Abstract

This research aims to analyze studies related to the dynamics of agenda-setting policy in the process of implementing Formula E in DKI Jakarta. This research uses agenda-setting policy theory developed by John W. Kingdon. This research analyzes the interactions carried out by the actors involved in the process of organizing Formula E in DKI Jakarta. The research method used in this research is a qualitative research method. In order to obtain primary research data, researchers interviewed pro and con parties in this research, one of which was the DKI Jakarta Provincial Government and several factions in the Regional People's Representative Council (DPRD) of DKI Jakarta Province. Researchers also use secondary data originating from various mass media and other literature sources. The results of this research show that there is a polemic of pros and cons in the process of holding Formula E in DKI Jakarta. This polemic exists because there are interests from each party. Through political streams, researchers found the formation of coalitions to fight for the respective interests held by various parties. This aims to include these interests so that they can be put at the top of a policy agenda. Political stream is the most dominant aspect in the dynamics of agenda-setting for the Formula E implementation process in DKI Jakarta.

Abstract

The emergence of a discourse on postponing elections and extending the president’s term of office is a form of communication planning. the strategy model used is an interactive model where representatives of the government elite who have legitimacy convey the meaning intended to motivate the parties to agree on the discourse of postponing the election and extending the president’s term of office. the purpose of this study is to analyze the strategic model in the discourse on postponing elections and extending the president’s term of office. this research uses qualitative methods with a case study approach to see the complete, complex and dynamic pattern of communication strategies in the emergence of discourse on postponing elections and extending the president’s term of office. this research found a communication breakdown in the discourse on postponing the election caused by negative political prejudice from the public towards the government. the discourse is motivated by the public’s historical memory of the image of message leaders, in this case political actors currently in government who act as message senders. not only that, we identified three things that cause noise to occur in the election postponement discourse, namely (1) semantic and psychological disturbances caused by errors in the language used, (2) disturbances in the frame of mind caused by differences in perception between the communicator and the communicant regarding messages conveyed, and (3) cultural disturbances caused by differences in norms, habits, and values that are believed.

Abstract

This research aims to explain how spiritual groups in Malang City struggle to obtain their rights as citizens. This research is important to carry out as a benchmark for the obligations that the government should give in the form of rights as citizens to marginalized groups, in this case spiritual believers in Malang City, Malang City. By borrowing the theoretical framework of citizenship politics from Kristian Stokke, which divides citizenship into four dimensions, namely citizenship as legal status, citizenship as rights, citizenship as membership, and citizenship as participation. This research uses descriptive qualitative methods by collecting data through literature study, document study, interviews and observation. The results of this research show that spiritual groups in Malang City have made various efforts as a form of struggle to obtain various rights, namely membership rights, legal status as an organization or community, civil rights, social rights, political rights and participation rights. The findings of this study show that groups of religious believers in Malang City have proven to be very proactive and take initiative towards government institutions in various fields such as administration, education and the social sphere.

Abstract

The implementation of paid parking at Indomaret and Alfamart in Pekanbaru City has received many complaints from the public, this is because parking at the two minimarkets which was previously free has now become paid. However, the parking technical implementation unit stated that this policy aims to increase the original regional income of Pekanbaru City and wants to revive the community's small businesses. The research results show that there is a dynamic implementation of policies based on Pekanbaru Mayor Regulation Number 148 of 2020 due to the government's desire to increase local original income in order to increase city development and regulate parking according to applicable regulations. However, the community and the Pekanbaru City DPRD did not agree, so the Pekanbaru City Government reviewed the implementation of this policy so that a review was carried out with the Transportation Service and the Pekanbaru City DPRD.

Abstract

This research examines a comparison of Philippines and Indonesian approaches to integrating a gender perspective in social protection programs. In the context of the COVID-19 pandemic, gender-responsive social protection has become even more important to address gender inequality which has been exacerbated by this crisis. The results of the study show that the Philippines has taken a more advanced step in paying attention to a gender perspective in social protection programs. They have launched clear policies and initiatives to ensure that women receive appropriate protection and appropriate services. On the other hand, Indonesia is still facing challenges in comprehensively integrating a gender perspective into social protection programs. This study provides insights and recommendations for both countries in implementing social protection programs that are sustainable and inclusive, with a focus on empowering women and overcoming gender inequality during the pandemic and in the future.
