent variable (X) and employee work effectiveness is the dependent variable (Y).The results of the study indicate that there is a significant influence and there is a contribution of management information systems to the work effectiveness of employees at the Community Empowerment and Village Government Agency of Southeast Sulawesi Province. The biggest influence of the variables forming the management information system is the dimension of integration, and coordination, while the smallest dimension of the variables forming the management information system is the dimension of equity. The solution that needs to be developed is improving employee competencies through education and technical training in management information systems.  Keywords : Management Information System, Effectiveness of Employee's Work

Abstract

The purpose of this study was to determine the impact of village head elections after the implementation of the Bontomatinggi Village Head election in Maros Regency in 2016. The research method used is a qualitative research method with a descriptive approach to analysis and using the theory of political mobilization, data collection using interview, observation and documentation techniques. The data analysis technique used by the author is a qualitative data analysis technique that is by searching and compiling systematically from the results of interviews, observations and documentation and then selecting the data needed and making conclusions that are easy to understand.Based on the results of the study, direct and indirect mobilization models and the impacts that occurred in the community after the election of Maros Regency Bontomatinggi Village Chief occurred several models such as socialization of village head candidates, mass mobilization, open campaign (direct mobilization model) and dialogical campaigns conducted from home to home (direct mobilization model). The impact of the model and after the election is that there is an unnatural mobilization model such as intimidation and threats to voters, giving facilities and money politics, black campaigns and spreading slander. Some of the factors that influence the voters' decision to elect a village head are the lack of education level of the community, mobilized communities are afraid that there will be violence and utterances of hatred from the candidates and the successful team if they do not follow their wishes. Keywords : Political Mobilization Model, the impact of village head elections

Abstract

The purpose of this paper is to strategy to overcome the level of dependence of regional governments on the balance funds in Konawe Utara District and analyze the level of dependence of the North Konawe District government on balance funds. The research method used is a qualitative research method using descriptive analysis method. Through this process, it is expected to emerge a new hypothetical proposition through the interpretation of interactions between attributes and propositions which are then used to construct categories and provide explanations of the phenomena under study. Data collection techniques are in-depth interviews and document studies. Based on the results of the study, the strategy of the North Konawe District Government in managing the level of dependence on balancing funds in supporting the Regional Expenditure Budget was carried out with 2 (two) patterns: 1) Intensification, namely the North Konawe District Government to optimize Local Revenue by optimizing existing regional tax sources and regional levies; 2) Extensification is to control the level of dependence on balance funds by increasing the revenue of the District of North Konawe by placing more emphasis on expanding new sources of income, namely by developing retribution on fees from the development of market services, parking fees and other fees. The level of regional dependence on balancing funds consisting of Revenue Sharing Funds, General Allocation Funds and Special Allocation Funds is 78.90%, which indicates that the balancing funds contribute significantly to the district's income Konawe Utara. This means that the level of dependence of regional governments on balancing funds is still quite high, which can be reduced by optimizing other sources of income. Keywords: Strategy, Local Government, Balancing Fund
