Abstract

The spread of hoax information on social media is still difficult to control. Various efforts have been made by the government to eradicate hoax information, even the Ministry of Communication and Information has chosen the decision to block accounts that spread hoaxes, especially those on social media. However, hoax information still exists and its spread is increasing. Therefore, it is necessary to have a strategy that is right on target to prevent the spread of hoaxes. To design a strategy that is right on target, it is necessary to identify the acceptance attitude and behavior of sharing hoax information on social media. Through research using an interpretive paradigm and a qualitative research approach with research data collection, namely interviews with 12 (twelve) informants who are part of the community in Banten, West Java and Aceh Provinces. So, an interesting finding was found that currently receiving hoax information that leads to belief can occur if hoax information is highly correlated with hoax recipients, viral is discussed in the community, and is in accordance with personal views or logic. This acceptance can motivate the behavior of sharing information back due to the desire to be recognized as a trendsetter in disseminating the first information to the people around him. This is the main factor in the dissemination of Hoax information which needs to get recommendations for improving policies and strategies for eliminating Hoaxes in Indonesian society.

Abstract

This article is a scientific account of the results of a study entitled Women and Politics: The Movement and Militance of “EMak-Emak” and “Srikandi” in the General Election 2019. The background of the research problem is assessed from the role of women still in the category of the domestic realm, and still leaves a negative assessment of women who carry out activities in the public sphere, including active participation in politics. This type of research used a qualitative research type, namely research procedures that produce descriptive data. Sources of data obtained are primary data and secondary data. The method of data collection was done through interviews and a thorough literature review. The data analysis technique used is a qualitative analysis technique which is then presented descriptively. As for the conceptual and theoretical framework that is in use is the theory used in answering it uses Michel Foucault's discourse theory and the theory of the movement of women. The results of the study concluded that the women's movement in Indonesia in the 2019 elections which were members of the " Emak-Emak" and the “Srikandi” Group had various reasons, namely as evidence of the identity of the women's political participation movement. The characteristics of the women's movement are generally coordinated with a clearly measurable agenda and steps. The impact of this movement changed the mindset of Indonesian society that women are not only in the reproductive but also shows that they are also capable of entering the productive sphere, including the political sphere.

Abstract

By entering the era of higher education industrialization, Indonesia is required to improve itself so that it can compete with other ASEAN countries. According to several university ranking data, the quality of Indonesian education is still below Singapore and Malaysia. The portrait of the quality of Indonesian higher education is still very vulnerable to injustice and lack of equity Competition for a professional workforce, having mature skills and being equipped with good language skills are prerequisites for competing fairly with other ASEAN member countries. Of course, Raden Fatah State Islamic University Palembang, which has approximately 25,000 students consisting of 39 study programs and 500 lecturers, both domestic and foreign graduates, has great potential to be involved in preparing a reliable workforce in their fields. The quality of the workforce must be supported by the quality of education held in each country, including UIN Raden Fatah Palembang. With good quality, the country's human resources are ready to compete in the ASEAN labor market. The factors that determine the effort to improve the quality of UIN Raden Fatah Palembang in facing the ASEAN Community include: vision and mission; rules; governance guidelines; student body; human Resources; infrastructure; Tri Dharma College; international cooperation; visiting lecturer; and Asean issues. All of these factors are the basis for higher education management.

Abstract

The research aims to search and find the relationship between religion and the state in the Text of the Tanbih of the Tarekat Qodiriyyah wa Naqsyabandiyyah (TQN) Suryalaya. This type of research is qualitative research through factual historical research on manuscript texts with the Philosophy Research Methodology. In the Tanbih Text originating from Sheikh Abdullah Mubarak bin Nur Muhammad (Abah Sepuh) and later popularized by Sheikh Ahmad Shohibul Wafa 'Tajul' Arifin (Abah Anom) the relationship between religion and the state has significant significance and serves as a guide for community and state life for the brothers TQN. In addition to developing Islamic values, Tanbih directed the brothers to develop a feeling of love for the motherland. The conclusion of this research, there is a strong relationship between religion and the state in the Tanbih Text and can be the basis for maintaining the sovereignty of the NKRI with a strong religious perspective. This study provides recommendations for further research related to the relationship of religion with the state to strengthen the mandate of Indonesians amid the development of various ideologies that threaten state sovereignty.

Abstract

This research originated from the phenomenon of the rapid development of the modern retail industry, which can be found in big cities in Southeast Asian countries such as Indonesia and Malaysia. This phenomenon also coincides with the increasing level of public welfare and education, especially in urban areas. This phenomenon has resulted in an increasing number of modern retail stores which have a direct impact on the existence of traditional retail owned by the local community. The response then came from both the government and the retail industry itself. The government seems to be trying to make the development of the modern retail industry with its large capital power grow into a new force that threatens traditional retail, although, in the end, the traditional retail store owners themselves have to think of strategies to be able to continue to compete. The aim of this research is to compare the Indonesian and Malaysian government policies in retail industry regulation. The results of this study are that both countries issued mutually beneficial policies given the modern presence needed for labor needs, while the existence of traditional retailers must be maintained as one of the pillars of the country's economy in the informal sector. Policies for monitoring operating hours, building area, zoning, and guaranteeing labor absorption for modern retailers issued by the two countries with the aim of protecting the existence of traditional retailers that cannot compete directly in the capital.

Abstract

In the 2019 concurrent election, the General Election Commission of Palembang City was prosecuted due to the accusation of not executing recommendations and not protecting voting rights. This research aims to : (1) identify the source of internal conflict; (2) identify the source of external conflict, and (3) analyze conflict management applied to resolve the conflict. This research’s method is qualitative descriptive, data were collected through interviews with purposive informants and documentation. Research shows that conflict was mainly caused by lack of regulation and human resources factors which can be specified into internal conflict were caused by personal factors such as (1) communicational barrier; (2) conflict of interest in recruitment; (3) character differences. Functional factors were disproportioned structure and lack of competence. External conflicts were mainly caused by lack of regulation resulted in misperceptions and also personal and intervention factors. By using the framework of organizational conflict management, it has become clear that the General Election Commission of Palembang applied different approaches to conflict management: forcing and withdrawal for ad hoc electoral body, and institutional (legal approach) in dealing with the Election Supervisory Agency of Palembang. Although they might produce some agreements, those types of conflict management were not leading to genuine resolution since it was a win-lose pattern. It is important to formulate rigid regulation, enhance the competence of election organizers, develop check and balance coordination, and synergize as fellow election organizers to avoid conflict reoccurrence in the future.

Abstract

This study aims to look at the narrative of public policies related to the relocation of the Indonesian capital in the era of the Covid Pandemic 19. The narrative is seen through the development of opinions of government policy actors, political parties, and society. This study uses a Q-DAS (Qualitative Data Analysis Software) approach; besides the data in this study are media and social media data. The media have an essential role to play in shaping public narratives related to policymaking. The role of public narratives can create collective awareness in providing information about actor choices in policy decision-making. This research will conduct a Narrative Policy Framework (NPF) study, which can describe, explain the structure of political narratives in policymaking. The results showed that the Government's attitude was inconsistent regarding relocating the State Capital (IKN) after the Covid 19 Pandemic. The policy choices made by the Government were evident from the Government's narrative that temporarily suspended the relocation of the State Capital (IKN). The policy steps taken by the Government are the impact of the developing public narrative related to the relocation of the State Capital (IKN) in the Covid 19 Pandemic era. The factors affecting budget availability are Covid 19, weak public support, regulations, and aspects of environmental damage. These factors have developed in the public narrative on mass media and social media so that the Government took steps to delay the process of moving the country's capital city (IKN).

Abstract

The SiBakul Jogja Free-Ongkir is an empowerment program to helping MSMEs in the province of Yogyakarta affected by the Covid-19. Collaborative governance in the SiBakul Jogja free-ongkir program involves several stakeholders namely, the Department of Cooperatives and SMEs of the Special Region of Yogyakarta, the Java Parama Niaga (JPN) Cooperative, Gojek Jogja, Grab Jogja, and MSMEs affected by Covid-19. In addition, to create collaborative governance, the stakeholders pay attention to three sides to see the efforts to empower the community, namely enabling, empowering, and protecting. The results showed that the collaboration between stakeholders in the SiBakul Jogja Free-Ongkir program was successful. The continuation of the cooperation in empowering MSMEs in the SiBakul Jogja Free-Ongkir program is influenced by various factors, supporting factors, and inhibiting factors. Supporting factors such as a good network structure involving actors who are competent in their fields, adequate sources of funds, and authorities who are in accordance with procedures. The SiBakul Jogja Free-Ongkir program has better changes than before, from manual into an application. The stakeholders made innovations through evaluation results and coordination among them. They were creating the applications namely, Selly, Jagoan SiBakul, and GrabMart. Furthermore, the inhibiting factors are the lack of evaluation by the private sector and lack of technical resources. They need to conduct an even evaluation of stakeholders through good coordination and communication, especially with the JPN Cooperative, increase technical resources, and hold good socialization in presenting the latest innovations from Grab Jogja.

Abstract

The Covid-19 pandemic that hit the world, including Indonesia, led all heads of state to respond with various policies aimed at controlling the spread of Covid-19. This research wants to see and analyze the dynamics of central and local government relationships in response to policies taken in handling the Covid-19 pandemic in pre-crisis and crisis through political communication conducted. Using the literature study method, this research concludes that there is no good synergy between the central and local governments in handling Covid-19. A number of policies formulated between the central government and the provincial government of DKI Jakarta, appear to be running on their own without good coordination. Policymaking is seen to highlight sectoral egoism and political communication between actors at the central and local government levels, potentially affecting the political environment in Indonesia which boils down to the influence of electability in the 2024 presidential election. This study recommends the government improve the model of deliberative, mediative, multicultural, consensus, and excellent organizational communication and build a synergistic coordination system, in order to escape sectoral egos and short-term interests that are group and personal. Those political communication models are important especially in disaster management including the Covid-19.

Abstract

Gunung Kidul is one of the areas in the Special Region of Yogyakarta Province which is always hit by a clean water crisis. In fact, clean water is one of the most important human needs that must be protected by its resources. The higher amount of consumption has made many regions experience an air crisis, one of which is Gunung Kidul. In fact, there are effects of climate change that lead to the quantity and quality of water in Gunung Kidul. Therefore, this study aims to explain the policy phenomenon carried out by the Gunung Kidul Government in air management by using a type of literature study research where the authors collect various sources from journals and other literature on climate change, management policies, and the water crisis. By using the theory of implementing public policy and the concept of integrated water resource management, the results show that Gunung Kidul Regency is experiencing climate change, as seen from an increase in average air temperature, inconsistent rainfall, and rising seawater. Climate change that occurs indirectly affects the quantity and quality of existing resources, causing a clean water crisis in various areas in Gunung Kidul Regency. In response to this, the government has not implemented the air resources management policy optimally, this is based on the incomplete air distribution, high PDAM water rates, minimal utilization of water resources, and water resources conservation activities that have not been optimal. Therefore, some appropriate steps that can be taken are, first, making efforts to utilize air resources other than air resources. Second, expanding the distribution of air pipelines from PDAM along with affordable payment rates. Third, maintaining the quality of resources in drought-prone areas through mining activities.
