Abstract

New local elections system (Pilkada Langsung) is basically a part of efforts to further the processtowards a democratic institution, especially for improving the quality of democracy in the region tomeet regional autonomy effective and efficient. Election driven by the emergence of the phenomenon ofpiracy authority of the people, followed by the emergence of abuse of power by legislators sebahagian theperiod 1999 - 2004, direct elections under the auspices of Law No. 32 of 2004 and GovernmentRegulation 6 Year 2005 is the door to enter the era of true democracy in Indonesia. This study isoriented to analyze the substance of the regulations.

Abstract

Public service is a thing which must be implemented and complied optimally by a Government to satisfy the wishes and needs of the community. The number of complaints on the catapult of public opinion on the public service by the Government at least be able to portray the state of the quality of public service that currently enjoy the community. This study will analyze the quality of public service and the factors that may effect the quality of public services in the office of licensing and investment services (KP3M) Solok Regency.This study used a qualitative descriptive approach. The data were collected through interviews, observation, and documentation study. The finding of this study showed that the quality of care licensing in the District of Solok KP3M is not good enough. It can be seen from the state office buildings are not adequate services, lack of support facilities and services have not explained the procedure and the completion time of licensing services. While service quality is good enough permissions can be seen from the attitude of employees KP3M in serving the community. In addition there are several factors that effect the poor quality of the services license KP3M Solok regency, such as technology of information and communication, culture and social environment

Abstract

Penelitian ini bertujuan untuk mengevaluasi implementasi Kurikulum Merdeka di SMA Negeri 3 Jakarta dari perspektif tata kelola pendidikan. Dengan menggunakan pendekatan kualitatif dan metode studi kasus, penelitian ini mengumpulkan data melalui wawancara dengan informan, observasi, dan studi kepustakaan. Fokus utama penelitian mencakup analisis komunikasi antara pemerintah dan sekolah, kesiapan sumber daya manusia, sikap pendidik terhadap kebijakan, serta efisiensi struktur birokrasi. Hasil penelitian menunjukkan bahwa implementasi Kurikulum Merdeka dipengaruhi oleh berbagai faktor, termasuk dukungan dari pihak manajemen sekolah, keterlibatan guru dalam proses pengambilan keputusan, dan adanya pelatihan yang memadai untuk meningkatkan kompetensi pendidik. Namun, tantangan signifikan muncul dari ketimpangan beban kerja guru akibat distribusi peminatan siswa yang tidak merata, yang berdampak pada motivasi dan kualitas pengajaran. Penelitian ini juga menemukan bahwa tantangan dalam komunikasi antara pemerintah dan sekolah dapat menghambat efektivitas implementasi kebijakan. Oleh karena itu, rekomendasi diberikan untuk meningkatkan kualitas tata kelola pendidikan di Indonesia, termasuk perlunya penyeimbangan beban kerja guru dan peningkatan transparansi serta akuntabilitas dalam proses pengambilan keputusan. Penelitian ini diharapkan dapat memberikan kontribusi bagi pengembangan kebijakan pendidikan yang lebih baik dan mendukung pencapaian tujuan pembangunan berkelanjutan di sektor pendidikan.

Abstract

Berbagai masalah yang dihadapi oleh Muara Enim seperti infrastruktur yang kurang memadai, kurangnya pemahaman pengelolaan pariwisata, dan keterbatasan promosi wisata menjadi penyebab keindahan alam dan potensi desa tidak dimanfaatkan sepenuhnya. Belum adanya penelitian yang menggali karakteristik lokal dan potensi pengembangan pariwisata di Muara Enim menjadi satu celah kekosongan literatur yang perlu diisi. Untuk itu, artikel ini akan menganalisis pengembangan pariwisata berbasis desa di Kabupaten Muara Enim dengan menggunakan teori pariwisata berkelanjutan dan menjabarkannya dari sisi ekonomi, sosial dan lingkungan. Pendekatan studi kasus dengan mentode in-depth interview digunakan dalam penelitian ini. Hasil dari studi ini menekankan bahwa potensi yang di miliki Muara Enim dapat menjadi potensi besar untuk meningkatkan perekonomian lokal, namun memerlukan pendekatan yang tepat. Penerapan lima modal dan tiga dimensi utama diperlukan Muara Enim dalam membangun pariwisata berkelanjutan yang memberikan manfaat jangka panjang bagi masyarakat, ekonomi, dan lingkungan.

Abstract

Tourism villages are a vital element in the sustainable development of Indonesia's tourism industry. The success of tourism village development is strongly influenced by the presence of unique attractions based on local culture, natural beauty, and the social values upheld by the local community. This study aims to explore the role of unique attractions, such as the Betemoe Package in Bilebante Tourism Village, in promoting local economic growth, cultural preservation, and the strengthening of community social cohesion. A descriptive-qualitative approach was employed through observation, in-depth interviews, and documentation techniques. The primary focus of the study lies in the active involvement of local communities, the reinforcement of traditional cultural roles, and the use of local wisdom-based marketing strategies to create authentic and meaningful tourism experiences. The findings reveal that the Betemoe Package not only offers entertainment through traditional dance performances and ancient lontar manuscript readings, but also educates visitors on values of tolerance and interfaith harmony, particularly between Muslim and Hindu residents living peacefully side by side. This attraction effectively strengthens cultural identity and raises collective awareness of preserving ancestral heritage. Moreover, synergy among village governments, tourism awareness groups (Pokdarwis), local SMEs, and private stakeholders is a key factor in enhancing infrastructure, expanding promotion, and increasing tourism village competitiveness. In conclusion, developing culturally rooted attractions with active community participation can create an inclusive and sustainable tourism ecosystem that significantly benefits the social and economic welfare of rural communities.

Abstract

Dukungan pengembangan wilayah Mandalika sebagai Kawasan Ekonomi Khusus (KEK) terus dilakukan, baik terkait penyediaan infrastruktur, aksesibilitas menuju Mandalika maupun pembenahan objek wisata sehingga menjadi daya tarik wisatawan. Kegiatan pariwisata tentunya memerlukan moda transportasi untuk memudahkan wisatawan selama perjalanan ke lokasi Mandalika sehingga mendorong mereka untuk terus berkunjung bahkan merekomendasikan kepada orang lain. Penelitian ini bertujuan untuk mengidentifikasi kondisi eksisting moda angkutan di KEK Mandalika dan preferensi wisatawan terhadap moda angkutan serta menyusun strategi pengembangan angkutan umum di Mandalika. Setelah dilakukan survei terhadap wisatawan yang berkunjung ke wilayah Mandalika, Provinsi Nusa Tenggara Barat (NTB) pada bulan November 2022, data yang diperoleh dianalisis secara deskriptif. Hasil penelitian menunjukkan bahwa sebagian besar wisatawan di Mandalika berasal dari wilayah NTB dan luar Indonesia. Dalam berwisata, kendaraan pribadi menjadi pilihan utama wisatawan terutama dalam negeri yang datang ke Mandalika (41%) karena praktis, aman, biaya terjangkau, fleksibel, nyaman, dan cepat. Hal ini diikuti dengan motor sewa (25%), mobil pribadi (23%), mobil sewa (9,1%), dan transportasi online (2,3%). Dari hasil analisis, pengembangan angkutan umum yang terkoneksi dengan destinasi wisata perlu direkomendasikan untuk mengantisipasi lonjakan permintaan transportasi melalui promosi terkait ketersediaan informasi juga perlu kerja sama yang baik antara berbagai pihak.

Abstract

The village is the lowest government level located in the administrative area of districts/cities municipalities throughout Indonesia. The rapid advancement of digital technology has brought global changes that require villages to carry out transformation and adaptation. In responding to this, what should be done for the sustainability of the values of life, preserving traditions, culture, and local wisdom, and building human capital to improve the welfare of its citizens? This study aims to find an extraordinary strategy to realize rural resilience through a digital village. The study used a qualitative method with case studies in two villages: i) Cijengkol Village and ii) Sepakung Village. This study finds the importance of digitalization starting from the village. The apparatus and community of Cijengkol Village are increasingly enjoying the benefits of digitization to complete various daily affairs. Meanwhile, Sepakung Village has published its natural wealth and tourism digitally. The digital village is one of the ideal solutions for rural resilience in the digital era. Human capital is the main factor. Advances in digital technology and digitalization of villages help manage village government, including the development of social life in the community in the village. Second, the village has a global presence, where digitalization has helped change the village's image and the lives of its people. It is hoped that the government will be able to initiate a participatory digital village that is responsive to the dynamics of digitalization, inclusive development, the anticipation of disasters, and digital-based environmental sustainability.

Abstract

Toba Caldera UNESCO Global Geopark (TCUGG) has not only geological phenomena of international geological significance value but also has outstanding universal value by the United Nations Educational, Scientific and Cultural Organization (UNESCO). The establishment of TCUGG as a national priority and the Lake Toba Authority Agency is a serious commitment from the government to develop this region. Although it is now a super-priority tourism destination, over the last six decades, the water level of Lake Toba has decreased significantly by 2.4 cm per year from 1957 to 2016. The environmental quality index shows a decline from year to year, and environmental conditions of Lake Toba are already very severe due to various factors. The government and local communities are still running independently for the conservation agenda. This empirical research uses a mixed method of sequential explanation. The main objective of the research is to analyze the determinants of local people's choices to participate in conservation activities in TCUGG. From the research results, the significant factors that determine the local communities' participation in conservation activities are water availability, incentives, suitability of seeds, trust level for the initiator, and the success rate of previous conservation. Society does not need promises or rhetoric, especially for those who have participated before and experienced low success rates. Application of reward and punishment as an incentive for the community to participate in conservation activities and to further encourage their motivation. The main key is to serve the needs of the community in conservation practices.

Abstract

Poverty reduction strategies should refer to who and why poverty occurs to make sustainable development programs effective for the welfare of society. The research aims to describe the problem conditions of the farmer households in Mutunggeding Village, Umalulu District, East Sumba Regency, with an overview of natural assets and human and physical resources. The research method used descriptive qualitative based on secondary and primary data from observations, documentation, and in-depth interviews with 102 randomly selected farmers to answer 41 key questions. The study results found that most farmers were young farmers with paddy fields and gardens, had low education and had supporting skills and good health. However, these land assets have yet to function optimally to meet household economic needs due to a scarcity of subsidized fertilizers, minimal hand tractors, and uneven distribution of irrigation water. This condition will be even more severe if the farmer must bear the burden of customs and culture, so you must go into debt and pawn your paddy fields. On the other hand, the strength of the community's social assets is a strong capital to survive against poverty. Therefore, the Government needs to strengthen the synergy of farmer groups, agricultural BP3K, and BUMDesa in overcoming the fundamental problems experienced by farmers and also needs to strengthen the institutional capacity of BUMDesa as a foundation for improving the people's economy.

Abstract

This study aims to explore the challenges that have long hindered the progress of traditional weaving tourism in Central Lombok Regency and unravel the role of innovation as a breakthrough and solution. The study's focus centered on the importance of innovation as a transformative factor for traditional weaving tourism within the framework of smart tourism in Lombok Tengah Regency. It is known that the distinctive traditional weaving of Lombok has a long history and is an integral part of local life and culture, passed down through generations. However, realistically, traditional weaving must contend with challenges such as the low prices of woven fabric products, the lack of interest among the younger generation to learn weaving, and the limited capacity of weavers to respond to local, domestic, and even global market demands. This study employs a qualitative-exploratory approach, with the research taking place in the villages of Rembitan and Sukarara in Lombok Tengah Regency. The study finds that the challenges faced by traditional weaving can only be overcome through innovation. Innovation has the ability to overcome various obstacles by developing products and creating new designs that align with tourists' interests, utilizing digital technology to market and sell traditional woven products, imparting new skills and techniques to weavers, and promoting traditional weaving as a cultural heritage through digital platforms. Innovation has successfully transformed the traditional weaving tourism industry, even though this transformation is still partial. The dodeca-helix approach within the Tourism Hub can synergize stakeholders to create innovation for transforming the industry despite challenges that must be overcome for this transformation to materialize. In the effort to change the traditional weaving tourism industry through innovation, it is recommended that the Government, private sector, and local community collaborate to address challenges and create innovations to guide the development of traditional weaving in the future.
