Abstract

Due to the Good Governance, one of the efforts made is by developing New Public Service paradigm. The implementation of this paradigm can provide service without discrimination, because all services activities carried out by the government are oriented towards providing excellent service, as well as realizing the principle of public service as stated in Law number 25 of 2009 concerning Public Service namely the principle of public interest, legal certainty, rights  equality, balance of rights and obligations, professionalism, participative, equality of treatment/non-discrimination, openness, accountability, facilities and special treatment for vulnerable group, timeliness, speed, convenience and affordability. Public service improvement shall obtain the main attention from the government, because public service is basic social rights of the community (social rights or fundamental rights). The juridical foundation of public service on the basic social rights is regulated in the provisions of Article 18 A paragraph (2) and Article 34 paragraph (3) of the 1945 Constitution. In such a way, the Constitution explicitly regulates public service as a form of basic social rights (the rights to receive). The rejection or deviation of public service is contrary to the 1945 Constitution. Therefore, related to the circumstances, the Government shall strive improving the quality of service, among other by way of service innovation by utilizing technological progress. One of the developing technologies today is Big Data technology. There are an opportunity and a challenge for the Government to use it to improve service quality.

Abstract

Participatory planning supports community to involve in government and regional development. This community effort is one of the important manifestations of good governance and democracy. The importance of participatory planning in optimizing community participation and its implementation in regional development is an important topic in this article. Participatory planning emphasizes the importance of broad participation for every community, both individually and in groups, from planning to decision making. A development with a welfare goal cannot be ascertained its achievement without community participation.

Abstract

Bureaucratic reform in the taxation is begun from the needs of taxpayers to report taxes more quickly, easily, and save on expenses. Responding to the case, the government offers an e-filing facility to the taxpayers in order to report taxes anytime and anywhere. The purpose of this research is to analyze the factors that influence taxpayers to use e-filing, and to measure the level of influence of each variable. This research is important because the use of e-filing by the taxpayers has not been maximized. The sample of this research was 100 respondents, who had an experience in using e-filing. The sampling technique was simple random sampling. Data analysis technique using path analysis. The validity and reliability test of the variables were valid and reliable. The result of the research indicated that the variable of perceived usefulness was not significantly correlated with the variable of behavioral intention (r=0,07), while the variable of perceived ease of use was significantly correlated with the variable of behavioral intention (r=0,33). The variable of service quality was significantly correlated with the variable of user satisfaction (r=0,39). The variable of user satisfaction was significantly correlated with the variable of behavioral intention (r=0,34). The variable of behavioral intention was significantly correlated with the variable of use behavior (r=0,45).

Abstract

This research was conducted to determine the effectiveness of policies for integrated administrative service/ PATEN in District Town Cimanggis, Depok City.  Research using qualitative methods to describe and analyze the objective. The results showed that the effectiveness has not met the minimum standards, but in general the community felt a change was quite good with one-stop service.Several things that make service ineffective namely the unavailability of the service manual , the fees charged , the suggestion box as an evaluation , an online registration facility , which has not been scheduled service personnel and their dependence on the head section that is hindering the speed of service.Some efforts have been made to improve the effectiveness is improving the competence of personnel , implementing e - PATEN and the need for city government's commitment to improve the efficiency and effectiveness of the implementation PATEN in District CimanggisThis research was conducted to determine the effectiveness of policies for integrated administrative service/ PATEN in District Town Cimanggis, Depok City.  Research using qualitative methods to describe and analyze the objective. Abstract

This article aims to provide an overview of the opportunities and challenges of "Big Data" in building "smart city" for transportation systems. The method of research in this paper is descriptive qualitative by using literature review as primary data and synthesis from several journals both international and national. In this digital era, big data can be used by business people in determining business strategy. As for academics can be used as innovation in doing research, although there are still obstacles. For the government can be used as the basis for references to issue policies in building smart city especially transportation system that pay more attention to environmental factors and quality of life of the community so as to support sustainable development program

Abstract

Regional Tax according to Law No.34 of 2000  as amended the latest  by Law number 28 of 2009 that Regional Tax is the contribution of taxpayers to regions that are owed by an individual or a body that is compelling based on the law, with no reward directly  and used for regional needs for the greatest prosperity of the people. The basis for tax collection is carried out by the regional Government in accordance with law number 32 of 2004 as ammanded  by Law No. 12 of 2008 concerning regional autonomy wich states that the government  and the people in the regionsare allowed to take care or their own households responsibly. Karawang regency is famous for its parking tax revenue target and realization  of parking tax which continues to increase every year.increasing the target every year within the last three years  2015-2017 is based on the achievement of the parking tax realization received. When viewed in terms of the determination of the largest target number, it accurred in 2017, which amounted ti IDR 4,000,000,000  from the previous year 2016, which was IDR 1,750,000,000 which increased by IDR 2,250,000,000. If seen  from the realization, the biggest income occured in 2017 with the total realization of Rp.3,063,776,838 with a percentage of 76.59%  but was not  achieved when viewed against the target of the determination. In terms of achieving the target, the biggest percentage occurred in 2016 with a realization of Rp.1,950,622,021 with a percentage of 111.46%. with the  failure to achieve the target in 2017, there are obstacles that arise during the implementation process in the field

Abstract

The Analysis of Implementation Policy’sElectronic Filing System for Compliance of tax payer improvement on communicating SPT to KPP Pratama’s West Tangerang 2013, 2014, & 2015. The purpose of this research is to know the implementation’s policies of e- Filing for compliance of tax payer improvement on KPP Pratama’s West Tangerang 2013, 2014, & 2015. Theory in this research refers to George Edward lII’s theory, there are four factors that influence of implementation’s policy such as : communication, resources, disposition / nature, and a bureaucracy’s structure. This research using inductive analysis’ method. Datas obtained by depth interviews, direct observation and documentation research. The subject of this research is tax officials, tax payer, and academics with informants determination using purposive sampling’s technique. This research through validity test with four test criteria credibility, transferability, dependability, and confirmability. Based on the analysis, it showed that: there is an increasing amount of their annual tax return submitted by e-Filingfrom 2013 amounted to 18,397 and in 2014 amounted to 25,552 and in 2015 amounted to 54, 693, it proves that  the implementation of policies on e-Filing going well and can be received by the taxpayer.

Abstract

The purpose of this study was to determine the effect of Transformational Leadership, Organizational Culture and Job Satisfaction on the teacher's organizational commitment by referring to Maptuhah's opinion that there was an influence between Transformational Leadership, Organizational Culture and Job Satisfaction on Teacher's Commitment. The research method used in this study is a quantitative method through a survey with a population of 28 people with saturated samples, meaning that the entire population becomes a sample. Based on the analysis with the help of SPSS version 23 for windows shows that: Transformational leadership affects organizational commitment, this is indicated by the value of R Square of 0.066 or 6.6% while the Organizational Culture influences the Organizational commitment shown by the R Square value of 0.216 or 21.6% and Job Satisfaction have a significant positive influence on Organizational Commitment, this is indicated by the R Square value of 0.673 or 67.3%. Transformational Leadership, Organizational Culture and Job Satisfaction together have a significant positive influence as indicated by the R Square value of 0.746 or 74.6%. The empirical findings indicate that to increase Organizational Commitment teachers need to pay attention to teacher job satisfaction at SDN Pucung III, Kota Baru District, Karawang Regency. Transformational leadership and organizational culture need not be a concern.
