Abstract

The goal of this research is to know the implementation of neglected ederly assistant (ASLUT), in Luwu District, South celebes Province, and its benefit to receiver. This research is qualitative-descriptive. Data were gathered through interview with implementators of ASLUT and local social agency officials, four social guides, post officers, and several elderlies asreceivers of the program, plus documentary analysis, observation and focus group discussion. Data were analysis through qualitative-descriptive technique. The result showed that the implementation of the program gave 40 receivers with right criteria, four of them were bed-ridden that any time need assistance by other people, 13 of them living with their families, 13 of them living with other people, and 10 of them living alone. The proses ang its target had been implemented rightly. The assistance was implementad through giving Rp 200.000,- received three monthly per person and can be used to buy daily needs that before was held by their family or environmental people. The success of the program can not be forgoten from the role of four social guides and postmen as assistance outreach to benefisal people. It recommended that the sum of the assistance and social guides should be incremented to maximize the program.

Abstract

Police as a country agent that most strategically as a distinctive direction in children handling in facing laws. This puts the police personnel in a dilemma between the will to be responsive towards site specific needs and that of the will to make sure that they are able to make and carry out the decision correctly based on valid existing policy. This research is trying to reveal police personnel awareness in managing that dilemma, mainly in the context of understanding and tendency of addressing on the principles of protecting children with factors as a ground in making and carrying out discretional, interpretative, responsive decision in children case investigation. This study applies case study method through observation and interviews to some crime cases investigators that are involving suspected children in Sleman District Police area. This research reveals the understanding towards the principles of protecting children as a ground in addressing the decision making, has eventually not been widely possessed by police investigators. This issue is reflected on the preference domination either on the children protection principles on the handling way or that of its decision making in investigation of children cases. Bureaucratic preference and rule driven that orient to career safety assurance and career developmentare rational choices that base every decision making. This condition becomes one of the factors that make the low level of competency of Bureau personnels and its low bureaucracy conduciveness on the possibility of applying the police’s discretion competency to prioritize the principles of the best interests of the child before involving the society in decision making. The research recommeds integral approach in between criminal policy and social defence policy application to support social welfare policy that implicating on the use of criminal law process as the last alternative, because it hassubsidiary function, that can be used if other alternatives lack of satesfying result. But if it must be used, it should be oriented to protection, sheltering and public service. On this context, police is able to unite two doctrins through different stress in balance, namely a strong hand of society with a soft hand of society.

Abstract

This research is done to know migration patterns of Sumenep people, Madura to Saudi Arabia and Malaysia from their subjective meaning, and its impact on local social economy in the place of origin. Methodological paradigm of this research is humanism. Data resources are 788 files of ex-migrant workers (either regular or non-regular) in Sumenep Regency, Madura, East Java Province. Data are gathered through documentary analysis compilation, then being told “lively” through interview with 48 informants choosen from migrant workers, and focus group discussion. Data also enriched through non-participant observation at several migrant workers hubs in Sumenep Regency, and analyzed through qualitative-descriptive technique. The results shows that migrant workers can be divided in three main patterns, namely regular(managed by PPTKIS), non-regular and non-regular absolute (managed by indivudual mediator, tekong). Their choice based on the reasons that regular pattern through PPTKIS needs much money, have to go through intricate red-tape, and tends formal in its social relation, while non-regular pattern does not need much money, having familiar and emotional social relation, quick process, and arranged by their closed family or friend. Although, according to article 4 juncto article 102 of the Indonesian Human Resources (TKI) Regulation No 39, 2004 stipulating that anyone violates the regulation will be fined 2-15 million rupiah or jailed for 2-10 years. But the regulation still does not discourage Sumenep migrant workers to choose non-reguler pattern, as in practice both regular and non-regular remain indifferent. The other result show that the impact of Sumenep migrant workers can activate local social and economy through the remitance they spend in consumtive and business activities, some also donated to infrastructures development, sort of school, lanes, and religious building.

Abstract

Kisar is one of outside islands of Moluccas Province. The climate on the island is extreme so to guarding for food security against it Meher ethnic group use their traditional wisdom,”hapa”. Hapa is a traditional farming system which is effective for the agriculture cultivication. Hapa bring a lot of hidden rationality and full support to the farmers of Meherto guard their food security that can be developed to all small islands which have the same climate. Hapa also exsists with the Meher women as mam lele her that means the giver of life for the family. Hapa and mam lele her support gender division labor.

Abstract

The research was conducted to provide certainty “rice for poor” program can provide social protection to the poor. Some of the conditions that must be comply with the objektives of “rice for poor” program were right in target, amount, quality, price, time, and administration, better known as 6 T. The research result showed that they found irregularities suchas Bagito case (Shared each other equally), change in unit targets, indicators of poverty, and a lack of valid data, so the indicators of 6 T success yet to be realized. Referring to the problems mentioned above, it was clear that to achieve the 6 T indicators in”rice for poor” program itself still can not be achieved, that was still far to the main objective of socialprotection that should cover: to prevent and reduce the risk of human experience to avoid severe and prolonged misery; to increase the willingness of vulnerable groups to face and out of poverty, misery and social-economic insecurity; to allow the disadvantaged groups to have a dignified standard of living so that poverty will not be passed on from one generationto another. To achieve the desired objectives needed for improvement in both social protection and distribution of “rice for poor” quota mechanism, data problem, poverty indicators, the efforts to provide social protection to low-income people need to be reformed, especially with the meaning of social protection associated with the quota of rice for the poor, rice quality, delivery mechanisms, the problem of data, anda indicators of poverty.

Abstract

The objective of this research is to analyze the strategy of poverty alleviation in the field of economics, socials, and environments made by Program Nasional Pemberdayaan Masyarakat (PNPM) Mandiri Perkotaan (cities self-supporting empowerment national programs). This research is a case study with the design of single case which has more than one unitanalysis. By applying this method, it is hoped that the findings are able to describe how the strategies of poverty alleviation use the empowerment approach. The findings show that the strategy of poverty alleviation has been done by digging the society volunteer competencies who have to be the society cadres of poverty alleviation. These cadres and the facilitatorswho are the officials of PNPM have facilitated to found the local organization with the name of Lembaga Keswadayaan Masyarakat/LKM (self-supporting society institutions). This institution is an embryo of social capital which has a bride functions for making a synergies relationship from the poor to the sources that are able to use for poverty alleviation in the society and others. The process of poverty alleviation facilitation is by using trust, cooperative, and networking through the cycles of poverty alleviation. These cycles are; reflecting poverty, mapping self-supporting, founding the local organization, arranging the programs of poverty alleviation, forming KSM, and driving the activities on the priorities of economics, socials, and environment.

Abstract

This research is meant to know the perticipation of soya cake manufacturers in using used-water (IPAL) on poverty prevention in Grumbulmuntuk community, in Sukaraja Village, Banyumas District, Center Java Province. The research method is qualitative-descriptive to describe poverty condition soyabean cake manufacturer and their participation inusing IPAL, and its poverty prevention alternative that can be done by related ministeries. Data are gathered through: interview with officials of local (social agency, environmental board, district social welfare workers and soyabean cake manufacturer); observation and library analysis. Data analysis done through qualitative-descriptive technique. The resultcan be concluded that the poverty prevention through right-using technology in soyabean cake manufaturers enviroment has not been optimally succesful yet because of its lack of participation based on their low income and education, no social and economic preparation, no intersectoral joint ventures, and continued guidance. It recommended that a guidance from the Ministery of Social Affairs and Research and Technology, through the placement of district social workers in rightusing technology (IPAL) should be done.

Abstract

This research was meant to know the family, as aged’s problem handling place, to do in fulfilling aged needs, and its enfluencial factors. The research took place in Krembangan Village, Panjatan district, Kulonprogo Regency, Yogyakarta Special Teritorry. Informants were ditermined through purposive sampling, as many nine aged persons including theirfamiles that looked after them. Data were gathered through interview, observation, documentary analysis. Data were analysed through qualitative-descriptive technique. The result showed that families gave social service to aged member of the family, phisically, psychologically, and socailly. The enfluencial factors in giving the service to their aged member of the family were the family income, the number of the family they hold, their interaction and communication process, and the condition and aged ability. Based on the result, to enhance the role of the family to give social service to their aged member, it need social guidance and information to the family related to the aged problem and need, so that the family know the need of phisical, psychological, and social needs of aged.
