Abstract

This study aimed at analyzing the effect of job satisfaction and work environment toward work motivation among civil servants in the secretariat of Local Parliament (DPRD) of West Sumatera Province. Quantitative approach has been used in this study. Data was collected from 52 respondents of Local Parliament secretariat staffs and managers through questionnaires. The data was analyzed through multiple regression analysis by using SPSS version 15.0. The finding of this study indicated that there was a positive effect of job satisfaction and work environment toward work motivation at the levels of 19,9%. It means that 80,1% of the work motivation was affected by variables other than job satisfaction and work environment, such as, leadership style, work ethics, etc.

Abstract

Lack of political commitment has been considered as a principal reason for the failure of bureacratic reform, and is part of the past existing power. The failure of repeated reform attempts has indeed its roots in Indonesia’s unusual political system, in which traditional and colonial ruling system have still influenced power in recent practices. Prospects for reform therefore depend either on fundamental political change, or on generating public surveillance to the system as well to those rulers, who fear that reform represents a threat to their interests. What are factors determine a government’s commitment to implement bureauratic reform? How can we identify genuine commitment and generate increased political will where it is lacking? This article from historical point of view traces the bureaucrat’s typologies that had have been used in Indonesia in order to highlight the key elements of main obstacles in bureacratic reform and the means available for implementing good and clean government apparatus whose commitment is weak. It argues that strong political leadership and irrevocable bureaucratic reform policies are key factors in assuring implementation, while pressures from public media can help foster commitment.

Abstract

This article will discuss the finding research about the evaluation of the justice sanitation program in Banjarmasin. This research is conducted to find out the effectiveness of the program which is analysed in the achievement of the goals in terms of its output and outcome. The approach used in this research is descriptive qualitative and the formal evaluation, with the evaluation technique analysis is single program after only. The result shows that: output and outcome program is not reached/ ineffective

Abstract

Customer satisfaction is the main purpose of the institution in providing excellent service to customers. Service quality is not only to give customer satisfaction but also to build a good brand image of the institution. This study aims to analyze the influence of academic service quality and the image of institutions on student satisfaction of the State University of Padang (UNP). Population consisted of students enrolled in semester from July to December 2011. Sampling was done by purposive sampling with total sample size of 220 respondents. Data was analyzed with multiple regression analysis. The results showed that: (1) the quality of academic services have a significant effect on the brand image of the institution, (2) the quality of academic services have a significant effect on student satisfaction, (3) the institution's brand image have a significant effect on student satisfaction. Research suggestion for the institution to make continuous improvements of the quality of academic service as a core product in higher education

Abstract

Malay cultural values ​​that inhibit the development of Malaysia visits by experts in different forms and intensity, even controversial ideas with Mahathir. But Mahathir still saw a radical, rational and consistent with the determination to address them in an executable form of development action alone, although many do not agree. This study tried to find a thought based on three major work of Mahathir in three decades of his thoughts, and also represents good thoughts in the past before becoming prime minister and when he was prime minister of Malaysia for 22 years (1981-2003). Through thought and action, Mahathir is identitification figures and symbols of the resurrection of the Malays and given the title of 'Bapa Pemodenan Malaysia'. The approach used in this study is a qualitative approach with content analysis. Data were collected with the documentation and interview techniques. In general, the results of this study found that Mahathir thoughts about the value of Malay were seen by many as do not support the progress of the Malays.Kata Kunci: Pemikiran Mahathir, Budaya Melayu, Pembangunan

Abstract

Public service is a thing which must be implemented and complied optimally by a Government to satisfy the wishes and needs of the community. The number of complaints on the catapult of public opinion on the public service by the Government at least be able to portray the state of the quality of public service that currently enjoy the community. This study will analyze the quality of public service and the factors that may effect the quality of public services in the office of licensing and investment services (KP3M) Solok Regency.This study used a qualitative descriptive approach. The data were collected through interviews, observation, and documentation study. The finding of this study showed that the quality of care licensing in the District of Solok KP3M is not good enough. It can be seen from the state office buildings are not adequate services, lack of support facilities and services have not explained the procedure and the completion time of licensing services. While service quality is good enough permissions can be seen from the attitude of employees KP3M in serving the community. In addition there are several factors that effect the poor quality of the services license KP3M Solok regency, such as technology of information and communication, culture and social environment

Abstract

Community participation in public service began in the preparation of service standards to the evaluation and award. Community participation can be embodied in the form of cooperation, fulfillment of rights and obligations of the community, and participation in policy making and shaping public services watchdog. Community participation is an important part of the public service system. Thus the conventional service management that ignores the process of community involvement in public service cannot be maintained anymore. Our concern is to develop an ideal form of participation where the community can be mobilized itself to seek the necessary public services.Kata Kunci: partisipasi masyarakat, lembaga pengawasan, pengguna layanan, pemangku kepentingan, pelayanan publik
