Abstract

The policy of implementing restrictions on community activities (PPKM) is a policy made by the government in controlling the COVID-19 pandemic in Indonesia, so good performance is needed in guarding the policy. This study aims to describe the performance of the Civil Service Police Unit, South Jakarta Administration. Determination of informants using a purposive sampling technique. Data was collected by using interviews, observation, and documentation techniques. The validity of the data in this study uses data triangulation. Data analysis through the process of data collection, data presentation, conclusion drawing, and data verification. The data analysis technique used descriptive and qualitative analysis techniques. The results of the research on the performance of the Satpol PP in guarding the implementation of PPKM in the South Jakarta Administrative City are quite good in terms of several dimensions, namely the dimensions of work quality, dimensions of work quantity, dimensions of employee consistency, dimensions of cooperation and dimensions of employee attitudes, but still need improvement in the quality of work and consistency. The obstacles that affect the performance of the Civil Service Police Unit in overseeing the implementation of restrictions on community activities (PPKM) in the South Jakarta Administrative City are the lack of Civil Servant Investigators (PPNS), PPKM policies that are always changing, and the lack of public awareness of the importance of health protocols.

Abstract

ABSTRAKDinas sosial Kabupaten Cianjur merupakan unsur pelaksana Pemerintah dipimpin oleh Kepala Dinas yang berada di bawah dan bertanggung jawab kepada Bupati Cianjur serta mempunyai tugas membantu Bupati dalam menyelenggarkan sebagian urusan pemerintahan di bidang Pelayanandan Rehabilitasi Sosial, Bidang Pemberdayaan Sosial, dan Bidang Bantuan dan Perlindungan Sosial. tujuan penelitian ini adalah untuk mendeskripsikan implementasi kebijakan pembinaan anak jalanan, Adapun pendekatan penelitian yang digunakan adalah pendekatan kualitatif yang bersifat deskriptif. Hasil penelitian ini menunjukkan bahwa Implementasi kebijakan pembinaan anak jalanan, diatur dalam Peraturan Daerah Kabupaten Cianjur Nomor 7 Tahun 2013 di sertai peraturan Bupati Cianjur Nomer 6 Tahun 2021 tentang Pemberlakuan Adaptasi Kebiasaan Baru.Namun kebijakan belum mampu diterapkan secara efektif karena tujuan kebijakan ini belum bisa tercapai, terbukti dari data hasil patroli PMKS (Penyandang Masalah Kesejahteraan Sosial) Dinas Sosial bahwa tiga tahun terakhir jumlah anak jalanan justru semakin meningkat. Kedua dari segi sumberdaya manusia dan finansialnya Dinas Sosial masih mengalami kekurangan sehingga pelaksanaan pembinaan anak jalanan belum maksimal. komunikasi dan koordinasi antara DinasSosial dengan pihak lain yang dapat terlibat masih sangat kurang.Terbukti yang masih berperan aktif untuk membantu pembinaananak jalanan, hanya P4GN (Pencegahan, Pemberantasan,Rehabilitasi, Penyalahgunaan dan Peredaran Gelap Narkoba) padahalmasih sangat banyak LSM yang sebetulnya bisa diajak berkoordinasi supaya pembinaan anak jalanan, bisa terimplementasikan dengan sebaik-baiknya. Faktor hambatan yang krusial dalam proses pembinaan Anak jalanaan adalah kurangnya SDM untuk membingbing penyandang masalah Sosial.Kata kunci: program pembinaan, anak jalanan, pandemi covid19 ABSTRACT The Cianjur Regency Social Service is the implementing element of the Government led by the Head of the Service who is under and responsible to the Cianjur Regent and has the task of assisting the Regent in carrying out some government affairs in the field of Social Services and Rehabilitation, Social Empowerment Sector, and Social Assistance and Protection. The purpose of this study is to describe the implementation of the policy of fostering street children. The research approach used is a descriptive qualitative approach. The results of this study indicate that the implementation of the policy on fostering street children is regulated in the Cianjur Regency Regional Regulation Number 7 of 2013 accompanied by the Cianjur Regent's Regulation Number 6 of 2021 concerning the Enforcement of New Habit Adaptations. However, the policy has not been able to be implemented effectively because the objectives of this policy have not been achieved, as evidenced by the results of the Social Welfare Problems (PMKS / Penyandang Masalah Kesejahteraan Sosial) patrol of the Social Service that in the last three years the number of street children has actually increased. Second, in terms of human and financial resources, the Department of Social Affairs is still experiencing shortages so that the implementation of street children development is not optimal. communication and coordination between the Department of Social Affairs and other parties who can be involved is still very lacking. It is proven that those who still play an active role in assisting the development of street children, only Prevention, Eradication, Rehabilitation, Abuse and Illicit Trafficking (P4GN / Pencegahan, Pemberantasan, Rehabilitasi, Penyalahgunaan dan Peredaran Gelap Narkoba) even though there are still very many non-governmental organizations (NGOs) that can actually be invited to coordinate so that the development of street children can be implemented as well as possible. The crucial obstacle factor in the process of fostering street children is the lack of human resources to guide people with social problems.Keywords : Development program, street children, Covid19 Pandemic

Abstract

In the first quarter of 2020, the Gross Domestic Product (GDP) of several countries has clearly illustrated the impact of the Covid-19 outbreak which has affected the decline in economic activity around the world, US (0.3 percent), Germany (-2.3 percent), China (-6.8 percent) and Singapore (-2.2 percent). In response to the global economic downturn, several countries have issued various monetary easing policies and fiscal policy packages with progressive schemes with significant value. The government continues to be aware of current global economic developments and has responded through various domestic fiscal stimulus policies that are provided for health care, protection of vulnerable communities, incentives for affected sectors and strengthening financial stability. One of the focuses is related to tax policy in the midst of a pandemic as a measure to anticipate the threat of a recession. With descriptive qualitative methods through literature studies, tax policies during this pandemic are described. The role of this tax is one of the many alternatives in facing the threat of a recession during a pandemic

Abstract

Due to the Good Governance, one of the efforts made is by developing New Public Service paradigm. The implementation of this paradigm can provide service without discrimination, because all services activities carried out by the government are oriented towards providing excellent service, as well as realizing the principle of public service as stated in Law number 25 of 2009 concerning Public Service namely the principle of public interest, legal certainty, rights  equality, balance of rights and obligations, professionalism, participative, equality of treatment/non-discrimination, openness, accountability, facilities and special treatment for vulnerable group, timeliness, speed, convenience and affordability. Public service improvement shall obtain the main attention from the government, because public service is basic social rights of the community (social rights or fundamental rights). The juridical foundation of public service on the basic social rights is regulated in the provisions of Article 18 A paragraph (2) and Article 34 paragraph (3) of the 1945 Constitution. In such a way, the Constitution explicitly regulates public service as a form of basic social rights (the rights to receive). The rejection or deviation of public service is contrary to the 1945 Constitution. Therefore, related to the circumstances, the Government shall strive improving the quality of service, among other by way of service innovation by utilizing technological progress. One of the developing technologies today is Big Data technology. There are an opportunity and a challenge for the Government to use it to improve service quality.

Abstract

Population growth that continues to increase without being balanced with the extent of urban land causes an uncomfortable environment for all its society or communities. People need a chance to have a better life. Something new is required to solve this problem. One of the solutions is to create a Creative Village (Kelurahan Kreative), also as a form of support in realizing the Creative City. This study uses qualitative research with a literature study in data collection. The results show that this Creative Village can run with support from various parties; government, society, and the private sector. The collaboration of various parties will facilitate in realizing creative villages, which can be done by empowering the younger generation who are members of Karang Taruna (youth group). This young generation will move and develop the Creative Village. To support them, at first these young men will get various training as provisions. The use of technology is also important in efforts to realize Creative Village that will further support the creation of Creative City.

Abstract

The existence of regional autonomy supports changes in various sectors, including changes in financial management. This is evidenced by the birth of three packages of laws in the field of state finance, namely: Law Number 17 of 2003 concerning State Finance; Law Number 1 of 2004 concerning the State Treasury; and Law Number 15 of 2004 concerning Examination of the Management and Accountability of State Finances. These three packages of laws regulate the management of state finances more democratically and regulate sanctions for managers of state finances. To support the implementation of regional autonomy in financial management, it is necessary to anticipate deviations in the preparation of financial statements. This study aimed to analyze the Effectiveness of the Role of the Internal Control System in the Preparation of Regional Financial Reports. The research approach is a descriptive qualitative approach. The method of analysis uses a literature study. The study results on the Effectiveness of the Role of the Internal Control System in the Preparation of Regional Financial Reports indicate that the internal control system has an effective role in preparing regional financial reports. But this internal control system cannot be said to be perfect. The internal control system still has limitations because this control system is a form of prevention, reduction, improvement of deviations.

Abstract

Generasi Milenial sebagai bagian dari kaum intelektual, kelak akan memegang tali estafet kepemimpinan bangsa. Kaum intelektual muda ini harus menjadi salah satu konsen bangsa saat ini di era 4.0 dalam upaya mewujudkan civil society. Bangsa harus bergerak membangun generasi penerus bangsa dalam proses kaderisasi. Hal ini dapat dilakukan oleh berbagai pihak, baik institusi pendidikan, organisasi, komunitas, dan lain sebagainya yang peduli akan lahirnya Millennial Leader yang cendekia dalam segala aspek kehidupan agar ke depan bangsa ini memiliki calon generasi penerus yang berjiwa Agile Leadership. Penelitian ini dilakukan dengan menggunakan pendekatan kualitatif, yakni dengan menganalisis proses kaderisasi generasi milenial cendekia yang berjiwa agile leadership di era 4.0. Adapun hasil yang didapatkan dari penelitian ini adalah bahwa perlu adanya pedoman kaderisasi generasi milenial cendekia yang berjiwa agile leadership dan perlu adanya program khusus untuk kaderisasi yang bisa dilakukan oleh semua pihak, baik pemerintah, swasta dan masyarakat, sehingga proses kaderisasi akan berjalan seimbang sesuai dengan harapan terbentuknya Millennial Leader yang berjiwa Agile Leadership di era 4.0.

Abstract

The number of small and micro business taxpayers at the Cibitung Pratama Tax Office from year to year after the increase, but the high increase in the number of taxpayers is not directly proportional to the increase in taxpayer compliance in paying and notifying the tax. The purpose of this research is to recognize the influence of understanding, the description and knowledge of taxpayers on the compliance of small and medium-sized micro business taxpayers at KPP Pratama Cibitung. The population in this research is a small intermediate micro business taxpayer registered at KPP Pratama Cibitung. The procedure for taking illustrations in this research uses accidental sampling, on the contrary, the collection of information through the questionnaire method. The illustrations used in this research are 100 respondents. In this research, hypotheses are tested using multiple linear regression analysis. The results of this research display that understanding, descriptions, and knowledge of taxpayers regarding partial taxation influence the compliance of small and medium-sized micro business taxpayers in the Cibitung Pratama Tax Office.

Abstract

The year 2019 was the year of the people's party in Indonesia, where every Indonesian citizen got their right to deliver their aspiration through the general election which would be held on April 17, 2019. This general election would be held simultaneously to elect the president and vice president and also the council members. Slightly different from the previous general election which had separated agenda between the president and vice president and the council members. The role of General Election Commission (KPU) in the general election was as an organizer that very important in succeeding the general election. As the organizer, KPU also had a big role in encouraging people to actively participate in casting their votes. One of the ways carried out by KPU Depok in order to encourage the voters of the Depok city to cast their votes was by conducting socialization. In the 2019 general election, one of the targets of the socialization conducted by KPU Depok was the first-time voters. Of the total number of 2,466 first-time voters registered as the Final Voters List (DPT), KPU Depok was targeting 100% of the first-time voters to participate in the April 17, 2019 general election. Various ways were made by KPU Depok to socialize and educate first-time voters all about the election. One of them was to collaborate with STIAMI Institute in order to socialize the 2019 general election for the first-time voters in Depok. The specific target to be achieved in the community service was to encourage the first-time voters to come to the polling stations (TPS) to cast their voting rights in the 2019 general election, also educate them the proper way to cast their votes in the 2019 general election. The method used in this community service was by socializing and conducting interview about the 2019 general election.

Abstract

DKI Jakarta as an area that is the center for the entry and exit of migrants from within and outside the country, and is the first transmission area to carry out various preventive measures for the Covid-19 pandemic. The DKI Jakarta Provincial Government reviewed and restricted crowd permits after the announcement of the first 2 positive Covid-19 patients. Various efforts have been made by the Governor of DKI Jakarta, Anies Baswedan, including launching the official Covid-19 website (corona.jakarta.go.id) and forming a special team that will be tasked with monitoring and supervising the potential spread of Covid-19, namely the DKI Covid-19 Response Team. Jakarta through Governor Decree No. 291/2020 regarding the Inauguration of the DKI Jakarta Covid-19 Response Team, which is then adjusted to the following: Presidential Decree No.  7/2020 concerning the Task Force (Satgas) for the Acceleration of Handling Corona Virus Disease 2019. Large-Scale Social Restrictions (PSBB) are a policy taken by the DKI Jakarta Provincial Government in an effort to handle the spread of the corona virus, because the number of cases due to the disease is increasing and spreading significantly and rapidly to several areas in DKI Jakarta. In the implementation, the Government of DKI Jakarta Province first applied PSBB on April 10, 2020 and extended continuously up to several times. Based on the development of the policy change from the application of PSBB to the Transitional PSBB and subsequently re-implementing the PSBB, this study will discuss the Effectiveness of the Role of provincial Covid-19 Task Force (Satgas) in Accelerating the Handling of Covid-19 in DKI Jakarta. In this research, the method used is starting with data collection through in-depth interviews and documentation studies. Then triangulation was carried out to validate the data before finally analyzing the data from the in-depth interviews and documentation studies. The result of this study indicate that the provincial covid-19 Task Force has played an effective role in accelerating the handling of the Covid-19 pandemic in DKI Jakarta.
