Abstract

The guidance carried out by the Department of Trade and Industry of Siak Regency on the Belantik Market which is included in the Indonesian National Standard (SNI) People's Market is one of the government's efforts to realize good governance. This study aims to determine and analyze the application of good governance in the arrangement of the Belantik Raya People's Market in Siak Regency. This research method is descriptive qualitative. Data analysis technique using triangulation technique. The results of this study explain that the implementation of good governance in the arrangement of the Belantik Raya People's Market in Siak Regency has been running for 2 (two) years in accordance with the rules that apply as an SNI Market. If it is associated with the theory of good governance, according to Sedarmayanti, the indicators are: Accountability, Transparency, Openness, Legal Certainty/Rule of Law that the application of the Belantik Raya People's SNI in Siak Regency not only benefits traders, but also benefits consumers. This is because SNI Pasar Rakyat emphasizes the factors of cleanliness, health, safety and comfort. The market manager is currently monitoring all the requirements that must be met by Belantik Raya Market as an SNI People's Market which is under the auspices of the Siak Regency Trade and Industry Office. it must be improved as a whole, this is of course the need for coordination and communication between traders and the government, because to maintain this SNI is the cooperation of all of us in Siak Regency.

Abstract

Abstract. This study aims to look at the government's strategy in the development of the Jering Bay Natural Tourism Object, Kampar Regency. This natural tourism object has a wide expanse of sand such as the beach, a stretch of green grass, forest plantation residents and lakes around the tourist sites. This tourist attraction is visited by tourists, especially on holidays. However, this natural tourist attraction has not received attention from the government. For this reason, researchers conduct research by looking at development strategies according to Cooper et al in Sunaryo (2013: 159) explaining that: a. The object of tourist attraction (Attraction) which is equipped with uniqueness and attraction based on nature, culture, and artificial / artificial. b. Accessible (Accessibility) which addresses the ease of transportation and the transportation system. c. Amenitas (Facilities) that complement tourism supporting and supporting facilities. d. Public facilities (Additional Services) that support tourism activities and e. institutions that have the authority, responsibility and role in supporting the implementation of tourism activities. This research was conducted in Jering Bay with qualitative research methods. While the data collection technique was carried out by field observations, interviews with informants namely the Kampar District government, manager of attractions, Village Heads, BPD Members, community leaders and visitors. The results showed that this attraction has a nature-based tourist attraction. It takes residence access and supporting facilities such as shelter, fostering local communities, and government support by regulating tourist areas and making regulations about the management of these attractions and supported with cultural activities and tourism activities. Abstract

This research was carried out with the intention of knowing the Role of the Bengkalis Regency Public Works andSpatial Planning Service in Coastal Security at Pambang Pesisir Village Beach. Coastal Security is an effort to protect and secure coastal areas and river estuaries from damage due to erosion, abrasion, and accretion. . In its duties and functions, the Water Resources Sector controls the destructive force of water including prevention, construction, repair andmaintenance of facilities and infrastructure for controlling floods, abrasion, erosion, on rivers, beaches and lakes. The coastal area of Pambang Pesisir Village has shrunk due to coastal abrasion. The crashing of the waves is a real threat to the residents of Pambang Pesisir Village. The research objectives were to determine the Role of the Bengkalis Regency Public Works and Spatial Planning Agency in Beach Protection and to find out the obstacles - the obstacles of the Bengkalis Regency Public Works and Spatial Planning Office in Beach Protection. Therefore, in the implementation of coastal protection, the Department of Public Works and Spatial Planning, Bengkalis Regency, through Prevention,Development, Repair and Maintenance. This type of research is descriptive qualitative research. The results of the overall interview stated that the Public Works and District Spatial Planning Office in Coastal Protection was not good. However,the author suggests optimizing community involvement in coastal protection and budget efficiency for coastal protection.

Abstract

Stereotip budaya menjadi hambatan mahasiswa dalam melakukan komunikasi antar budaya dikalangan mahasiswa dengan mahasiswa daerah lain. Tujuan penelitian ini adalah untuk mengetahui bagaimana stereotip budaya yang terjadi dikalangan mahasiswa sehingga membentuk suatu kelompok atau himpunan mahasiwa daerah asal mereka. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan informan yang berjumlah 13 orang. Hasil penelitian ini menunjukkan bahwa terdapat lima budaya yang dikenal dengan baik oleh para mahasiswa yang ada di Kota Pekanbaru. Budaya tersebut adalah Melayu, Minang, Jawa, Batak, dan Sunda. Masing-masing budaya memiliki streotip budaya yang berbeda-beda. Ada yang positif da nada yang negatif. Adapun faktor yang mempengaruhi streotip budaya dalam penelitian ini dipengaruhi oleh faktor identitas budaya, faktor interaksi antarbudaya, dan nilai budaya itu sendiri.

Abstract

Secara empiris kita dapat amati begitu banyaknya persoalan kehutanan yang terjadi di Provinsi Riau mulai dari kebakaran hutan, illegal loging serta mengganti fungsi hutan itu sendiri ke dunia bisnis sehingga hutan hanya ditumbuhi pohon akasia dan sawit. Persepsi publik di Indonesia menganggap bahwa Provinsi Riau merupakan Provinsi yang kaya raya akan tetapi tidak demikian faktanya ini terlihat dari masih banyaknya masyarakat Riau yang hidup dengan kondisi miskin. Kajian ini bertujuan untuk menelaah secara mendalam tentang community participation dalam menjaga kawasan hutan yang ada di Provinsi Riau. Metode yang penulis gunakan dalam penelitian ini menggunakan metode kualitatif dengan tipe deskriptif serta pengumpulan data dilakukan dengan kajian literature review dari jurnal-jurnal yang sudah publish. Hasil penelitian ini menunjukan bahwa kehadiran perusahaan di tengah-tengah masyarakat sama sekali tidak mendatangkan manfaat apapun kepada masyarakat yang tinggal di sekitaran kawasan konsesi maupun di sekitaran kawasan perusahaan sawit yang begitu banyak di Provinsi Riau. Kemudian baik langsung ataupun tidak langsung dunia usaha dan pemerintah merupakan aktor yang berkontribusi terhadap kerusakan hutan yang ada di Provinsi Riau. Peneiltian ini disimpulkan bahwa community participation yang ada di Provinsi Riau tidak bisa terlalu banyak berkontribusi dalam menjaga kawasan hutan secara komprehensif karena semua kewenangan bidang kehutanan berada di Pemerintah Pusat. Saran ini yaitu pemerintah harus lebih serius dan fokus dalam menjaga kawasan hutan dari pengrusakan yang terjadi di Provinsi Riau dan jangan bernegosiasi dengan swasta.

Abstract

The direct election system will provide opportunities for citizens to actualize their political rights as candidates or candidates as well as voters who come from their status as citizens. So that there is interaction between fellow citizens in an effort to participate in both the General Election and Regional Head Elections. The implementation of the Regional Head Election is the main task of the General Election Commission, which authority is then delegated to the Regional General Election Commission. In order to ensure that the Regional Head Election is carried out democratically as mandated in Article 18 paragraph (4) of the 1945 Constitution, the sovereignty of the people must be respected as the main condition for the implementation of elections at the local level. However, not a few dynamics have occurred since the Presidential and Vice-Presidential Elections were held in 2004 and the Regional Head Elections in 2005. This is an early reflection of the Indonesian nation implementing direct elections as a form of citizen involvement in determining their fate at the national and regional levels. This study uses a descriptive research method with a qualitative approach. Qualitative descriptive research is a type of research with the process of obtaining data as it is. This study emphasizes the meaning of the results while the deductive approach is reasoning that starts from certain facts to general conclusions. The implementation of updating voter data in the Election of Governor and Deputy Governor of Riau in Bengkalis Regency in 2018 was carried out according to the stages starting from the preparation of updating data, matching and research, the Temporary Voter List and the Permanent Voter List. The results showed that all stages of updating voter data went smoothly so that the Bengkalis Regency KPU could establish a Permanent Voter List. However, behind the smooth stages of updating, there are still people who have the right to vote that are not registered in the DPT.

Abstract

The increasing arrival and presence of asylum seekers in Pekanbaru City has presented its own problems that are feared and have an impact in the fields of ideology, politics, economy, socio-culture, national security, and immigration vulnerability. This study aims to determine network governance in dealing with the problems of asylum seekers in Pekanbaru City. This study uses a qualitative method, which is a study that uses humans as research instruments that are adapted to the situation and conditions in the field. The results of the study show that networking governance between stakeholder institutions has not been going well so that there are still many immigrants who violate and conflict with existing regulatory provisions. The conclusion of this research is that in terms of involvement, commitment, roles, and mechanisms, the three institutions have been well implemented. The research suggestion is that all stakeholders are expected to establish cooperative relationships and coordinate with the Pekanbaru City Government, the police and other parties involved in monitoring the presence of asylum seekers or illegal immigrants in Pekanbaru.

Abstract

This research departs from the many wishes of the kelurahan community to propose regional expansion. The Kampar Regency Government also gave a good response to follow the public's wishes. However, in the process of the due diligence team found several problems in the field, including the discovery of several villages whose administrative requirements had not been completed, especially the insufficient population, namely the minimum number of 5000 people or 1000 households, then there were several sub-districts where the administrative area boundaries between Kelurahan expansion with the main sub-district and of course this involves 2 interests between the community leaders of the main village and community leaders of the pemekaran village, several sub-districts that will apply for regional expansion do not want to expand their territory to become sub-districts but will immediately become villages while the legal basis governing the division of parts of the sub-district area which immediately became a village, there were no regulations issued either by the Ministry of Villages or by the Ministry of Home Affairs. This research method will be carried out using a qualitative research method with a descriptive type because empirically this research problem is more appropriately studied using a qualitative approach. The results of the study show that the process of determining the policy agenda for dividing sub-districts into villages in Kampar Related district regarding the formulation of the policy agenda for dividing sub-districts into villages, when viewed from the regulations governing the division of sub-districts into villages in outline contains the importance of reviewing legal aspects. Because indeed regulations have not been specifically regulated regarding the division of sub-districts into new villages, there are only government regulations regarding sub-districts or government regulations regarding village division. Abstract

Empirically the problems that occur in this study are the absence of specific regulations regarding the forms, patterns and models of collaboration between the government, private sector and the community in collaborative activities. The research method used is a qualitative research method, with a descriptive approach. Data collection techniques were carried out by means of interviews, observation, and recording of documents related to the collaboration process carried out in the implementation of the tourism object development program in Kampar Regency. The results of the research show that collaborative governance in the development of tourism objects in Kampar Regency has been running since 2019 until now. Based on the results of the research, it can be concluded that the process of collaborative governance in the development of tourism objects in the Village of Koto Mesjid, Kampar Regency, has been effective, which is marked by the stakeholders having carried out their main tasks to the fullest. Even so, there are still a few mistakes in communication that are not going well and the communication that is established is still lacking due to delays in information being obtained by the public.  Keywords: Collaborative Governance, Tourism Object Development, Tourism

Abstract

Desa adalah kesatuan masyarakat hukum adat yang memiliki batas-batas wilayah tertentu, berwenang mengatur dan mengurus ketentuan masyarakat setempat berdasarkan filosofis. Penyelenggaraan pemerintahan Desa dilaksanakan oleh pemerintah desa. Pemerintah Desa adalah Datuk Penghulu dibantu perangkat Desa sebagai unsur penyelenggara pemerintahan Desa. Oleh sebab itu pemeritahan Desa perlu mendapatkan pembinaan dari Pemerintah Dearah terutama dalam menjadikan Kepenghuluan Darussalam. Kepenghuluan Darussalam memiliki potensi pariwisata sebagai prospek untuk peningkatan pendapatan asli desa. Desa Mempunyai sumber pendapatan yang terdiri dari pendapatan asli desa, bagi hasil pajak daerah dan retribusi daerah Kabupaten atau kota, bagian dari dana perimbangan keuangan pusat dan daerah yang diterima oleh Kabupaten/Kota, alokasi anggaran dan Anggaran Pendapatan dan Belanja 2002 Negara, bantuan keuangan dan Anggaran Pendapatan Belanja Daerah Provinsi dan Anggaran Pendapatan dan Belanja Daerah Kabupaten/Kota, serta hibah sumbangan yang tidak mengikat dari pihak ketiga. Namun pemanfaatan sumber pendapatan desa belum dikelola dengan baik, kurangnya strategi dan inovasi dalam peningkatan PADes. Menurut Undang-Undang Nomor 6 Tahun 2014 tentang Desa disebutkan bahwa hal hal yang dapat dilakukan pemerintah desa untuk meningkatkan pendapatan asli desa dalam proses pembangunan desa diantara lain adalah dengan melakukan pemungutan retribusi desa dan pengembangan badan usaha milik desa.
