Abstract

The purpose of this study is to analyze determinant attribute of the success of ship assistance program to enhance fishermen welfare. The study uses multidimensional scalling (MDS) for economic, social, and institutional dimension. The results of the analysis indicate that stress values for all dimensions is close to 0, it means that configuration measurementattribute for the sustainability of the program in one point is quite appropriate. In social dimension, the attributes that affect the sustainability of the assistance program are an increase community participation in program, increase cooperation in fishing effort, an increase in the number of villages that received the program, and strengthening the involvement of indigenous peoples in the program. In institutional dimension, priorities for improving the sustainability of the program are to strengthen the microfinance institutions, social institutions, and the strengthening of the fishermen group. In the economic dimension, the attributes that affect the sustainability of the program are alternative livelihoods, business profits of the fishery, the fisheries subsidies, availability of human resources (fishermen), and transfer of profits

Abstract

This research means to know the just target of social health insurance assistance receipients. The just target is urgent so that social insurance is effective. The research is conducted in Purworejo Regency with qualitative-descriptive method. Data are gathered through interview, observation, with informants of social insurance participants program who get PBI-JKN and Jamkesda, and documentary analysis related to social health insurance. The result concludes that social health insurance in Purworejo Regency has been done to the right targets. They are poor community comply with the indicator, reached through PBI-JKN with local central government budget, and poor group through local health insurance (Jamkesda) budget. The participation in local social health insurance refers to validation of PPLS 2011 so that does not fit with current condition. It needs newly data verification 2014-2015 for social assistance and social insurance 2015 through the Ministry of Social Affairs, through Central Data and Information in coordination with BPS. PPLS validation is conducted every six months by Directorate Social Protection and Insurance in coordination with TNP2K so that the information gets the right targets and benefit as social security network.

Abstract

This paper explains that coal mining as a heavy industry does not bring the expected prosperity to the community. At the macro level, the activity of mining gives a significant contribution to national economy, including provide job opportunities. But at the micro level, enviromental degradation seems dominant with its impact to the environment. Theimpact is the process of marginalize for local people, especially for some people who live on agricultural sector. The degradation to the environment makes the capacity of agricultural lands becoming low in production whereas the access of farmers to the fertile lands and other economical resources are very limited. The condition is getting complex when at the same time there are many newcomers from other areas searching for better life so it has caused the environmental degradation worser. The existence of the newcomers has made the competition among the people there to get land and economical resource is getting high. This competition will make the local people or farmers becoming marginalized becausethey could not compete in the situation and they lose many opportunities. Those phenomena happens due to the politics of ecology played by national and local goverments through policies which only focus on the economy sector.

Abstract

This research means to describe fishermen perspective, dinamization, and aspiration toward social welfare effort in Tanjungbalai Municipality, North Sumatera Province. This research is done with qualitative method and analyzed through descriptive technique. Data resources are fishermen as informants united in Rumah Kerang, secondary data are from previousresearch literatures and books related to the research topic. Research location determined purposively based on the consideration that Tanjungbalai is strategic port. Data are gathered through interview and observation technique. The result shows that fishermen in Tanjungbalai depend on sea resources, namely fish and clam through cooperation system called Rumah Kerang that is expected to give welfare to the fishermen. Fishermen perspective toward social welfare effort is still based on religious power. It is recommended that government should arrange regulation on fish-catching zonation, use catching devices with environmental friendly, eradicat black levy and high-interest money lender toward fishermen. For small fishermen they should get guidance, law awareness, preserve sea echosystem, and empowerment through fasilitation, job diversification, and fish cultivication through netbox.

Abstract

This research is done to reveal economic, social, and cultural of poor peasant community, also to reveal the causal factors of poverty in Bantul Regency rural area and its strategy to prevent. The research takes place in Dlingo and Pajangan district that based on the consideration the area inhabitated by poor peasants. Data are gathered through guided interview, observation, documentary analyses, and analyzed through qualitative-descriptive technique. The result shows that the poverty is not just because of economic aspect, but cultural and social aspect of local community. The prevention effort needs strategy, some of those are coordinated program implementation from its competent parties, not just a responsible of local government, but needs commitment of corporation, non-government organization commited to poverty, and the community.

Abstract

This research is meant to describe the role of social workers in giving service to elders. The negligence that suffered by elder needs attention because of his or her backwardness and empowerness to fulfill their living needs. A place to live is a basic need of elders that should be fulfilled to assure their living welfare so that elder can enjoy his or her old daysin safety and peace living condition. Neglected elder who does not have a house to live and no one willing to give him or hersocial service, his or her condition will become worse. Social workers are needed to minimize his or her negligence. Research location determined purposively at Panti Wreda Budi Dharma (Social Institution), based on the consideration that this institution has commited social workers in giving service to elders. Data are gathered through interview, observation, and documentary analyses. The informants consisted elders, institutional managements, social workers, who give services to elders. Data are analyzed through qualitative techniques on the role of social workers giving service to elders. The research shows that social workers at this institution have a significant role in giving services to the elders, with several roles they have done the elders can feel part of the family at the institution, live in peace, welfare, safety, and fulfilled all their living needs and have a place to stay long live. Elders and their families get satisfaction psychologically with services given by social workers and institutional managements. It is recommended that the Ministry of Social Affaris should give attention and support to social workers working at that institution, though they are not social work educated but practically they work as social workers. The support can be manifested to give social workers a chance to participate in social work formaleducation and training to improve their capacity that will have an impact on their profession relating to humanity.

Abstract

This research is meant to know the implementation, goal achievement, handicap and supporting factors of institutional based children service and protection PSAA Tunas Bangsa Pati. Data resources are program implementers that cover structural officials, nurses, functional social workers, service receipients, former receipients, and related stakeholders. From the descriptive analysis can be concluded that the children social care service and protection implementation at PSAA Tunas Bangsa Pati, without parents intervention, has been working optimally as standard model issued by the Ministry of Social Affairs. The service and protection implemented through initial approach, assessment, service plan making, service implementation, resocialization, replacement, advanced guidance, and termination. Though is still found a weakness, that of data based on children with social welfare problem is not provided as data receipients candidates, assessment has not been conducted optimally so that yet can be a base on children service and protection implementation activity. Social guidance is still conducted in a big group so children problem handling has not been yet effective. The guidance of children interest, talent, and skill has not been refered to facilities availability. It needs social workers human resources improvement quantitatively and qualitatively that can support servicing process. The Directorate of Children Social Welfare, General Directorate of Social Rehabilitation as competent institution should establish PSAA to enhance quality of institutional children welfare service together with family based children care model.

Abstract

The main cause of drugs and HIV-Aids double epidemic in Indonesia is the change of using pattern from smoking to injection and the widespread of injection (IDU-Penasun) use among abusers, which in general having human capital weakness, or logical weakness, so they depend on drugs without awareness of its infectious contamination which threatenthem. They are not aware that “gold bridge” of contamination and spread HIV-AIDS virus is not-sterilized injection needle use by turns. One of efforts to prevent HIV-AIDS virus contagion among injecting abusers is harm reduction (HR), in Indonesian terminology called the reduction of drugs bad effect. The main goal of this program is cutting contagiouslink of HIV-AIDS virus, from the main to special goal in Penasun community (injection use). In its implementation, HR program faces several handicaps, one of them is there has been yet a legitimating law conducting the program; sociology and religious handicaps related to Indonesia norm; budget and geographical handicaps because of the wide area and itsoutreach that need huge budget to implement the program; to anticipate those handicaps, the implementation of harm reduction needs good consideration to protect and safe people from double epidemic drugs and HIV-AIDS with still holding socio-culture, and Indonesian identity.
