Abstract

ABSTRACTThe purpose of this research is to know the City Development Policy Implementation Worth Children in the town of Kendari. The location of the research is on Duty and authorized Agencies in the task force as well as Decent City Development Forum of the child, the child's caregivers and the business world in the city of Kendari.  This type of research is a Qualitative Description. Informants in this study a total of 11 people which is the representation of the regional development planning board, a body of women empowerment and child protection, Education, health services, Social Service, Department of labor, Police Resort Kendari, the children's Forum, the task force of the sub district, and recipient of the City Program Worth Child Kendari. The technique of data collection in this research is the observation, interview and study documents. The analysis of the data used in this research in the form of data collection, reduction of: 1) maximize the synchronization with equating views on the urgency of the fulfillment of children's rights for work unit area devices; 2) implement the coordination between the task force as well as Decent Town monitoring at regular intervals and follow-up; 3) Effective use of guesthouses by the Government so that local government Kendari can provide guidance and rehabilitation for street children; 4) Socialization and strengthening child protection task force levels of the tenets of citizenship as a whole in preventing acts of violence, as well as roles and functions, can be recognized by the public. Keywords: Implementation Policy, The City Deserves A Child

Abstract

In the Indonesian Government System, the president is the supreme authority of the government under the 1945 Constitution of the State of the Republic of Indonesia. After 4 (four) amendments to the 1945 Constitution, the presidential power experienced a shift in function and role as a result of the magnitude of the flow of political interests, so that almost all the power of the president on the authority of legislation in the 1945 Constitution of the 1945 Constitution largely lacked a permanent legal power and formal juridical. We know that the substance of the authority of presidential legislation if based on the presidential system of government does not exist and is not given real space. Consequently, the president as the mandate of the people's sovereignty must be able to control the system of government even though the fact that there is dominance of the legislative institution to the presidential institution together with the cabinet that is the authority of presidential legislation in the constitution of the state 1945 Constitution has no law forces so that the wheel of development does not run normally -target is planned. The hope is that our country's constitution must be able to guarantee the principle of balance of authority and mutual supervision that governs the legislation of the president against the product of the law. Writing methodology based on the literature review contained in books, papers, newspapers, scientific articles, journals, and legislation as the object under study. The results of the study and analysis conclude: (1) The Veto of the President is not effective when reviewed in the constitutional document of the 1945 Constitution of the Republic of Indonesia; (2) The inconsistency of the Presidential Government System of Indonesia with the contents of the articles of the 1945 Constitution of the Republic of Indonesia; (3) it is recommended that the fifth amendment of the 1945 Constitution of the Republic of Indonesia and the revision of Law Number 12 Year 2011 on the Establishment of Legislation to be followed up by MPR RI and the President; (4) The Presidential Regulation in Lieu of Law, according to the authors must be absolutely given to the President without the intervention of the House of Representatives because the President as Head of State and has the Highest Government Authority under the 1945 Constitution between State Institutions.

Abstract

Rumusan masalah dalam penelitian ini adalah “Bagimanakah pengembangan usahatani kopra putih di Desa Wowonga Jaya Kecamatan Kulisusu Utara Kabupaten Buton Utara Tujuan penelitian ini adalah Untuk mendeskripsikan  pengembangan usahatani kopra putih di Desa Wowonga Jaya Kecamatan. Kulisusu Utara Kabupaten Buton Utara. Penelitian ini menggunakan pendekatan kualitatif. Dalam penelitian ini peneliti menggunakan teknik purposive sampling atau dengan cara di senggaja jumlah informan dalam penelitian ini 20 orang. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah dengan melalui penelitian lapangan yang dilakukan dengan teknik kuesioner, dan teknik wawancara (interview) dan selanjutnya dianalisis dengan deskriptif kualitatif. Selanjutnya analisis data dalam penelitian ini adalah reduksi data, penyajian data dan penarikan kesimpulan atau ferifikasi data. Berdasarkan hasil penelitian dan pembahasan yang telah diuraikan, maka peneliti dapat menarik beberapa kesimpulan bahwa fakto-faktor yang mempengaruhi pengembangan usahatani kopra putih didesa wowonga jaya seperti mesin, tenaga kerja dan modal.

Abstract

Penelitian ini bertujuan untuk : megetahui perencanaan produksi dalam pegembangan usaha pembuatan kerupuk pada UD. Arafah Kota Kendari. Analisis yang digunakan dalam penelitian ini adalah analisis kualitatif deskriptif. Informan dalam penelitian ini adalah pemilik dan kordinator usaha industri kerupuk  UD. Arafah Kota Kendari. Berdasarkan hasil dan pembahasan dapat disimpulkan bahwa, perencanaan produksi yang dilakudan pada usaha industri UD.Arafah kota kendari dimulai dari menyiapkan modal usaha, bahan baku, memperkerjakan karjawan dalam lingkup perusahaan dan megadakan mesin sebagai alat bantu dan penerapan kereativitas produk dan motivasi karyawan.Usaha industri kerupuk UD Arafah telah melakukan  perencanaan produksi mulai dari meyiapkan modal usaha untuk menopang  jalanya produksi, bahan baku yang  selalu di stok untuk berapa kali produksi agar stok selalu tersedia,memperkerjakan karyawan di sekitar lingkungan perusahaan dengan tujuan menjalin kekerabantan yang tergolong dekat dengan tetangga dan mengadakan mesin untuk meringankan dan megefisienkan proses produksi kerupuk.

Abstract

BUMDes sebagai suatu lembaga ekonomi masyarakat desa idealnya dibentuk berdasarkan budaya dan sistem nilai organisasi agar tetap eksis dan inovatif. Fakta emprik menunjukkan bahwa semua desa di Kabupaten Kolaka telah memiliki BUMDes, tetapi sampai saat ini belum ada BUMDes inovatif sebagai satu-satunya lembaga yang menopang ekonomi masyarakat desa. Studi ini bertujuan untuk menganalisis (1). Budaya organisasi dalam mewujudkan kelembagaan BUMDes inovatif dan (2). Sistem nilai organisasi dalam mewujudkan kelembagaan BUMDes inovatif. Studi ini menggunakan pendekatan kualitatif dengan menginvestigasi proses-proses dan output pembentukan kelembagaan BUMDes. Hasil studi menunjukkan, (1).Budaya organisasi yang dibangun untuk mewujudkan BUM Desa inovatif adalah melalui budaya kepemimpinan demokratis yang telah melembaga dituangkan dalam hasil musyawarah, didukung dengan budaya etika dan budaya etos kerja; (2). Sistem nilai untuk mewujudkan BUM Desa inovatif adalah flexibiliy, stability, being rule oriented dan Outonomy. Kata Kunci : Budaya, Sistem Nilai Organisasi, BUMDes Inovatif

Abstract

ABSTRACTResearch has been conducted which aims to find out how the Corporate Social Responsibility (CSR) Policy of Mining and Its Influence on Community Welfare in Koeono Village, South Palangga Subdistrict of South Konawe Regency. The data used in this research is qualitative. Determination of the number of samples taken from 110 head of household with an error rate of 5%, so gets 87 respondents. The variables used in this research are CSR fund transfer mechanism, target accuracy, community involvement in CSR program planning implementation, CSR value transparency, transaction cost and monitoring and community welfare.The results of the analysis show that the mining CSR program simultaneously has an influence on the welfare of the community. Partially, however, only CSR fund transfer mechanism variables affect the level of community welfare, while the accuracy of targets, community involvement in the implementation of CSR program planning, CSR value transparency, transaction costs and supervision does not affect the level of community welfare. Based on the determinant coefficient of percentage of influence of CSR policy on mining where CSR fund transfer mechanism, target accuracy, community involvement in CSR program implementation, transparency of CSR value, transaction cost and supervision on community welfare of Koeono Village, South Palangga Subdistrict of South Konawe Regency is 34.4 %, the remaining 65.6% influenced by other variables not examined in this research.

Abstract

The purpose of this study is to find out knowing the problem (inhibiting factors) of bureaucracy in improving the quality of public services at the Muna Regency Regional Secretariat.This study uses a type of qualitative research with descriptive analysis methods in order to describe the problem (inhibiting factors) of bureaucracy in improving the Quality of Public Services at the Muna Regency Regional Secretariat by using data collection methods through interviewing informants and observations.The conclusion of this study is that the problem (inhibiting factors) of bureaucracy in order to improve the quality of public services, namely, human resources that carry out service tasks are not optimal. Because most of those who served in the ministry had a high school education background (high school) which was as many as 19 people or 31.67 per cent. Then the supporting facilities owned by the Muna Regency Secretariat have met service needs, but their utilization is relatively not optimal, this is possible because of limited human resources that have not been able to utilize the facility optimally.   Keywords: Bureaucracy, Quality, Public Service

Abstract

The objectives to be achieved in this study are: (1) Assessing the form of community participation in building the Usuku Jetty in Wakatobi Regency, and (2) Analyzing the impact of the construction of the Usuku dock in development (social, economic and environmental) in Wakatobi Regency. The method of this research is qualitative research using a descriptive approach. The results showed that: (1) The form of community participation in supporting the construction of the Usuku Jetty in Wakatobi Regency included: (a) idea/thought participation, b) goods participation, and (c) labour participation. The level of community participation in the construction of the Usuku jetty in Wakatobi Regency which reached the highest position was the participation of ideas and thoughts, then participation in material (goods), and the lowest was community participation in the form of energy, and (2) The impact of the construction of the Usuku Jetty in the development in Wakatobi Regency are as follows: (a) Economic aspects, the impact of the construction of Usuku jetty on economic aspects is seen from the emergence of new business units, the opening of employment, the increasing number of vessels berthed, and increased loading and unloading activities (b) Aspects socially, the impact of the construction of the dock on social aspects was seen as increasing crime around the Usuku jetty area, and increasing interaction among workers and (c) Environmental aspects, the impact of the construction of the Usuku Jetty on the environmental aspect, can be seen from seawater pollution and the amount of garbage that accumulates.  Keywords: Community Participation, Impact of Policy, Development of Jetty.

Abstract

The purpose of this paper is to determine the Community Development and Empowerment Program of PT. Panca Logam Makmur, Bombana Regency with the aim of encouraging the economy, education, socio-culture, health, and the environment of the community around the mine, both individually and collectively. This study uses the Secondary Data Analysis (ASD) method using secondary data, in the form of research data and institutional administrative documentary data. The results of this study are: (1) The realization of the social responsibility of PT. Panca Logam Makmur in 2010-2015 consisted of three main programs, including: (a) community development programs; (b) infrastructure development program; and (c) social welfare action programs; (2) PT. PPM main program plan. Panca Logam Makmur has planned 7 programs or 87.5 percent of the 8 main compulsory PPM programs for metal mineral IUPs; and (3) The implementation of community development and empowerment has not yet compiled a PPM Master Plan which is guided by the PPM blue print for Southeast Sulawesi Province in accordance with Article 57 of the Minister of Energy and Mineral Resources No. 26 of 2018.

Abstract

This study aims to determine the implementation of the stunting prevalence prevention program for children under five and to find out the factors that influence the implementation of the stunting prevalence prevention program for children under five at the Konawe District Health Office. This study uses a qualitative approach, primary data sources from informants are then analyzed using analysis techniques according to Miles Huberman. The results 1of this study indicate that the implementation of the Prevention of Childhood Stunting Prevention Program at the Konawe District Health Office is firstly complete basic immunization in the Stunting Prevention Prevention program is maximum and has been realized well, Second, the field of providing additional food to children under five, in general, is 1in accordance with the provisions set forth in this study. Is hoped that, Third, it can be said that the implementation of the Stunting Prevalence Prevention program is very important so support from the local government and the central government is needed. Fourth, the field of zinc provision has been realized properly and efficiently through socialization and data collection for the people of the Konawe Regency. Factors influencing the implementation of the stunting prevalence prevention program in the areas of communication, resources, disposition, and bureaucratic structures have not worked well due to the difficulty of the telephone network and many people living in remote areas, making it very difficult to communicate as well because of the damaged road conditions making it difficult. prevention of stunting prevalence to the people of Konawe Regency
