Abstract

ABSTRAK. Tujuan dari penelitian ini adalah untuk mengetahui tentang Optimalisasi Pajak Daerah dan Retribusi Dalam Meningkatkan Pendapatan Asli Daerah (PAD) di Kota Tanjungpinang . Optimalisasi Pajak Daerah dan Retribusi merupakan sumber keuangan terbesar dan potensial bagi daerah. Maka Pemerintah harus mampu mengembangkan dan meningkatkan sumber-sumber penerimaan Pendapatan Asli Daerah (PAD). Jenis penelitian yang digunakan dalam penelitian ini yaitu penelitian deskriptif dengan pendekatan kualitatif. Sumber data yang digunakan adalah data sekunder dengan teknik pengumpulan data menggunakan laporan realisasi pajak daerah dan retribusi di Pemerintah Kota Tanjungpinang. Dari hasil penelitian diketahui bahwa selama tahun 2012-2016 realisasi PAD yang dihasilkan oleh Badan Pengelolaan Pajak dan Retribusi Daerah Kota Tanjungpinang memenuhi anggaran. Adanya peningkatan realisasi PAD 2012-2016 tidak terlepas dari usaha Pemerintah Kota Tanjungpinang untuk mendukung pelaksanaan otonomi daerah serta untuk menganalisis besarnya potensi PAD yang bersumber dari Pajak dan Retribusi Daerah di Kota Tanjungpinang. Berdasarkan hasil penelitian, disimpulkan bahwa Pemerintah Kota Tanjungpinang harus dapat meningkatkan kerja sama dengan instansi dan lembaga lain yang terkait dalam mengelola pajak daerah dan retribusi sehingga Pemerintah dapat mengoptimalkan pengoperasian, pengendalian terhadap wajib pajak juga terjadinya koordinasi serta dapat memaksimalkan penerimaan dari sektor pajak daerah maupun retribusi daearah Kata Kunci: Optimalisasi; Pajak Daerah dan Retribusi; Pendapatan Asli Daerah (PAD)

Abstract

ABSTRACT. This research aims to analyze the implementation of “Tat Twam Asi” in the governance of the government in the Province of Bali. This research uses a descriptive method with a qualitative approach to obtain a complete picture of the implementation of Tat Twam Asi in the governance of the government in Bali Province. The data used are primary data sourced from informants that have been determined following the objectives of the research, while the secondary data obtained from collecting data relevant to the topic or problem that is the object of research. The concept of implementation used is the implementation of the Van Meter and Van Horn, specifically the implementation of actions by individuals, officials, government agencies, or private groups that aim to achieve the objectives outlined in individual decisions. Autonomy requires local governments to increase capabilities and effectiveness in running the wheels of government. Many local governments have not performed their functions and roles efficiently, and this can be observed from the numerous problems that have arisen; therefore, they must be followed by a series of public sector reforms. The dimensions of public sector reform change the format of institutions through the governance of the government by improving instruments that support the functioning of public institutions economically, efficiently, effectively, transparently and accountably in order to create good governance. Conducive conditions support the implementation of all activities in the governance of the government at every level of government. With conducive conditions, the governance of the government can be implemented following procedures that have been prepared and can operate smoothly, safely, naturally, and conveniently. In running the government, the Province of Bali always follows the paradigm of modern governance of the government in order to be able to create good governance while maintaining traditional values under Balinese customs, culture, and traditions, one of which is Tat Twam Asi. “Tat Twam Asi” is one of Hinduism teachings containing views on decency in social life, nation and state with a sense of tolerance, mutual respect, mutual admiration, and not behaving egoistically in making decisions when facing problems. Tat Twam Asi in the governance of the government is implemented starting from the government at the lower level, mainly Pakraman Village/Customary Village, to organize community life originating from the most basic level. The governance of government based on religion, tradition, and culture is very supportive of the activities of the regional government, such as when the local government will hold an activity that involves community participation and involves the leaders of the Customary Village (Desa Pakraman), in addition to the Official Village. The implementation of Tat Twam Asi in the governance of government in Bali Province is inseparable from the community's belief in the existence of the law of karma (karma phala), moreover that the teachings of ethics and decency are automatically applied to the level and order of life of the Balinese people including governance of the government. In this regard, a conducive atmosphere and conditions can be created in the governance of the government. Keywords: Implementation, Tat Twam Asi, and Governance of the Government.

Abstract

Abstract. This study aims to look at the government's strategy in the development of the Jering Bay Natural Tourism Object, Kampar Regency. This natural tourism object has a wide expanse of sand such as the beach, a stretch of green grass, forest plantation residents and lakes around the tourist sites. This tourist attraction is visited by tourists, especially on holidays. However, this natural tourist attraction has not received attention from the government. For this reason, researchers conduct research by looking at development strategies according to Cooper et al in Sunaryo (2013: 159) explaining that: a. The object of tourist attraction (Attraction) which is equipped with uniqueness and attraction based on nature, culture, and artificial / artificial. b. Accessible (Accessibility) which addresses the ease of transportation and the transportation system. c. Amenitas (Facilities) that complement tourism supporting and supporting facilities. d. Public facilities (Additional Services) that support tourism activities and e. institutions that have the authority, responsibility and role in supporting the implementation of tourism activities. This research was conducted in Jering Bay with qualitative research methods. While the data collection technique was carried out by field observations, interviews with informants namely the Kampar District government, manager of attractions, Village Heads, BPD Members, community leaders and visitors. The results showed that this attraction has a nature-based tourist attraction. It takes residence access and supporting facilities such as shelter, fostering local communities, and government support by regulating tourist areas and making regulations about the management of these attractions and supported with cultural activities and tourism activities. Abstract

ABSTRACT. "Fantastic!Ponorogo" is a tourism development program coordinated between the vision and mission of the Ponorogo Regency in disassemble in RPJMD 2016 - 2021. This talk about studying RPJMN, RPJMD, Province Of East Java, and RPJMD Ponorogo Regency. 2019 was a tourist visit to East Java. The implementation of the collaborative governance practices described the processes partnership between the government and the private sector, aimed at optimizing the objectives of the activities. The purpose of this research is to find out the synergy "Fantastic!Ponorogo" to collaborative governance practices in the tourism sector conducted in Ponorogo Regency. In this study in qualitative research. The collaborative governance showS synergy, effective, and successful because of some factors, including 1). The commitment by the Bupati, vice-regent, and all his staff the government Ponorogo Regency in this case the head of supportive tourism of the year 2019, 2). A, collaboration connectivity among stakeholders, 3)The enthusiastic people who are active in various events held, 4). The basis for the government in government duty. Abstract

ABSTRACT. This research focuses on evaluating the supervision and control of alcoholic drinks in Sikka Regency, as an effort to overcome the phenomenon of cultural poverty due to the bias of the community's understanding of the use of moke. The purpose of this study is to evaluate the policy of Supervision and Control of Alcoholic Beverages; know the constraints of the aspects of the substance and the policy environment; and the strategy for Supervision and Control of Alcoholic Beverages. The theory used is the evaluation theory proposed by William N. Dunn. The research design used is a qualitative research with a descriptive approach. The results showed that the supervision and control of alcoholic drinks in Sikka Regency had not been running optimally. In the effectiveness dimension, it was found that the policy formulation process did not go through academic studies, the increase in the number of policies in 2016 was triggered by alcoholic drinks and alcohol intoxication in 2015. On the efficiency dimension, the budget allocation program for increasing safety and environmental comfort from 2014-2016 has increased significantly with the realization of an average of 90% but there are still various cases of violations of K3. The adequacy dimension can be seen from the ratio of the number of civil service police officers to the population of 2017, which is 3: 10,000, the number of PPNS is only one (1) person and the socialization is not optimal. The dimension of accuracy found the fact that the Regent's Decree was not issued on the Integrated Team, the substance of the policy did not explain the definition and standardization of moke. The recommendations of this study: the need for a Regional Regulation on Supervision and Control of traditional alcoholic drinks is preceded by academic studies, public hearings, collaborative outreach, and optimization of the function Linmas in the village. Abstract

ABSTRACT. Mayor of North Penajam Paser District made a Community Empowerment Program Policy of the Urban Village with an allocation of 200 million rupiah per Urban Village. The Urban Village that began implementing PPMK in 2016 were hindered by new regulations that urban village are sub-districts’ device and have to wait for new regulations from the Regional Government. Regent Regulation No. 19 of 2017 concerning PPMK has been ratified but PPMK has not been implemented due to the deficit of APBD. Likewise, what happened in 2018, only 5 out of 19 urban villages in Penajam sub-district carried out PPMK, so that in the implementation of PPMK is experiencing a policy failure every year. Based on these thoughts, the researcher conducted a research with purpose to evaluating the policy. The research design used is qualitative research with descriptive methods. Researchers used data collection techniques through interviews, observation and documentation. Determination of the validity of the data by triangulating techniques and triangulation of sources. Based on the research conducted, it can be concluded that PPMK's policies do not run optimally because the policy implementers do not have commitment and poor coordination forms so that inconsistencies happened. Likewise with the unpreparedness of the PPMK fund budget, thereby reducing the achievement of policy objectives. The researcher suggests that local governments maximize the task of district level counterparts. Improve the PPMK budgeting mechanism to become a matching fund from the central government urban village fund. And provide sanctions to urban villages that do not implement PPMK. Abstract

ABSTRACT. This paper evaluates the social order policy, namely Local Regulation Number 10 the Year 2007 concerning the social order in Banjar Regency. In addition to that, this study attempts to find out the driving factors influencing the success and failure of the regulation. Methodologically, this study employs a qualitative method with a study case approach. To gather data, it uses documentation and in-depth interviews. To measure the evaluation, this study adopts six indicators: effectiveness, efficiency, adequacy, equality, responsiveness, and accuracy. The finding demonstrates that among six indicators, only one indicator has succeeded, i.e. equality. In the meantime, five other indicators were unsuccessful. It can be concluded that the policy of the social order evaluation was unsuccessful. Several factors were influencing the failure of the regulation: effectiveness, adequacy, and equality. Therefore, the government performance needs a serious effort to address this problem without any exception and execute all society’s behaviour which contradicted with this policy. Abstract

ABSTRACT. This activity is a new breakthrough in order to achieve the target of waste service levies that are charged to Koba District in Central Bangka Regency each year. With this activity, the City District as an agency that is authorized to levies levies, creates a new method of levies, namely by providing rewards. Reward is given to object levies who are willing to pay fees for waste services at least 2 (two) consecutive months. With this method, in addition to accelerating the achievement of targets, it is expected to be able to raise awareness and the willingness of the community to pay waste service levies so that the object of levies can increase and targets and achievements in the coming years will also increase. If this can be realized, then the Koba District Agency is considered to have provided support for the achievement of the Local Revenue targets, especially the regional levies sector.
