Since Bozizé led the CAR from March 15, 2003, to March 24, 2013, there has been resistance from some of the rebel forces. The rebellion continues because of the economic and political weaknesses in the CAR government. One of them comes from an opposition coalition known as Séléka who staged a rebellion in 2013 with the aim of overthrowing the Bozizé regime. After the fall of Bozizé, CAR's condition has worsened because Séléka rebels have committed gross human rights violations in the CAR. This is where the conflict develops from the conflict that was originally just a conflict of government-opposition, then widened and turned to religious conflicts. As a result, questions arise about the efforts and involvement of third parties in conflict resolution within the CAR and the social impacts of the conflict. This article attempts to answer questions which focuses on the involvement of third parties as peacekeepers in conflict areas. In this case, the authors use qualitative research methods in the form of literature studies such as books, journals, and scientific articles in supporting the final explanation. The result of this paper shows that the failure of Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) as a peacekeeping force in the conflict in CAR in 2013-2015 is caused by human rights violation in the form of sexual exploitation. This has had a social impact on the lives of communities, especially women and children, suffer from physical and mental trauma resulting from conflict and become victims of human rights violations committed by MINUSCA.

Sunshine Policy that had been implemented by South Korean Government on Kim Dae-Jung and Roh Moo-Hyeon’s administration from 1998-2008. This policy started to do cooperative behavior for treating North Korea as a partner, not contrarily, yet the Sunshine Policy was considered as a failure by Lee Myung-Bak’s administration, thereupon stopped offhandedly despite recent cultural and cooperative diplomacy that had been done by his successor President Moon Jae-In. Then Why the South Korean government at the time of President Lee Myung-Bak stopped the Sunshine Policy offhand? In the scheme of National Interest idea, North Korea still a predominant threat that very paramount for South Korean national interest, even an accommodative and cooperative policy like Sunshine Policy could not emphasize South Korean national interests. This paper also tries to analyze the issue with explaining foreign policy decision making factors, such as the domestic and external factor, decision environment, and psychology factor of President Lee Myung-Bak at that time.

The existences of geographical factors, push factors and pull factors generated the intensity of migration in Greater Mekong Sub-Region (GMS). The region which consists of Cambodia, Lao PDR, Myanmar, Thailand, Vietnam, and part of China’s territory had various problems in the migration process. A predominant problem of migration is rendered by the absence of law framework. Therefore, there were a practically illegal migrant and human trafficking. This research will explain the assistance to recover migration’s problems in GMS given by Australian Government (cooperated with ILO). The type of assistance is categorized as multi-bi aid which is the assistance given by the bilateral donor to a multilateral institution. The assistance was released in the form of a project named GMS Triangle Project with the aim of creating migrant protection in GMS. To analyze the implementation of that project, the author uses the concept of multi-bi aid and review effectiveness through the concept of aid effectiveness proposed by Paris Agreement including ownership, alignment, harmonisation, managing for a result, and Mutual Accountability. The result of this study describes how multi-bi aid methods are embodied in a form of project and effectiveness are different for each receiving state in GMS.

This paper aims to examine the Village 3G (Glintung Go Green) as a solution in achieving the goals contained in the program SDG (Sustainable Development Goals) made by the United Nations (United Nations). The author discusses environmental issues that form the basis of the creation of very complex issues such as health, hygiene, economics, and society. This research was conducted by the writer using a qualitative descriptive method with interview technique, documentation study with RW 23 Chair Glintung Bambang Irianto, and literature study, and the concept of community empowerment as a way of looking at the phenomena we observed. The author wants to know how the solution offered by Glintung Village in addressing environmental issues in the context of SDGs. In addition, the authors want to know the response of domestic and international communities to the idea of Kampung 3G which is used as a solution to realize the SDG program.

Since its inception, Golkar is a party that is carried by various functional groups with the aim of building political power to challenge the PKI. Since the reform era, Golkar has been abandoned by many of its support groups that have formed factionalism. The purpose of this study is to analyze the change of factionalism in the internal of Golkar in the post-New Order. The research method used is qualitative descriptive. The data used are secondary data derived from journals, books, and internet. The results show that: Golkar post-New Order experienced many changes in term of factionalism; factionalism that occurred during the New Order period stemmed from functional groups, while after the reforms became a factionalism based on personalism.

This study discusses halal tourism as an instrument of Indonesian public diplomacy to increase tourist visits and improve regional economics, because large halal tourism potential is expected to have an influence on the regional economy, especially for West Nusa Tenggara Province as a halal tourist destination. This study uses qualitative research with the concept of public diplomacy and halal tourism concepts. The results of this study indicate that Indonesian public diplomacy by presenting itself as a halal tourist destination is considered successful can attract foreign tourists, especially Muslim tourists and attract investment, as well as the development of halal tourism also has a positive increase, so that increased tourist visits and investments can be used to improve the economy areas such as West Nusa Tenggara as halal tourist destinations.

What if electronic voting performs in a rural area that has a limited condition of infrastructure and people who are peculiar with technology such as a computer? This article answers this question. Elections in Indonesia at national, province and district level are still used ballot paper. However, there is a village in Indonesia that use remote electronic voting system as a tool to vote head of the village. This research used the interview as a primary data collection and this research interviewed 17 key informants that directly involved in the village electronic voting. The research found the village voters more convenient in an electronic voting than the ballot paper system and the electronic voting can perform in a place that the people not familiar with modern technology. The unique finding of this research is the cost for electronic village election came from the village head candidates that shared the total cost of electronic voting. The other findings are electronic voting can be performed in an area with limited infrastructures and community that peculiar with technology.hence, it is possible for Indonesia to implement electronic voting in a level that higher than village voting, such as regent or mayor election.

This article aims to explore China's foreign policy changes on the South China Sea dispute (SCS) since China has been willing to participate in regional or multilateral forums to date. This article argues that although the main characters and narratives of China’s foreign policy tend to be consistent, Chinese foreign policy behavior is changing. This study is a qualitative research that using non-numerical data sources, both primary and secondary. China's foreign policy behavior on the issue of SCS is divided into four phases. First, the passive and defensive phases. China still suspects that multilateral forums are a way of suppressing Chinese interests. Second, active phase. In this phase, China begins to believe in itself as a big and powerful country so as not to worry that multilateral forums will threaten its national security. Third, the initiative phase. China goes a step further by initiating some important multilateral initiative and multilateral breakthroughs in the long term project. Fourth, assertive phase. In this phase, China is involved in several incidents, consistent with their interests, while trying to refrain from initiating an open war. Through the change of foreign policy, China has adapted itself to contemporary international politics and has maintained its national interest in SCS.

This research conducts an attempt to extend the meaning of zoo in society by Sander Pierce's semiotica analysis on Photobook titled Wildtopia. By qualitative method, this research finds that the zoo have a dualism function in a very contrast way. In one hand, the zoo gives a representational experience as objectivate the animal for human knowledge. On the other hand, zoo it self destruct the wildness of each animal as they are taking care by human. Another interesting finding shows photography is able to criticized phenomenon in society as a visual argument.
