Abstract

This study aims to offer a model of the organization of the secretariat of the council (setwan) at the provincial and district / city level capable of supporting the duties and functions of the DPRD in carrying out its duties. The organizational model is the result of a review of the existing organizational model combined with various literature reviews and adjustments to the facts that occur in the field. This study uses a qualitative method by collecting data from key informants and ordinary informants who were selected purposively and using interview, observation and questionnaire techniques. Data analysis with 2 (two) stages, triangulation, comparison of norms in force before explaining the results and findings. The results showed that the current organizational model has not been able to support the DPRD's main task in producing legal products in the form of regional regulations which are the initiative of the DPRD itself. The model offered from the research results will be able to improve the duties and functions of the DPRD in the future.

Abstract

This research focuses on the urgency of collaboration between the central government and the regions in handling it. The aim is to find out how the collaboration of the DKI Jakarta government in dealing with Covid-19. This research is intended to find out the collaboration carried out by the stakeholders in handling covid-19 in Indonesia conducted by the central government and the regional government of DKI Jakarta. In this study, the sampling technique chosen by the author is using purposive sampling technique. Data validation is done by using the Triangulation method. To guarantee the validity of the data collected in this study, the author uses a source triangulation technique, which synchronizes similar data from several data sources whose information is extracted. Overall, in the three stages of the collaborative governance process in handling covid-19 disease in Jakarta there are five criteria for the success of a network or collaboration in governance that has been fulfilled namely Networked Structure, Commitment to a Common Purpose, Distributive Accountability / Responsibility, Information Sharing, and Access to Authority. This shows that the collaborative governance process in DKI Jakarta in handling covid-19 has not yet been running optimally and effectively.

Abstract

Subak is a traditional organization in the field of agriculture and irrigation of rice fields in indigenous peoples in Bali that is socioeconomic, religious, economical that historically continues to grow and develop and has been awarded World Cultural Heritage status by UNESCO on June 29, 2012. However, along with the development of the times, the conversion of agricultural land functions are increasing which results in agricultural land continues to decrease and the existence of Subak is increasingly threatened. This research uses the foundation of Empowerment Theory according to Totok Mardikanto. The research method used is qualitative research with descriptive method. Data collection techniques used in this study are by observation, interview, and documentation. While data analysis used in processing the data obtained is by data reduction, data display, and conclusion drawing. The observations showed that the empowerment process for Krama Subak has been running well but there are still obstacles that cause conversion of agricultural land function to continue to occur, such as the resources of heterogeneous farmers, farmers not owners of agricultural land, and farmers who are still tempted by rising land prices. Efforts made in addressing this is by holding the Hita Lalu Program, improving the intensification of subak administrators as well as the preparation of the Regulation on Sustainable Food Agricultural Land (LP2B). Abstract

The purpose of this research is to find out the strategy of BPBD Kutai Kertanegara Regency in disaster mitigation efforts to support an independent society so that later the performance program can be sustainable. In addition, it is also to determine the level of community participation in disaster mitigation efforts, whether the community can participate optimally with the existence of Destana. The method used is descriptive qualitative case study, where the researcher uses two data sources, namely primary and secondary. Primary data is obtained directly from the field while secondary data is not obtained directly in the field, through observation and documentation. The results of this study are that there are several strategies of BPBD Kutai Kertanegara Regency in maximizing community participation, including socialization and training carried out in stages, Destana development involving the community. In addition, community participation is high even though it is hindered by community professions. Community involvement in these areas cannot be separated from people's awareness of their disaster-prone areas so that awareness has opened their minds to participate and participate in disaster resilient village programs. Abstract

Empowering communities through the Resilient Disaster Village Program in Kutai Kartanegara Regency, East Kalimantan Province is an important study, to improve the ability, knowledge, and independence of the community in dealing with and overcoming disaster problems. The research method in this study is a descriptive research method with an inductive approach. Meanwhile, data collection techniques are semi-structured interviews, observation, and documentation. The author analyzes the data, through processes namely, data reduction, data presentation, and conclusion drawing. The results of observations on the implementation of Community Empowerment, through the Resilient Disaster Village Program, have been going well. This is influenced by supporting factors in the implementation of this program, namely community participation, contributions of implementing activities and cooperation between related parties. The inhibiting factors for program implementation are limited community time and a budget that does not exist every year. The author advises stakeholders to become a sustainable program (sustainable), increase the number of Tangguh Bencana Village and add facilitators, and the community needs to take control in the form of anticipation and disaster management.

Abstract

This study examines how the world maritime axis policy (PMD) by the Indonesian State is based on the potential maritime region in need as well as the Vision of the President of Indonesia for the period 2019-2024. Using a culinary method to study a variety of existing literature and analyzed in the perspective of Good Governance. This study produces an analysis; The first; marine inclusiveness policy as a state policy involving various levels of actors to access to marginalized groups and or regions so far on marine potential. The second; Making the maritime axis as the main source of the economy to improve welfare. The third; marine resources are made as the world's maritime axis, with the involvement of various countries in the Indo-Pacific region specifically as actors involved in the use and development of the world's maritime axis. Abstract

This research aims to review the implementation of the Village Cash Direct Assistance policy through village head regulations in poverty reduction since the Covid-19 pandemic in Keresek Village of Cibatu Subdistrict, Garut Regency. The Village Cash Direct Assistance (BLT DD) is one of the government's initiatives in providing subsidies to Indonesians in need. Assistance is offered to address the problems caused by the prolonged Covid-19 pandemic in Indonesia and worldwide. The Covid-19 pandemic does not only interfere with health that results in death. Pandemics force various activities to be stopped so that the impact is widespread, increasing the number of unemployment, hunger, poverty, etc. For this reason, the government provides funds to the community to suppress the increasing problem. Implementation of village-level policies using village head regulations is still rare. This research used qualitative methods using Edward III's policy theory of communication, resources, disposition, and bureaucratic structure. Data sources were obtained through interviews and documentation—data analysis by presenting data, reducing data, and withdrawing conclusions. The research result shows that the implementation of Village Cash Direct Assistance in Keresek Village based on Edward III's theory has been implemented judging from the absence of complaints ranging from the data collection process to distribution to recipients under Operational Standard Procedure (OSP). This research will inform the implementation of policies at the village level made by the village government. Keywords: Village Fund, Policy, Policy Implementation.

Abstract

Abstract. This study aims to look at the government's strategy in the development of the Jering Bay Natural Tourism Object, Kampar Regency. This natural tourism object has a wide expanse of sand such as the beach, a stretch of green grass, forest plantation residents and lakes around the tourist sites. This tourist attraction is visited by tourists, especially on holidays. However, this natural tourist attraction has not received attention from the government. For this reason, researchers conduct research by looking at development strategies according to Cooper et al in Sunaryo (2013: 159) explaining that: a. The object of tourist attraction (Attraction) which is equipped with uniqueness and attraction based on nature, culture, and artificial / artificial. b. Accessible (Accessibility) which addresses the ease of transportation and the transportation system. c. Amenitas (Facilities) that complement tourism supporting and supporting facilities. d. Public facilities (Additional Services) that support tourism activities and e. institutions that have the authority, responsibility and role in supporting the implementation of tourism activities. This research was conducted in Jering Bay with qualitative research methods. While the data collection technique was carried out by field observations, interviews with informants namely the Kampar District government, manager of attractions, Village Heads, BPD Members, community leaders and visitors. The results showed that this attraction has a nature-based tourist attraction. It takes residence access and supporting facilities such as shelter, fostering local communities, and government support by regulating tourist areas and making regulations about the management of these attractions and supported with cultural activities and tourism activities.
