Abstract

This study aims to analyze the effect of General Allocation Funds, Labor and Government Expenditures on Economic Growth in East Kotawaringin Regency. The research method used in this research is a descriptive-quantitative research approach. The analytical tool used in his study is multiple linear regression with the t test, F test, and the coefficient of determination test. The results of this study indicate that partially the variables of the General Allocation Fund and Government Expenditures have a significant effect on Economic Growth in East Kotawaringin Regency. While the Labor variable does not have a significant effect on Economic Growth in East Kotawaringin Regency. Simultaneously, the variables of the General Allocation Fund, Labor, and Government Expenditures together have an effect on the Economic Growth variable. The implications of this research include, among others, to encourage the economy of East Kotawaringin Regency, the general allocation fund should be increased for the advancement and improvement of economic growth as well as improving the quality of the Laborforce in the East Kotawaringin area.Keywords:   Economic Growth; General Allocation Fund; Government Expenditure; Labor

Abstract

So far, there have been no economic valuation studies to ecological studies that reveal the potential of the Tempe Lake area, so that policy makers have not been able to manage and use the Tempe Lake Area, at the most effective and efficient level, and able to distribute the benefits and costs of conservation fairly. The novelty of this research is trying to do an economic valuation, which is paralleled with an ecological study of the existence of Lake Tempe. This study aims to identify the ecological functions of Lake Tempe that give rise to various economic and non-economic benefits for the community around Lake Tempe, as well as to determine the amount of Total Economic Value (NET) of Lake Tempe. The data were analyzed by adding up the value of direct benefits, value of indirect benefits, value of choice benefits, value of existence benefits and value of inheritance benefits in the Tempe Lake area. This research data was collected through surveys and interviews with stakeholders who have a reciprocal relationship with the Tempe Lake area in Wajo Regency. The results showed that the total economic value obtained for the Tempe Lake area was Rp. 5,742,249,708,120,- per year with the largest contribution coming from the direct benefit value of Rp. 4,571,395,793,250,- per year or 78.7%. The implication of the research is the need for cross-sectoral joint coordination from various levels of government, to encourage the rehabilitation of forest areas around the Walennae and Bila watersheds. Dredging of Lake Tempe is urgently needed to cope with the annual flooding due to overflow of water. In addition, to increase the utilization of Lake Tempe, a more massive synergy between stakeholders is needed, to develop other untapped potential of the Lake Tempe area.Keywords: Valuation; Resource Economics; Ecology

Abstract

This research aims to capture the government's response from the budget side facing an unprecedented health crisis. COVID-19 pandemic disrupts economic activities and negatively impacts the economy on the micro and macro scale. Data from the World Bank stated that Indonesia's poverty level increased from 9.8% to 10.2% during the first six months of the pandemic. The Government of Indonesia immediately responded to the situation by refocusing and expanding the government budget and building the stimulus package named The Covid-19 Pandemic and National Economic Recovery (PEN) to protect citizens' financial well-being and stabilize the macroeconomics condition. The expanded budget leads to the need to find the immediate resources to fulfill the budget deficits. Under the PEN program, the government supports impoverished people with social protection programs. The amount and the type of assistance were adjusted several times due to the spread of COVID-19 cases. Some problems also emerge during the implementation of the protection program, including corruption and recipient mistargeting. The government is expected to improve the program delivery mechanism and develop a system to update recipient data. Digital payment is considered the best way to deliver the benefit to the recipients in order to minimize corruption and accelerate distribution. Regarding the form of assistance, cash transfers are considered the better way to minimize corruption during the delivery process. The coordination between central and local governments should be enhanced to bring the updated data of beneficiaries. Keywords: Budget Allocation; Burden Sharing; COVID-19; National Economic Recovery (PEN); Social Protection;

Abstract

Indonesia's foreign trade, especially export activities, covers various economic sectors. One of them is in the agricultural sector. One of the most important economic sectors is the plantation sub-sector, namely oil palm plantations. Currently, palm oil exports are very important given the increasing volume. The novelty of this research is that it tries to explore further the conditions of Indonesian palm oil exports and the factors or determinants that determine the world's palm oil demand. Research on palm oil exports is for identifying trade patterns between Indonesia and Malaysia from the perspective of the factors that influence it. The results showed that the GDP factor both affected the export volume of Indonesian and Malaysian palm oil, but had a different coefficient or slope sign. This means that there is a substitution relationship between Indonesia and Malaysia, that is, the Malaysian market share switches to the Indonesian market share. The GDP similarity index factor that affects the volume of Malaysian palm oil exports shows a negative sign or slope. This may imply that Malaysian palm oil exports have the potential to increase trade that is inter-industry or different in industry. The relative distance factor only affects the volume of Indonesian palm oil exports. This means that distance or transportation costs play an important role in Indonesian trade, especially Indonesian palm oil exports. The implications of this research are, among others, it is important to increase trade cooperation more intensively. For this reason, Indonesia must be able to control the market share that is the destination for CPO exports by continuing to establish and develop cooperation in the potential agricultural sector, for example oil palm plantations, both in the upstream and downstream industries. In addition, Indonesia must be able to carry out a more productive trade process, and build good infrastructure, so that the trade transaction process becomes more effective and efficient, and provides far greater benefits to its partners.Keywords: International Trade; Palm Oil; Exports

Abstract

Unemployment in South Sulawesi is very worrying and quite disturbing economic performance in this area. Although the government has made efforts to achieve growth based on employment and increase the minimum wage, conditions have not been able to reduce the unemployment rate itself. The novelty of this research is to try to dig deeper into the interrelationship of minimum wage setting policies, efforts to increase economic growth and efforts to control inflation by the government, to the unemployment phenomenon that occurs in South Sulawesi Province. This study aims to determine how the influence of economic growth, the provincial minimum wage and inflation on unemployment in South Sulawesi Province, Indonesia in 2005-2019. The type of research used is quantitative, namely the research method which is a scientific approach to economic decisions by using multiple linear regression analysis to find out how much influence the variables studied are. The results show that simultaneously economic growth, provincial minimum wages and inflation have a significant effect on unemployment in South Sulawesi Province. Partially, economic growth and provincial minimum wages have a significant negative effect on unemployment in South Sulawesi Province. Meanwhile, inflation has a positive and insignificant effect on unemployment in South Sulawesi Province. The implication of this research is that the government needs to increase quality and more inclusive economic growth based on expanding job opportunities and increasing human capital.Keywords: Unemployment; Economic Growth; Minimum Wage; Inflation
