Jurnal Sosial Ekonomi Pekerjaan Umum adalah jurnal ilmiah tentang inovasi kebijakan dan penerapan teknologi dalam perencanaan infrastruktur, pengembangan, dan manajemen. Ruang lingkup terbatas pada ruang, sosial, ekonomi, dan perspektif lingkungan transportasi jalan, sektor air, limbah, dan perumahan. Jurnal ini dikelola oleh Pusat Litbang Kebijakan dan Penerapan Teknologi, Badan Penelitian dan Pengembangan, Kementerian Pekerjaan Umum dan Perumahan Rakyat. Jurnal ini diterbitkan pada tahun 2009, dengan nama "Komunitas”. Dengan adanya perubahan organisasi, nama jurnal berubah menjadi Jurnal Sosial Ekonomi Pekerjaan Umum dan diterbitkan secara berkala 2 (dua kali) edisi di setiap volume yaitu bulan April dan November.

Abstract

Semarang is one of the cities in Indonesia that is frequently flooded especially in rainy season. The flood becomes inevitable due to the city’s proximity to the sea, high rainfall intensity, plus the land subsidence in some areas. To overcome this problem, an integrated system is needed. One of the solutions from the government is to build a polder in Banger area. Polder is expected to be a solution to urban flooding that has been happening. During its development, there are several issues related to funding and management which are caused by lack of coordination and partnership among stakeholders. This study is conducted by interviewing related informants, field survey and discussion forum. The purpose of this study is to analyze the problems and arrange management strategies for polder Banger. Therefore the stakeholders, who are the government, private sector, and the community can work together in synergy.

Abstract

Repetitive flood occurrence with rising escalation and intensity influenced community who lived around Citarum watershed. Tangible impacts which directly influence community are building damage and infrastructure disruption. This study identifies the impacts of Citarum flood on building damage and infrastructure functionality. The study uses qualitative approach and takes 2010 Citarum flood disaster case study in Bandung Regency. The research is conducted on human settlements along the river bank and the adjacent areas. Principal tool for collecting primary data are observation and interview. Ecological perspective is used to identify the flood along Citarum river banks and adjacent areas, failure mechanism of building component concepts is used to identify flood impacts on building damage, and public infrastructure concepts is used to identify flood impacts on infrastructure disruption. The research results are presented in three sections according to the above identifications.

Abstract

In some developing countries, development activities are concentrated in urban areas in which facilities support it. On the other hand, development in rural areas is relatively slow due to lack of infrastructure and facilities. Energy, particularly electricity, is one of basic infrastructure needed to improve quality of life and economic growth in the rural areas. This paper attempts to develop a micro-hydro technology management model, based on the stages of institutional establishment by the technology user group. The stages are derived from model test theory (Borg and Gall, 1989) and developed to ten main steps. This research utilizes qualitative method incorporated with quantitative method. The result indicates that the user group in case study location followed the stages model although some modifications are applied. It shows that the model is quite applicable in managing community-based institution of micro-hydro technology development.

Abstract

Lower appreciation for economic value of irrigation water causes the over pumping on ground water resources in application of drip irrigation system in Pejarakan dry land. It has considerable impacts in term of excessive water use and environmental degradation near the well, while the cost for expenditure to install the drip system is relative expensive .Ground water reserve for drip irrigation in Pejarakan dry land area is very limited so, over pumping for rising crop productions and also for balance cost recovery make negative impact to environment. This study aims to determine the economic value of irrigation water and its environmental externality impact by using depth interview data of dry land farmer at Pejarakan Village. Using Imputation Residual Approach (IRA) on drip irrigation, the water price is Rp.2.008/m3/ha for gasoline pumping energy and Rp.3.836/m3/ha for electrical pumping energy. On the other hand, using furrow irrigation, the water price is zero. Water productivity of drip irrigation is 0,758 kg/m3 (Rp.6.822/m3), higher than the productivity using furrow irrigation that is 0,335 kg/m3 (Rp.3.015/m3). These results also show the efficiency of drip irrigation is 58,1% higher than that of furrow. By taking environmental externality cost into account, the farmers’ net income will be decreased to 50,2% for drip irrigation using gasoline and 27,9% for using electrical pumping energy. Moreover, 77,6% of the total cost is attributed to install the drip irrigation system which considered too expensive for the farmers, consequently the subsidy is still required. These results are useful to determine appropriate policy options such as subsidy, charge, tax and incentive to water use.

Abstract

Kutai Kartanegara Bridge is vital transportation infrastructure that connects Kutai Kartanegara Regency with Samarinda City and its surrounding. The collapse of the bridge in the late 2011 brought wide impact on the mobility of Kutai Kartanegara people. This paper explores social, economic, and environmental impacts that arose from the change of mobility. Generally, respondent activities were not disrupted by the incident, much to do with rapid adaptation capacity of the people and the availability of alternative facilities replacing the bridge. Nonetheless, there are several changes including the intensity of their activity in several sectors such as trade and mining, the emergence of new river crossing service, and the drastically diminishing activities of tourism near the bridge. The emergence of social, economic and environmental impacts should be managed properly to prevent bigger loss.

Abstract

The climate change also increases water crisis caused by the length of dry season, especially on regions with lesser amount of water. The impact on water area consequently affects social aspects. City as center of activities becomes a vulnerable place to the impacts of climate change. The research question is regarding strategy of community adaptation to the climate change impact on drinking water, focusing on finding community readiness strategy. The study is conducted with qualitative–quantitative approach. Data analysis uses thematic analysis method, by which inductive data is analyzed based on a bunch of data collected, and processed using the principles of inductive reasoning. Resulting theory is composed from hypothetical assumptions and checked with the data. Quantitative analysis is followed by a descriptive statistical analysis, inferential and adaptation valuation. The analysis shows that communities have adapted autonomously to the drinking water availability according to its context, content, attributes and adaptation process. Areas with water scarcity (such as Kupang and Gunung Kidul) have better institutional and community preparedness than areas with abundance of water. However, they require more adaptation efforts. Adaptation can be measured with quantitative data, such as infrastructure, commercial businesses, health settlement and general population, as well with qualitative data: the readiness of individuals, communities and institutions.
